Scientist Alleges Harassment, Knocks on PMO Doors

DRDO logo1BENGALURU: A senior scientist of a DRDO lab has knocked on the doors of the Prime Minister’s Office (PMO), Defence Minister and Ministry of Defence among others over alleged harassment, torture and humiliation meted out to him by his superiors at the Aeronautical Development Establishment (ADE).

Though he has complained to the authorities, no action has been taken. Meanwhile, Raghavan (name changed), the G-category scientist who has over 30 years of experience, authored 180 technical papers and worked on almost all Unmanned Aerial Vehicle (UAV) projects of ADE, remains without an assignment for the last four months.

In his complaint, Raghavan alleged that ADE Director P Srikumar is trying to push junior scientists (below G category) to senior positions before he retires later this year. In two letters dated 31-1-2015 and 31-3-2015, Raghavan has told the Defence Minister and DRDO headquarters that “In order to promote some inefficient and less experienced individuals, I have been pushed out of ADE work. This is done due to partiality and favoritism”.

On December 8, 2014, the ADE Director signed a directive attaching Raghavan to ‘Project Ghatak’ at Aeronautical Development Agency (ADA), a nodal agency for design and development of the Light Combat Aircraft (LCA). But ADA has refused to accept the deputation as proper government approval and procedure was not followed, the scientist alleged.

When contacted, ADE director Srikumar said he was not aware of any such complaint. “This does not call for a story,” he said.

On April 9, the DRDO Director (Personnel) has forwarded the complaint back to ADE to resolve the matter. The status on the letter states ‘under process’.

“Since no justice is provided and harassment and insult continued, I made a formal representation to Director, ADE, ADG Aero, Scientific Adviser to Raksha Mantri, and Defence Minister through letter dated 21.1.2015. Till today, my grievance is not addressed and sorted out,” he stated.the new indian express 27 April

Respected sir, I had appeared in the JRF interview at DIHAR lab of
DRDO at chandigarh on 04/03/2015.There were 24 candidates for the
Single position of JRF. As i had approched the chandigarh branch for
the query of decleration of result, they said call at leh branch. As i
had called the leh branch they said there is issue from delhi and your
name is not in the list. I dont know what kind of issue from delhi? If
there is single position of JRF than what kind of list they are
disclosing after half an hour of recieving phone call. I had attached
copy of my CV and recording of conversastion during interview. I think
you must look into the issue and also visit the link i had pasted

Contractual DRDO Employee Arrested for Supplying Strategic Information to Pakistan ISI Agent

a youth for his alleged links with Pakistan Security Agency ISI, the tremor of espionage seems to have resurfaced in the Defence Research and Development Organisation (DRDO), the country’s elite defence establishment.

In a major breakthrough, Balasore police on Friday arrested a contractual employee of Integrated Test Range (ITR) off the Odisha coast on the charges of sharing vital strategic information with suspected agents working against Government of India. A number sophisticated missiles of the country are test fired from this test range every year.

The employee Iswar Chandra Behera (35), a native of Kantipur village under Baisinga police limits in Mayurbhanj district was picked up from his home after a joint investigation by the Central Intelligence Bureau (IB), State Intelligence Wing and local police.

A Plus three pass out from Remuna College, Behera had joined ITR with a monthly salary of Rs 8,000 in August 2007 and was working as a contractual videographer in the CCTV section of control tower in ITR.

Sources said following the IB inputs, a special wing of State police led by Balasore SP Awinash Kumar tracked his movements and caught him. DIG (Eastern Range) Asheet Panigrahi said though he initially denied his links but later confessed that he was sharing information from the test range to the agent. He has been booked under various sections of anti-national act and criminal conspiracy.

Police have seized two cell phones, a computer, one hard disc, pen drives, bank passbooks, bank account statements and a UPS from his house. Stored data and information are being analysed by technical persons.

He was in connection with the suspected ISI agents for more than one year and has received Rs 35,000 in six installments in between December 2013 and December 2014. He had received money orders twice, each of Rs 5,000 from Meerut while four transactions – twice Rs 5,000 and twice Rs 7,500 were deposited in his Chandipur SBI account through net banking.

“Preliminary investigations revealed that he has received money from Abu Dhabi, Meerut, Mumbai, Bihar and Andhra Pradesh. On the pretext of repairing his camera he used to visit Kolkata where he met the agent. We have proof of their telephonic talks for at least ten times and the calls were from Pakistan. We have only verified his one bank account among many others which are being checked,” he said.

The DIG informed that Behera was sharing defence secrecy and information about the testing of missiles and vital defence installations located in Chandipur and Wheeler Island. As he was a videographer he had close access to all sensitive areas in both the test ranges.

