Kindly provide me with the following information requested under the purview of the Right to Information (RTI) Act, 2005 in respect of Explosive Detection Kit (EDK) of DRDO. DRDO filed a patent application No 524/DEL/1996 dated 12-Mar-1996 for “A PROCESS FOR EXPLOSIVE DETECTION AND IDENTIFICATION”. The patent granted vide patent no 238663 dated 16 Feb 2010. When Reny Roy was assigned a project 15 years ago, she had no idea it would one day get a Washington DC debut as India’s first defense technology transfer to the United States.
The project headed by Roy, a scientist at DRDO’s explosives lab in Pune, led to the creation of Explosive Detection Kit (EDK), which makes it easy to detect all kinds of explosive, especially those used by terrorists.
The kit was launched in Washington on Friday for production and sale in the US and other countries in the region, by Crowe and Company, a South Carolina firm.
It is currently undergoing tests by US military and other security agencies but may soon be headed for use by coalition forces in Afghanistan through a non-profit.

Roy got the project “around 1997” with a brief to develop something to stop terrorists. But it was not a priority, not like DRDO’s more glamorous Agni, Arjun and the LCA projects.

The people of India looking forward to Sh Avinash Chander, DG, DRDO for his next visit to US for Signed MOU with “The Cookie Lady,”

The Explosive Detection Kit (EDK) was launched at the US Chamber of Commerce building in Washington. The event welcomed by all print and electronic media across the globe. Even our honorable parliament also noticed and SHRI A.K. ANTONY informed parliament against UNSTARRED Lok Sabha QUESTION NO 2583 that “The kit was launched by a US Company, Crowe & Co. On 2nd August, 2013. DRDO has granted a license on non-exclusive basis to sell EDK in countries other than India and on exclusive basis for manufacture & sales in US”

The Indian premier defence organization DRDO having annual budget of more than 10000 crores and the US firm having $ 100000 annual turnover.

What are the hidden agenda behind this event by spending crores of crores rupees as almost 10 to twelve persons along with Sh Avinash Chander’s wife ( may be own expenses) also went to US. Govt of India spends a hefty some of amount for the event to please the family of Ms Fay A Crowe, CEO, Crowe & Co, LLC without having no credential and subsequently the whole Crowe family enjoyed the dinner at Ambassador’s residence with poor tax payers money.

In India to purchase Rs 10000 item the department ask the previous experience / cliental list / turn over etc? But in the case of Crowe & Co who verified the credentials from DRDO only GOD knows.

How much money received by DRDO/ Govt of India against licensing /rights for manufacturing of EDK in USA?

Does DRDO think that this Crowe & Co with annual turnover $ 100000 can manufactured the EDK?

When DRDO’s party in the US almost went for a toss

Apparently some officials in the United States consulates in India do not seem to have received the memo about sanctions against Indian entities like the Defence Research and Development Organisation, Indian Space Research Organisation, etc, which were imposed immediately after the May 1998 Pokhran nuclear explosions, being lifted years ago.

Or, still lurking in the shadows of the US State Department are non-proliferation ayatollahs who have not forgiven India for its nuclear tests and are totally opposed to the Indo-US civilian nuclear deal.

These could be the only possible explanations why visa applications of some of the DRDO delegation members were rejected or delayed, which almost made them, miss the official launch last week of the DRDO-developed Explosive Detection Kit in Washington, which was a historic reverse technology transfer by India to the US.

But what is ironical here is that the leading research scientists from DRDO who had applied for visas and were part of the delegation slated to attend the official launch of the EDK had developed and were now transferring a technology that was going to save the continued killing of US troops from IEDs.

This visa issue had gotten so embarrassing that former Defence Secretary William Cohen, now a member of the US-India Business Council’s board of directors, who was presiding along with Ambassador Nirupama Rao at the launch, had to prevail upon Secretary of State John F Kerry and get the visas okayed.

Obviously, not wanting this visa issue to colour the growing Indo-US defence relationship, which he has been promoting assiduously, Cohen said at the outset of the launch that ‘we tend to accentuate the negative in our relationship with India over the years,’ but acknowledged that ‘this most recent snafu about getting visas cleared,’ didn’t help.

Cohen said, ‘We complain about Indian bureaucracy frequently and we only have to look at the mirror and see what happened to American bureaucracy.

‘And thanks to the activities of Secretary Kerry, who at least tried to rectify the errors that we made,’ he said.

In welcoming the DRDO delegation, Cohen said, ‘So we apologize for your delay and I know as a frequent traveller what it means to get off a plane after flying 14 hours and to come directly to a meeting such as this.’

‘So, we are honoured that you are here, embarrassed that we somehow forced you to delay your trip and not give you enough time to rest before coming.’

