Hello,
kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of provision of categorized security to VVIPs/VIPs, other high dignitaries and individuals. Security is provided on the basis of comprehensive assessment of threat by the security agencies. There is a system of periodical review of the security provided to persons on the basis of threat inputs received from time to time. It is observed that Ms Tessy Thomas, Scientist H of DRDO, Hyderabad availing police security for last six years. It is very astonishing fact that she is the single case of DRDO in which individual getting such VIP treat without having any such achievement which can quote in international level. It is purely eye wash or politically motivated move of DRDO management. It is heard that Ms Tessy Thomas visiting Kuwait in next month participating some religious function.

  1. Provide the copy of request of Ms Tessy Thomas for police security from MHA.
  2. The exact date security provided to Ms Tessy Thomas by MHA
  3. How many times MHA periodical reviews the security allotment of Ms Tessy Thomas, whether they reported and recommended on the basis of threat inputs or simply continue the allotment without any review.
  4. Six year back she was mere Scientist F, that time there was more than 1000 Scientists F working in the organization. Provide the type of threat, is that individual’s family problem, is that communal angle, and is that scientific knowledge asset security.
  5. Provide the role of DRDO for recommending her for security necessity. The name of DRDO official who recommended to MHA.
  6. The case was approved by Sh A K Antony (Yes/No)
  7. The total amount spends on security of Ms Tessy Thomas by MHA or State government till date.
  8. Whether Ms Tessy Thomas get clearance from MHA for her Kuwait visit(Yes/No)

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect selection proceeding of Director Quality, Reliability & Safety (QRS) in DRDO Hqrs.

  1. Directorate of Quality, Reliability & Safety (QRS) has been created at DRDO HQ, New Delhi vide Govt. of India, MOD letter (NS&M)/QARS/C/M/01/2638/D(R&D) dated 27th September 2012.
  2. RAC issued Advt. No. 110/December 2012 for recruitment of 01 Scientist G with Discipline Mechanical Engg. & Experience in the Quality, Reliability and Safety.
  3. Letter No. DOP/11/110059/QRSM/M/02 dated 14 August 2013 of Directorate of Personnel, DRDO, MOD, New Delhi on the Subject- Appointment of Director, QRS, DRDO HQ, New Delhi.
  4. RAC issued Advt No. 112/ October 2013 for recruitment of 01 Scientist G for DQRS, DRDO with Essential Qualification: At least First class Bachelor’s Degree in Engg./Technology in Mechanical Engg./Aeronautical Engg./ Electrical Engg./ Electronics & Communication Engg. only and Experience: At least 15 years’ experience in areas of quality planning, quality assurance, quality control, and quality improvements.
  5. Recruitment of Sri Saroj Kumar Patel as Scientist G in DRDO against Advt No. 112/October 2013 in March 2014 at seniority no. 486 who joined DRDO on 27 March 2014.
  6. Appointment of Sri Saroj Kumar Patel, Scientist G as Director, Directorate Quality, Reliability & Safety (QRS) with effect from 31 March 2014 vide order No. DOP/05/53269/DQR&S/M/02 dated 31 March 2014.

Kindly provide following information under Section 6 of RTI Act 2005.

  1. The total number of applications received by DOP/DRDO HQ against the letter of DOP dated 14 August 2013 mentioned above at point (iii) and number of candidates appeared in interview/screening for the said post.
  2. Whether any Scientist G serving in DRDO was found suitable for post of Director, DQRS.(Yes/No)
  3. If yes then provide his details like name, seniority & establishment.
  4. File noting for appointment of Sri Saroj Kumar Patel, Scientist G as Director, DQRS, DRDO HQ, New Delhi.
  5. Whether any other names were considered for post of Director, DQRS, DRDO HQ in March 2014 by DRDO.(Yes/No)
  6. If yes then provide the names of Scientist G that were considered along with Sri Saroj Kumar Patel, Scientist G.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of Sri Saroj Kumar Patel, Scientist G who has been appointed as Director, Directorate Quality, Reliability & Safety (QRS) with effect from 31 March 2014 vide order No. DOP/05/53269/DQR&S/M/02 dated 31 March 2014. His wife Smt. Tessy Thomas is Director, Advanced System Laboratory, Hyderabad (ASL) and permanently residing at Hyderabad since past several years.

  1. Temporary duty total number of days of Sri Saroj Kumar Patel, Scientist G since his posting at DRDO HQ in New Delhi to Hyderabad upto 31 August 2014.
  2. The local address of Sri Saroj Kumar Patel, Scientist G.
  3. Whether Sri Saroj Kumar Patel, Scientist G is occupying Government accommodation/DRDO Guest House in New Delhi.(Yes/No)
  4. If yes then provide the HRA details paid to him with effect from his posting at DRDO HQ till date.

Note : It is observed that it is common practice of DRDO officials specially who are posted in DRDO Hqrs using Government accommodations /guest houses for long durations and simultaneously claimed HRA. The Letter of Ex DOP, Dr Arun Kumar in this respect enclosed herewith.

Role Model and an Inspiration for Women Scientists – Especially for DRDO

“We feel Tessy Thomas serves as a role model and an inspiration for women scientists to achieve their dreams and have their feet planted in both worlds successfully,”

In January, Prime Minister Manmohan Singh told the Indian Science Congress that Ms Thomas is an example of a “woman making her mark in a traditionally male bastion and decisively breaking the glass ceiling”.

Ms Thomas – the media also love to call her Agniputri, or one born of fire, after the missiles she has helped develop.

An expert in ‘solid propellants’, which fuels Agni missiles, she is based at the Advanced Systems Laboratory in Hyderabad. ????????

But the charismatic scientist says she has never faced any anti-female bias at her workplace ??????

Women scientists enter IIT council – Akshaya Mukul, TNN | Sep 2, 2014

NEW DELHI: The IITs, predominantly a male club that never had a woman director or scientist in its council, is in for a big change.

HRD ministry has nominated two women scientists Tessy Thomas and Vijayalakshmi Ravindranath to the IIT council, the apex body of 16 IITs.

A senior HRD official said, “The idea behind getting women scientists in the IIT council is to show that science is not the sole preserve of men. Women can be at par with men in carrying out research.”

Some of DRDO women scientists truly inspired by Tessy Thomas and all DRDO witnessing the progress of those women scientists who are following  Tessy Thomas’s footsteps.