“A case under sections 121 (A), 120 (B) of IPC and Sections 3, 4, 5 of Official Secrets Act, 1923 has been registered against him. He has been produced in the court. We have appealed the court to take him on remand for 14 days,” he said.

Intelligence sources said the Pakistan agent had introduced himself with Behera as Sribastav, a scientist of Hyderabad-based Advanced Systems Laboratory (ASL). Though the agent had given him two cell phone numbers, it is learnt, they did not receive any call from this end.

“They would call back him from nine digit numbers to collect information and in lieu they transfer him money. We are verifying whether the agent has visited the place,” the source informed.

Inter Services Intelligence (ISI) is the premier intelligence service of Pakistan along with two others Intelligence Bureau (IB) and Military Intelligence (MI), operationally responsible for providing critical national security and intelligence assessment to the Government of Pakistan.

This incident assumes significance in the wake of possible terror strike threats from four Pakistan-based terror outfits in Odisha along with Maharashtra, Rajasthan and Uttar Pradesh. The States were informed that the terrorist groups Jamat-Ud-Dawa, Hizbul Mujahideen, Lashkar-e-Taiba and Jaish-e- Mohammed had dispatched four terror modules to India, which may carry out the attacks.

Earlier in 1995, a couple of Sunhat area of Balasore was arrested from Chandipur for allegedly supplying information to Bangladeshi operatives. These two, who are no more now, were released after languishing in jail for over ten years.

Arjun scientist probed by CBI

The CBI is investigating graft allegations against a senior scientist associated with the Combat Vehicle Research and Development Establishment (CVRDE Chennai) of the ministry of defence (MoD). The scientist under the scanner was part of a project on the production of India’s main battle tank, Arjun, sources said.
Sources in the agency said, “Initial investigations by the CBI have revealed that the scientist allegedly took a bribe from a private firm for giving a satisfactory report to a company which was developing assembly forged steel track links for the battle tank Arjun during an inspection in 2012.”
The suspected firm was given supply orders by the Defence Ordnance Factory for developing steel track links for the battle tank, they said. Arjun is a third-generation main battle tank developed by the Defence Research and Development Organisation (DRDO) for the Indian Army. It features a 120-mm main rifled gun, one 7.62 mm coaxial machine gun and a 12.7 mm machine gun.
The agency recently registered a preliminary enquiry to probe the allegation against the scientist.
“The agency will soon seek clarifications from the scientist as well as the suspected firm. The agency will also seek clarifications from certain senior officials of the MoD,” sources said.
“If the CBI finds incriminating evidence during the inquiry, it would register a regular case into the matter. Without registering a regular case, the agency does not have the power to call anybody to the CBI headquarters for recording the statement. If the agency decides to convert the PE into a regular case, only then can the CBI send summons to the people. At this point of time, the CBI can only seek clarifications from them,” sources said.
The CBI is also preparing to take assistance of former MoD officials in this case. “Former MoD officials associated with the project may be quizzed to understand the issues related to the case. Besides, the CBI may take the assistance of ordnance factory officials,” sources said.

Sir,

1.       Enclosed please find the report prepared to expose the violation of FCS rules by DRDO authorities.

2.       Dr. A K Singh, present Director of Personal was staff officer to CC R&D,HR in 2004 as Sc’E’

3.       In 2007 and 2011 violating all the norms of DoPT as approved by President of India, Dr. A K Singh was promoted firstly as Scientist ‘F’ and  then Scientist ‘G’

4.        Dr. A K Singh was party as DHRD, DRDO Hqrs with RAC Chairman (then) Dr P S Goel who was amended SRO for which he was not authorized and fabricated the condition where corruption/nepotism/ favoritism could flourished.( Copy of letter issued by Dr P S Goel). This clear-cut violation of Article 309 which was supported by Dr V K Saraswat then SA to RM. Dr V K Saraswat was pioneer in misappropriate of Govt funds, misinterpretation of Govt. rules as resulted the honorable defence minister recommended CBI  intervention against him and nine other top ex officials of DRDO.

5.       Dr A K Singh is big inspiration of incompetent scientists for achieving fast promotions without doing scientific work. The 2014 recent assessment call list reflected the Dr A K Singh’s path, Sh Ashok Sharma, Scientist ‘D’ get assessment call in three years residency period, involved full time working as works officer his big scientific achievement is putting Air conditioners in boss place, placing good tiles and other day to day sundry civil works in premises of INMAS and other important places where the key of outstanding APAR found.

6.       Sir, Ask DRDO that how many scientists and officials are not appearing for assessment, the level of humiliation are in peak because of after working delicately for years and years but superseding by those who are incompetent and doing non scientific works.

