Brief Background of the case – In DRDO the policy drawn for procurement/ sub contract of different work like Arboriculture/ appointing security guard on contract and the sub contracting the conservancy are uniformly applicable in all the 52 Labs of DRDO.

However every head of establishment/ Director has formulated their own method of violating DRDO policy.

In High Energy Materials Research Laboratory (HEMRL) Sutarwadi, Pune a firm M/s B B ENTERPRISES, Address: Flat No.101, Plot No.17, Kashinath Apt, Walvekarnagar, Pune Satara Road, PUNE, is prime contractor and he has formed several following pocket firms for manipulating to get contracts from HEMRL.

Just to complete the Coram of minimum seven bidders the above names were used. This practice being followed by mid 90’s when the boss of HEMRL had larger size than establishment. He is still giving patronage to the illegal operation of his pet firms.  Sh A Appa Rao, Scientist ‘G’, CFA who was groomed by then Director is now CFA and takes the decision in all procurement cases where individuals get benefitted and the country’s interest is being overlooked.

If you check from HEMRL procurement records the firms like M/s BB Enterprises have got nearly 40 contracts of worth Rs 2 crores in successive year with all manipulation in procurement policy.  Sh A Appa Rao, Scientist ‘G’, CFA entertained above fake firms (whom does not have even service tax registration and necessary required qualifications) to help Sh B B Chavan’s firms.

Sh A Appa Rao, Scientist ‘G’, CFA the key person behind the misappropriation of government funds and misinterpretation of government rules. As per rule no contractor in DRDO can get the contract for two successive years.

All most all the DRDO labs are following similar culture for sub contracting the same persons are getting contracts and fooling government rules creates the backup firm.
