Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect  of news series published in First Post Apr 02, 2019 -Bharat Electronics in the dock for  compromising  confidential IAF project, favoring one vendor, BEL s internal inquiry report reveals. In response of enclosed RTI from BEL CMD confirmed that CVO, BEL investigated and prepared a report on IACCS project for irregularity and compromising in IACCS project. According to BEL, CMD received the investigation report on 02.04.2019 and on 21.05.2019 submitted his observation on recommendations of CVO, BEL.

  1. Whether CMD, BEL send such observation on recommendations of CVO, BEL to Ministry of Defence Production on IACCS Project.  Yes or No
  2. If yes, then date of receiving said CMD, BEL letter.
  3. Provide the certified copy of CVO, BEL, recommendations which enclosed by CMD, BEL (actual CVO recommendations matter is enclosed as PDF)
  4. Current status of the report, action taken till date by competent authorities.
  5. Provide the measures taken by competent authorities for protect the national security informations existing with M/s RD Konsultants and his associate related to AICCS project.
  6. Provide the action taken steps till date on M/s RD Konsultants the fraudulent transactions with M/s BEL as recommended by CVO, BEL.
  7. Provide the action taken steps till date on the committee members for violating company’s procedures & CVC guidelines and facilitated the selection of M/s RD Konsultants during evaluation of prequalification, without scrutinizing the submission of works experience, site visits and clearing the fake turn over documents of M/s RD Konsultants.
  8. Provide the action taken steps till date on Shri. Dibyendu Bidyanta, AGM(HR&A) and Shri. B.K. Pant, DGM (HR&A) who are involved and responsible for overlooked the criteria in Mr Manish Goyal appointment
  9. Provide the action taken steps till date on Mr Manish Goyal as CVO recommended suspension till departmental fair proceeding
  10.  Provide the action taken steps till date to maintain the CCTV and its record in all AICCS project sites as observed by CVO,BEL

Recommendations:

  1. To blacklist M/s RD Konsultants for the fraudulent transactions with M/s BEL and also as the agency had involved in collusion of interest by executing the works through his affiliates M/s CS constructions Pvt Ltd, through subcontracting from M/s L&T. which has resulted in conflict of interest in the transactions with BEL . Financial penalty to be levied on M/s RD Konsultants as one way of punishment.

2        Disciplinary Proceedings to be initiated on the committee members   for violating company’s procedures   & CVC guidelines and facilitated the selection of M/s RD Konsultants during evaluation of prequalification, without scrutinizing the submission of works experience, site visits and clearing the fake turn over documents of M/s RD Konsultants. Theviolations were brought in the Corporate Vigilance observations points 1-15.

The following committee members are to be held responsible even though few of the delinquent officers are retired

  1. R K Handa then GM(NCS)     – Retired
  2. Gurjeet Singh then Sr. DGM(CS) – Retired
  3. T.K. Moitra    then DGM(F&T)
  4. Virender Kumar    then DGM(AC) CS
  5. Saleem Parveez.    Manager (Civil) CS

3       With respect to appointment of Mr. Manish Goyal, it is observed that his experience falls short of minimum criteria of 10 years. These facts are not checked by HR/GAD. Disciplinary Proceedings on Shri. Dibyendu Bidyanta, AGM(HR&A) & Shri. B.K. Pant, DGM(HR&A)  who are involved in the recruitment of Shri. Manish Goyal, as per CDA rules. Mr. Manish Goyal shall be kept under suspension henceforth for fair conduct of department/legal proceedings.

4  The unit has not prepared their own instructions and procedure duly approved by the board for the appointment of consultants to ensure that the selection is made with maximum attention to the suitability, competence and proven track record.

  1. CCTVs installed at the behest of vigilance has not kept in proper record which led to non-maintenance of measurement books, subleasing and collusion of parties.
  2. It is important to mention that IACCS is a time bound project of armed forces viz Air Force. Hence care to be taken to ensure customer get real value for money. procedural proprietaries are maintained, no collusion of interest and involve customer at all possible levels, abiding by CVC guidelines and no corrupt practices are involved, in such important projects.

Point No 5.15 – Consideration of an application of M/s Defence Research Laboratory, DRDO, Tezpur, Assam for grant of registration of indigenous manufacture of Long Lasting Insecticidal Net (LLIN) containing Deltamethrin 0.15 w/w (55 mg a.i./sq.m.) and Pypernyl butoxide 0.55% w/w (160 mg a.i./sq.m.) u/s 9(3B).

Committee – Approved for a period of two years, for public health programme only subject to approval of DAC for commercialization, the shelf life of the product is allowed two years. Appropriate conditions may be incorporated in CR/Label Leaflet.

  1. Provide the certified copy of application of DRL, DRDO, Tezpur Assam for grant of registration of indigenous manufacture of Long Lasting Insecticidal Net (LLIN) containing Deltamethrin 0.15 w/w (55 mg a.i./sq.m.) and Pypernyl butoxide 0.55% w/w (160 mg a.i./sq.m.) u/s 9(3B).

