Who is Dr VK Saraswat, the new member of NITI Aayog?

Dr Saraswat, as former chief of DRDO has been also red-flagged by the Comptroller General of Defence Audit-CGDA over his several decisions that resulted in the Defence Ministry curtailing his financial powers

The Prime Minister’s Office (PMO) appointed Dr VK Saraswat as full-time member of newly established National Institution for Transforming India (NITI) Aayog. Dr Saraswat is former Secretary of Defence (Research & Development- R&D), but is more known as one of the high profile former chiefs of Defence Research & Development Organisation (DRDO). However, his inning at the DRDO was marred by controversies resulting in the government turning down his extension. He was even awarded a jail sentence for contempt of court.

Dr Saraswat was the key scientist in the development of the Prithvi missile and its induction in the Indian armed forces.

A PhD in Combustion Engineering, Dr Saraswat started his career in DRDO in 1972 at Hyderabad-based Defence Research and Development Laboratory (DRDL), he was responsible for the development of the country’s first Liquid Propulsion Engine, DEVIL. As Project Director of Prithvi, he steered the design, development, production and induction of the first indigenous Surface-to-Surface missile system into the armed forces. He is regarded as one of the key scientists in the team of former President of India, Dr APJ Abdul Kalam, who is said to have had a deep influence on Dr Saraswat.

He was conferred the Padma Shri in 1998. He was also conferred the Padma Bhusan by the Government of India in 2013.

However, his career was not without controversies. In 2012, Dr Saraswat took a stand contradictory to the then Army Chief, General VK Singh, who had labelled Tatra trucks as substandard. Talking about Tatra trucks at a press conference, Dr Saraswat had said, “Tatra truck is an outstanding truck…They have a very good cross country capability and can move at good speeds.”

Earlier in 2010 too, he had torn into the armed forces for failing to overcome their ‘temptation’ to induct latest imported weapon systems. Speaking at the National Technology Day in May where the then Air Chief Marshal PV Naik, Admiral Nirmal Verma and Gen VK Singh were also present, Dr Saraswat had said, “Services also must understand that while the temptation may be overwhelming to field proven, state-of-the-art imported systems, they too have a role to play in the country’s economic and industrial growth. No foreign system can be customised to completely address our long-term requirements.”

Interestingly, as of now, both Gen Singh and Dr Saraswat have become part of the Narendra Modi government. While the former chief of DRDO has become full-time member of NITI Aayog, the former Army Chief is the Minister of State of External Affairs and Minister of State (independent charge) for North East Region, in the Modi government.

In a September 2012 report, the New Indian Express had said, “…a nightmare was revealed recently when Defence Minister AK Antony ordered the Comptroller General of Defence Audit (CGDA) to do a secret audit of India’s equivalent of the futuristic workshop of James Bond’s ‘Q’ — the Defence Research and Development Organisation that goes by the handle DRDO.”

Quoting the CGDA, the newspaper had said, “DRDO has been developing equipment which is either sub-standard or have extended deadlines and additional budgets. Many of the projects have been sanctioned without the requisite government approval. Only 10% of projects have come to the Ministry for clearance. Corruption and nepotism exists in the upper echelons and there is an exodus of qualified scientists.”

“The CGDA has questioned why he (Dr Saraswat) granted Rs2.88 crore to a mathematics institute to develop a futuristic radar when its scientists are not even remotely connected with research relating to the project. Incidentally, Dr Saraswat is the president of the institute’s governing body. The audit also stated that the institute lacked expert manpower and started recruitment only after getting DRDO funds that were released without due diligence. A Dehradun scientific lab was granted Rs14 crore to develop a communication link, while the institute headed by Dr Saraswat was also sanctioned Rs2.98 crore to develop the same technology — it doesn’t have even basic facilities like computers for individual researchers,” the report says.

Although DRDO denied all the observations of the CGDA report, it affected the career of Dr Saraswat.

Hyderabad: Not many are aware that Dr V.K. Saraswat, director general, Defence Research and Development Organisation and Scientific Advisor to the Defence Minister, is superannuating on May 31 because of a clause which says that the appointment is for a period of four years or till 64 years of age, that is, which ever happens earlier.

He is 64 years old. Dr Saraswat said that he had not applied for any extension and the decision lies with government. Honoured with a Padma Bhushan recently, Dr Saraswat, based in Hyderabad since 1972, says that he is overwhelmed with the support and recognition he received through these years.

