Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of Press Information Bureau press release on 15-January-2015 15:47 IST Government of India Prime Minister s Office that Army donates over Rs 100 crore to the Prime Minister’s Relief Fund

The Indian Army has donated over Rs. 100 crore to the Prime Minister’s Relief Fund. This amount has been raised by officers and soldiers of the Army donating a day’s salary each.

The cheque was handed over to Prime Minister Narendra Modi by the Chief of Army Staff, Gen. Dalbir Singh, at the traditional “At Home” at Army House on the occasion of the 67th Army Day.

  1. Provide the status of cheque whether cheque deposited in the account of Prime Minister s Relief Fund
  2. Provide the date and name of Bank where above cheque deposited on account of Prime Minister’s Relief Fund
  3. If cheque encashed than provide the account head of Army from which money debited to PM relief account.
  4. If above cheque was not deposited than whether it was return back to Army, if yes than provide the copy of covering letter.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of DRDO. It is observed that DRDO RTI cell is not providing any information in spite of providing corruption evidences.

Dr Tamilmani, DG(Aero), DRDO was used Rustom II project vehicle Toyota Innova  bearing No  # 14B 113597Y. The vehicle was procured for Project Rustom in the name of Remote Video Terminal Vehicle. Vide letter No DRDO/02/333/P/2/Vol-II-394/D/R&D date 23/02/2011.

After complaint to Hon Prime Minister on dated 26th February 2015, the vehicle returned to project premises ADE, Bangalore.

GTRE, Bangalore purchased two Toyota Innova vehicle against project one vehicle is using by Director, GTRE, Dr.CP Ramanarayanan,  surprisingly the another  Toyota Innova vehicle bearing no ↑15B 115897Y was provided on 11th March 2015 by GTRE, Bangalore to Dr Tamilmani, DG (Aero) against his demand dated 10th March 2015

  1. Provide the sanction letter of DHRD with financial concurrence of Ministry of Finance for purchasing two Toyota Innova vehicles by GTRE, Bangalore.
  2. As per DRDO transport policy the project vehicles should use dedicatedly for project work, provide the DRDO hqrs approval for transfer the vehicle to Dr Tamilmani.
  3. If Director, GTRE not obtained the permission for transferring the vehicle then provide the DRDO provisions for mishandling the project property without prior approval.
  4. Copy of letter of DG (Aero)/Sectt/TSO/1/018 dated 10 March 2015 addressed to Director, GTRE for transfer the vehicle.

Note: The matter is related with corruption allegation that misuse of government funds and mislead to government. The return of vehicle itself proves that DRDO officials are openly wasted the public funds for their enjoyment.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of corrupt practices following by DRDO.

The applicants already filed hundreds of RTI s to DRDO with the aim of expose their corrupt practices earlier up to end of 2011 I have received 50% informations in the basis of those inputs, I have submitted some corruption complaints to CVC and other agencies partly the action were taken but from mid of 2013 I have only received 10%  informations but no action taken on corruption exposures. Interestingly since end 2013 DRDO stopped giving any informations against RTI applications, whether it is related to corruption or human right. I tried to my best requested RTI with enclosed corruption evidences but to DRDO refuses to all RTI requests under section 24 (1). DRDO have no respect for constitutional provision of GOI.

The following information is requested with evidences which prima facie supported that Dr Tamilmani and other involved in corrupt practices. This information is requesting through PMO because we have faith on Sh Narendra Modi ji government and if, we will not get any response of this RTI than it is a confirmation that PMO is also in the grip of corrupt officers and Modi ji government has no meaning of RTI Act 2005.

  1. Provide the information that Toyota Innova using by Dr K Tamilmani, DG AERO, Director, ADE and others are procured under Project Rustom II as Remote Video Terminal Vehicle as stated in Dr.Hina Gokhle, DHRD
  2. Provide total Toyota Innova/Scorpios/Safaris in the financial 2012/13, 2013/14 & 2014/15 with nomenclature used, project names by DRDO.
  3. Provide the numbers of Directors/establishment Heads/in-charges of various siblings of DRDO using red beacon on their vehicles.
  4. Provide the total amount dispersed as transport allowance in financial year 2014/15 to Directors/establishment Heads/Program Directors/project Directors /in-charges of various siblings of DRDO

Note – The matter is directly related to corruption and not exempted under section 24 1 of RTI Act 2005

With above referenced letters kindly provide me the following information requested under the purview of the Right to Information, RTI Act, 2005 in respect of complaints against Dr. Arvind Kumar Saxena, Director, DMSRDE, Kanpur

