DRDO Corruption: Alleged Modus Operandi of Scientists Using Family-Owned Companies to Secure Defence Contracts (Part-1)

Allegations of Conflict of Interest and Abuse of Official Position in Indigenous Defence Procurement.

For nearly 30 Years, concerns have repeatedly been raised regarding alleged conflicts of interest involving certain scientists and officials associated with (DRDO) defence research and development organizations. These concerns warrant an independent, transparent, and time-bound investigation in the larger interest of national security, public accountability, and the integrity of defence procurement.

One such matter relates to Mr. Arvind Kumar Shukla, who served as a scientist at the Aeronautical Development Agency (ADA), Bengaluru. It has been alleged that a private company, M/s Pendios Pvt. Ltd., was established in the name of his wife Miss. Sandhya Shukla and was involved in the manufacture of indigenous various aerospace products, including:

Cockpit Flood Light
Inverter cum dimmer
Lighting Control Panel
Navigation Light
Lighting Panel
Formation Light
Other aircraft and testing equipment

The central concern is the apparent conflict of interest. It is alleged that, while holding an official position in ADA, Mr. Shukla was associated with planning, technical evaluation, and testing activities relating to products allegedly manufactured by the same private company. Official documents available on DRDO-related platforms are claimed to indicate his involvement in these activities. If verified, such a situation would raise serious questions regarding impartiality, transparency, and compliance with government conduct rules.

It is further alleged that the products subsequently obtained airworthiness certification from CEMILAC by claiming them to be based on indigenous technology. However, it is alleged that the items were, in fact, imported and their actual origin was concealed before being supplied through HAL.

Questions have also been raised as to whether all testing procedures and qualification requirements prescribed by DGAQA were carried out in strict compliance with the applicable standards. Complaints received from concerned parties further allege that certain test parameters were manipulated or altered during the qualification process. It has also been alleged that such irregularities continued even after the retirement of the concerned official.

These allegations are serious and, if substantiated through an independent investigation, could indicate violations of conflict-of-interest principles, misuse of official position, and possible irregularities in defence procurement and certification processes.

Given the strategic importance of defence systems and the need to maintain public confidence in indigenous defence manufacturing, it is imperative that the competent authorities conduct a comprehensive inquiry into all relevant records, approvals, testing procedures, certification processes, and procurement decisions. Any wrongdoing, if established, should be dealt with strictly in accordance with the law, while ensuring that all individuals concerned are afforded due process.

Several complaints relating to this matter are already stated to be under consideration by the competent authorities. Their impartial examination is essential to uphold transparency, accountability, and the credibility of India’s defence research and procurement ecosystem.

Dr Tamilmani’s hidden agenda of visiting Kanpur is to show the Dr. D C Pande’s fact finding report to Dr A K Saxena and his team. In fact the report is too voluminous because the DMSRDE dozen corruption case leads lot other files too and so Dr. Tamilmani asked six senior officials to carry those procurement files which are too heavy due to corruption because everyone knows the wrongdoings carries lot of weight.

Dear Friends our SA to RM is Helpless

SA to RM is so helpless that even after Bangalore Police arrested GTRE, Director Sh T Mohan Rao under Immoral Traffic Act from a massage parlour and interrogated him with supplier ILN Technology’s agent Sh V N Narayan. But SA to RM is helpless and simply shifts him to anther Lab CEMILAC and from where Sh T Mohan Rao remotely managing GTRE show. After passing five months the GTRE is running without proper leadership the more than two thousand DRDO officials working without head of establishment. Why? Because of SA to RM is helpless in front of DRDO’s richest Director Sh T Mohan Rao. According the sources honorable Minister of State for Defence Sh M M Pallam Raju who is directly looking after DRDO activities & defence production protecting the interest of Sh T Mohan Rao. The system is helpless because of the prevailing corruption, nepotism; favoritism in DRDO is in its peak.

In DRDO like Sh T Mohan Rao a few cases have further surfaces, where Sh G Bhoopthy, Director, DLRL was found having illicit relation in absences of his wife with call girls at his official residence. He is famous to use contractors for this kind of activities, for project hired transport AP 11 TV0937 the contractor supplied the call girls in month of February 2011, the inquiry was conducted by Brig Ajay Gupta but no action is take why? SA to RM is helpless.

