DEAL, Dehradun under the able leadership of Sh R C Aggarwal, Director, DEAL, Dehradun has achieved rarest of the rare transparency in the system management. Now the four wall is like a glass and action are visible from the outside. DEAL was isolated from the hassle & bushel of city as long as Sh Ashok Sen was Director. This transparency has resulted due to ever high corruption and nepotism.
Nepotism has directed the manpower stop the function of machine and the precious money sanction under various heads are pouring out to the contractors/supplier’s pocket. The contractors are so powerful that they can be heard discussing in the market that “Director DEAL is in my pocket”
A officer was allotted type-IV quarter but the contractor did not allow to him to enter his allotted scoter shed as contractor had been using the same as godown /storage house. For nearly six months the young officer was requesting with folded hand to the contractor for vacate the scooter shed, but the contractor vacated only after the officer submitted an application that DEAL premises might use for keeping illegal explosive one day since it is secured zone and very good place for hiding such stuff.
SDR Business – Sir, you should appreciate the efforts made by Sh R C Aggarwal, Director, DEAL for planning expenditure under SDR project (100 Corers). He has directed to five project directors of SDR to place an order with internationals companies 15 number of SDR each. This procurement not only help in importing 75 sets costing more than 10 corers excluding commission but it will help to keep the DRDO straight by original techniques of removing the cover and giving cosmetic touch with logo of DRDO.
Such practice we have been following in almost system development cases. The shop keeper of Kashmiri Gate are master to do the job under supervision of Sh Srivastava of LASTECH. You should praise Sh R C Aggarwal for giving you opportunity to take pat from Defence Minster. From R & D the research part has been vanished and the new mission of DRDO is “Development Contract”

Recently the nation celebrated the birthday of father of nation, people called him Bapu, the warrior without gun or proper uniform known as Mahatma Gandhi.
Hope while sitting in your office you will remember him for his simplicity and able leadership. He becomes idol for poor’s not for those who are getting salary! lakh+ and delivering nothing.
The officer comes from diverse background one thing is common i.e. ego. Mahatma Gandhi buried his ego but the ego become symbol of prosperity, people having poor background and origin to a remote village if by chance they become Scientists/Officer in DRDO revived the British Culture.
A poor man son belonging to a remote place of UP, when became director, DEAL, DRDO revived the British Raj Culture in DEAL, Dehradun, since November 2007. In a journey from charge man to director, he noticed the status of serving directors in DRDO and accumulated all the negative qualities and always thought getting opportunity one day he will realize it in principle.
Currently 12-16 conservancy staff headed by a Technical Officer Sh Rajiv Verma reaches to his residence in the morning 6’ocloak to say good morning Sir. They spent the day in cleaning of utensil, to clothes, to dig the field, growing the vegetables, but their salaries being paid by poor tax payers money. The corridors of DEAL premises are full of foul smells, they are not cleaned but the cleaning and kitchen garden of director’s residence has become the talk of town.
The same conservancy people/daily wages laborer who were suppose to get EPF benefit are deprived off due to the ignorance shown by Sh RC Aggarwal because the beneficiaries are agarwal brothers (The contractor, Sh Hemant Gupta, HMM etc) When a senior responsible officer objected for this practice of ignoring EPF clause 9 The fundamental rights of the laborer it remain unheeded.
There are many things going on in DEAL which can be compared with British Raj Period. Britishers ignore the Indians because they were outsiders, but here the exploiters are our own brothers.
The size of his ego has even hurt the SA to RM (as CC & coordinator), the PMO project SPIC wanted communication assistance from then director DEAL & it was extended but Sh RC Agarwal wanted to show his supremacy to director, SPIC, withdrew the support until you discussed with him personally at development enclave. (Hope you remember the episode)
Ignorance of important national deference program NVIS, you have already noticed.
I hope next time when you visit DEAL you will be offered genetically clean, organic vegetables from directors residence. Please do not forget the precious vegetable gift from Sh RC Agarwal.