Sources revealed that the search has already begun for short listing the probable candidates and the name would be finalised by a committee to be headed by the Cabinet Secretary. This committee is yet to be constituted and guesstimates suggest the figure to comprise of about 10-12 distinguished scientists.

Though his achievements and DRDO’s giant strides during his tenure are compared with that of former President and former DRDO DG, Dr A.P.J.Abdul Kalam, unlike Kalam’s ten-ure where there was a major thrust on missiles, the DRDO under Saraswat, took a jump in making India self-reliant by developing indigenous critical technologies of missiles and strategic systems, artificial intelligence etc, elevating India on par with advanced nations of the world on the technology front.

MoD restricts DRDO chief’s fiscal powers

NEW DELHI: The government has taken an unprecedented decision to impose severe restrictions on the financial powers of Defence Research and Development Organisation (DRDO) chief Dr VK Saraswat after an internal audit report and an ongoing CAG scrutiny raised red flags over many of his decisions.

The move is unprecedented in many ways since DRDO chiefs enjoy exalted position —one of them Dr A P J Abdul Kalam even went on to become the President. DRDO also enjoys a huge amount of autonomy because of the strategic nature of its work and is rarely questioned on its financial decisions.

The government has taken an unprecedented decision to impose severe restrictions on the financial powers of DRDO chief Dr VK Saraswat after an internal audit report and an ongoing CAG scrutiny raised red flags over many of his decisions.

However, all this has changed. Sources said the ministry of defence (MoD) has issued an order saying that the DRDO chief would have to take all financial decisions in consultation with the finance division of the ministry. Until now, DRDO chief could grant financial approvals of upto Rs 50 crore on his own, without having to consult with MoD finance.

The financial powers of DRDO chief were upped in mid-2010 through an order, which now the government believes was against the norms. The enhancement of his powers, especially as DG (DRDO) of upto Rs 50 crore where he only needed the concurrence of the financial advisor within DRDO, has now raised hackles in the government. The DRDO financial advisor reports to the DRDO chief.

Sources said the enhancement of DRDO chief’s financial powers went against the recommendations of an MoD panel headed by present Chief Vigilance Commissioner Pradeep Kumar when he was the defence secretary. They even allege that defence minister A K Antony may have been misled into approving the enhanced financial powers for DRDO chief in 2010.

Dr Saraswat holds three positions concurrently—scientific advisor to the raksha mantri, DG (DRDO), and secretary defence (R&D). Under the enhanced provisions, as DG (DRDO) Dr Saraswat can approve contracts upto Rs 50 crore without referring it to MoD. While, as secretary defence (R&D) Dr Saraswat has financial powers upto Rs 75 crore but would MOD finance approval. Over the last two years, Dr Saraswat had been approving most contracts in his role as DG (DRDO) without referring them to MoD finance.

The Comptroller and Auditor General (CAG) is believed to have sent a draft para of its ongoing audit, raising questions over the way many financial decisions within the Rs 50 crore limit was approved by DRDO chief, without enough oversight.

According to the new order issued a few days ago by the M0D with the approval of Antony, Dr Saraswat has been asked to exercise his financial powers, ranging between Rs 25 crore and Rs 75 crors, “with consent” of MoD (finance).

Chief Comptrollers (CCs) of DRDO have financial powers upto Rs 25 crore. They would continue to exercise their authority in consultation with the financial advisor of DRDO, sources said.

A special audit of the DRDO on the orders of Antony has also found that the powers to sanction projects delegated to DG (DRDO), CC (R&D)s and lab directors was granted on the condition that the projects should be cleared by the Defence Research Council. “There is no government letter constituting the DRC, its functions and powers. The DRC meetings are not formal. There does not seem to be any system of circulating Agenda Briefs to members,” the audit said.

The report pointed out that in many cases the expenditure incurred on scientists and other manpower deployed on a project is not included in the project cost estimates to keep the total budget under the financial powers available to Dr Saraswat and his other officers.

A project titled “product support and product improvement of Nag weapon system” at a cost of Rs 28.35 crore was sanctioned by Dr Saraswat “even though the CCS (cabinet committee on security) approved Integrated Guided Missile Development Programme is still not closed in so far as NAG missile is concerned,” the report says.

Dr Saraswat approved a project worth Rs 49.82 crore for design and development of elctro-optical sensors for air-borne platforms such as UAVs and Aerostats. This was done “by reducing the cost proposed by the Lab (Rs 70 crore) so as to bring it just under Rs 50 crore, which is his sanctioning power,” the audit said.