7.       The case of Dr A K Singh be thoroughly examined in the light of FCS rules and appropriate action may please be taken for manipulation of SRO which deprived many dedicated scientists to get their due credits. It is directly related to performance and output of DRDO.

8.       Sir, for sake of DORO, for sake of our defence preparedness, for sake of dignity of real scientists, it is requested immediate action and directive is needed to stop the violation of FCS rules.

I call upon all concerned youth members of the public of this great nation who either applied for various posts in CEPTAM 06. in DRDO And didn’t get call letters and who wanted to apply but couldn’t apply due to the deliberate bottleneck created in the form of mobile registration, concerned parents of those youth candidates and fellow honest citizens (which inter-alia includes honest employees and officers of DRDO also) to provide information of the following kinds of acts and omissions of deliberate corruption done in the form of sugar coated capsules (seemingly making believing the general public at large as if the culprits acted in public interest) containing only poison which turned out fatal to all those members of the youth who either applied against the various post under CEPTAM 06 in DRDO but could not get call letters or who could not succeed in applying just for want of mobile registration since after repeated attempts mobile registration couldn’t take place.

1. Corruption in the form of making mobile registration as mandatory for applying for the various posts

(a) Kindly provide the information of the attempts made by you and by your parents for mobile registration at mobile no. between to to complete the first mandatory step for applying for the various posts in DRDO against CEPTAM -06 .

(b) Kindly provide the information of the time period in which the website of CEPTAM Delhi remained un operational/un-accessible due to which you couldn’t apply online for the various posts in DRDO against CEPTAM-06.

2. Corruption in the form of non-issuance of call letters to the persons who applied online and also sent offline applications for direct recruitment of various posts in DRDO against CEPTAM-06

(a) Kindly send the print out of your online application form against which you did not get call letter.

(b) Kindly send photocopies of your offline application forms against which you did not get call letter.

(c) Kindly send photocopy of the counter foil of the Indian Postal Order which you have attached with your offline application form sent with the CEPTAM, Delhi under CEPTAM-06 in respect of which you didn’t get the call letter.

(d) Kindly intimate me the manner through which you submitted your offline applications form to CEPTAM, Delhi against which you did not get the call letter.

(e) Kindly intimate the efforts made by you to get issued call letters from CEPTAM (including the information of the phone number of CEPTAM Delhi on which you made your efforts) and the results of such efforts.

(f) Kindly intimate the name of the officials of CEPTAM whom you contacted personally or on official telephone of the CEPTAM, Delhi but still your grievance was not redressed.

3. Corruption in the form of issuing defective call letters.

(a) Kindly send photocopies of the online print out of your application from and the defective call letters issued to you due to which you could not appear in the exam of CEPTAM-06 of DRDO.

(b) Kindly send photo copies of your offline application forms and the defective call letters issued to you due to which you could not appear in the exam of CEPTAM-06 of DRDO.

4. Corruption in the form of allotting exam centre at far off places altering the choice given by the candidate.

(a) Kindly send photo copies of your online print application form and the call letter issued to you un which the centre of written exam was allotted at different far off place due to which you could not appear in the written exam.

(b) Kindly send photo copies of your offline print application form and the call letter issued to you in which the centre of written exam was allotted at different far off place due to which you could not appear in the written exam.

5. Corruption in the form of non-ensuring of the website of CEPTAM operational and functional just some days before the exam.

(a) Kindly intimate the date of your failed attempts when you wanted to access the website of CEPTAM to download the call letter but you could not open the website and hence you could not appear for the exam.

6. Corruption in the form of late sending the call letter to the candidates.

(a) Kindly send the photocopies of the call letters which you received late.

DRDS Promotion Policy

Dear all Scientists,

   It is observed that due to absolute power, the directors of labs are encouraging nepotism, casteism openly, and this is major obstacle in progress of DRDO. The incompetency is the main and foremost challenge for Sh Avinash Chander.

DRDO Directors are having a lethal weapon i.e CPAR and absolute right to block the carrier of anyone beside that the person delivering his best to organization and country.

I request you all please go through this Honorable Nainital Highcourt judgement where it is clearly mentioned that if your junior is called for assessment then you have the right to ask DRDO to call you for assessment.

Dr K K. Jha, the petitioner has challenged DRDO, that on what grounds was he not called for assessment without serving any negative advice and at the same time his juniors were called for assessment.

He got assessment call and promoted as Scientist ‘F’. If Dr.K.K.Jha had not approached the court he would not have been able to get promotion because Dr, A S Bains maintained his CPAR’s in bare minimum numbers.
