It appears that Dr. Shashi Bala Singh, Director, DIPAS, DRDO running Lab as her dynasty.
“Each Directors of DRDO Labs is King/ Queen of Small Kingdom”
Dr Gausal Azam Khan, young energetic life sciences scientist’s research paper was selected for “Developing World Scientist Award” by XXIII Congress of the International Society on Thrombosis and Haemotasis, Kyoto, Japan.(July 23-28, 2014)
As per DRDO procedure Dr Khan submitted all required documents and requested to allow him to attend above conference well in advance.
However, he was discriminated being a minority because and has not been allowed to attend conference, Dr. Shashi Bala Singh, Director, DIPAS till date not furnished any logical /acceptable reason for denial.

Dr Khan who was joined DRDO direct scientist ‘D’ via NRI scheme in 2009 and does not aware the DRDO flattery culture only believes in research but in last movement a senior scientist who was very well understand the DRDO culture advised to make it personal visit and get NOC.
The advised worked and Dr Khan got NOC and he went Japan.
Dr. Shashi Bala Singh, Director, DIPAS took it personally and by unconstitutionally without taking consent from competent authority i.e DG, DRDO she wrote email to organization committee and inquired unethical manner regarding Dr Khan’s where about, when he reached, where he stays, what he received award/finance etc.
Is very shame to DRDO that Dr. Shashi Bala Singh, Director, DIPAS was spread a message to all international research family that there are no harmony/ understanding/ team spirit/good faith among the DRDO scientists.
Following enclosed emails from Dr. Shashi Bala Singh, Director, DIPAS to executive director of organizing committee speaks a volume.
- Whether GOI/ DRDO Hqrs permit any director to write such mails/letter to ask individual’s personal where about, when he was in personal capacity visit.
In case of Dr Khan when he applied official he was denied means for DRDO matter closed. It attracts penalty for breach of confidentiality and privacy.
- Whether GOI/DRDO hrqs allow to directors who are demoralizing the young scientists, other hand the government asked DRDO “What DRDO is doing to make quality scientific manpower pool larger then what is available, to make it much more competent and qualitative, and what kind of facilities and infrastructure DRDO provide to scientific community including their pay and facilities, other things? (CC R&D, HR).
- A board has recommended Dr GA Khan entry in DRDO as Scientist ‘D’ in NRI scheme, being a dedicated and hard working scientist, he has made his own space in the field, recognize internationally. Instead of encouraging such manpower DRDO Hqrs appears to discriminate the scientist on the basis of cast & creed by backing the Dr. Shashi Bala Singh, Director, DIPAS.
Sir, it is requested to find out, whether Dr. Shashi Bala Singh Director, DIPAS could obtain permission from Sh Avinash Chander, DG, DRDO to write such emails which reflects the mistrust among the colleagues and spying of own scientist. This act of shame is being talked with different; they surprised to see the downfall of DRDO scientific culture.

DO NOT correlate the matter with caste and creeds. It will spoil the actual matter, denying of a person with talent to be recognised at international levels. More than 40% visits to abroad from HQ are well planned for tourist purposes an to meet relatives. Just take the data of last one year and check the pourose of visit. Most labs are doing nothing after completion of their visits.
Main aim and object is to exposed the dadagiri culture of DRDO lab’s Director. Sir you are correct that to meet kith & kin
DRDO Hqrs senior scientist planned their visit with universities/ suppliers firms etc it can be verified with their itinerary,
before/after leave tell the background story.

kindly ask director DIPAS, when she has visited USA on government TD last time. on the name of TD in USA she has visited USA to meet her daughter who working in some institute and government ex chequer paid for their sita milap..
Dr Khan was selected by a board of experts. Director of the lab was supposed to use his talent for the interest of the nation instead she used stick without realising the long term implications.Action against the Director for her incompetence will be lesson for others.
Dear Goshal Khan, You have one opportunity to escape the ire of irony lady……. try to contact the organizer of conference at kyoto university and beg them convince the VC of kyoto university to give her a D.Sc if not possible at least create a fellowship like FKU (Fellow of Kyoto University) ……all her ire will turn into blessings…… I hope if you can try