Refer to Amar Ujala, Dehradun dated 16th Sept 2010 your statement on the application of RTI to expose the corruption is very timely and it has given a moral support to the RTI activists. The developing process always brings some success and some failure. If there is no honesty in our approach or if the government servants disobey the fundamental duties (42nd amendment of constitution – Article 51 (i) the RTI is the only solution which can guarantee the common people for their fundamental right.
I as a RTI activist raised some of the genuine issues and sought information under RTI Act 2005 from DRDO, Ministry of Defence, GOI. The CPIO and Appellate Authority of DRDO Hqrs denied the information and took shelter of Schedule-II of RTI Act 2005.
The information’s I sought are related to corruption, HR polices, achievements of DRDO there was no any information asked which has any strategic importance, but instead of giving information CPIO, DRDO Hqrs rang me in my residence and threatened me for 17.26 minutes. I have lodged the complained with SSP, Dehradun. (Copy enclosed)
The Appellate Authority of DRDO organized a meeting of 10 officials from Hyderabad, Dehradun and DRDO Hqrs and decided illegal action like income tax raid/IB raid at my residence. They wrote to CIC that to cooperate as DRDO do not want to give any information against my RTI requests.
Therefore, I requested protection from DGP, Uttarakhand (Copy enclosed)
This is an example of premier highly qualified organization of Government of India that how and which manner DRDO is handling the RTI’s issues, so one can imagine the RTI Act future in other Government department.
Madam I request you as a UPA chairperson and a big supporter of RTI Act please extend your support to RTI activists as the common goal of RTI activist and UPA is to fight against corruption prevailing in the system.

DRDO implemented corporate culture and as CEO of this corporate you cannot deny that directors are not accessible to you. They work as independent authority. When it comes to avail the recommendation of central government, if it benefits them they honor you and obey you, otherwise the local rules they have made in all the 52 Labs.
Under SEPTEM the limited departmental exam were held to recruit the STA’ (Qualification is Diploma/B.SC for a recognized university/institution). Rajasthan Vidya Peeth provide degree/diploma without the personal presence of the individual and the reorganization of these course are under controversy. People are paying money and get benefited in DRDO by submitting these fake diploma/degrees.
There was rule in DRDO that when the written exam to use to held the results were declared on the following day and by evening the oral interviews used to decide the final selection to be display by evening to avoid the irregularities in recruitment this practice has been diluted the money has been played an important role people are minting money and selected only those candidate who had suitably fetched the money.
In IRDE Mr Chander Pal ( BPMS leader) when objected such irregularities. IRDE management taking care, however in DEAL, sh. R.C.Aggarwal being money oriented waited for fortnight until the fish was caught. – will you please ensure the fair selection mechanism so that DRDO grow with genuine manpower and will able to deliver proper product to services. – Jaihind