DRDO chief sanctioned a facility for electro-optical system testing at a cost of Rs 35 crore by “DG DRDO to create a facility, which is essentially required to meet the objectives of an already sanctioned project. However, the old project’s cost was not revised with the approval of appropriate CFA,” it added.

DRDO revamp still in doldrums

NEW DELHI: Like the unending developmental saga of Tejas light combat aircraft, now 30 years in the making, the much-touted revamp of the Defence Research and Development Organisation also seems to be progressing at a glacial pace.

Over four years after the Rama Rao Committee (RRC) submitted its report in February 2008, none of the major recommendations to make DRDO a better R&D organization capable of developing state-of-the-art weapon systems without time and cost overruns has been implemented.

Another committee led by the defence secretary subsequently watered down several steps suggested by the RRC to arrive at “a set of acceptable recommendations”. But even this “major DRDO restructuring plan”, grandiosely announced by the defence ministry in May 2010, is yet to see the light of day.

PM Manmohan Singh, last month, warned there was an urgent need to “change our current bureaucratic system” of administering scientific and technical departments.

“Organizationally too, DRDO should aim at becoming leaner and making the best use of its human, financial and technological resources,” he said.

With India still importing well over 60% of its military needs, experts feel it’s imperative to drastically overhaul the DRDO-defence PSU set-up as well as strongly push for private sector participation to build a strong domestic defence-industrial base.

But that seems a pipe dream. As part of the revamp of DRDO, which has an over Rs 10,500 crore annual budget, a new Defence Technology Commission (DTC) was to be established with defence minister A K Antony as its chairman. Quizzed about the delay, officials said “a note for the DTC has been initiated for the Union Cabinet’s approval”. DRDO, in turn, is pushing for an “empowered” DTC on the lines of the space and atomic energy commissions.

The IGMP of DRDO is one of the lone (partial)success story. Credit goes to Dr Kalam (for scientific & managerial inputs) and his successor Dr Saraswat et al for shear sweat. Elsewhere nothing much to brag about. LCA, Battle tank, artillery, torpedos… all are high priority where advanced countries may sell a few dozen, but India will end up a buyer for ever and cannot even find spares later. A very familiar story. DRDO’s effort? After 30 years of tardy development and a few thousand crores down the rat hole, wants to “tie-up” with a foreign know-how source. (Eg:GE for aeroengines, NPOE for Brahmos etc.).What next? No one appears to have any vision. Private companies are a huge let down. Some biggies have invested but Defence orders are far and few; they have shut shop or hiked the margins to keep alive. They have mostly tied-up with foreign suppliers and these items will be obsolete by the time they get first set of orders! They have no homegrown R&D back up, because they cannot find local talent or they don’t trust this. The picture is pathetic.

It is only good luck that RRC has been as slow as Tejas otherwise it would have created much chaos. All the successes we have been privy to in recent times from Agni to BMD’s- would perhaps have eluded us otherwise? Restructuring should be suggested by those who understand the basics of defence research & at least know how a gun fires and and what is the battle field environment. Best would be to have an internal review of the DRDO org structure by its senior CCR&D’s with some retired Directors and serving general rank officers & defence technologists and put up for review to the MoD.

Recently I have received my RTI reply from Delhi University regarding the qualification information of Sh Dharmendra Kumar, Scientist ‘B’, SPIC, DRDO.

Please see that Sh Dharmendra Kumar, Scientist ‘B’, SPIC had hide is post-graduation degree that is MSc (Operational Research) which he obtained from Delhi University in 2001, when  he joined as STA ‘A’ in 20th October 2003.

Please see the following gazette notification of SRO 147 dated 28th June 2oo2 where it is clearly mentioned that “Candidates possessing the higher qualifications viz M Sc, Ph D, B.Tech, B E degree etc. shall not be considered for the recruitment”

Hope you will finally take appropriate action in time so the employees of DRDO start thinking that now there is a no need to send inputs to www.corruptionindrdo.com and their grievances and undue harassment will be properly taken care. It can only be possible to put honest, god-fearing, who believe in justice will post on key posts like CC (R&D), HR, DOP, RAC, CEPTEM etc. These posts are the origin of injustice, corruption, favouritism and nepotism.

Open Appeal –Save DRDO: Dr Saraswat and Dr Avinash

All of us pained by various letters and RTI proofs appearing on Internet about Corruption & Nepotism about DRDO. We are more pained that you both are keeping silent and no visible actions are being taken. The Villain (Selwamurthy) of DRDO is enjoying and he pushing his people on all fronts to destabilize and embarrass you. One fine example is Varshney who is controlling your office and passing minutely details to his Real BOSS-Selwamurthy.

