Indian Railways faces CAG heat on bio-toilets

The report indicated that no awareness campaign was conducted by railway zones – except Southern Railway.

The Comptroller and Auditor General (CAG) has criticised Indian Railways for installation of bio-toilets on trains, citing that majority of them face operation deficiencies including choking, foul smell and inadequate supply of bacterial inoculum.

The report indicated that no awareness campaign was conducted by railway zones – except Southern Railway. Moreover, only 36.62 per cent supervisory and 23.21 per cent non-supervisory staff were trained in maintenance of bio-toilets.

The ‘bio-toilet’ (using bio-digester technology) is an eco-friendly waste management solution, which reduces solid human waste to bio-gas and water with the help of a bacterial inoculum through biological degradation of human waste. It eliminates the direct discharge of human waste from coach toilets onto railway tracks and platform aprons in stations, and helps avoid manual scavenging while keeping the platform aprons and trains clean.

An audit conducted in 30 coaching depots of 15 zonal railways in 2016-17 by CAG indicated that out of 613 trains being handled in these depots, 160 trains did not have any bio-toilets fitted. “In remaining 453 trains with 25,080 bio-toilets, 1,99,689 instances of deficiencies were noticed,” the report said.
It was in January 2015 that the railway board decided to eliminate the provision of direct discharge toilets in new coaches by the end of 2016-17. However, during 2014-15 to 2016-17, utilization of funds for retrofitment of bio-toilets remained between 34 per cent and 71 per cent. For the year 2016-17, Minister of Railways had announced that 20,000 bio-toilets were to be inducted through retrofitment. Railway Board fixed an internal target of 50,000 bio-toilets to be inducted through retrofitment. “As against this target, various Zonal Railways could achieve induction of 22,198 bio-toilets through retrofitment. The shortfall of more than 30 per cent was noticed in five Zonal Railways out of 16 Zonal Railways (East Central-67 per cent, North Central-49 per cent, Northern-42 per cent, South Eastern-44 per cent and Western-43 per cent),” the report added.

The report also indicated that due to the inadequate progress of retrofitment of bio-toilets in passenger coaches by Zonal Railways, Railway Board decided to place a bulk order for supply, installation and commissioning of approximately 80,000 bio-toilets in in-service coaches. “As against 33,783 bio-toilets which were to be supplied to 16 Zonal Railways up to March 2017, only 14,274 bio-toilets were supplied by the firms. Out of these, 12,016 bio-toilets were fitted in coaches up to March 2017,” it said. CAG also highlighted that out of the nine firms, on which orders were placed, seven firms, had complaints pending against them regarding quantity and quality of material supplied during 2015-16 and 2016-17.

Railways target 80,000 bio-toilets in 2018, vacuum bio-toilets next in line A day after a Comptroller and Auditor General (CAG) report revealed that there were over two lakh complaints about choking, foul-smelling and non-functional bio-toilets in trains from the passengers in 2016-2017 alone, the national transporter said its target was to achieve a complete shift to bio-toilets in all the train coaches by December, 2018.

The railways would not only install 80,000 bio-toilets in trains in 2018, but would go one step further and install vacuum bio-toilets, like those in aeroplanes — odour-free and choke-free, it said today.

A day after a Comptroller and Auditor General (CAG) report revealed that there were over two lakh complaints about choking, foul-smelling and non-functional bio-toilets in trains from the passengers in 2016-2017 alone, the national transporter said its target was to achieve a complete shift to bio-toilets in all the train coaches by December, 2018.

Ravindra Gupta, a member of the Railway Board, refused to comment on the CAG report, but said the ministry was planning to roll out the first 100 coaches with bio-vacuum toilets.

Ravindra Gupta, a member of the Railway Board, refused to comment on the CAG report, but said the ministry was planning to roll out the first 100 coaches with bio-vacuum toilets.

“These bio-toilets will be odour-free, will cut down the water usage by 1/20th and have much lesser chances of getting blocked. We will first install these toilets in 100 trains, then gradually scale it up,” he said.

The vacuum bio-toilets will cost the railways Rs 2.5 lakh per unit, while the present bio-toilets cost Rs 1 lakh each.

The Chennai-based Integral Coach Factory (ICF) will roll out 100 coaches fitted with bio-vacuum toilets, starting January 2018.

Initially, these toilets will be in the AC-I and AC-II coaches of select trains.

Gupta also said 22 green corridors were planned for 2017 -2018, while six such corridors were commissioned in 2016- 2017.

Disadvantages caused due to Bio-toilets introduced in the passenger coaches of Indian Railways – NFIR

National Federation of Indian Railwaymen
3, CHELMSFORD ROAD, NEW DELHI – 110 055

No.II/34/Pt.12

Dated: 10.8.2015

The Member Mechanical,
Railway Board,
New Delhi

Dear Sir,
Sub: Disadvantages caused due to Bio-toilets introduced in the passenger coaches of Indian Railways reg.

