Sir,

With reference to above I would like to submit following facts for your mission of corruption free India.

  1. DMSRDE, DRDO, Kanpur is involved in R&D of polycarbosilane (PCS) since more than 15 years. This material is used for high temperature applications etc.
  2. Polydimethylsilane (PDMS) in form of brisk white powder is used as precursor material required for synthesis of polycarbosilane. Initially the PDMS was manufactured in small scale (quantity)in DMSRDE itself by Scientists of DMSRDE.
  3. The development process of polycarbosilane from Polydimethylsilane (PDMS) was patented by DRDO vide Indian Patent No. 249015 against Indian Patent Application No. 2254/DEL/2004 and the patent was granted on 21 Sept 2011 and published on 30 Sept 2011.
  4. The manufacturing technology of PDMS and polycarbosilane is having only with few countries in world.
  5. When Dr. A. K. Saxena took charge as Director, DMSRDE in January, 2011, he started the procurementof Polydimethylsilane (PDMS) and till date in the period 01.01.2011 to 31.12.2013 he procured 227 Kg PDMS costing around Rs. 1,86,35,780.00 in DMSRDE. PDMS was purchased in DMSRDE @ Rs. 80,000/- per kg approximately.
  6. Procurement was done through 8 demands of limited tender, repeat order and one last order through open tender. The strange fact is that all seven orders of this rare material was placed to M/s Mangalam Traders, Kanpur and the eighth supply order was placed to M/s Paawani Speciality Chemicals, Kanpur which is again the family firm of M/s Mangalam Traders, Kanpur.
  7. As per DMSRDE’s inputs the PDMS material was prepared by ex-DMSRDE employee Shri I. P. Pal, Ex Technical Officer ‘C’ under guidance of Dr. A. K. Saxena under roof of M/s Mangalam Traders, Kanpur of which proprietor is   Mr. Manish Gupta and Director is his brother Mr. Anish Gupta.
  8. The Cost and quantity was so designed and architect as every time the order should not exceed in the tune of Rs. 50 Lakhs so it will always come under sanction power of Dr. A. K. Saxena, Director, DMSRDE, Kanpur.
  9. The Prices of PDMS First Order 4/2/2011 cost @ Rs 45000.00/Kg Second Order 27/4/2012 cost @ Rs 70000.00/Kg, Third Order 4/04/2012 cost @ Rs 75000.00/Kg, fourth order 9/02/2012 cost @ Rs 75200.00/Kg, Fifth order 6/09/2012 cost @ Rs 80000.00/Kg, sixth Order 26/02/2013 cost @ Rs 80000.00/Kg, Seventh Order 06/11/2012 cost @ Rs 77800.00/Kg, Eighth 17/12 2013 Order 06/11/2012 cost @ Rs 77800.00/Kg.
  10. The whole exercise of procurement of PDMS itself exposes the corruption and corrupt practices prevailing in DRDO.
  11. The various documentary evidences already exposed the nexus between Dr. A. K.  Saxena and owners of M/s Mangalam Traders and M/s Paawani Speciality Chemicals Shri Manish Gupta and Shri Anish Gupta.
  12. I have filed a complaint to CVC dated 11 June 2014 regarding corruption in PDMS procurements in DMSRDE and DRDO HQ made 1stFact Finding Committee than after few months’ days DRDO HQ made 2nd Fact Finding Committee. Till date no action taken against Dr. A. K. Saxena by Shri Avinash Chander, DGR&D, DRDO and Scientific Advisor to Raksha Mantri, DRDO Bhawan, New Delhi.
  13. Now it seems Dr. A. K. Saxena convinced or taken care of motivation of Shri Avinash Chander and seems he inspired your 15th August 2014 address that “mera kya” and boldly raised open tender vide DMSRDE/15552004 dated 1st September 2014 for procuring 60 Kg PDMS.
  14. As per sources the Gupta Bandhu of M/s Mangalam Traders and M/s Paawani Speciality Chemicals, Kanpur  arranged 90 Kg PDMS and as usual the case initiated within the sanction capacity of Director i.e. 50 Lakhs of 60 kg. It is understood that the supply order will go in favour of Gupta Bandhu in any cost. Rest 30 kg PDMS will be procured under repeat order of the order issued against this open tender of PDMS.
  15. It is completely established corruption case and enclosed procurement details clearly show the modus oprendi of Dr. A. K. Saxena, Director, DMSRDE. The said open tender dated 01 Sept 2014 should immediately be cancelled till finalization of inquiry by CVC.