  1. I have submitted 12 complaints on allegations of corruption against Dr. AK Saxena, Director, DMSRDE. [List Enclosed]
  2. Two FFICs were constituted by Sri Avinash Chander, DG, DRDO to inquire the complaints against Dr. A.K. Saxena.
  3. The three member first Fact Finding Inquiry Committee (FFIC) constituted by Sri Avinash Chander was consisted of  Chairman as Sri S.S. Negi, Scientist ‘H’ , Sri Manoj Bali, Scientist ‘G’ and Sri Jagdeep, Scientist ‘F’. First Fact Finding Inquiry Committee visited DMSRDE, Kanpur on 13th – 14th, and March 2014 for inquiry on the complaints submitted by me against Dr. A.K. Saxena.
  4. Sri Avinash Chander again set up four membered second Fact Finding Inquiry Committee. The second FFIC was constituted under chairmanship of Dr. D.C. Pandey, Scientist ‘H’ and three members Sri Hari Babu Srivastava, Scientist ‘G’, Sri Jagdeep, Scientist ‘F’ and Sri R.S. Mehta, Joint Director. The said committee visited DMSRDE, Kanpur on 9-10 July 2014.
  5. It is also observed that few order cancelled for which complaint was submitted, it is perfect evidence that FFIC found some manipulations in procurements.

It is observed that when citizen of India submitted some feedback, suggestions to improve system or information regarding misuse of fund & power by authorities, PMO officials are taking these inputs as personal grievances of individuals rather than taking inputs in national interest. The PMO officials forwarding that information directly to concern organizations without concealing the name of individuals, it may be affect the carrier of individual or authorities can target to harass the individual.

  1. Kindly provide the PMO policy for handling the inputs receiving in Interact with Honorable Prime Minister of India.
  2. Whether government officials can send feedbacks of their respective organization.
  3. PMO officials who are handling these inputs/feedbacks/infarctions are permitted to disclose the name of individual to his/her department superiors.
  4. Whether government officials who are submitting inputs in PMO website in Interact with Honorable Prime Minister of India are violating CCS (Conduct) Rule 1964, Rule 20 or any other CCS Rules (Yes/No)

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of OFFICE MEMORANDUM  F.No.22/35/2011-EO (SM.II) 24th September, 2014 Sub: Grant of extension/re-employment to Central Government servants beyond the age of superannuation.  In Para 1 – The ACC has observed that in some of the cases, the Departments are not taking timely action to reconstitute the Departmental Peer Review Committee (DPRC) and are unilaterally extending the service of the officers beyond the age of superannuation without first obtaining approval of the ACC.

  1. Please provide the copy of order issued by PMO for cases of services extensions which found without obtaining approval of ACC.
  2. Please provide the names of individuals with name of respective department who were given extensions without obtaining approval of ACC.
  3. Please provide  the names of  individuals who were retired from service as per Para- 4 of above referred OM – that in absence of specific approval of ACC towards extension of his services beyond the date of superannuation, an officer should stand retired on his date of superannuation.
  4. As per Para- 1 of above referred OM  – (The ACC has observed that in some of the cases, the Departments are not taking timely action to reconstitute the Departmental Peer Review Committee (DPRC) and are unilaterally extending the service of the officers beyond the age of superannuation without first obtaining approval of the ACC.) As per above statement it is  understood that ACC found such cases where individuals were given service extension without getting first obtaining approval of the ACC. Provide the action taken by PMO on these illegal service extensions till date.

Sub: Grant of extension/re-employment to Central Government servants beyond the age of superannuation

Attention of all the Ministries/Departments is invited to the Government of India (Transaction of Business) Rules which prescribe that the ACC is the competent authority to decide the cases of extension in service beyond the age of superannuation. Attention is also invited to DoPT’s OM. No. 26012/6/2002-Estt, (A) dated 09.12.2002 on the subject mentioned above laying down instructions/criteria for grant of extension in service to the categories of personnel referred in proviso to F.R. 56(d). The ACC has observed that in some of the cases, the Departments are not taking timely action to reconstitute the Departmental Peer Review Committee (DPRC) and are unilaterally extending the service of the officers beyond the age of superannuation without first obtaining approval of the ACC.

2. It has also been observed that Ministries/Departments often submit proposals late to the EO Division as a result of which submission of cases for consideration of the ACC also gets delayed.

3. In view of the above, all the Scientific Ministries/Departments are hereby advised to take timely action for constitution of the DPRC for considering the cases for extension of service of specialists in medical or scientific fields, beyond the normal date of superannuation and ensure that proposals seeking approval of the ACC be invariably submitted at least two months in advance of the date of superannuation.

4. It is also reiterated that in absence of specific approval of ACC towards extension of his services beyond the date of superannuation, an officer should stand retired on his date of superannuation and under no circumstances should the Ministry/Department concerned extend his services beyond superannuation unilaterally without the approval & ACC.
