I hope you might have seen my earlier posts and would have issued/taken a note of it for appropriate corrective measures.

Like other sister Labs Integrated Test Range (ITR), Balasore/Chandipur is not far behind and has the ample opportunity to cross all the limits of financial irregularities often during frequent missiles trials.

ITR Director and concerned CC(R&D) know how to exploit the fund under the shadow of missiles trials, like commanding officer of a battalion who adjust all his discrepancies during exercises. The exercises/trials does provide free hand of expenditure in real time which also is not accountable.

The present Director of ITR ,Balasore Sh S P Dass and off course the trained by  previous CC (R&D) Shri SC Narang who had been Director ITR knows the manipulation of the funds of these ongoing frequent missiles trials.

Sources say that the Director Sh.S P Dass and his family members/ relatives own of 63 transport fleet of taxis/other vehicles, which are hired by ITR on daily/regularly/monthly basis. Anyone can verified it from the JCDA paid bills/ Local RTO can verify the ownership of these hired transport vehicles. For Mr.S P Dass Mr Narang proofed himself as God Father and gave him full justice to the he services ( manages the all expenses of Mr Narang during his visits to Kolkata, Balasore, Delhi etc ) from Mr S P Dass and paved the way for his selection as Director, ITR.

Very recently even though there was no any fear of swine flu and nor any direction from government of India’s health department, in Balasore, Mr S P Dass purchased from a particular company H1N1 vaccine which was at the verge of expiry and the company had good repo with life sciences people sitting in DRDO Hqrs who planned for funds and instructed Mr S P Dass to oblige the said company. Even though the cost was calculating five times of market cost and the best part that for gaining number the vaccine provide to each and every person of ITR including conservancy manpower to JCDA personals.

I have been constantly given you several inputs on different anti-national activities prevailing in DRDO. The root cause of the silence string is corruption, nepotism, regionalism, castism etc.

DRDO has a mission to find out import substitute through fundamental R&D and further developing prototype to meet users requirement.

When and how we deviated from the set object and 30000 strong work force stop vibrating is a question of introspection.

Not only one Lab but almost all 52 Labs has lost its goal and they are treating themselves as a separate entity that has nothing to do with DRDO mission and they have no obligation for their services.

In DEAL, Dehradun the culture of corruption and nepotism is established by Dr A S Bains and the seed he had shown has now emerged as Sh R C Aggarwal who is least bothered about the Government Rules and actively engaged in misappropriation of Government funds.

You can ignore the behavior of Sh R C Aggarwal with other directors.                                       You can ignore his irresponsible step in stopping the NVIS activities.                                   You can ignore his role in stopping the EMP Hardening activities in DEAL

You can ignore when he defies your ambitious project on Submarine Deep Sea Communication

But how can you ignore his role in misappropriation of Government funds specially in SDR Project.

He has manipulating the expenditure under SDR to procure Air Conditioners for his home in DEAL house he put AC’s in each rooms, he procured LCDs with ignoring the procurement norms and no proper procurement rules have been followed.

Out of two stores officer of DEAL one is bedridden for long period and other one who is experienced/ well versed  with DRDO procurement rules has been sidelined from taking procurement decision as per rule by DO part order on 8^th Nov 2010.

His close confident Sh Hemant Kumar Gupta, Scientist ‘F’, Head Martial Management          ( Bania Community) money making machine is virtually the decision maker for all DEAL procurement cases. To give him hassle free environment, and to from the directives of vendors Sh R C Aggarwal has shifted only stores officer of DEAL to outside from stores sanction to SIDEC building. This is a common example of DRDO corrupt practices that the Directors always work from the directives of major suppliers. I can challenge yoy that I can put several examples in south/north Labs where the sensitive placement were done on supplier’s directive.