Sir, It is requested that for sake of poor tax payers money to take appropriate exemplary action  so that Shri Avinash Chander not dare to patronize such corrupt scientists and whole DRDO fraternity could understand  your commitment against corruption.

DMSRDE – Second Fact Finding Inquiry Committee 9th & 10th July 2014

It seems DRDO take U –turn in DMSRDE corruption cases. Shri AvinashChander , DGR&D and SA to RM constituted second four members  FFIC under Chairmanship of Dr. D C Pande, Outstanding Scientist, LRDE, Bangalore  and members Shri Haribabu Srivastva, Director, LASTEC, New Delhi, Shri R S Mehta, Joint Director, Dte of Vigilance& Security, DRDO Hqrs, Shri Jagdeep, Scientist ‘F’,Dte of Materials Management DRDO Hqrs  reached at Kanpur on 9th July early morning 5:00 AM at DMSRDE, Guest House, Kanpur by Rewa Express.

In deference to three members first FFIC which was led by Dr. S S Negi, Outstanding Scientist,this second FFIC did not entertained Dr. A K Saxena, Director, DMSRDE, Kanpur. Dr.Saxena  was sent for two days leave and remained in  his government residence just adjacent to Transit Hostel’s DRTC Room where whole FFI was  conducted for two days by FFIC.

The first FFIC Committee did their inquiry under supervision of Dr. A K Saxena in DMSRDE Office in the room just opposite to Dr. Saxena office so that he can monitor activities of first FFIC. Chairman & members of first FFIC tried their best to discourage complainants and in month of March 2014  all scientists were under pressure due to their APAR and coming assessment and not opened or uttered any single word against Dr. A K Saxena in front of   first  FFI Committee. The first FFI Committee overlooked the gravity of complaints to Defence Minister rather they were busy in digging the past history of complainants. They were basically misleded and managed by Dr. A K Saxena.

The letter No DOP/DS/008/M/01 dated 28 May 2014 of DOP Dr. A K Singh prepared on basis of first FFI Committee Report already exposed the nexus between Dr. A K Saxena and first FFI Committee because the without any constitution rights and ignoring the terms and condition of FFI Committee they simply recommended the transfers of both complainants with baseless and illogical reasons. It should be asked to Dr. S  S Negi, Outstanding Scientist that if on allegations of habitual  drinking one senior Scientist  may be transferred then what about the drinkers of whole DRDO right from top at DRDO HQ and bottom at 52 Establishment/Labs of DRDO. Why they have not been transferred even they are heavy habitual drinker. In fact first FFIC was  hijacked by  Dr. A K Saxena.

The two days grilling of involved scientists of DMSRDE by second  FFI Committee members especially by Shri Mehta, Vigilance, DRDO Hqrs shows some hope that the committee will help to Shri Avinash Chander , DGR&D and SA to RM and DRDO Hqrs to take one step forward towards eradicate prevailing corruption in DRDO like Dr A K Tyagi, Sc ‘G’ waiting to face CVC disciplinary proceeding against him as he also involved in corrupt practices in procurement at DIAT, Pune.

Some scientists of DMSRDE given in writing about the facts of these procurements and shows their helplessness.

Second FFI Committee also got advantage that the DRRDS result was declared and scientists who supported Dr. A K Saxena’s corrupt practices under pressure opened up and exposed the modus of oprendi adopted by Dr. A K Saxena.  FFI Committee also got inputs about nexus between M/s Manglam Trades, Kanpur (Mr.Anish Gupta/Mr. Manish Gupta) and Dr. A K Saxena in various procurement cases.

1.       Reactor case is open case that the procurement was done in coalition  with M/s Manglam Trades because all mails are the perfect evidences of corruption and DRDO Hqrs already aware that CBI, Lucknow have already got all evidences and approached MOD. Payment of Reactor case has not been made till so far even after 18 months the Reactor was installed in January 2013 at DMSRDE.

