Hello,
Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of rules position to use army manpower deputed to DRDO for various assignments. It is observed that in DRDO scientists and services officers are using army jawans for their personal service, like cleaning private vehicles, using as driver in their personal cars in office hours and after office hours even in holidays. In VRDE, DRDO, Ahemadnagar Lt Col Praveen Kumar utilizing army manpower Sh Vaidya Mahesh in his personal service. The enclosed pictures are self explanatory.
Please find some pictures of Army jawans performing duty for private vehicles of Dr DP Singh Scientist, EMU, DRDO Dehradun engaged a private Scorpio in contract since few years. The vehicle is fully painted with Bharat Sarkar, Raksha Mantralay, EMU, DRDO etc.
- Please provide the rules position for utilizing army jawans for personal works by services officers deputed to DRDO and DRDO scientists.
- Whether it is allowed by Indian army (Yes/No)
- Any disciplinary action can be initiate by competent authority if it is come under misutilization of army jawans or other ranks (Yes/No)
- If yes then in case of services officers deputed in DRDO who will the competent authority.
- If yes then in case of DRDO scientists who will the competent authority.

Great going VRDE under the present Director. Kudos to Director, VRDE, from my side.
First the understanding of CPIO (as per his convenience) & now misuse of Army personnel by Lt Col Praveen Kumar.
It “EXPOSES” the intention, inclination & pledge of Director, VRDE, to fight against corruption & corrupt practices, under his regime. Great selection of people for such important and esteemed positions to continue the “NEPOTISM”, unabated, at all levels.
I am expecting strict action from concerned authorities against the defaulting agencies, but have my apprehensions.
Anyways, excellent campaign by Shri Prabhu Dandriyal, against such malpractices.
No wonder they are not able to produce any worthy war fighting equipment to the armed forces in time,these guys are the worst lot of scientists who come through quota and wile away their tenure under tax payers money and exploits all govt benefits,there is no accountability to their activities and output ,govt must crack whip and head must roll,enough of systematic loot of tax payers money and compromising of national security…

Behind all these, one has to understand the history of Maj Gen Ajay Gupta, Dir, VRDE.
Enough is available on internet. He has been able to garner support (in all his wrongdoings) of his superiors & the same is being passed on to his “Blue Eyed” ones. The most important being the reasons behind his unceremonious removal from the post of Dir, Vig & Sec. May be it should be investigated by CBI. It seems, he has been managing & prevailing for quite long because of his political connections.
I hope the present Government is taking serious note of the abject & blatant disregard and disrespect to the RTI Act 2005, formulated to bring about more transparency and accountability.
Strict actions and harshest of punishments should be initiated against all such willful defaulters.
Army – Misutilization of Army manpower in DRDO it is money eating system in DRDO . this is big corruption in DRDO You Know HEMRL Security officer Use the QRT Vehicle for his wife official duty through DSC jawans daily this vehicle out from HEMRL and drop his wife in KVD Aundh Pune. but Director HEMRL not control him because he is army COL .
The true meaning of DRDO is “Delay Research & Defame Organization”.

Director,VRDE & Lt Col Praveen seems to be in hand and glubs. Lt col Praveen is enjoying the benefits of being the “Right handed obedient boy”.
Even after knowing about RTI filed by Mr Prabhu, Lt Col Praveen is again found misutilising army manpower Sh Vaidya Mahesh in his personal service.
In fact, now with approval of Director, VRDE, Sh Vaidya Mahesh is seen coming to house of Lt Col Praveen at least 5-6 times daily. Now he has been seen cleaning the bycycle of Lt Col Praveen.
Detailed Timins when Sh Vaidya Mahesh coming to house of Lt Col Praveen
0730 hr to 0930 h- geting milk & seen cleaning vehicle
1100 hr (approx)- brings something in bag and seen watering plants.
1230 hr- sometimes
1500/1600/1700- brings something in bag. Cleans vehicle and bicycle.
1815-1830 h- brings milk or other items.
I THINK DIRECTOR HAS FURTHER GIVEN FULL LIBERTY TO CONTINUE WITH UNAUTHORISED PRACTICES BECAUSE LT COL PRAVEEN HAS BEEN ADJUSTING THE VEHICLE MOVENMENT OF DIRECTOR.
THIS IS NEPOTISM AT ITS BEST.
HOW CAN CORRUPTION BE ERADICATED IF SUCH DEFAULTERS ARE ALLOWED & SHELTERED TO PROSPER.
I THINK,ONLY GOD CAN PUNISH SUCH WILLFULL DEFAULTERS
Director, VRDE, is openly supporting LT Cool Praveen in his misutilisation of Army manpower activities.
In fact it’s increasing day by day.
No shame till date. Rather both are boasting that nobody can do anything and they are above law which is a very dangerous sign.
Director,VRDE & Lt Col Praveen seems to be in hand and glubs. Lt col Praveen is enjoying the benefits of being the “Right handed obedient boy”.
Lt Col Praveen is again found misutilising army manpower Sh Vaidya Mahesh in his personal service.
In fact, now with approval of Director, VRDE, Sh Vaidya Mahesh is seen coming to house of Lt Col Praveen at least 5-6 times daily.
Now the misutilisation doesn’t stop here. Now DSC manpower is being misutilised by LT Col Praveen .
Now both Sep Mahesh and L Nk Rajender Kumar ( from 1298 pl DSC ) are both coming to his house at least 5-6 times each day. Cleaning veh and bycycle, getting eggs and vegetables, watering plants, are noticeable few.
All under the shelter of Maj Gen Gupta . Guptaji is sheltering the corrupt people under him because he is also sheltered by his bosses.
Lt Col Praveen has been posted to VRDE as Project Officer but he is closing his tenure as OIC, DSC (illegal appointment) and OC, VMG ( so that all illegal vehicular movements of Guptaji can be regularised.