Shri Avinash Chander , Distinguished Scientist ,DRDO , Min. of Defence was given extension beyond after his superannuation from age of 62 -64 years with effect from 01 Dec 2012 to 30 Nov 2014 by approval of DPRC of DRDO, Screening Committee headed by Cabinet Secretary and Appointments Committee of the Cabinet.

Under the provisions of FR 56(d) the scientist considered for extension from age of 62-64 years should have “International Stature“. Copy of DOPT OM dt 16 May 2011 is enclosed.

  1. Provide copy of Minute Sheet & File Noting for extension in service of Shri Avinash Chander, for age of 62-64 years by the Appointments Committee of the Cabinet.
  2. The copy of bio-data of Shri Avinash Chander in prescribed Performa submitted to DPRC, Screening Committee and ACC.(Proforma for sending proposals for approval of Department of Personnel & Training for grant of extension to Government servants beyond the age of superannuation)
  3. The attributes, achievements and documentary evidenceson record of Shri Avinash Chander based on which DPRC, Screening Committee & ACC considered Shri Avinash Chander a Scientist with “International Stature” and approved his extension.
  4. The DPRCs justification for such extension based on merits of the case, the international stature of the person recommended and also indicate whether thiswill block promotion opportunities of others in the Department.

Role Model and an Inspiration for Women Scientists – Especially for DRDO

“We feel Tessy Thomas serves as a role model and an inspiration for women scientists to achieve their dreams and have their feet planted in both worlds successfully,”

In January, Prime Minister Manmohan Singh told the Indian Science Congress that Ms Thomas is an example of a “woman making her mark in a traditionally male bastion and decisively breaking the glass ceiling”.

Ms Thomas – the media also love to call her Agniputri, or one born of fire, after the missiles she has helped develop.

An expert in ‘solid propellants’, which fuels Agni missiles, she is based at the Advanced Systems Laboratory in Hyderabad. ????????

But the charismatic scientist says she has never faced any anti-female bias at her workplace ??????

Women scientists enter IIT council Akshaya Mukul, TNN | Sep 2, 2014

NEW DELHI: The IITs, predominantly a male club that never had a woman director or scientist in its council, is in for a big change.

HRD ministry has nominated two women scientists Tessy Thomas and Vijayalakshmi Ravindranath to the IIT council, the apex body of 16 IITs.

A senior HRD official said, “The idea behind getting women scientists in the IIT council is to show that science is not the sole preserve of men. Women can be at par with men in carrying out research.”

Some of DRDO women scientists truly inspired by Tessy Thomas and all DRDO witnessing the progress of those women scientists who are following  Tessy Thomas’s footsteps.

Sir,

  1. I have send a RTI request CPIO,Under Secretary (Estt.A-IV) R.No.202, North Block, D/o.Personnel & Training, North Block, New Delhi on 23rd July 2013. (Copy enclosed for your ready reference.)
  2. I have received a letter from Sh B Bandyopadhyay, Under Secretary, & CPIO, vide letter No 28034/265/2013-Estt.(A) dated 29th July 2013 stated that my application forwarded to CPIO,DRDO Hqrs for providing information directly to me. Copy enclosed)
  3. Subsequently vide letter no RTI/01/2091/P/2013/0210 DRDO Hqrs CPIO, Dr.A.K.Tyagi, Sc’F’   refused to disclose this information u/s 24 (1) of the RTI Act.

In view of above I would like to inform you some facts for your kind perusal.

  1. In 11th July 2011 I had requested similar RTI request to DoPT and received proper information from Sh Mohd. Moniruazzaman, CPIO vide letter F.No 29/41/2011/EO(SM-II) date 2nd August 2011. ( Copy enclosed)
  2. The DRDO Hqrs CPIO, Dr.A.K.Tyagi, Sc’F’ is facing CVC probe vide CVC No.569/11/9. Dr.A.K.Tyagi, Sc’F’ major concern to protect corrupt officials by not providing information to RTI applicants who want expose DRDO officials  corrupt practices in procurement/ recruitments/ promotions / extensions etc.                         The current status of Dr.A.K.Tyagi, Sc’F’ case is the case file No 203/D/(Vig.II)/2011 was referred to CVC on 17th July 2013 from CVO, Ministry of Defence for further action.
  3. In my RTI request is directly related to corruption in Sh R C Agarwal’s extension case, the guidelines FR 56 d was not followed properly.   Sh R C Agarwal have no international or national reputation credits, his second extension backed by DRDO for Software Defined Radio Project (100 Cores),  without any output PDC Date 27th July 2013, there is no further extension received by DEAL, DRDO till date. As per sources 18 members team of Project Management Review Committee found that project is not feasibly fit for further extension on 14th August 2013 but the DRDO will manage to get extension for another 12 months for wasting rest Rs 40 corers precious poor tax payers’ money.

It is requested to do needful action to replace Dr A K Tyagi from the duty of CPIO as he is facing CVC inquiry against him.

It is requested to kindly directed Sh B Bandyopadhyay, Under Secretary, & CPIO to provide the requested information as earlier followed by DoPT.