The material appearing on Internet, may be some of them incorrect and exaggerated, but has created unrest in DRDO- Some are enjoying, some are pained and some, particularly younger lot, confused and feeling betrayed.

A special appeal to both, spare your 48 hours on some of the critical and burning issues and decide and give positive signal to all of us that you are impartial and truly committed towards growth of DRDO in a healthy manner. Don’t involve The Villain for this, he will only misguide you, we recognize both of you as our true guide and have confidence that you will take corrective actions which are visible across all section of DRDO. We all are waiting for ACTIONS and send us POSITIVE energy by your Impartial actions.. YOU ARE DUTY BOUND TO TAKE ACTIONS IMPARTIALLY.

Some of burning issues and suggestions are

  1. NO MORE EXTENSIONS, except very deserving cases, not more than 2 to 3 per 6 month cycle. Extension is equal to death sentence, which is given on rarest of rare cases by our courts. Extension should be also based on principle of rarest of rare cases. If extension given to CV&E, LS, CEPTAM, it will be major joke on DRDO.
  2. Review all extension cases already given, Act as Supreme court and commute certain cases of death sentence. Retire some of tainted and wrongly extension cases like of Selwamurthy, Mohan Rao, Arun Kumar, Jain, Agarwal RC, Narendra Kumar, and similar cases.
  3. You have given charge of HR to very competent Chief Controller. But his Directors are still aligned to Pseudo-HR controller. Do complete overhauling of HR & DOP, it will correct many wrongs of Selwamurthy and his Chamchas who have destroyed basic fiber of DRDO. Let them keep making Mosquito repellent and Chapattis. Implement policy of change of DOP, RAC,DHRD, CEPTAM every 2 year and don’t just rotate them.
  4. International Cooperation Controller should be person who had collaborated with different countries in his younger and middle carrier. A yoga teacher is just unfit for this job and using this as platform for self image enhancement.
  5. Dr PS Goel should not be given Extension; the HARD fact is that he is only responsible for bringing moral of all scientists to deep sea low level.
  6. Grass root level interaction of SA with middle and younger lot in different zones, on at least quarterly based. It will bring a Sea change if all are given free environment to discuss with their family head.
  7. Accountability of Directors and Chief Controllers should be more aggressive and transparent. They should be answerable to all wrong done in their areas, including poor result in respect of deserving scientists in assessment due to non projection of their achievement in right manner.

Congratulations to you for biggest event of DRDO that is “Demonstration of Technology” to fight Cyber Area.

As my website was not engaged in any anti- national activities, I was simply fighting against corruption prevailing in DRDO. Hacking of website for technology demonstration by DRDO corrupt official with the help of their friends & relatives who are scared by exposes is not a worth Idea. Even then as a bonafide and disciplined ex- soldier of DRDO, I appreciate the team effort in the area where IT information are to be preserve for national Interest.

For your benefit I will mention here that DRDO with 30000 strong technical work force and more than 1 lakh crores infrastructure always talked about big things like bringing moon on earth, but due to lack of accountability at top level the commitment were fizzled out and as result all our mission mode projects were remain on paper and simply act as Technology Demonstrations. In some cases we demonstrated the technology by importing the import substitute, but it did not convinced the users.

All though DRDO consume nearly 10% of defence budget annually but your officers  and administrative machinery behave as if they are independent and autonomous body and not answerable to anyone.

The public mood however, does not accept the rules and provisions of CCS. Public demands accountability and prepare yourself to explain to the nation, how DRDO has consuming a huge amount without delivering the single pin.

Annually distributions of awards to those who do not deserve, you spend the money because it has to be spent. Under CARS program you sanctioned projects to those universities where you have friends as lectures/ owners hardly you bother to co-ordinate educational institute – R&D-Industries participation for the total development of the economy, the backbone of the country.

Friends are called as experts, friends are called as peer review committee members, friends are called for harass to sincere scientists who are not ready for compromise for vested interest and encourage those who just wag their tails.

In 50 years period, today is the day of biggest achievement of DRDO  brasses, since the website www.corruptionindrdo.com was hacked. If this hacking was possible with external help like Singapore, USA then sorry to say you does not deserve my congratulations.

