Rustom-II UAV to be tested in Chitradurga

dh 11The first flight of India’s new combat-capable unmanned aerial vehicle (UAV) Rustom-II is scheduled to be held by the end of July in Chitradurga test flight range.

Scientists at the Aeronautical Development Establishment (ADE) would move to the test range later this week for the trial as an window between July 28 and August 2 would be kept open for the flight in the presence of Defence Minister Manohar Parrikar.

Once ready, the medium-altitude, long-endurance (Male) UAV is likely to be an asset for the military not only for its surveillance capability, but also for its ability to be used as an unmanned armed combat vehicle in the line of the US’s Predator that New Delhi is interested to buy.

“Rustom-II is a very big platform with a range of 250 km. However, for the first flight we will be flying it up to a distance of 50-100 km,” said a source associated with the UAV’s development.

Compared to Rustom-I that was test flown for the first time in November 2009, Rustom-II will be having Electronic Intelligence, Communication Intelligence, Medium and Long-Range Electro-optic Payloads and Synthetic Aperture Radar that will enable it to see through the clouds.

“Rustom-I is a primitive vehicle with minimal capabilities. Rustom-II, on the other hand, has several capabilities, including the ability to carry weapons,” G Satheesh Reddy, Scientific Adviser to Raksha Mantri, told DH.

Once fully ready, Rustom UAVs are meant to replace Israeli Heron unmanned aerial vehicles being used by the air force and the navy. The aircraft is named after former Indian Institute of Science professor Rustom Damania, who pioneered aviation research in India in the 1980s.

Addressing a seminar on UAV in Delhi last November, an ADE official stated that the three services initially projected a requirement of 76 of these platforms.

However, like many other defence research and development organisation (DRDO) projects, Rustom-II is also facing time overrun as the production schedule, first fixed for 2016, has now been pushed to 2017 with the possibility that it may get further delayed.

The biggest challenge faced by the scientists is the excess weight of the airframe. The airframe had a weight of about 2,400 kg by 2015 end, which ADE scientists would have to bring down to about 1,700 kg in the final version for accommodating every sensor package.

Hindustan Aeronautics Ltd and Bharat Electronics Ltd partners DRDO in the development of Rustom-II and has committed several hundred crores as financial support.

Kindly provide me with the following information requested under the purview of the Right to Information (RTI) Act, 2005 in respect of Para (2) of appointment letter No. I2/9/2013-EO (SM.I) dated 31st May 2013 regarding appointment of Shri Avinash Chander, Distinguished Scientist & Chief Controller Research & Development (Missiles &Strategic Systems), DRDO as Secretary, Department of Defence Research & Development-cum-Director General, Defence Research and Development Organisation and Scientific Adviser to Raksha Mantri for a period of three years. “The appointment of Shri Avinash Chander beyond his date of retirement i.e. 30.1 1.2014, would be on contract basis with the same terms and conditions as he would be entitled to Secretary (DRD) before the date of retirement”.(Copy Annexed)

  1. Provide copy of Contract Agreement between Government of India and Shri Avinash Chander for the reemployment on contract basis during the period 01 Dec 2014 to 31 May 2016.
  2. Provide provisions and rules of Government of India under which Shri Avinash Chander was appointed on contract basis as Secretary, Department of Defence Research & Development-cum-Director General, Defence Research and Development Organisation and Scientific Adviser to Raksha Mantri after his normal retirement and completion of two extensions upto the age of 64 Years.
  3. Whether an official appointed on contract after retirement can function as Head of Office for all administrative & financial matters in the department.(Yes/No)
  4. File noting for appointment of Shri Avinash Chander as Secretary, Department of Defence Research & Development-cum-Director General, Defence Research and Development Organisation and Scientific Adviser to Raksha Mantri.

Please refer to Appointment Committee of the Cabinet letter no 12/9/2013- EO (SM-I) dated 31 May 2013 in respect of appointment of Sh Avinash Chander, DS, CC R&D (M&SS) as Secretary, DRDO cum DG,DRDO and Scientific Adviser to Raksha Mantri for period of three years.

In Para 2 of this letter “The appointment of Sh Avinash Chander beyond his date of retirement i.e. 30.11.2014 would be on contract basis with the same terms and conditions as he would be entitled to Secretary (DRD) before the date of retirement.”

Congratulations, as reported in today’s Hindustan “Daily Hindi News Paper” Director, DMSRDE, Dr. A K Saxena claimed that they developed a chemical compound which can withstand 2000 °C & more. In fact the claim of the said compound has surpassed the limit of the compound used for heat shielding of space shuttle.

The Space Shuttle thermal protection system (TPS) is the barrier that protected the Space Shuttle Orbiter during the searing 1,650 °C (3,000 °F) heat of atmospheric reentry. A secondary goal was to protect from the heat and cold of space while on orbit.

So, this website request you to become member secretary of the committee headed by top Indian chemist Bharat Ratna Professor CNR Rao with members of Honorable Prime Minister and Honorable Defence Minister and recommend the innovation of Dr A K Saxena for Nobel Prize 2014 in Chemistry.

Favoritism, Nepotism and Plagiarism

Honorable Sir,

Dr P S Goel, Chairman, RAC, DRDO does not deserve this high office. He is a byproduct of favoritism, nepotism and plagiarism.

From his bio-data two things are missing because he has very cleverly written names of those awards which are purely fabricated in ISRO.  Prestigious Shanti  Swaroop Bhatnager Medal  and International publications with volume no, Page no, year of publication and the name of journal he should write if at all he has contributed.

Due to Policy of the government he was made director in one small unit of ISRO Hqrs. His subject expertise is such that he appreciates only the work of CP Technology (Cut Paste Technology) as an example the following paper tells the strong and itself explanatory. Under his able leadership RAC has converted into one of the office where transfer posting, promotions and recruitments are sold.

Honorable High Court’s Judge ,  Justice SR Singh  inquired about plagiarism of then Vice Chancellor  Kumaoun University and result was the immediate resignation of  Vice Chancellor  Prof B S Rajput in 2003.

Raksha Mantri and Scientific Adviser to Raksha Mantri are requested to investigate the enclosed following paper which is the evidence of corrupt practices prevailing in DRDO and take appropriate action against Dr. P S Goel and the plagiarist scientist, withdraw the medal given to her and also remove the paper from DRDO Technology Spectrum May pp 243-246. So that Indian defence forces may get their confidence on DRDO or else the paper will be put up for legal action so that plagiarism nurtured by Dr P S Goel is suitably dealt with.