Sh G Bhoopthy freely enjoying the government funds, the misappropriation of funds like in the case of procurement of Access Control System is tip of ice berg. The two-two inquiry committee was constituted committee members enjoyed their temporary duties and put the biased report like they justified that purchase of double quantity power fencing ( DLRL boundary periphery is approx 3000 meters and DLRL purchased 6ooo meters at more than double price Rs 1185 instead of DRDL purchase Rs 585), that quantity is purchased as backup. So again SA to RM is still helpless.

Sh R C Aggarwal, Director, DEAL, Dehradun spent nearly Rs 10 Lakh /annually on temporary duties from 2008 onwards, all his movements to Hyderabad & Bangalore was planned to get project SDR (Software Define Radio) for Rs 100 Crores sanctioned . He got extension of two years without having requisite international stature, subject matter expertise and barely after three months of extension is he planning to flee out of SDR. He has understood that with the present scenario and capability, DEAL cannot developed or integrate SDR, DEAL can only resubmit a feasibility report for SDR development as phase-II. He has all ready spent crores of rupees for procuring obsolete items (SDR Kits) which were declared obsolete by Europe & US firms. Like SDR 3000 which is lying in corridor of SIDEC building in DEAL.

Says Sh RC Aggarwal Government has enough money and we can play without being committed to develop or demonstrate technology of SDR, from each case of software/hardware procurement he has getting some kickback that’s the reason he is the only person who is contributing Rs 1.25 Lakh/month in his GPF account.

Sh R C Aggarwal with help of works division of DEAL spends crores of Rupees in the name of renovation of corridors/conference halls/toilets and each and every corner of DEAL. The earlier in 2007 the whole works were done by Sh Ashok Sen and now the strong and well built infrastructure demolished by Sh R C Aggarwal and whole DEAL scientist and staff seen this disaster as silent spectator. All keep their mouth shut on wasting of government fund s the only reason is their carrier.

Sh Hemant Gupta, HMM (Head Material Management) a highest corrupt scientist of DEAL has now managed his transfer in DECS (Directorate of Electronics & Computer Science) , DRDO Hqrs, New Delhi with the help of his relative sitting in higher post at DRDO Hqrs. When Sh Hemant Gupta involved in Scientific activity of DEAL never got proper ACR and promotion call in normal course in his tenure in DEAL but when Sh R C Aggarwal took charge as a Director, DEAL and he put him as HMM then he got outstanding report, so the nepotism of Sh R C Aggarwal is shows everywhere in DEAL weather it is in giving outstanding reports to his bania community or giving all creamy post to same bania community and same thing in allotment of tenders there are also domination in bania community.

It is not surprising thing because the guru & boss of Sh R C Aggarwal, Dr R Sree Hari Rao, CC (R&D) earlier when he was director, DLRL did same thing in DLRL, his close relative Sh N Sriniwasa Rao is one of the most youngest scientist ‘G’, who never did any project independently, Dr R Sree Hari Rao, CC (R&D) not only favored his relative but he did it for all his community and lot of real hard working scientist suffered and retired without getting due recognitions/ promotions like Shri K Manjunath, retired as Scientist ‘F’ only.

Due same practice adopted by Sh R C Aggarwal, unrest is developing in senior scientist of DEAL and SA is receiving representations, but what will happen – SA to RM is helpless.

This is not the case is only in DEAL whole DRDO labs are working in same spirit. If somebody dare to talk this means he should be ready for punishment first transfer to farthest lab and second is unwritten redline on his future service carrier.

In such environment how our defence forces can believe on these insensitive so called scientist/ technocrats who are wasting money and resources on their personal use/ on call girls / on massage parlours/ or ingathering properties .

But above all SA to RM is helpless.

I request to Honorable Prime Minister that as the ministers are already declared their assets on website, please instruct to DRDO top brasses to declare their assets on website specially up to Director level scientists. The whole country will be surprised to see the assets of these scientists before taking charge as director and after charge the difference of acquiring asset will tell the whole story.