Here is the one sample characteristic of Sh Hemant Kumar Gupta, Scientist ‘F’, Head Martial Management. On 26^th Dec 2007 Sh Hemant Kumar Gupta along with one Technical Officer went to Temporary Duty to SPIC.. But Sh Hemant Kumar Gupta went directly to Phagwara  his home town without touching the Temporary Duty Point. From Phagwara he returns along with his Father Shri S.K Gupta directly to Dehradun 29^th Dec 2007 (Scanned copy of Ticket enclosed)

But he submitted the claim for said Temporary Duty for Rs 3754/- and the bill was passed for Rs 3020 vide Bill reference  No DETRBT 71038 dated 3/1/2008.

This privilege was given by Sh R C Aggarwal as he himself visiting his family members on Temporary Duty to Hyderabad and Bangalore. And it is common practice of some DRDO privileged officials they always used precious poor tax payers money for their personal visits.

The most important example is due to this reason DRDO Hqrs shifted their Directors Review Committee meeting schedule Monday to Tuesday because most of CC R&D’s are always in TD for their family reunion to Hyderabad or Bangalore and due Monday morning flights sometime they face delay so they changed the DRC meeting schedule itself.

Will you please investigate and take the corrective measure on above issues.

Now along with all sensible Indians will understand why the String is not Vibrating.

Dr. A.K.Tyagi, Scientist ‘F’, Head, RTI Cell,  DRDO previously posted in Defence Institute of Advanced Technology, (DIAT), Deemed University. Defence Institute of Advanced (Deemed University) is a premier academic institute functioning under the aegis of Defence Research & Development Organization

Dr. A.K.Tyagi worked in DIAT as O I/C(Officer In-Charge), IC&L(Information Center & Library)  and Finance Officer during his posting.

He has violated the all procurement norms laid by DRDO authority vide there Revised Edition 1999, DRDO manual of Procedure for Management of Library & Technical Information Centers. – DRDO Hqrs, Ministry of Defence.

Above procedure were violated by Dr  K Tyagi in his all procurements and misappropriate the government funds and misinterpreted the government rules for minting money for himself and as well as for his god fathers.

The book purchase in DRDO the approval of library committee is obtain which slects the useful book/journals and then the normal purchasing procedure is followed the quotations are called and the lowest bidder gets the order.

There are few publisher are whose books/journals have standard price and when order is placed it goes directly to publisher.

In Dr A K Tyagi cases most of orders were placed to local vendors in single tender basis. When the purchases of books by violating the all the rules Dr A K Tyagi surpassed the all the records and the budget limit was crossed five times( 30 Laks to 1.5 Corers). This action was noticed by all the DIAT officials and an inquiry committee was framed. The committee constituted by then Vice Chancellor a senior officer as chairman and two officer as board member,. When the committee starts the investigation most of the documents were denied by Dr A K Tyagi, somehow, the inquiry committee submitted its report. The amount of corruption was good enough to punish the official but as usual God father culture prevailing in DRDO helped him and gave him safe passage by transferring to DRDO Hqrs.

The God Father guide him to commit the corrupt practice and got protected by none other than Dr W Selvamurthy, CC R&D,DRDO.

With his blessing he purchased Nature journal, nature publishing group, 4 Crinan Street, London, United Kingdom via local vendor for Rs 25 Lakhs

Facts :   Till date nobody from DIAT has seen the Nature Journal

This journal was not useful for DIAT as the same deals with life sciences and DIAT area is ARMAMENT ENGINEERING, APPLIED MATHEMATICS, METALLURGY, COMPUTER ENGINEERING, APPLIED PHYSICS, AEROSPACE ENGINEERING, MECHANICAL ENGINEERING, EXPLOSIVES & APPLIED CHEMISTRY, ELECTRONICS

The chairman for the Nature Journal procurement was Vigilance Officer of DIAT   who approved this procurement from local vendor.