  1. Sh Dharmendra Kumar sent a letter from Pune on 17th March 2011 to DOP for request to extend his joining time and on 18th March 2011 DOP granted extension. DRDO only work in this speed at time of last week of every March for procurement cases.
  2. Sh Dharmendra Kumar was not in the strength of DRDO when 1st appointment letter was issued in his name i.e. 23rd Dec 2010 as he was already joined NDA on 22nd Dec 2011, then how come LDCE appointment offered him.
  3.  PMO is looking forward for name of Sh Dharmendra Kumar’s  in next DRDO award list as young scientist award, because Dr Vasudeva will definitely going to include his name for his great contributions to manipulating the fake procurement case with Sh Suchit  and Sh.Jitender Chug as you already aware that Director Vigilance, Ministry of Defence asked all expenditure done by SPIC up to 31st July 2011.

The official address of SF Complex, is “SF COMPLEX, AIRPORT TERMINAL BUILDING, JAGDALPUR-494001”. All of us (the employees) of SFC are given appointment letters with above address as reporting place. But, all are forced to report at the above address as well as at its work centre located at Girola village, Bakawand block, Bastar district. This location is completely out of 40 Kms away from municipality (Jagdalpur) of the official address.

Where should all the employees report? As per rule they should report at the place of posting as per the appointment letter. But it is not so. Is it (forcing to report at other place) not violation of an employee’s right to report at the posting place? Sometimes management says that reporting place is at Girola and sometimes Airport terminal building, Jagdalpur. It is clear cut case of harassment that we are facing here. Let me site the example: one of the scientists, named Shri Kushal Sahoo, was killed in an accident near Bakawand last year while returning from the Girola site to Jagdalpur in Bolero vehicle. Bakawand police station filed FIR and accident report (you can refer the same with the police station). When settling the case the DRDO HQs asked the official movement order to consider it as death while performing duty. As the movement order was not issued actually (even for the all of us) for him and few more travelling in the same vehicle who are also injured, management of SF Complex made a statement of case stating that “Kusahl Sahoo is travelling for the purpose of meeting at Airport Terminal Building, Jagdalpur office”. Why this kind of statement if the travelling from Jagdalpur to Girola and back is official and as per the rule? After this accident all the staff took a decision and reported at posting place only. This happened for two days and later management has interfered and threatened to report at Girola. If we don’t report we will get termination letter as many of us are on probation. Later we were forced to apply for leave for that two days otherwise there will be serious action. And finally we were forced to report at Girola. Is it not violation of our right? Reporting at posting place is not correct? Then why appointment letters were given like that? After this episode management called the great DIRECTOR-DOP, Dr ARUN KUMAR and then DIRECTOR ASL, AVINASH CHNANDER. These people have come and told us that Girola is reporting place, not airport terminal building Jagdalpur, and shouted, threatened to do any extent if we don’t report at Girola. Working hours are considered from the time reported at Girola to time left from there.

Sir please tell us what we have to do? We have to follow appointment letters or we have to live in miserable and harassed life? We have to travel unofficially without movement orders like this? Even buses are already outdated and crossed their service life and travelling without vehicle move order. If, any, accident happens to these vehicles, who is responsible? Director, ASL or General Manager, SF Complex?

Kindly solve our problem as Director, DOP or Director, ASL or GM, SFC will not solve this problem. Please allow us to work in peaceful environment to make DRDO and our nation great!!!.

How Fast DRDO Acts to Protect the Corrupts

The Sunday guardian exposed DRDO’s Pune labs corrupt activities today morning and also Indian Express Pune on July 24, 2011.

HEMRL to save Dr. Hardwar Singh’s company M/S Viswaat Chemicals start doing all efforts to hide all the corrupt acts for favoring the M/S Viswaat Chemicals.

Today morning HEMRL security withdraws all bio-metric cards issued to GOGO (M/S Viswaat Chemicals) work force.

Col Mathur, Security Officer issued simple without monogram (HEMRL) cards to GOGO (M/S Viswaat Chemicals) work force.

A register put for in/out for signature of GOGO (M/S Viswaat Chemicals) work force.

The two-wheeler entry for GOGO (M/S Viswaat Chemicals) work force was stopped.

Now the numbers of GOGO (M/S Viswaat Chemicals) work force was tallied with contract order.

This exercise today takes time to issue the new cards so GOGO (M/S Viswaat Chemicals) work force reached their respective job site nearly 1100 hrs to 1130 hrs

The GOGO (M/S Viswaat Chemicals) work force is now asking the refund of Rs 500 which HEMRL deposited for issuing bio-metric cards.

Hope S A to R M will see these inputs and will ask do this to all other sites like ASL, ACEM, SF Complex and other sites where Dr Hardwar Singh is running his empire, because SA cannot dare to touch the Singh.