As the chancellor of DIAT, Pune you have taken the decision to remove Dr. L M Patnaik but have decided to place Dr Prahlada who is yet another big corrupt DRDO official. Sources reveal that yesterday Fax order’s saying Dr L M Patnaik was terminated; it shows the situation (discipline) of high profile deemed Defence University.

The selection of Vice Chancellor for DIAT is not done in accordance with the guidelines of Government of India, which is laid down for such prestigious appointments. Please refer the Gazette Notification No 146, Part-II, Section-4 –
The Universities are Independent bodies and the university Vice Chancellor is the leader of an institution of higher education. According to the standard he / she must be a noted scholar (Dr.Parhalada rules to accomplish this?), who is responsible and excellent (Dr.Parhalada meet these criteria?), as well as the person who has high moral. He was posted as CC (R&D) in DRDO Headquarters in November 2005 and since then he was staying at C – 7 Guest House. JCDA, R&D reveled in RTI response that he is drawing HRA as well. He has also attracted disciplinary action as in the CCS (CC & A) 1965 rules of action against Dr. Prahlada. Why not take steps to DRDO pending lawsuit against Dr. Prahlada. The working of DRDO is now in full swing corruption and nepotism. In Vice Chancellor for DIAT advertisement it was put on Internal Intranet DRONA of DRDO. It is 100% violation of recruitment rules for such higher post and the best part of this out of 7356 so called best scientists, only the most corrupt official was chosen. No patents, no international publications, no academic excellence was considered in the case of Vice Chancellor for DIAT.
Sir, your image in the country is one of most honest persons and recently UPA Chairman; Smt. Sonia Gandhi had also shown her faith on you by delegating powers in absence of her. But in the cases of DRDO it is not understandable that why you are taking such lenient steps by allowing these corrupt scientists of DRDO to thrive in spite of receiving all the evidences against them. You simply believe that constituting a committee is the only way to handle the situation.

A committee constituted – Ms Shobha Verma, Addl Director, Mr Sashtri, Director Anurag Cell and Sh SL Badnikar, Director GAETEC. They recorded all statements and submitted the report but nothing about corrupt officials of DLRL.

ii) The Case of Sh T Mohan Rao against whom the FIR was registered and he spent one night in jail but next day he got the bail with the help of same lawyer who bailed out the supplier of GTRE Sh VN Narayan, representative of ILN Technologies. The question was raised by Honorable Member of Parliament Sh Navtej Singh Siddhu on 8^th August 2011 but Joint Secretary replied that matter is sub judicious, Sh Mohan Rao was only removed from the Directorship of GTRE but has been attached with CEMILAC another Lab of DRDO in Bangalore. Sh T Mohan Rao even not informed his superior about his detonation officially and very next day he went to GTRE and made another Identity card from the security, as his mobile and identity card were seized by the police during interrogation. It is difficult to digest that such a high profile man enjoying extension of service without work and on the other side you only announced the removal in Commodore Sukhjinder Singh for Admiral Gorshkov similar case. iii) The case of Dr S K Vasudeva, working in contract in SPIC DRDO where plenty of unaudited funds are looted by corrupt officials, you already verified it with IB. the list of companies which were indulging in SPIC game is so lengthy and you are aware about it through the IB reports. Still the Dr S K Vasudeva is enjoying his status in SPIC while the new Director, Dr Satish Kumar is only puppet. The daughter of Dr S K Vasudeva, Ms Vinita just removed her stuff from the involved company’s premises few days ago. She is the owner of M V Grafix and her role is like Mrs Kanimozi in 2G Scam.

An independent inquiry committee has been constituted in DRDO HQ, New Delhi Vide Directorate of Vigilance and Security Note No. DVS/02/2053/P/01 Dated 17Mar. 2011 regarding the acts of corruption committed by Dr. Arun Kumar in getting her daughter Ms. Swati Srivastava as Scientist ‘B’ in response to the advertisement no. 66 item no. 34 meant for stream of Biotechnology.
