Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect  of Office order no. 12/03/10 dated 5 march 2010 issued by CENTRAL VIGILANCE COMMISSION  GOVT OF INDIA ,  requires  VIGILANCE MANUAL VOL 1 , 6th   Edition wide para  2.16.2 provides for review of vigilance work in an organization to be taken by chief executive of the organization. The Commission has advised all organizations to hold regular meetings for review of vigilance work on monthly /quarterly basis in a structured manner between the CVO & chief executive in the organization.

  1. Whether structured review meetings were held between CVO- BEL  & CMD -BEL  during 01-04-2016 to 31-03-2019 – YES/ NO
  2. If yes, provide the number of such meeting were held.
  3.  Provide details  and minutes of meetings 
  4. Whether vigilance work reviewed in such meetings between CVO-BEL & CMD- BEL during 01-04-2016 to 31-03-2019 – YES/ NO
  5. If yes, provide details and minutes of meetings.
  6. If no , details of other agenda for discussions
  7. Whether actionable points were drawn up during the meetings  during 01-04-2016 to 31-03-2019 – YES/ NO
  8. If yes, provide details and minutes of meetings.
  9. Whether CVO-BEL has reported such monthly/quarterly review held in monthly report to commission  during 01-04-2016 to 31-03-2019 – YES/ NO

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of recommendation of CVO, MOD with Diary No. 14320 dated 24.10.2013 forwarded to CBI, New Delhi for probe in recruitment scam of DRDO under Prevention of Corruption Act 1988 with due approval of then Defence Minister Shri A.K. Antony against top ten retired senior Scientists of DRDO.

Regarding the said recommendation of former Defence Minister the News were covered by print media which are also available on website of CBI.

With reference to facts stated above, kindly provide following information under RTI Act 2005.

  1. The status of said recommendation for probe by CBI.
  2. File noting on the recommendation of MOD in recruitment scam case of DRDO.
  3. Whether any FIR has been lodged in the said case by CBI. (Yes/No)
  4. Whether the case is under investigation. (Yes/No)
  5. Whether the case is closed. (Yes/No)

Hello,
Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect to Financial incentive on acquiring higher qualification at their own.

  1. Please provide the amount to be paid to individual for acquiring higher qualification on their own for Diploma, Degree, Post graduation and PhD.
  2. Please provide the number of DRDO official who acquired Diploma and were paid financial incentive since 1st April 2003 to  31st  Mar 2013
  3. Please provide the names of DRDO officials, names of Institutes and modes of  acquiring Diploma since 1st April 2003 to  31st Mar 2013
  4. Please provide the names of DRDO officials, names of Institutes and modes of  acquiring Degree since 1st April 2003 to  31st  Mar 2013

Kindly refer to following decisions of Central Information Commission and verdict given in these decisions. File No. CIC/LS/A/2012/002612 dated 22.3.2013 (Dr. Neelam Bhalla vs. DRDO) Verdict – It is, no doubt, true that DRDO is an exempted organisation yet it has been the consistent view of this Commission that the benefit of exemption extends only to functional / operational matters not to establishment related routine matters. The legality of this view has not been challenged in the relevant judicial forum so far.

Note: – Above required information is directly related to corruption and does not come under schedule II.  Kindly refer to your first appeal reply appeal No 0116 letter No RTI/ 02/ 2091 /F /2013/0116 in which you provided the names of 7(seven) officials from DEAL, DRDO, Dehradun that their acquired Diploma via distance education that is not recognized from apex bodies like DCE/ACTIE etc.. Please refer your RTI reply No RTI/01/2091/P/2010/0166 dated 14th September 2012 signed by Sh Deepak Mishra, CPIO, DRDO Hqrs. So it is now established that these individuals were inducted corruptly.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect to Dr Prahalada, Vice Chancellor, DIAT, Pune. As per CPIO DRDO reply RTI/02/2091/C/2011 dated 27th Sep 2011 File No. CIC/LS/A12011/000412  para (d) Dr. Prahiada, CC R&D (Ae& SI) & DS, DRDO HQrs availed DRDO guest house facility in Delhi from 26 Mar 2010 to 20 Mar 2011. But the fact is Dr. Prahiada, CC R&D (Ae& SI) & DS, DRDO HQrs availed DRDO guest house facility since 2005 after his posting from DRDL, Hyderabad. As per DRDO Hqrs telephone Directory from 2005 to 2010 Dr. Prahiada’s residence showed C-7, DRDO Guest House Qutab Enclave, New Delhi.

  1. Please provide the copy the document/ noting / any written paper received by CPIO, DRDO Hqrs from establishment in respect to Dr. Prahiada’s stay in DRDO guest house since 26th  Mar 2010 to 20th  Mar 2011
  2. Please provide total amount that was recovered from Dr. Prahiada.
  3. Copy of disciplinary action taken against Dr. Prahiada for illegally claimed HRA, if any.
  4. Residence proof of Dr. Prahiada which he produced to JCDA for availing HRA since his posting to DRDO Hqrs in 2005.

Note: – Above required information is directly related to corruption and does not come under schedule II. As you are aware recently Defence Minister issued charge sheet to Dr A K Tyagi in connection to his involvement in DIAT library procurement. Dr Prahalada, Vice Chancellor, DIAT, Pune extended all help to Dr A K Tyagi for manipulation of documents, like when I sought information regarding the DIAT library the very next day Dr A K Tyagi visited DIAT on temporary duty in the name of RTI awareness program etc. It is only due to as CPIO, DRDO Hqrs Dr A K Tyagi provided false information of Dr. Prahiada’s stay in DRDO guest house and Dr. Prahlada was able to digest poor tax payer’s money (4 years HRA).

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect to 51 scientist ‘B’ recently recruited through campus selection from various institutions.

1. Please provide the list of Institutes where these campus selections were conducted.

2. Name of DRDO officials who were in the committee of above campus selections.

3. Provide the names from the list of 51 scientists ‘B’ recently recruited whose father/mother is working in DRDO and their post in the organization.

4. Provide the names from the list of 51 scientists ‘B’ recently recruited who are having immediate relatives working in DRDO, name of relative, the relation with newly recruited scientist and their post in the organization. If it is not available then please collect the same from the individual.

1.Please provide total amount of funds granted to  Amity University, Uttar Pradesh, Private University by DRDO Labs since April 2008 to March 2013 for various purposes.

2.Name of scientists of DRDO who enroll for PhD since April 2008 to March 2013.

3. Name of scientists of DRDO who joined Amity University if available with DRDO Hqrs

Recently Defence Minister recommends CBI inquiry against top DRDO officials and Dr W Selvamurthy is one of them.
