Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of misusing of Government vehicles by Dr M R Bhutiyani Director, Defence Terrain Research Laboratory (DTRL), Delhi. It is observed that since last month Dr M R Bhutiyani, Director, DTRL, DRDO continuously misusing the three officials vehicles of DTRL for his daughter marriage program. Today (28th Feb 2015) morning around 7:45 AM he used staff car for his family & relative. I would like to appreciate Sh Sunil Dhar, Sc F and Col Harsh for not cooperating Dr M R Bhutiyani, Director, DTRL, for manipulations in official car/ vehicles log books.
- Provide the logbook details of DTRL officials vehicles form 01/02/2015 to 28/02/2015.
- Provide the name of officials who demanded the DTRL officials vehicles form 01/02/2015 to 28/02/2015
- Provide the overtime details of drivers of DTRL officials vehicles form 01/02/2015 to 28/02/2015
- If vehicles were driven by army service personal then total hours of his duty from the gate record of Metcalf house from 01/02/2015 to 28/02/2015
- Total number of requisition for personal use of official vehicle by Dr MR Bhutiyani, Sc G, Director, DTRL
Note matter is related to corruption allegation and for proof the photograph is enclosed of DTRL vehicle where Saturday 21st Feb 2015 the Army jawan doing duty since morning, ferrying Tandoor, Karahis (Halwai Utensils) for Dr MR Bhutiyani, Sc G, Director, DTRL, DRDO daughter marriage

The problem with scientists of DRDO is, they try to imitate Army officers style….. The army army officers misuse army vehicles, and jawans for their domestic works….. like any uniformed service personals do in this country. Being in very close interaction with the army, they also try to pretend as major generals and L.generals and misuse official machinery. And army is a close book for this low intensity corruption and misuse, it never come to public notice where as the pretenders get caught for their misuse.
I suggest DRDO scientist to stop pretending to be brigadiers and generals
Everybody knows about drdo and army so there is no point of pretention. Corruption is only corruption and should not be accepted anywhere, may be army, drdo or other.
Mr. Bhutiyani has very low standards of ethics. After joining DTRL as a Director he has been using the office staff for his personal housework. His TSO (Sh. Ram Prakash Sc ‘C’) has been an active abettor in these activities. Few months back he had allowed one of the scientists of his lab to pursue an MBA degree, in a subject which has no relations with the work done at DTRL. This was when many of the younger scientists are still waiting for applying for a phd degree.
Previously he had been using the pretext of official tours for visiting his family in Chandigarh. Its a shame that DRDO has choosen a person like him to lead DTRL.