The concept of bio-toilets in passenger carrying coaches was given shape by the Railway Ministry some time in the year 2011 when in a few coaches of’ passenger carrying mail/express trains, the bio-toilets were first introduced. NFIR understands that the Railway Ministry plans to fit bio-toilets in all passenger coaches by 2021.

Federation has been receiving number of complaints from the C&W Staff on malfunctioning vis-a-vis disadvantages of the bio-toilets. In this connection, NFIR having gone into the complaints received from the C&W Staff, noticed the following problems which may cause serious health hazards to staff.

The bio-toilet system is very sensitive. It has more than 100% chances of choking even with a bit of ‘Pan Gulka’ spitted in the toilets by the passengers knowing or unknowingly if not flushed properly by the passenger in the moving or stationary trains. Choking in these toilets also takes place due to throwing of Napkins, Cigarette buds, Gutka Pouch, Ladies pads, Plastic Water Boltles or their covers, liquor boltles and garbage of food stuff by the passengers resulting toilet pans and leading to public complaints. This situation has been causing tremendous pressure on staff for no fault of theirs.

The ball-valve provided which should function to drain out the waste to the ground by operating a connected pedal, never works due to faulty design. It is also reported that designs differ from one manufacturer to another, causing problems in procurement of spares.

The RDSO designed simplified standard mechanism to operate the ball valve be not compatible with old designs.

It has been further complained that improper trials of revised versions/modifications before implementation has been the real problem in procurement of spares and has been creating confusion among the Supervisors and Staff in the course maintenance.

The C&W Supervisors and staff working in pit lines have been facing lot of inconvenience during under gear maintenance, examing brake beam, brake
block hanger, brake shoe assermbly, brake blocks, Safety wire rope & their pins, bogies frames and also facing serious inconvenience in piston stroke brake cylinder which faces tank of quite a big size and leaves narrow gap.

Bio-toilets required inspection & maintenance to ensure working of Ball-Valve & its operation linked with p-trap and Hose Connector, mounted and fitted in the narrow gap of the top surface of the tank and trough floor of the coach. C&W Engineers and Staff have been put to lot of difficulties during maintenance and have been subjected to more physical mental stress in day-to-day working. While working are being compelled to inhale foul smells emanating from the choked tanks containing human waste and have started acquiring diseases.

The process of draining out or the choked tanks generates unbearable filthy smell creating inconvenience to other technical staff working on other under gears and at times diverts their attention and Compels to ignore the necessary safety repairs due to bad work environment.
At present we have this system only on 10% of the coaches, causing serious problems. ‘The height of the problems can be measured when 100% coaches will have this system and will it be possible for staff to function? The C&W Supervisors and Slaff are reported to have become like human scavengers. It is worth-mentioning that the Government of India had banned scavenging in the year 1993 consequent to the directions given by the Apex Court through various judgements.

Federation has further been given to understand that as per Railway Board’s guidelines effluent test is required to be conducted to over 5% population of each type of coaches at an interval of 3 months and is to be conducted by the expert laboratory Staff. Unfortunatety, the Railway Authorities, instead of using Lab Staff for the said purpose, have been pestering C&W Staff to collect effluent from Bio-Tanks for conducting test in some Depots like Gwalior, despite the fact that this job is not related to C&W staff.

Federation notes with disappointment that the ‘Bio-toilet’ system introduced on the I.R. is claimed to be environment friendly but it is not so. particularly for the C&W Supervisors & Technical Staff of Mechanical Department.

NFIR, therefore. requests the Railway Board (MM) to kindly see that thorough review is conducted before proceeding further for introducing Bio-toilets in coaches.

Yours faithfully,
sd/-

Here’s a novel idea to provide stench-free rides in trains

ANIL KUMAR SASTRY – MANGALURU, May 11, 2015 – The Hindu
the hindu 11 may 2015A senior Railway official has come out with a novel idea that could rid the Indian Railways of the ‘World’s largest open toilet’ tag.

His idea of self-contained toilet coaches (SCTC) within every train rake will not only make tracks stench-free, but also reduce financial burden on the Railways, which is introducing expensive bio-toilets in all coaches.

In his paper posted on the Indian Railway Traffic Service (IRTS) Association (www.irts.org.in), senior IRTS officer and Director with the Railway Board, Anwar Hussain Shaik, has given a simple solution — remove toilets in every passenger coach and design exclusive toilet coaches that can be attached to every rake. The SCTC will have a collection tank beneath and a water tank atop. The waste will be disposed of directly to the underground drainage system at designated stations, thereby completely eliminating manual intervention. Depending upon the number of coaches of each rake, three or four toilet coaches could be marshalled in between the rake in such a way that passengers need not cross more than three coaches to reach the toilet, Mr. Shaik said.

Introduction of SCTC for all 1,600 rakes of the Railways would cost around Rs. 1,000 crore at the rate of Rs. 63 lakh per rake. However, the bio-toilets would cost more than Rs. 8,000 crore. He, however, admitted that the big problem would be changing the mindset of passengers, who are used to toilets in every coach.
