In a big goof up which puts up a question mark over the functioning of country’s premier institute involved in research in the field of defence, the Defence Research and Development Organisation (DRDO), an official posted as Estate Manager in Dehradun has been transferred to a position which doesn’t even exits. In an order dated April 27, the directorate of personnel, DRDO Bhawan, New Delhi transferred Estate Manager, Maintenance, Dehradun, D P Singh to Project office, Dehradun along with 12 other officials. As per the order his place in Dehradun would be taken over by the Estate Manager, Hyderabad, William Paul. The transfer order bears signature of personnel director Gopal Bhushan.
The order clearly states that the transfers would be applicable from May 1 and the transferred personnel should take new charge assigned to them within 30 days of the issue of the order. The order has however created a piquant situation in Dehradun as there is no project office here as depicted in the order. When contacted the Director ITM,(DRDO) Sanjay Tandon said, “ The order has come from headquarters so one should inquire about it from there only. It could be a typographical error or there could be a plan to set up new office here.”
It is pertinent to mention here that D P Singh has been working on the post of Estate Manager from last 12 years. He was looking after the task of appointment of contract workers in all three institutes of DRDO in Dehradun, the Defence Electronic Application Laboratory (DEAL), Instruments Research and Development Establishment (IRDE) and Institute of Technology Management (IMT).
The transfer of D P Singh was long overdue and the way he was transferred from one office in Dehradun to another nonexistent office in Dehradun only has raised many an eyebrow in all three offices of DRDO located here.

All is bad in DRDO. New bottle old rotten food. New Research with the same project become B to H and extention then fellow then dead. Now DRDO is not in the position for carry on chalta hai.

How can the functioning be good or smooth when the rule makers themselves become rule breakers.
Example 1
Maj Gen Gupta, Director, VRDE, once prepared the SOP (as Director ViG and Sec) but today violates the rules once propagated by him.
* Illegal appointment of LT Col Praveen
as OIC, DSC . The SOP however clearly mentions that the Security Officer posted by Army HQ will be OIC, DSC.
* Guptaji meets Foreigners for almost 30 min and exchanges bags without clearance from Directorate of ViG and Sec.
* Guptaji turned a blind eye when maximum number of points highlighted in the SOP were not found implemented in VRDE.
Example 2
* Guptaji Illegaly sanctions TD projects without user requirement worth crores.
* Guptaji Sanctions all his Temporary Duty moves on his own thereby converting all illegal moves into legal ones.
Example 3
* Guptaji initites false and contrived AWL report against the Security Officer. Shri Jain and Shri Kamraj, both Sc G actively participated in the false campaign by giving false statements or the statements desired by Guptaji.
* Illegal removal of Security Officer, posted by Army HQ, and appointment of LT Col Praveen to perform the duties of Security Officer from May to Aug 2017. Guptaji was finally booted by Army HQ to mend his ways. Guptaji still had the audacity to suppress the orders promulgated by Army HQ for almost two months.
* Publication of illegal Part-I orders by Shri Jain.
* Initiation of ACR of serving Officers ( except blue eyed boy, Lt Col Praveen, ) by violating the orders promulgated by Army HQ.
The list will go endless with the illegal activities propagated and sheltered by higher authorities in DRDO HQ.
How can the functioning be good or smooth when the rule makers themselves become rule breakers.

All the illegal and unauthorized activities fostering under Guptaji were intimated (with documentary evidences) to Shri Mehta, but Mehtaji chose to look the other way. Mehtaji thereby blindly supporting the nefarious activities under Guptaji.
Mehtaji himself sanctions TD projects without user requirement worth crores. What can be expected from him ??
The harassment letter sent against Mehtaji signed by 16 scientists is a testimony of his egoistic behavior.
Similarly, All the illegal and unauthorized activities fostering under Guptaji and Mehtaji were intimated (with documentary evidences) to Shri Christopher, but he also chose to look the other way. Shri Christopher thereby blindly supporting the nefarious activities under Guptaji and Mehtaji.
Similarly All the illegal and unauthorized activities fostering under Guptaji, Mehtaji and DG, DRDO were intimated (with documentary evidences) to DVS but DVS also chose to look the other way. DVS thereby blindly supporting the nefarious activities under Guptaji, Mehtaji and DG, DRDO.
Similarly All the illegal and unauthorized activities fostering under Guptaji, Mehtaji and DG, DRDO were intimated (with documentary evidences) to CVC but CVC also chose to look the other way.

DRDO HQ has been submitting false and contrived reports and the PMO office is believing them.
So many agencies but no corrective action in spite of having ample documentary evidences.
Had even one agency made a sincere effort, things wouldn’t have been so bad.
The corrupt practices Garner support from such apathies shown by the authorities empowered to enforce and maintain the law and order.
A very funny system of redressal of grievances.
A complaint (with documentary evidences) against DRDO HQ/officials is submitted to PMO office:
Action of PMO office is baffling. It sends
the complaint to DRDO HQ and that is
the end of action from PMO office. Now
DRDO HQ closes the case with some
whimsical remarks. Out here the
culprit is given free hand to justify and
protect himself.
This is the kind of Justice that one
should expect from PMO office.
Even if you rerepresent the case to
PMO office and request them to
investigate , again PMO office sends
the complaint to DRDO HQ, and
once again DRDO HQ is empowered to
close the case with another
whimsical remarks.
Such is the system
Even I have faced similar problem from the farce working style of PMO office.
PMO office sirf postman ki tarah complaint ko forward Kar deta hai aur bas uska kaam khatam. Reply kitna sahi hai ya galat ya complaint ki gambhirta kitni hai issebPMO office ka koi Lena Dena nahi hota. Kya nautanki hai ??
Prime Minister kehte kuch Hain aur unka office kuch aur hi karta hai.
Open support of corruption and corrupt officials by PMO office is detrimental to the country.
PMO office se Kya expect karna. Ankh band Karne jhuth aur makkari ko support karte Hain.
Example: Puri duniya ko pata hai ki Def Expo ke namm par sirf taxpayers money ki barbadi hoti hai par isse jugadu log apni naukri banate Hain.
Def Expo me sirf old wine in new bottle wali kahani hai lekin PMO office ko ye baat nahi pata.
DRDO me jugadu log is Def Expo ki jhoothi safalta ke naam par extension Tak mang rahe Hain.
DRDO ki sari asamwidhanik aur gairkanuni harkaton ko chipane ke liye hi to use RTI ke Second schedule me exemption Diya Gaya hai taki Government ko bhi kisi prakar ka Jawab na Dena pade.
Ye aur baat hai ki us exemption ka DRDO HQ dwara galat Matlab nikala jata hai
