Details of information sought: My RTI to CPIO, DRDO Hqrs 31st May 2010
Hello,
Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005.
DRDO selects right people with desire competence for the post for which they are recruited/promoted/trained.
In order to attract retaining, inspire and motivate, DRDO scientist to give their best contribution and keeping in view the role played by them in the development of high technology and systems for strategic application the government has sanctioned following financial incentive to all scientist of DRDO with effect from 1st Jan 1999.
Special pay of Rs 2000/ per month to Scientist G and above*
Two additional increment to scientist (recruitment/promotion) Scientist C, D, E and F after their pay normal pay fixation.
Professional upgrade allowance Rs 5000/- per annum to all Scientists**
*….Enhanced to Rs 4000/ per month effect from 1st Jan 2006
**.. Enhanced to Rs 10000/ per annum to Scientist B, C & D
Enhanced to Rs 20000/ per annum to Scientist E & F
Enhanced to Rs 30000/ per annum to Scientist G & above with effect from 1st Sept 2008
In addition to above mention financial increments the really deserving scientist of DRDO for their very exceptional and highly meritorious performance and reorganisation of their merit are being granted variable increments up to maximum of 6 at the time of their promotion with effect from1st Jan 2009. The scientist ‘H’ / outstanding scientist and distinguished scientist are being granted fixed amount of Rs 10000/- per month as variable increments.
Variable increments up to a maximum of 3 increments have been granted to all supporting technical staff of DRDO with effect from 1st Jan 2009
DRDS official and DRTC personals promoted prior to 1st Jan 2009 have been awarded variable increments based on their pervious/ last review/assessment.
In this connection it is requested to provide the following detail information.
1. Total amount given as
i) Additional increments with effect from 1st Jan 1999 to 31st March 2010 to DRDs official
ii) Professional update allowance from 1st Jan 1999 to 31st March 2010 to DRDs official
iii) Variable Increments amount up to 31st March 2010 to DRDS official –
iv) Variable Increments amount up to 31st March 2010 to DRTC official –
v) Special pay amount to Sc ‘G and above from 1st Jan 1999 to 31st March 2010-
Note: above required information is directly related to corruption and not come under schedule-II
8. Brief facts of the case:
DRDO having approx 7000 strong scientist team and recently DRDO is asking more scientists from Government of India stated that the existing authorized manpower is exhausted and to deliver assigned projects output in time they need more scientist. Presently DRDO management is wasted their scientific and technical manpower in admin allied, stores procurement, security, arboriculture, horticultures and works (constructions) assignments for some vested reasons. To know the exactly about the ground realty of using manpower in proper assignments I have requested on behalf of poor tax payers, how much money are wasting by DRDO by putting scientific and technical manpower in sundry works and information will also reflect that the authorized manpower for admin allied are misutilizing by DRDO.
The service in Govt. of India is controlled by article 145 of constitution and SRO’s are prepared considering the locus standy to meet the functional requirements.
The sanction under SRO is granted for appointing Scientist “B” to Distinguished Scientists in Officer Cadre.
Until the SRO amendment it is crime and violation of CCS/CCA rules of the Govt. of India.
DRDO is wasting poor tax payer money by using scientific and technical manpower in admin allied work.
For example as Director DRDL appointed since July 2008 Sh.YV Ratna Prasad, scientist ‘F’ as Director Management Services ( order copy is enclosed for your ready reference) and a senior scientist is performing admin allied task without having the knowledge of administration, resulted being a CPIO, DRDL in one of his reply to RTI request signed as for Director etc. this the tip of ice berg of DRDO culture. If one can look DRDO telephone directory the will find several example i.e lot of scientist and technical manpower are deputing in admin allied, stores procurement, security, arboriculture, horticultures and works (constructions) assignments for some vested reasons, and they are also enjoying the financial incentive.
If Finance Ministry, Ministry of Personal and CIC examine the utilization of DRDO scientist and technical manpower they will found more then 25 % manpower is engaged in these sundry money making assignments.
And interesting point is that DRDO is approaching Government of India for releasing more scientific manpower as they have already exhausted the existing one.

9. Reasons/grounds for this appeal / complaint:
i) It is clear cut case of misappropriation of Govt. Funds and misinterpretation of Govt. rules
ii) A holistic approach of expose the weak management policy which is giving immense loss of funds, national security, defence preparedness etc of our country.
