Honorable Sir,
To expose the corrupt practices of DRDO top brasses I sought under RTI Act -2005 several informations and as I have already reported you few cases to you , where DRDO took the shelter under schedule-II exemption and did not gave the information. I approached the appellate authority but he also outright dismisses my requests which were asked in larger public interest.
Finally when I appealed to CIC (Chief Information commissioner) and CIC ordered DRDO authority to furnish the information to applicant.
Now DRDO compelled to issue a letter seeking recovery of HRA (House Rent Allowances) from those scientist/ officers who have stayed/staying in guest houses and also claimed/ claiming the HRA (House Rent Allowances)
The enclosed letter No DOP/03/3100/M/05 dated 17th August 2011 is meaningless until the HRA (House Rent Allowances) recovered with interest from guilty scientist/ officers
DRDO top officers are enjoying this corrupt practice since early 1990.
In this connection an interesting case is that a senior top officer was posted to DRDO Hqrs was stayed in guest house and in the same time he was allotted Type IV/V Government accommodation, which he was rented to private person and collected approx Rs 30000 /month even after his retirement from DRDO. He was continued hold that house almost 5 years after retirement. This is the one of the famous case of DRDO and SA to RM knows it very well. It can happen in only in DRDO.
To stop this corrupt practice permanently from DRDO, Sir, you are requested to consider following and pass the appropriate order to Defence Secretary on this subject matter.
All those scientist/ officers who are staying/or stayed in guest house and claiming or claimed HRA (House Rent Allowances) should refund the amount with interest as per CCS (CCA) rules.
This deliberated attempt to fool the system and generate the illegal money should appropriately deal as per CCS (CCA) rules and to be reflected in their service book.

Recovery of HRA
Sir,
If these top officers are cheating to Government. This is a big offence. Dr. Arun Kumar published one letter for recovery of HRA, then that issue is not closed. These officers have done offence and for that penalty is necessary. These all officers are unbecoming of Govt. servant. Therefore, under CCS (Conduct) Rules, punishment is necessary against these corrupt officers. Dr. Arun Kumar is also unbecoming Govt. servant.
Dr. Arun Kumar is not only unbecoming Govt. servant but also big corrupt DOP, he was support to the corruption matter & harass to Honest officer , employee , Dr. Arun Kumar is top fabricator in CCS rule , rule is not big of human life , money eater Dr. Arun Kumar please take action as per ccs rule against your friend Mr. A.S.Rao Director HEMRL , MPC Rao , & A.Appa Rao , & then you teach the your CCS rule to other otherwise you are gone to Thihar Jail , do under stand you beter under stand .

Recovery of HRA is not proper medicine of corruption work , Doctor Arun Kumar Baba ,
You start send the charge sheet to corrupt officer , if you are not done this work Janta give register case against you , your beware is not good & your image is very very bad in DRDO , you are done wrong work & help in corruption , menace your top corrupt officer & big cheater in DRDO HQ , you leave your service now non seance Arun Kumar Baba , corruption facility provider , every time you warn honest officer ,

same thing is happening in DRDO hyderabad. even EMU is allowing so many retired service (armed forces person) and collecting monthly money from them. now they are working in private firms since years.
In DRDO Hyderabad so many quarter are laying vacant and some are rented to retired defense personal and EMU is collecting money through his assistant. and same quarters are shown under repair since year together. this more serious offence.
Were these officers staying single or with family
Does this include Hostel also ,were families are staying since ages and drawing HRA ??
