  • The Prime Minister was speaking at the defence expo in Chennai.
  • Modi said policy paralysis would not happen anymore.
  • The PM launched IDEX , a portal for startups to deal with the defence production department.

CHENNAI: India is set to move faster in all fields as the NDA government has brought the country out of policy paralysis caused by the previous Congress government, said Prime Minister Narendra Modi while formally inaugurating the 10th edition of the defence expo – DefExpo 2018 – at Thiruvidandai near Chennai on Thursday.
“There was a time when, like many other aspects of governance, the critical issue of defence preparedness was also hampered by policy paralysis. We have seen how laziness, incompetence and perhaps some hidden motives can cause damage to the nation,” said the Prime Minister.
He said such paralysis would not happen anymore. “Issues that should have been long addressed by previous governments are being resolved now. You would have seen how the requirement of providing bullet proof jackets to Indian Army soldiers was kept hanging for years,” said Modi.
“You would also recall the long-drawn process of procurement of fighter aircraft that never reached any conclusion. We have not only taken bold action to meet our immediate critical requirements, but have also initiated a new process to procure 110 fighter aircraft. We do not want to spend 10 years in discussions without any tangible outcomes,” he said.
Promising honesty and transparency in all the dealings, the Prime Minister said, “We will work with you with a sense of mission to keep our defence forces equipped with state-of-the-art systems, and to create the necessary domestic manufacturing ecosystem to achieve this.”
Earlier, the Prime Minister launched IDEX (Innovations for Defence Excellence), a portal for startups to deal with the defence production department. “Today, we launched the ‘Innovation for Defence Excellence’ scheme. It will set up defence innovation hubs throughout the country to provide necessary incubation and infrastructure support to the startups in defence area,” said Modi.
He said the government would encourage private venture capital into the defence sector, especially for startups.
“New and emerging technologies like artificial intelligence and robotics are perhaps the most important determinants/of defensive and offensive capabilities for any defence force in the future. India, with its leadership in information technology domain, would strive to use this technology tilt to its advantage,” he said.
Quoting former President APJ Abdul Kalam, the Prime Minister said, Kalam asked us to dream, dream and dream. Our dream is to develop the ecosystem to foster an environment of new and creative entrepreneurship in defence manufacturing sector.
Modi said in the coming weeks the government would undertake extensive consultations with all stakeholders, including both Indian and foreign companies, about our defence production and defence procurement policy space. “I call upon all of you to actively participate in this exercise. Our aim is not just to discuss, but to draw the right lessons. Our intention is not to lecture, but to listen. Our goal is not merely to tinker, but to transform,” Modi said.
The Prime Minister witnessed live demonstration of the three services.

