Hello,
Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of   allowing by Registration Committee (RC) of Ministry of Agriculture to DRL, DRDO to use of Long Lasting Insecticidal Net (LLIN) containing Deltamethrin 0.15 w/w (55 mg a.i./sq.m.) and Pypernyl butoxide 0.55% w/w (160 mg a.i./sq.m.) u/s 9(3) for Defence and Paramilitary Forces.

As per MINUTES OF 352nd MEETING OF REGISTRATION COMMITTEE (RC) HELD ON 11.12.2014 IN THE ICAR COMMITTEE ROOM NO. 1, GROUND FLOOR, KRISHI BHAWAN, NEW DELHI.

Point No 5.15 – Consideration of an application of M/s Defence Research Laboratory, DRDO, Tezpur, Assam for grant of registration of indigenous manufacture of Long Lasting Insecticidal Net (LLIN) containing Deltamethrin 0.15 w/w (55 mg a.i./sq.m.) and Pypernyl butoxide 0.55% w/w (160 mg a.i./sq.m.) u/s 9(3B).

Committee – Approved for a period of two years, for public health programme only subject to approval of DAC for commercialization, the shelf life of the product is allowed two years. Appropriate conditions may be incorporated in CR/Label Leaflet.

  1. Provide the certified copy of application of DRL, DRDO, Tezpur Assam for grant of registration of indigenous manufacture of Long Lasting Insecticidal Net (LLIN) containing Deltamethrin 0.15 w/w (55 mg a.i./sq.m.) and Pypernyl butoxide 0.55% w/w (160 mg a.i./sq.m.) u/s 9(3B).
  2. Provide the certified copy of DAC for commercialization.
  3. Provide the copy of investigation or validation report on the use of Deltamethrin 0.15 w/w (55 mg a.i./sq.m.) and Pypernyl butoxide 0.55% w/w (160 mg a.i./sq.m.) for Long Lasting Insecticidal Net (LLIN) from any certified apex agency if any, if not then approval noting of chairman.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of NFC s Response to the Misleading report carried by Economic Times on 13.3.2015, posted on http://www.nfc.gov.in/ in reference of following points.

Point No 7. Against NFC s advertisements for hiring external professionals for the Project Management Consultancy jobs offers were received from outside and retired Officers of NFC. After evaluation, four retired Officers were selected and awarded the Consultancy contract for review Engineering documents and drawings prepared by Detailed Engineering Consultants i.e., M/s. Engineering India Limited.

Point No 8. While sanction for Project Management Consultancy at an estimated cost of Rs. 5 Crores was available, NFC managed to get the work done by spending only Rs. 16.15 lakhs by engaging retired Officers as Consultants, which NFC saved huge amount and considerable time in the process.

Point No 9. Shri Pasupathi Rao was informed of the factual position.

  1. Provide the total number of job offer other than retired officer from NFC, their names and qualification, experience which they have submitted with said offer.
  2. Name board members and name of chairman who selected four retired officer.
  3. Whether any of these four retired officer involved in planning or any means with Green Field Project at Kota earlier when they were in NFC.
  4. Provide the copy of justification given for budgeting estimated cost of Rs 5 crores in the name of Project Management Consultancy for Green Field Project at Kota.
  5. The total amount as salary, as transport allowances, medical allowances, TA/DA, communication bills and any other payments was given to these four retired officer as consultant of above said project up to 28th Feb 2015.
  6. The copy of information given to the factual position to Shri Pasupathi Rao as stated in point no 9 of NFC response.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of Recent Supreme Court Judgment dated 9 January 2014 on CIVIL APPEAL NO. 192 of 2014

The proceedings recorded by the Appointments Committee of the Cabinet while rejecting the appellants claim for promotion to the rank of Lieutenant General are also being set out below:

Point No 8. The orders issued by the Department of Personnel and Training lay down that while extension could be granted in exceptional circumstances, there can be no promotion during the period of such extension. These orders apply to the civilian establishment. The instructions which apply to the Defence forces permit extension in service only if the exigencies so demand. DRDO is mainly civilian, and the Rules, as mentioned above, do not permit promotion on extension.

  1. Please provide the copy orders of Department of Personnel and Training rules related to extension of civilian establishment beyond the service of 60 years
  2. Please provide the orders of Department of Personnel and Training rules related to extension of civilian establishment beyond the service of 62 years
  3. Please provide the copy of above mentioned issued orders of Department of Personnel and Training rules related to extension “there can be no promotion during the period of such extension.”