In other cases the books/journals orders were recommended in dollars but  Dr.A K Tyagi made payment in Pounds/Euro for the same procurement and bill was raised by with the help local vendors. Example – if book cost was approved by library committee in $ 360 but when the payment was done that is 360 Pounds

The inquiry constituted to address this issue inspire of giving punishment the God Father Dr W Selvamurthy, CC R&D,DRDO than CC (HR) gave him safe passage and now DRDO Hqrs made him CPIO,DRDO Hqrs, Head RTI Cell and the best part of this

DRDO is exempted from RTI Act 2005 of Schedule-II  only corruption & human right RTI entertained by DRDO so one can imagine the DRDO find most suitable corrupt official for the handling of RTI issues.

The finding of inquiry committee of DIAT (Board of Three Senior Officers)

1. Observations – To understand the existing procedure for procurement of Books by Library, it was necessary to go through basis of existing procedure, record and files to related to procurement. In absence of OI/C,IC&L very limited records made available by Library and after arrival of OI/C,IC&L access  to information and records was totally denied to the Board of Officers.

2. Existing Procedure and Anomalies- the following is observed by Board of Officers.

i) OI/C,IC&L places demand directly to vendors after approval by Library Committee. There is no procedure of quotation/negotiation followed. it is noted that as per terms and conditions no discounts have been asked.

ii) Order has been placed on single tender basis

iii) During limited observations it was seen that Books were accepted at   higher prices than the order/approval price by the purchase committee.

iv) No proof of price is being put up to the purchase Committee for approval.

v) Firm Orders are being placed by OI/C,IC&L without bidding/negotiation

vi) Vendors to whom orders are being placed are not registered. As per purchase procedure orders of only up to Rs 5000/- can be placed to unregistered vendors. This rule is not followed.

vii) In our limited inquiry, we observed that large numbers of books were

accepted at much higher price. We site few example-

a)    Book ordered for Rs 6029.07 was procured for price Rs 81,936.00

b)    Book ordered for Rs 13,156.00 was procured for price Rs 27,362.68

c)    Book ordered for Rs 40,000.00 was procured for price Rs 3,60,00.00

d)    Book ordered for Rs 3,292.24 was procured for price Rs 5,233.09

viii) We did not find any justification in orders or Terms & Conditions to accept such high billing prices for payment to venors.

ix) OI/C,IC&L did not conduct independent investigation regarding over valued books supplied by the vendors for their correct price.

x) We found such number of cases where over payment was cleaned by OI/C, IC&L and Finance Officer without amendment or without bringing to notice of approving authority or VC

xi)           We did not find any power vested to OI/C,IC&L, Finance Officer to clear the over payment cases.

xii)         Before payment to vendors, pre-auditing is mandatory (as per purchase procedure) No such pre auditing mechanism is found resulting in escaping the over payment cases from scrutiny and corrective action. We did not find any document or authority to exempt from pre –auditing.

xiii)        Functioning of Library in case Library procurement was found  devoid of adequate check and balance and control mechanism. We  can conclude that OI/C,IC&L and Finance Officer flouted the principle of FR-21

It is heartening to learn from news media that you had a discussion with the Defence Minister on various defence scams issues. Your concern towards national security and the encouragement to RTI activities for addressing various corrupt practices in defence have renewed the fast pace initiated by Smt. Indira Gandhi on specific issues of national securities.

When the seventh fleet approached in Indian Ocean in 1971, she did not waste a second and rushed to Russia where she signed a defence agreement to benefit Indo-Russia treaty and as a result the Russian submarine surrounded the seventh fleet and when they had no choice left, they asked for a safe passage back to US.

The country today needs the same spirit from you. RTI activists are collecting whole heartedly all the inputs/information from various government agencies and when approaches to  top heads of organizations like scientific adviser to Raksha Mantri in respect of corruption case, in spite of taking action to protect the culprits they have taken the shelter of schedule-II of RTI Act 2005.

The case which I am referring to has  documentary evidences from CBI/IB/Customs etc. and unfortunately this case I have submitted to PMO, MOD,CVC etc. So far the culprits have been allowed to go scot free.