2.       The case of procurement of Laboratory Microprocessor Based Programmable High Temp.Furnace supplied by M/s   Omega Furnace Industries, Bangalore. In this case illegal Second TPC was done for recommending to make payment  to M/s Manglam Traders, Kanpur.( It can happen only in DRDO)

3.       Fume Hood Chamber procurement case is open example of looting in DRDO.

Common man are waiting to see the impact of new Prime Minister Shri Narendra Modi ji’s Government on  DRDO, as Shri Avinash Chander Ji especially mentioned in his address in last JCM that “now new government has come and the accountability is also increased”.

It is coincidence that both FFIC having chairman from Uttarakhand and Uttarakhandies are famous for their honesty and devotion in service. We hope that like Dr. S SNegi, the Chairman of second FFIC Dr. D C Pande will not be hijacked by corrupt nexus of DRDO and he will do justice with DMSRDE people.

DRDO Corruption – Modus Operandi example prevailing corruption in DRDO labs

Honorable Sir,

  1. www.corruptionindrdo.com continues exposing the corruption/nepotism prevailing in DRDO since the last four years. DRDO’s honest officials send corruption inputs from all DRDO establishments and with help of RTI’s and from internet information, the corruption regularly passed to government and relevant agencies like CVC, IB, CBI etc.
  1. DRDO has a great and noticeable procurement culture. Rice exporter supplying sophisticated missile/high end parts or tent suppliers supplying rare chemicals or mostly cases the computer AMC holder become expert high end laser to xyz supplier.
  1. Almost a dozen corruption cases of Defence Materials & Stores Research & Development Establishment (DMSRDE), DRDO, Kanpur were submitted to CVC.
  1. CVC as a routine practice forwarded these complaints to CVO, MOD and MOD forwarded to CVO, DRDO.
  1. CVO, DRDO working under DG, DRDO, his ACR/APAR and career depends upon the hands of DG, DRDO. Secondly in DRDO the CVO assigned to Brigadier Ajay Gupta and it is observed that DG, DRDO used to pressurize his army channels through Lt. Gen who are posted in DRDO.
  1. In DMSRDE corruption case DG, DRDO made a Fact Finding Committee consisting all yes men. Not a single person from outside like PCDA, CGDA, CAG was included. The result was that the fact finding committee gave a clean chit to Dr. A.K. Saxena, Director, DMSRDE, DRDO, Kanpur as Dr. A.K. Saxena submitted affidavit to court that “ Fact finding committee has been constituted by DG, DRDO which has also not found any truth in any complaints”
  1. It is very heartening to know that if honest citizens contributing to Governments anti- corruption movement put all their strength, time, life at stake and some incompetent officials throw it in the dustbin. Besides, all complaints were submitted with all evidences.

Sir, once again without losing courage still submitting a complaint with evidence to CVC through your good office. Hope the matter will be taken seriously as everyone in this country remembers our “KARGIL WAR” and then General Malik uttered “casualties in the conflict could have been reduced had the Defence Research & Development Organisation (DRDO) “not come in the way”Jai hind!

  1. DMSRDE procured 227 Kg Polydimethylsilane (PDMS) costing worth Rs. 1,86,35,780.00 during the period 01.01.2011 to 31.12.2013. The whole supply of PDMS was made by M/s Manglam Traders, Kanpur and M/s Paawavni Speciality Chemicals, Kanpur. Both of the firms are owned by Mr. Manish Gupta & his family members. Copy of the details of procurement of PDMS in DMSRDE Kanpur supplied by M/s Manglam Traders, Kanpur and M/s Paawavni Specialty Chemicals, Kanpur is enclosed as Annexure-1.
  1. PDMS is used as a precursor material for synthesis of Polycarbosilane and the whole amount of PDMS was procured under a project titled ST 12-DRM 552(IPHTA- Inorganic Polymers for High Temperatures Applications) for synthesis of Polycarbosilane from PDMS.
  1. Vide Govt. of India, Min. of Defence letter No. DRDO/DBFA/FA/83226/M/01/2031/D(R&D) dated 10 July 2010 Sub: Delegation of Financial Powers to Secretary Department of Defence(R&D), Chief Controllers(R&D) & Heads of Defence R&D Lab/Estt., the maximum limit for sanctioning of purchases under Open, Global or Limited Tender basis is up to Rs. 50 Lakhs. Copy of the letter is enclosed as Annexure-2.
  1. Dr. A.K. Saxena, Director, DMSRDE, DRDO, Kanpur planned the procurement cases in such a way that total cost of the Supply Order remain just below Rs. 50 Lakhs (the financial power of Director) and split the consolidated demands in small demands to keep the cost of Supply Order below Rs. 50 Lakhs.
  1. Total numbers of eight demands were raised from various indenters in DMSRDE for procurement of PDMS. Five demands in limited tender basis and two repeat orders and one in open tender. But the best part is whole exercise by fooling all laid down procurement system in all cases then  bagged by M/s Manglam Traders, Kanpur and M/s Paawavni Speciality Chemicals, Kanpur (both firms same owner), it clearly shows the manipulation level of  DMSRDE officials.pdms demand1 pdms demand2 pdms demand3

