Hello,
Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of corrupt practices following by DRDO.
The applicants already filed hundreds of RTI s to DRDO with the aim of expose their corrupt practices earlier up to end of 2011 I have received 50% informations in the basis of those inputs, I have submitted some corruption complaints to CVC and other agencies partly the action were taken but from mid of 2013 I have only received 10% informations but no action taken on corruption exposures. Interestingly since end 2013 DRDO stopped giving any informations against RTI applications, whether it is related to corruption or human right. I tried to my best requested RTI with enclosed corruption evidences but to DRDO refuses to all RTI requests under section 24 (1). DRDO have no respect for constitutional provision of GOI.
The following information is requested with evidences which prima facie supported that Dr Tamilmani and other involved in corrupt practices. This information is requesting through PMO because we have faith on Sh Narendra Modi ji government and if, we will not get any response of this RTI than it is a confirmation that PMO is also in the grip of corrupt officers and Modi ji government has no meaning of RTI Act 2005.
- Provide the information that Toyota Innova using by Dr K Tamilmani, DG AERO, Director, ADE and others are procured under Project Rustom II as Remote Video Terminal Vehicle as stated in Dr.Hina Gokhle, DHRD
- Provide total Toyota Innova/Scorpios/Safaris in the financial 2012/13, 2013/14 & 2014/15 with nomenclature used, project names by DRDO.
- Provide the numbers of Directors/establishment Heads/in-charges of various siblings of DRDO using red beacon on their vehicles.
- Provide the total amount dispersed as transport allowance in financial year 2014/15 to Directors/establishment Heads/Program Directors/project Directors /in-charges of various siblings of DRDO
Note – The matter is directly related to corruption and not exempted under section 24 1 of RTI Act 2005

The vehicle was procured for Project Rustom in the name of Remote Video Terminal Vehicle. Vide letter No DRDO/02/333/P/2/Vol-II-394/D/R&D date 23/02/2011.

This is corruption at its peak by K Tamilmani (DG Aero). he is using Government vehicle and also drawing transport allowance as seen in his salary slip….this is gross misappropriation of money and using it to buy expensive properties. strict disciplinary action should be taken and public money should be recovered from him
All these days when Dr. K Tamilmani’s joke was going on, another black pig looking DG-ECS Dr. S Sundaram never bothered to stop using project vehicle supplied by LRDE. He thought it is not applicable to him. However, gracefully DG-ECS has removed his name plate from the white Innova vehicle no. 13B113303X. But he can’t understand that what is said about his neighbor is applicable to him also.
But even serious is, we have one great joker as Director of ADE, Mr P Srikumar, who strongly believe that as Director he can do anything and misuse government machinery. He is royally using Rustom 2 vehicle with name plate affixed both front and back. He says as he is Director nobody can question him. If questioned, immediately the scientist will be branded as trouble maker with nuisance value and sidelined and punished. If any government agency can probe whether Sirkumar can use nameplate and Rustom 2 vehicle or some psychiatrist can check mental status of the Srikumar. If Srikumar is having any shame, he should stop using Rustom 2 vehicle no. 14B113614K and remove name plates and stop using the project vehicle.
Sorry, my dear. You are wrong in saying that our beloved ADE Director P Srikumar is using Rustom 2 Innova vehicle. Rustom 2 PGD has attached this Innova to ADE MT department as this vehicle was procured extra. Because of ignorance of some project manager, this vehicle was procured additionally even thought there was no requirement for the Rustom 2 Project. When there is no technical progress what so ever, where is need of the this RVT vehicle for Rustom 2 project. Hence, P Srikumar is using the general pool vehicle, of course, using name plate is against MTV Act. So what, there are many things going wrong, this is small lapse. Anyway, I will advise him to remove name plates by Monday.
Mr Vijay Veer Director of DRLT tezpur is also using project vehicle tata safari for ferrying himself and his knowns ( vendors also) to see kaziranga, shilong and arunachal. Please do enquery and check record.

Central Civil Services (Conduct) Rules, 1964 as amended time to time:
3. General
(1) Every Government servant shall at all times–
(i) maintain absolute integrity;
(ii) maintain devotion to duty; and
(iii) do nothing which is unbecoming of a Government servant.
(2) (i) Every Government servant holding a supervisory post shall take all possible steps to ensure the integrity and devotion to duty of all Government servants for the time being under his control and authority;
This CCS Conduct Rules is not meant for rulers like DGS, Directors. RAC head, DOP, DHRD. They are gifted with vajra kawacham. All the rules, regulations and discipline meant only for working class and for the honest officers and staff who are not pleasing these authorities. So, any body want to take the shelter of this kavacham, just listen what they are telling, talk what they like and close your eyes when they are doing wrong things. This is the new principle of survival in DRDO.