US Firm Signs Pact to Acquire DRDO’S Technology for Explosive Detection Kit

A USA based firm Crowe & Company, LLC has entered into a licensing agreement with DRDO to acquire the technology of Explosive Detection Kit developed by the High Energy Material Research Lab (HEMRL), Pune, one of the constituent laboratories of DRDO. An MoU to the effect was signed by Dr. Subhananda Rao, Director HEMRL on behalf of DRDO, and Ms. Faye Crowe, President, Crowe & Company, LLC, USA here today.

HEMRL has developed the kit for quick detection and identification of explosives that can detect and identify explosives based on any combination of nitro esters, nitramines, trinitrotoluene (TNT), dynamite or black powder. The testing requires only 3 to 5 mg of suspected sample and only 3 or 4 drops of reagents. The explosive detection kit comes packed in a box the size of a vanity case and in miniature vials that can be kept in shirt pockets. It contains reagents capable of detecting explosives, even in extremely small, trace quantities.

Crowe & Company had approached FICCI under DRDO-FICCI, ATAC programme to enter into MoU for licensing agreement with DRDO for the said technology. In the past FICCI has also facilitated a similar kind of licensing agreement for explosive detection kit between DRDO an Indian company, named, Vantage Integrated Security Solutions (P) Ltd. The DRDO – FICCI Accelerated Technology Assessment & Commercialisation (ATAC) programme is a unique initiative that aims for commercialisation of cutting edge technologies developed by various labs of DRDO for civilian applications.

Speaking on the occasion Dr. Prahlada, Distinguished Scientist & Chief Controller R&D (Aeronautics & Services Interaction), DRDO, the key architect of DRDO-FICCI ATAC initiative, said “the ATAC programme has achieved a major milestone with the US Company taking DRDO technology for use by US homeland security and for international markets.” Dr Prahlada further said that the present technology can also be helpful to control illegal trafficking of the explosive materials as it can equally detect and identify explosive materials in the pre- and post-blast scenarios.

Mr S. Sundaresh, Distinguished Scientist & Chief Controller R&D (Armaments & Combat Engg.) stated that the technology is very effective and is in use by Indian security forces and would now help the international community also. Speaking on the occasion Dr. Subhananda Rao, Distinguished Scientist & Director HEMRL, Pune informed that through the explosive detection kit, the security forces can instantly identify the explosive that was used for the detonation in the aftermath of a blast. They just have to take a sample of the residues from the scene of the crime and test it against the chemicals given in the kit. The change in colour tells them if the explosive used is RDX, TNT, PETN or any other chemical. Highlighting the features of the technology Mr S. Radhakrishnan, Director, DIITM, DRDO informed that the present technology is being widely used by the bomb detection squads of the Indian Army, paramilitary and police in Jammu and Kashmir, Assam, Maharashtra, Gujarat, Andhra Pradesh and Tamil Nadu. Mr Radhakrishnan further informed that the present licensing agreement with M/s Crowe & Company is a major milestone and it also signifies DRDO solution for a global problem.

Ms Faye Crowe, President of Crowe & Company said that after getting the necessary approvals from the US regulatory institutions they are planning to introduce the explosive detection kit to the US army and US homeland security forces and in other international markets.

On the occasion of the signing of MoU, Mr Nirankar Saxena Director, FICCI said that he was delighted to see DRDO technology entering into the international domain for addressing one of the major concerns related to homeland security.

Sundaresh, Distinguished Scientist & Chief Controller R&D (Armaments & Combat Engg.) stated that the technology is very effective and is in use by Indian security forces and would now help the international community also. Speaking on the occasion Dr. Subhananda Rao, Distinguished Scientist & Director HEMRL, Pune informed that through the explosive detection kit, the security forces can instantly identify the explosive that was used for the detonation in the aftermath of a blast. They just have to take a sample of the residues from the scene of the crime and test it against the chemicals given in the kit. The change in colour tells them if the explosive used is RDX, TNT, PETN or any other chemical. Highlighting the features of the technology Mr  S. Radhakrishnan, Director, DIITM, DRDO informed that the present technology is being widely used by the bomb detection squads of the Indian Army, paramilitary and police in Jammu and Kashmir, Assam, Maharashtra, Gujarat, Andhra Pradesh and Tamil Nadu. Mr Radhakrishnan further informed that the present licensing agreement with M/s Crowe & Company is a major milestone and it also signifies DRDO solution for a global problem.

Ms Faye Crowe, President of Crowe & Company said that after getting the necessary approvals from the US regulatory institutions they are planning to introduce the explosive detection kit to the US army and US homeland security forces and in other international markets.

On the occasion of the signing of MoU, Mr Nirankar Saxena Director, FICCI said that he was delighted to see DRDO technology entering into the international domain for addressing one of the major concerns related to homeland security.