New toilets in trains no better than septic tanks: IIT-M study

By Srinand Jha The Economics Times, Nov 23, 2017
A new kind of toilet using bacteria to break down human excreta has been deployed in Indian trains over four years to 2017, at a cost of Rs 1,305 crore, but this toilet is no better than a septic tank, the Indian Institute of Technology-Madras (IIT-M) has concluded after a two-year long study.
As many as 93,537 “bio-digesters” — as the toilets are called –have been installed in mainline express and mail trains by the Indian Railways. These are small-scale sewage-treatment systems beneath the toilet seat: Bacteria in a compost chamber digests human excreta, leaving behind water and methane. Only the water, disinfected later, is let out on the tracks.
However, sanitation experts and various studies — including those commissioned by the railways — have pointed out that most of the new “” are ineffective or ill maintained and the water discharged is no better than raw sewage.
“Our tests have found that the organic matter (human waste) collecting in the bio-digesters do not undergo any kind of treatment,” IIT professor Ligy Philip, who headed the latest study, told IndiaSpend. “Like in the septic tanks, these bio-digesters accumulate slush (human excreta mixed with water).”
The IIT-M study was sponsored by the Bill and Melinda Gates Foundation and submitted last week to the Union Ministry of Urban Affairs.
Despite the criticism, an additional 120,000 coaches are to be fitted with these bio-toilets, jointly developed by the Defence Research and Development Organisation (DRDO) and the Indian Railways, by December 2018. This is likely to cost Rs 1,200 crore, the railways revealed on November 2, in response to a Right to Information (RTI) request.
The bio-digester project began during the previous United Progressive Alliance regime. But the project has been speeded up under Prime Minister Narendra Modi’s Swachh Bharat campaign. The idea is to meet this target in time for the celebration of Mahatma Gandhi’s 150th
Indian Railways is often described as the world’s biggest toilet: It ejects around 3,980 tonnes of faecal matter — the equivalent of 497 truck-loads — onto rail tracks every day, according to a report released by the Comptroller and Auditor General (CAG) in 2013.
The network has 9,000 passenger trains with 52,000 coaches with toilets that discharge human waste on to rail tracks. Covering 65,500 km across the country, these trains transport 24 million passengers every day, the equivalent of the population of Australia.
Since 1993, the Indian Railways have been experimenting with a host of technologies used worldwide to replace the open discharge system. This included vacuum toilets based on suction, commonly seen in aircraft; “controlled-discharge” toilet systems (CDTS) which allow waste to be dropped only after a train acquires a speed of 30 kmph, thus keeping stations clean; and “zero-discharge” toilets, in which solid waste is stored, evacuated and then dumped in pits for composting and the liquid filtered for recycling.
In 2008, the railways decided to install the bio-digester model developed by the Gwalior-based Defence Research and Development Establishment (DRDE).
Responding to the criticism of the bio-toilet, government officials said that the flaws are being fixed. “The issues regarding the bio-digesters are of a minor nature and are being effectively addressed. Some changes (in design or execution strategies) are inevitable, as this is a continuous process,” said Saxena.
Lokendra Singh, former director of the DRDE, had, after an expedition to Antarctica, brought home psychrophilic bacteria that can survive in extremely low temperatures. The bacteria were mixed with cow dung and normal soil, which have methogens (micro-organisms that produce methane) capable of breaking down human excreta. This was then supplied to the manufacturers of rail bio-digesters
“Because of the presence of a compound of bacteria, the bio-degradation process is set off in the toilet chambers-the bacteria eat up the organic matter (human excreta) and produce methane gas and water as byproducts,” Singh said.
But Singh’s claims of a scientific breakthrough using the bacteria from Antarctica have been questioned on several grounds, including the fact that the bacterium, as Singh admitted, has not obtained an independent or a third-party certification from an organisation such as the UIC (Federation of European Railways
Also, DRDO does not have a patent for the design or manufacture of these bio-toilets. A patent is necessary to market a commercial product. DRDO only has a patent for the design of “railway toilet tank”, as the organisation’s website reveals.
This is not the first time the railways’ bio-toilet project has been criticised. A 2009 study jointly conducted by the Lucknow-based Research Designs and Standards Organisation (RDSO) and IIT-Kanpur concluded that no treatment of human excreta was happening in the bio-digesters installed in railway toilets.
“We had found the discharge from these toilets as being no different from raw sewage,” said IIT-K professor Vinod Tare, who had headed the study, which the Railway Ministry has not made public.
On September 14, 2004, DRDO scientist Y. Ashok Babu sent a letter to the then Chief Vigilance Commissioner, Pradeep Kumar, terming the bio-toilets “farce (sic) technology”.
Singh rejected these allegations. “Frustrated scientists who have never worked on the project are raising such issues,” he said. “Of course, there are some problems but these are being addressed by the railways.”
Singh, who has assumed charge as the chairman of the Digesters and Bio-Toilet Manufacturers Association (DBMA) after his retirement from DRDE this year, said questions of “conflict of interest” did not apply in his case, as he held only an “honorary position with the DBMA”.
Documents available with IndiaSpend suggest that there are serious issues with the bio-toilet venture. These were discussed at a high-level meeting convened by the Railway Board on October 26, with functionaries from 17 zones.
During the last three years of the last government (2011-14), 9,350 bio-toilets were fitted in trains but the figure rose by 539 per cent, to 59,735, in the first three years of the NDA government (2014-17). In the current financial year (2017-18), 24,215 bio-toilets had been fitted until August 30, bringing the cumulative figure to 93,537, the railways said in its RTI reply of November 2.
In this period, the cost of manufacture and fitment of bio-toilets climbed from an average of Rs 52,000 per unit to over Rs 75,000 per unit. After the imposition of the Goods and Services Tax (GST), this cost burden has spiked further, with the railways having to absorb the 18 per cent levy.
“Cost escalation is inevitable, as manufacturing costs have been rising,” said Manoj Jha of Faridabad-based Arkin Technologies that manufactures and supplies bio-digesters to the railways.
In response to an RTI appeal from Dehradun-based activist Prabhu Dandriyal, the railways stated that the Hubli workshop of South Western Railways had been supplied 2,152 toilets at a cost of over Rs 22 crore during the financial year 2016-17. Based on this calculation, the current cost being borne by the railways works out to more than Rs 100,000 per unit.
By the time the task is completed, the railways are likely to exceed their budget of Rs 1,200 crore for additional bio-toilets. Arvind Dethe, a bio-toilet manufacturer based in Akola in Maharashtra, has been selling a similar toilet at Rs 6,000.

