Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of contractual appointment of Sh Avinash Chander as Secretary, DRD for the period of 18 months up to 31st May 2016.
- Provide the number complaints received by PMO against Sh Avinash Chander and DRDO by PMO from 1st June 2013 till date.
- Provide the status of these complaints.
- Provide the copy of approval/renewal of earlier 31st May 2013 contractual appointment of Sh Avinash Chander by PMO

It is shameful all of us permanent staff and officers of prestigious DRDO Organization should work under contractual laborer / highly corrupted person as Head of organization. His service has been extended shows we do not have any leading top scientific boss in our country. DRDO HQs has bunch of corrupted directors like AK Singh who would have manged new Defence minister for SA extension.

I find that at least FIVE institutes under DST has no regular Director
K. Vijay Raghavan, (also a member of the science advisory committee of Congress regime), who is already looking after DBT, take additional duty of DST. Vijay Raghavan is being extended again and again.
Can a department in proxy run without glitch for long? Is we check how the Institutes are running under DST, we again find the same trend. Take ARIES of Nainital
(the place India’s biggest telescope is being installed) which is under DST. Their
Director had to step down under CBI directive early last year, and is running the show as an acting director. The registrar was also under the scanner of CBI. Today the registrar is also ‘Acting’. In ARIES the Director appointed his brother and nephew by manipulating committees and CBI has started investigation.
Indian Association for the Cultivation of Science (IACS), India’s oldest scientific research organization, also under DST, then we find that its Director Kankan Bhattacharyya had to step down last year, due to scandals unearthed by CAG. IACS is also having an acting Director for about two years now. After a directive from the Center Govt. to the Governing Council of Bose Institute, Shibaji Raha, the director of IACS suspended the registrar. The Registrar’s post is thus under proxy, which is very convenient the way this clout operates
The other Bose Center (S.N. Bose National Center for Basic Sciences), named after
Bose-Einstein famous, being under DST institute is no exception. Here , Sibaji Raha
The director of IACS, gave the additional charge so that the Bose Center can be run by proxies. Most interesting is the appointment of the Registrar’s post at S.N. Bose Center: The Institute did not have a registrar for 15 YEARS! The position was finally filled by one Shohini Majumdar last August who is an internal Candidate. This Shohini Majumdar is none other than Shohini Chakraborty, daughter of Animesh Chakraborty of IACS and a close colleague of CNR Rao since IIT/Kanpur days. So Sushanta Duttagupta, the scandalous Director, who appointed Shohini Majumdar 13 years ago, and Arup Raychaudhuri (the two past Directors) were just obliging CNR Rao to nurture Shohini Majumdar (to become the future registrar) for THIRTEEN Long years, leaving the post vacant in one pretext or another and not selecting many brighter candidates. . This is a real example of how corruption has taken deep root in DST institutes
CNR RAO played a role on making IISERs, look whom he selected as the Directors. The first Director of IISER was Sushanta Duttagupta, dishonorably discharged person from SN Bose Centre. Today all the IISERs have CHEMISTS as the Directors, the same field as CNR RAO. One Sathyamurthy, CNR RAO’s colleague at IIT/Kanpur is one of them. In fact Ghaneshan, CNR Rao’s Son-In-Law is also one of them (Pune IISER).

Mr. Mandal,
You have rightly pointed out the dire situation of S&T management in India. In may occasions top politicians, great scientists often quote “The progress a country depends on its scientific and innovative competency” but unfortunately this has just remained in quotes and quotation and far from its implementation at ground level. I hope the new Govt. will bring in some policies to make scientific culture thrive in scientific and academic institutions in India. Nepotism and centralization of authority has taken toll on scientific psyche in DRDO.