Singh. you know Yoga Guru was one of the most powerful man of DRDO right from age of Dr. Arunachalam and Dr. Kalam. He became Director in 1992 at age of 43 and CC at age of 53 while present SA to RM Dr. Avinash Chandra, The Agni Putra can get Directorship at age of 55 and became CC at age of 61 whlile he was retired and on extension. Even from 2009 to 2013 he was running parallel lobby in DRDO against Dr. Saraswat.
Despite found guilty & recommended for CBI probe in recruitment scam of DRDO , he safely retire from DRDO and know body dare to touch her daughter’s illegal initial recruitment. Even Avinash Chander could dare to take any initiative in the matter and left the file for his successor who will see his case. Nobody can dare to take action against Dr. Shashi Bala Singh and Dr. A.K. Perfectly true. It seems that Yoga Guru blackmailed Ex SA as he was knowing some weak points of him. He and his coterie ruined DRDO. His chelas, occupying key positions, are still doing the same job. Only god can save DRDO.
Director Dipas is also involved in threatening and manipulating the facts according to her fancy …. This can be ascertained from other employees of lab.
Dr khan have to give the award to her as a gift. Though she never received any international award from international scientific organization.poor fellow: in my opinion he has to move to court for crimanl intemidation and conpiracy. Dr. A.K. Singh is real king of DRDO and all are puppets in his hands as after all he is DOP who can transfer/charge sheet/retire etc to anybody as he is going to retire Avinash Chander on 30 Nov 2014. DOP invited all for his farewell. so understand who is real king that is why “SINGH IS KING”. then who can think about the elder sis of king of DRDO.

I am big fan of yours to tell me about patriotism and sincerity of Dr. GA Khan about this organisation and country, i.e. how to convince their seniors and I can understand why he felt so much embarrassment about his own organisation or wanted to hide something, that he introduced himself as a Professor of some “Sinha Institute of Medical Sciences”.

Dr. Khan & Mr. PDD be away from family matter of Akii, otherwise he may manage Heroine or Charas in your Car. He belongs to very royal family. His father gifted him 1 crore house. Dr. Khan are you not aware family background of sister – brother duo , Dr. Shashibala Singh & Dr. AK Singh. Their father was ACP in Delhi Police and you know both were allotted VVIP Bangla in New Delhi while several MPs are living in Ashoka Hotel and could not get VVIP Accommodation. Better you surrender or leave DRDO, as you know “JAL MAIN RAHKAR MAGAR SE BAIR NAHIN KARTE HAIN”.

only modiji can save DRDO, Directorship to be limited to maximum of two years. then conduct referendum for his further extension as director.
DON Please do. ITS FREE FOR YOU. Also, I don’t agree with referendum scheme, we are not interested in progress path of Director, but progress path of science. So select excellent director in the beginning itself. Integrity of search and selection committee is to be beyond any doubt. It is senior position and chairman of committee and two members Needs to be from other scientific organisatin as done for promotion for F-G-H. Director must possess a MBA or Ph.D degree.
Swindle money collection at DRL Tezpur
DRL, Tezpur is organising its foundation day on 21 November 2014 and after three years there are celebration and money Rs52000/- is sanctioned.
The chairman of organising committee Dr S Hajarika has reportedly asked contactors working at DRL on behalf of CCE (R&D) Kolkata (courtesy
Dr BJ Gogoi, Head works) to give Rs2000/- each for the raising day. This illegal collection is perhaps after the permission/concent of bigboss to avoid any documentary work for purchaisng daroo and snacks as he is famous for purchasing daroo
from public money. This is the extreme of corruption and people are so addicted that collecting petty money of Rs2000/-. Shame to DRL and to DRDO HQ for sitting with closed eyes.
During the last years also Rs35000/- were collected from these contractors to celebrate the foundation day but the better story can be heard from retired employees
who were insulted by even not offering tea and chairs to sit (pta ni Rs35000/- + Rs20000/- kha gaye). What a SHAME?
So she is the lady…..whom Selwa Murthy named famed as Iron Lady????? Shame…….!!!!!! When she was proving a lame duck director of DIHAR, 500 poor dead ladhaki’s in flash cloud burst brought her false glory, fame which she was totally incapable off……
