  1. Provide total number of appointments of retired DRDO official as consultant, adviser or any other designation who are currently holding the post.
  2. Provide the names and place of posting and field specialization of posted official.
  3. Provide the policy of BEL for recruitment in such appointment.
  4. Provide the selection procedure for such appointments.
  5. Whether BEL take any clearance like vigilance or APAR etc. from DRDO before appointment of such retired official of DRDO. Yes or No
  6. If yes then provide the nature of clearance from DRDO.
  7. Provide the service tenure of such appointments and whether any age restriction or age limit for appointment.

As per CVC said order that the Board of Directors should review the vigilance work in every six months

Etc

  1. Air force officers visited Europe with BEL official for vendor capability inspection against IACCS project. Yes or No
  2. If yes, then provide the number of Air force officers visited Europe with BEL official for vendor capability inspection against IACCS project.
  3. Whether BEL put this inspection term in their MoU on IACCS project. Yes or No
  4. The visit cost of Air force officers sponsored by BEL or Air Force or Foreign Firms
  5. Provide the Year and month of Visit of Air force officers against IACCS project
  6. AS per news clips the BEL already ordered plant and machinery to foreign vendors in more than 1000 Cr and sites are not yet ready or few sites even not started. In this regard please provide that Air force released payment or part payment to BEL for dumping plant and machinery in advance to make them scrape in few years.
  7. Whether BEL taken any prior section for allowing L & T to further subletting construction of IACCS project sites.  Yes or No
  8. AS per news clips  IACCS project sites collapsed one or two places whether IACCS project directorate reviewed or verified the earth profile submitted by M/S RD Konsultant prepared by IIT professor Yes or No

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of rules position to use army manpower deputed to DRDO for various assignments. It is observed that in DRDO scientists and services officers are using army jawans for their personal service, like cleaning private vehicles, using as driver in their personal cars in office hours and after office hours even in holidays. In VRDE, DRDO, Ahemadnagar Lt Col Praveen Kumar utilizing army manpower Sh  Vaidya Mahesh  in his personal service. The enclosed pictures are self explanatory.

Please find some pictures of Army jawans performing duty for private vehicles of Dr DP Singh Scientist, EMU, DRDO Dehradun engaged a private Scorpio in contract since few years. The vehicle is fully painted with Bharat Sarkar, Raksha Mantralay, EMU, DRDO etc.

  1. Please provide the rules position for utilizing army jawans for personal works by services officers deputed to DRDO and DRDO scientists.
  2. Whether it is allowed by Indian army (Yes/No)
  3. Any disciplinary action can be initiate by competent authority if it is come under misutilization of army jawans or other ranks (Yes/No)
  4. If yes then in case of services officers deputed in DRDO who will the competent authority.
  5. If yes then in case of DRDO scientists who will the competent authority.

Sir,

Recently on 26th April Sunday Standard published a news article “Defence Secrets in Danger” DRDO, CVO, Major Genera Ajay Gupta sent a letter no DVS/02/2052/M/01dated 8th May 2015 to all DRDO establishments and inquired about the ground reality of contract business in DRDO. The effect of letter is that almost 30 to 40% contracts appointment curtailed by DRDO establishments.

Sir, the persons specially retired from DRDO who are working on contracts since 5 to 10 years even more and the basis of their contract is purely blackmail, because they they very well know the wrong doings of senior DRDO officials who are in the position. And DRDO, CVO letter is ineffective for them. your personal intervention is needed to save the DRDO organisation.

Please see a letter received from the well wisher and sufferer of such illegal bonding of DRDO corrupt officials.

The Indian Army has donated over Rs. 100 crore to the Prime Minister’s Relief Fund. This amount has been raised by officers and soldiers of the Army donating a day’s salary each.

The cheque was handed over to Prime Minister Narendra Modi by the Chief of Army Staff, Gen. Dalbir Singh, at the traditional “At Home” at Army House on the occasion of the 67th Army Day.

  1. Provide the status of cheque whether cheque deposited in the account of Prime Minister s Relief Fund
  2. Provide the date and name of Bank where above cheque deposited on account of Prime Minister’s Relief Fund
  3. If cheque encashed than provide the account head of Army from which money debited to PM relief account.
  4. If above cheque was not deposited than whether it was return back to Army, if yes than provide the copy of covering letter.