7.     Criminal Conspiracy, gross violation & subversion of Purchase Management 2006 for Corruption took place in procurement of 60 Kgs PDMS by Open Tender Reference   Number DMSRDE/13552064 dated 13.06.2013. Details of the case have been mentioned in above Demand-8. Other details regarding conspiracy & Corruption in procurement are given below.

  • In tender reference No. DMSRDE/13552064 dated 13.06.2013 four vendors qualified in TPC/NC. These vendors were Manglam Traders, Kanpur, Paawavni Speciality Chemicals, Kanpur, Dhankar Enterprises, Kanpur and Polygon Solutions, Hyderabad. Out of these two firms Manglam Traders & Paawavni Specialty Chemicals, Kanpur is family firms of one man Mr. Manish Gupta.
  • The third firm Dhankar Enterprises bids for support for to the M/s Paawavni Speciality Chemicals   because M/s Dhankar Enterprises was registered at DMSRDE, Kanpur in year 2013   with registration number DMSRDE_013/02C/35_10L in category Chemical & Instruments with capacity of 10 Lakhs. This firm Dhankar Enterprises, Kanpur is registered with UP Commercial Tax Department with TIN 09645200799 dated 14/05/1998. This vendor is not registered for commodity name Chemicals. Copy of the complete report of Dhankar Enterprises , Kanpur from Commercial Taxes Department, Uttar Pradesh is enclosed as Annexure-3
  • The fourth firm M/s Polygon Solutions, Hyderabad is registered with TIN 28849412432 dated 01/11/208 with commodity Computers Peripherals at Commercial Tax Department, Andhra Pradesh. Copy of the complete report of M/s Polygon Solutions, Hyderbad from Commercial Tax Department, Andhra Pradesh is enclosed as Annexure-4
  • The firms /vendors that are not registered under commodity CHEMICALS with Commercial Tax Department, then how do these vendors submit tenders under open tendering for specialized strategic chemicals rarely available in India.
  • All supply order placed to M/s Manglam Traders and its family firm M/s Paawavni Speciality Chemicals.
  • TPC/NC Minutes- External Rep was not present and Chairman TPC/NC was Scientist ‘F’ but as per Corrigendum year 2011 , the Chairman of TPC/NC should be Sc’G’/Director in cases above 50 lakhs
  • Polydimethylsilane is a rare chemical  not manufactured in India, the cost of supplied item also attracts manipulation, M/s Mangalam Traders supplied Polydimethylsilane 197 Kg  from 15 Dec 2011 to Dec 2013, rate varies from  Rs 45000.00 to 80000.00.
  • It is requested to kindly check the import list of M/s Mangalam Traders because Polydimethylsilane is a rare chemical not manufactured in India, from where and what cost M/s Mangalam Traders managed the supplied Polydimethylsilane.
  • It is also requested that please check whether supplied chemical is as per required specification or not because once the supply of   M/s Mangalam Traders was rejected on the basis of specification by indenter Sh.J. N. Srivatava (Demand No.: DMSRDE/13PPD010) and after that Dr A K Saxena made a committee and same supply was accepted.
  • By the facts stated above, it is amply crystal clear that prima facie material regarding Abuse of Authority by corrupt Dr. A. K. Saxena, Director DMSRDE exists.
  • In view of the above mentioned facts and evidences it is earnestly requested that an order for thorough investigation of all procurement done under patronage of  Dr. Arvind Kumar  Saxena after assuming charge as Director, DMSRDE, DRDO, Kanpur to stop further corruption and wastage of poor tax payers money.