However, the Times of India dated 28^th October 2010 on its first page reported “TOI Reports Triggers Action Across Union & State Government, Armed Forces, Defence Ministry may Take Over Scam Hit Mumbai High Rise”

The base of TOI news is the RTI activist Yogacharya Anandji, who was whistle blower in the Adarash Cooperative Housing Society scam.

Under the RTI, I have collected all the relevant documents and evidence which says that openly, blindly the Governments Rules have been manipulated for their personal gain by a set of people of DRDO and few directors of different establishments and protected / overlooked by SA to RM during 1996-2004.

If action is not taken in spite of all the evidences then many other Directors and top officials of DRDO will follow their predecessor and maintain the corrupt practices for their personal gains.

Your personal intervention is requested to stop these corrupt practices of top DRDO officials for the sake of national security.

I had been writing to you the involvement of Sh R C Aggarwal, Director, DEAL in neck deep corruption.

1.         He has divided the DEAL Lab in to two parts. You have visited both main building as well as SIDEC building

2.         SIDEC building was constructed under program of surveillance –DEAL component. Set of terminals of KU Band with Voice DATA Video facilities have supposed to developed and given to the user.

3.         The building was made to make a centre of surveillance.

4.         The same building has been renamed by Sh R C Aggarwal, Director, DEAL as Center of Excellence in Radio.

5.         More than 250 man power  are deployed and working out the possibility of software component for Software Defined Radio (SDR) Rs 100 Corers project. The hardware of which will be procured from international market.

6.         A 500 KVA huge Genset was procured to cater the power requirement of SIDEC building. Without realizing the all other aspect of this procurement i.e. whether  it is worth to use so big Genset and from which head the huge fuel consumption (hundreds of liter diesel per day) & maintainace will be managed. Huge sum of commission was received and prime goal was achieved.

7.          Initially the diesel received from supply depot for other project vehicles mainly the three TATA trucks under project “SARVADRISTA”    was used for 500 KVA Genset of SIDEC building.

8.          These vehicles have hardly moved out DEAL and so therefore there were plenty audit objection for showing diesel consumption of these vehicles. The vehicles do not moved but consumed hundreds of liters diesel every day.

9.          Sh R C Aggarwal, Director, DEAL decided to condemned all three vehicles including EMP hardened shelter which housed the only  available EMP hardened SATCOM terminal in the country to just counter audit objection of  diesel consumption.

10.     May I request you to intervene and issue your directive to Director DEAL not to waste the national asset and protect the only available EMP hardened SATCOM terminal to be scrapped. Please watch each and every activity of  Sh R C Aggarwal he can sold the country for his personal gain and maintain legacy of Dr AS Bains.

The God Father culture has not paid to the DRDO while working of projects of national importance.

When after lot of efforts “EMP Hardening of SATCOM Terminal” was sanctioned to DEAL, Dehradun after completion of project you ( Dr Saraswat then Director RCI in 1999) personally visited to witness the success of project. I was there along with the project team and demonstrated you the indeginiously developed EMP Hardened 32 pin Connector (KALI) which was capable to consume/absorb 12.5 K Amp current surge.

You appreciated and told to Dr A S Bains then Director, DEAL to go for production of this connector under CODE program of DRDO.  Dr. Kalam even said apply for patent.

The God Father culture killed our enthusiasm as Dr A S Bains the blue eyed boy of Dr Atre did not allow any further work on EMP Phase-II and the infra structure developed for EMP work the part of DRDO’s huge 81000 Corers is still lying idle and waiting for as usual condemnation.

In my interview with Dr. Atre in SA ‘s room at south block on 12.30 Hrs 10^th April 200, he was blunt  while discussing the issue of nuclear conflict and protection from EMP a byproduct of nuclear burst. Please look the following:

I know with your hard work you have reached to this highest post of DRDO and busy with lot of national security issues but neither you can forget your visit in DEAL nor you can ignore at this stage the importance of EMP hardening.