Government asks CBI to probe in allegations of corruption in purchase of three Embraer aircrafts

By Express News Service Published: 15th September 2016 – The New Indian Express
NEW DELHI: The Central Bureau of Investigation (CBI) has started analyzing allegations of Brazilian aviation major Embraer hiring a UK-based agent and paying commissions to swing the $208 million deal for three Emb-145 aircraft inked with India during UPA rule in 2008.

The government had asked the agency to probe in allegations of corruption in the purchase of three Embraer aircraft for Defence Research and Development Organisation in 2008

The agency sources said officials are going through the reference and any decision to start a probe in the matter will be taken soon after analysing all the documents.

If the agency is satisfied that it has enough prima facie evidence to initiate an FIR, it will start or else it might register a preliminary enquiry to gather enough material for registering a regular case, they said.

Government had stated that the allegations were of a serious nature and the CBI will probe.

Defence Minister Manohar Parrikar had earlier this week said that, “If there is a criminal angle, then the CBI will probe as the Ministry cannot”. “If only procedural issues are involved, then the Defence Ministry can do an internal investigation,” he had said.

The deal for purchase of three Embraer aircraft during the UPA regime has kicked up dust with US authorities going into alleged payment of kickbacks. The deal has come under the scanner of the US Justice Department which has been probing Embraer for alleged payment of bribes to secure contracts.
Soon after, the reports of irregularity surfaced, the DRDO has already sought a report from the Brazilian firm, which has said it has been looking into graft allegations over the last five years.

DRDO investigation through report from Brazilian firm is a separate investigation. Parallel investigation has been started by CBI

The Special Investigation Team probing AgustaWestland bribery scandal will also probe this scam.

The deal was signed in 2008 between Embraer and the DRDO for three aircraft equipped with indigenous radars for AEW&C (airborne early warning and control systems). The first “modified” aircraft was delivered to DRDO in 2011, with the other two following later.

After several missed deadlines, the AEW&C project is now slated to be completed by December. Present DRDO chief S Christopher was the AEW&C programme director and head of the Centre for Airborne Systems (CABS) before he was chosen to head DRDO in May 2015 by the NDA government.

Sources claimed that role of the committee, comprised of officials from IAF and DRDO is also under scanner, which shortlisted the Embraer deal.

Brazil’s top newspaper, the ‘Folha de Sao Paulo’, had reported on September 8 that the possible bribery in the 2008 Indian deal was under the scanner of the US justice department, which has been investigating Embraer since 2010, after a contract with the Dominican Republic raised suspicion. The scope of the investigation has now been widened to examine Embraer’s dealings with eight other countries, including India and Saudi Arabia.