I can simply request you to take initiative seriously and examine if at all DRDO can take a program on “Submarine Communication”.

India is surrounded by neighbors having nuclear arms and they have already made Indian ocean a base for their nuclear submarines.

The mission was taken up with full honesty but due to blind faith on imported knowledge base we deviated from achieving the goal.

People like Dr.A.S.Bains was given an opportunity to work in DRDL simply considering the fact that he had helped in procuring components of missiles and components of Radar.

These fellow salesman after joining as scientist they spoiled the honest, dedicated, work culture with self respect and a new culture was developed where corruption and nepotism took the fore front and Dr.A.S.Bains had a God Father (Dr V.K. Atre) to protect him.

I as whistle blower informed DRDO Hqrs the corrupt and ant-national activity of Dr.A S Bains.

Enclosed letter reveals that M/S Wave Components System Associates (India), M-39 (LGF), Chitranjan Park, New Delhi- 110065 and M/S Celestia Impex Pvt. Ltd, 557, Tower-III Kailash Apartment, New Delhi- 110065 did not imported anything during April 2000 to March 2004 (during US sanction) as confirmed by Office of The Commissioner of Customs (Import & General), New Custom House, New Delhi in reply of my RTI request vide their letter no C.No VII/CPIO/RTI/I&G/51/2010/35934 dated 11/10/2010, However these both companies supplied worth corers of rupees US manufactured high-tech components to DEAL, Dehradun.

The Custom says that nothing was imported from these firms then the custom duty exemption certificate issued by DEAL – where it was used?

Here the big question arise from where they sourced the components – as per reliable sources that the components sourced from DRDL and because of large quantity the both firm asked that split the order so they can easily rotate the components with help of then Director, DEAL Dr.A S Bains.

I raised this foul play of Dr A S Bains and his coterie (Dr.K.D Nayak, CCR&D, Sh K. Sivakumar, Sc’G’, Sh RP Dixit, Sc’G’Sh Virpal Singh Sc’G’,Sh Ashok Kumar Sc’G’, Col J.K.Sharma, Retd, Capt P.K.Shukla, DRDO Hqrs, Sh Sushil Verma, Sc’F’) who were playing major role to managed these fake procurements and Dr A.S Bains played role of God Father for his coterie so as they are still enjoying your patronage some are sitting in DRDO Hqrs and some are still in DEAL.

These culprits are answerable to all poor tax payers and the defence forces. If their family members will come to know their involvement   in such a heinous crime where they fool the country and also for their   unethical rising carrier how can they save their face.

The God Father culture makes a person irresponsible, aggressive, bold and creator of nuisance. Dr A S Bains created nuisance for which DRDO has come under embracing situation and to protect this NRI (Dr.A.S.Bains), DRDO Hqrs put all its energy and again issued lot of bluffs statements to PMO,MOD and other GOI agencies who are asked to investigate many times these corrupt issues.

God Father culture has prompted Sh R.C. Aggarwal, Director, DEAL to revolt/defy the orders of SA to RM, he simply  says that Dr Sarswat has been made SA to RM with the help of his God Father and I am sitting in DEAL as Director with the blessing of my God Father. He did not hesitated in committing a criminal act when he stopped the NVIS communication activity which had importance to connect joint operations of ARMY, NAVY and AIRFORCE in network centric warfare. NVIS could connect without any extra resources to three services operational in 200 Km radius in a war theatre.

He also stopped the EMP activity of DEAL as guided by Dr. A S Bains and Dr V.K Atre. I personally asked Dr V.k.Atre in his office ten years ago about his view on EMP activity at DEAL; his prompt reply was I can stop any EMP activity. I do not foresee nuclear conflict in this region. Dr Atre forgot that China and Pakistan is well equipped with nuclear arms.

In DRDO no degrees, experiences, visions, leadership, administrative capability, the research contributions, international publications are  the criteria  to get top positions only you need is – God Father.