DRDO chief invokes Vedas to explain intel importance

Indian Express

The country’s scientist and DRDO chief Avinash Chander on Tuesday invoked mythology to explain the importance of intelligence network, days after Prime Minister Narendra Modi cited Karna’s birth in Mahabharata to suggest “genetic science” existed in India even in ancient times.

Chander, the man behind the Agni series missiles, while addressing the Intelligence Bureau sleuths said “information gathering and intelligence have been emphasised even in Vedas and Puranas”, and invoked “Rig Veda and Atharva Veda” to send across his point that intelligence gathering had to be abreast with technology.

NSA Ajit Doval, new IB chief Dineshwar Sharma and outgoing IB chief Syed Asif Ibrahim were present on the dais when the DRDO chief addressed the function.

Delivering the 27th Intelligence Bureau Centenary Endowment Lecture, Chander, who is also the scientific advisor to the Defence Minister, said, “Information gathering and intelligence have been emphasised even in Vedas and Puranas. We find the invocations in Rig Veda and Atharva Veda, where it talks how the spies of Agni came down from the sky with thousands of eyes. The son of Brahaspati, teacher of gods, Kaccha was sent as a spy to Sukracharya to know the Sanjeevani mantra as explained in Mathsyapurana.” His term expired on December 1, but he was retained for two more years by the NDA government to head the post.

Chander, a IIT graduate, said, “In Sabhaparvam of Mahabharata ‘Lokapala Sabhakhayana Parva’ explains the importance of information gathering, establishing the spy network and related instrumentation in connection with the armed forces.”

To make his point, Chander said, “Arthashastra by Kautilya defines it as an integral part of court craft. The first of two chapters on establishing an intelligence system explain five kinds of spies for gathering internal intelligence.”

Bhagavat Gita advises three courses of action (1) Gyana Yoga (2) Karma Yoga and (3) Bhakti Yoga. Before doing something, acquire complete of the situation, then create a fool proof plan of action and act with all resources to tackle the situation. You will then succeed in your operation. In this sense what is wrong in quoting puranas and scriptures. There is nothing which need hurt the sentiments of non-Hindus

Please don’t refer to Vedas as mythology. That was the terminology of the British Raj, which referred to Christian holy book as scripture, but Hindu holy books as mythology (i.e a myth, or something that is not correct). Its time to fix this wrong terminology.

its not mythology

Nowadays everyone has to quote from Vedas to keep their job. DRDO has been among worst performing indian organisation. May be this explains why.

sk • 14 hours ago

Bad mentality of media and psuedo secularists. The top Scientists world over quote Veda/Upanishads/Advaita all the time and they will be quoted much more in coming times as can be seen by new physicists openly adopting yoga/meditation path, like John Hagelin (Harvard/Stanford/CERN trained Quantum Physicist or his senior in that field like Schrodinger, Neils Bohr or even people like Peter Russell), the whole world invokes Veda/Upanishads more than Indians, Indians hardly discuss Upanishads/Advaita, Indians discuss bollywood, hollywood or other such stupid stuff more.

Intelligent people are becoming more and more truthful and so they do not care about saying whatever is truth, Vedas/Upanishads/Advaita/Patanjali/Yoga/Meditation are the firstto give basic truth about reality and consciousness, this recognition will only increase not decrease because it is truth. Also, these people gave these ideas in remarkably humble/detached ways with amazing simplicity so when an intelligent mind reads Upanishads/Advaita, there is little chance to not to be impressed by those ideas.

The Vedas aren’t mythology, the Mahabharat and the Ramayana are.

This is a major violation of secularism and our constitution. The Hindutva Brigade is getting out of control. Hindu right wing outfits are quoting Hindu scriptures and mythology.

It is time for the Secular Brigade to swing into action. Secular leftwing organisations – not outfits – should answer back by citing Christian and Muslim historical facts.

Hegelman • 19 hours ago

How can this be allowed in India? No one in India must cite Hindu scriptures or mythology. This is a secular land, and such actions violate our constitution.

very nice explanation from scientist. what is the problem? we are proud to be Indian

Outgoing Chief Mr Saye Asif Ibrahim must have been amused at this silly comment from the incoming Mr Avinash Chander. May Lord God help Mr Chand to think straight, he has responsibility for the whole nation.

What is wrong if an accomplished Scientist Mr Chander is illustrating a point by invoking puranas or vedas. In west, people cite greek mythology, bible etc extensively to make points. Its only some of de-racinated Indians who are shameful of our heritage & culture and always trying to ape west. If Mr. Chander would have illustrate the same point invoking bible or greek mythology or sun tzu, he wouldn’t have raised any hackles. Shame on such deracinated Indians.

First of all you should know the difference between mythology and philosophy.

Philosophy and mythology have nothing in common. Mythology belongs to the religious domain, it is religion explained in stories. Myths are passed down one generation to the next, and they belong to a specific culture.

Philosophy, on the other hand, belongs more to the scientific domain. It is the work of one man, or a series of men, as they sit down to think about the origin of the universe, the purpose of life and so on. Most philosophy has nothing to do with religion, and it can explain the world without superhuman figures.

Devils will always flock together to justify their baseless arguments.

This is an equally silly comment, I am sorry to say. Being Hindu does not mean that you have to agree with every nonsense, I am saying this as a Hindu.

How long are we going to talk science on the basis of mythology? No wonder we are no where near China in Science & Technology even after 62 years of independence.

We must understand Scientific temper is different from mythological temper. Our defense and space programmes should be based on Scientific innovations and not on mythological farts.

China followed the vedas and purana’s way before we did, all the technology in china has been spied and taken from the US and Europe, right from esculators, trains to their spaceship. What did china do on its own?

When a drone crashed in Iran, the Chinese were there even before US knew about the whereabouts of the Drone.

Even if it is Mythology, it has been conceived through experience.

In few centuries the atomic bomb and Einstein will also become Mythology.

Life on earth happens in cycles, if we are able to make the nuclear bomb, Bramha Astra must have been invented during the mythological times,

We have planes they have Pushpak Viman.

We have televisions they had Divya Dhristi.

The mantras are forumlas and proceedures to manufacture something.

We never believe in what we have at home, it is always bullshit, always things

outside our home look beautiful. The day we believe what we have is the day

when India will Surpass all other countries.

Why do we keep calling Mahabharata and Ramayana as “Mythology” and not “History”. Why are Hindus so ashamed of their History? Also, DRDO can accomplish a lot, if there is political will. Our politicians want to keep “buying” technology, so that their Swiss Banks accounts can be filled. That is the problem. In China, the punishment for Corruption is Death Sentence, and they do Execute them. In India, we Celebrate corruption. That is the problem. I am sure, if he had cited Bible or Quran, we “The Secular Hindus” would have applauded.

DRDO chief has gone nuts. If he really was a student of Vedas then the moribund organization that he heads would not be as pathetic as it is, given the funds and resourced poured into it to come up with something worthwhile and original.

Please do not blame the DRDO. Do you really think that India can get to Mars, but cannot make a combat aircraft? Seriously? Politicians do not want the DRDO to make combat aircrafts or any high tech weapons. They want them to be “Imported only”, so that in those shady deals, their Bank Accounts in Switzerland and Mauritius can get filled.

It is 100% true that several ancient texts talk about intelligence gathering though I differ with Avinash on his understanding of Rg Vedic texts. Instead of just quoting and claiming that we had all these before, it would have been useful if Avinash had really figured out what exactly we could use out of them in modern day context. Otherwise it is an empty useless talk.

what u can use from it is them importance of intel gathering. That’s what the poor fellow emphasized. Now what technology was used may or may not be relevant for today hence he didnt go in that direction.