After Pokhran DRDO encased the US sanction. For each and every project activity requirements were raised to purchase systems/sub systems/ test & measurement instruments/ components from the European states/countries of Soviet Union Russia, Ukraine, Belarus etc. were identified as source of suppliers and with the blessing of then SA to RM, every month more than 200 scientists visited the institutes, universities, agencies and small venders to purchase the required items. In every movement explanation were given that project will be held if Russian market were not explored as US & Japan had imposed sanction.
In DEAL, Dehradun Dr AS Bains was then director. He also did some adventurous purchases with the help of his courtier Capt. P.K.Shukla (presently director management services,DRDO), Col J.K.Sharma(now retd),Sh K Siva Kumat(now Sc’G’,DEAL), Sh RP Dixit(now Sc’G’DEAL), Sh Ashok Kumar(now Sc’G’DEAL), Sh Hemant Gupta(now Sc’F’& HMM, DEAL) under Focal Plane Array project (knowing full well the limitation of millimeter wave less than 100 meter range), 99% of components/subsystems/system and test measurement instruments were procured from Belarus/ Ukraine & European countries.
In one of the procurement case of 94 GHz Network Analyzer, along with three scientist Dr.Bains visited the institute of Belarus and selected above network analyzer for FPA project. The item received by DEAL was not the item available off the shelf, instead it was a prototype model developed by a post graduate student for his assignment.
The item was inspected & found OK, clearance was given for final payment(1 corer+). But the system was not working properly and when the expert open the system presuming that may be the fuse was gone he found a Plier holding the connector from inside. The system off course did not work but the Plier given opportunity to Sh Hemant Gupta (presently HMM in DEAL) to carry it personally to Belarus to hand over to the institute.
“How IMC, Israel was loser”
In DEAL Dr AS Bains at the helm of affairs looking for a antenna for portable satellite terminal. International market was searched and IMC, Israel product found suitable, Dr Bains & Col JK Sharma were visited Israel to convince the IMC that there will be bulk requirement of antennas for Indian defence services the price negotiation was done. IMC Israel agreed to deliver the antenna for Rupees 20000+ each as the product value in the international market was in the similar range. Col Sharma sat with the IMC and convinced them to quote at 1.5 lakh per antenna with the engineering that the specs will be changed to show the customization and DEAL will procured same as propriety basis. And the excess amount should be deposit by IMC to Dr.Bain’s UK account (Dr.As Bains is UK citizen and presently he is in UK after retirement). The deal was finalized and IMC, Israel supplied the antennas by compromising the ethics of business. The company also received the repeat order, however at the third time due to excess corrupt practice of Dr.Bains DRDO denied for proprietary procurement. And Global tender was raised for the same antenna with same specs. But this time a local firm from Dehradun was L-1 with Rupees 32000+. Since the IMC did not qualify so the tender was cancelled by Dr.Bains. Again with some fake and some European companies address the file was raised with limited tender. But this time again one UK company was L-1 with Rs 42000 and Dr.Bains had no choice left and order was given to UK firm.
Finally the IMC Israel was looser as the firm come in the trap of DRDO’s corrupt officials’.
Now you are requested to open your eyes & ear. DEAL have same set of people well trained by Dr.Bains/Col Sharma/Capt Shukla to work SDR’s 100 corers project. Sh RC Aggarwal with all his leap frog mentality is a fly. He chosen and placed five project directors and five project manager in SDR project, where only software simulation is done at DEAL. The hardware development will be negotiated and outsource by these same set of well trained experts – Jaihind

Dr R Sreehari Rao “Outstanding Scientist” took over as Chief Controller R&D (Electronics & Computer Sciences) at Defence Research & Development Organisation Headquarters with effect from 1st Oct 2008. Before taking over as CC R&D (ECS) Dr. Rao served as Director, DLRL from 1st November 2005 to 30th September 2008. Dr. R Sreehari Rao obtained his B.E (Electronics and Communication Engineering) from College of Engineering, Kakinada in 1972, M.Tech (Microwave & Radar Engineering) from Indian Institute of Technology(lIT), Kharagpur in 1974 and PhD from IIT, Madras in 1995. Dr. Rao joined DLRL as SSO-II in 1974 and served the organization in various levels. He made significant contributions in indigenous development of Electronic Warfare Antennas, Multioctave Radomes, Microwave supercomponents and high accuracy direction finding systems.
As Programme Director of Samyukta Electronic Warfare System, he steered the project team for successful completion of field trials and delivery of total blocks of Comm and Non-Comm systems. Samyukta system consists of 145 vehicles deployed over an area of 100 Km x 70 Km. As Programme Director of Sangraha, he successfully completed the delivery of EW Systems for ships, helicopters, aircrafts and submarines. As Programme Director of Divya Drishti; COMINT system, he guided the team for successful demonstration of performance of Core system. He prepared an EW technology roadmap and launched a development programme for indigenous development of critical EW technologies to meet the futuristic requirements of services. As I am aggrieved by decision/no decision of Central Public Information Officer, I hereby file this appeal for your kind decision.
Today’s 20th July 2010 Times of India front page “60 dies as speeding train rams another”
People are raising doubts about railway minister quoting “ You have a minister whose attention is elsewhere and the country is paying the price for that”
In this particular case I requested the TD details who posted at Delhi and their residence is in Hyderabad or Bangalore and frequent visit to a particular destination on Government expenses require to justify and as to how much it was beneficial to the organization and how much to the officer especially when he belongs to that particular destination.
I requested information of such senior officials who are posted in DRDO Hqrs or Delhi’s Lab, and most of time they took their breakfast in their Hyderabad/Bangalore residence and lunch in DRDO Hqrs and evening for dinner they were again back to their residence. Please the TD details and then decide.
The frequent move availability of the officer in the Hqrs. station may lead to problem of command and control and discipline, which may hamper the progress and led to undue delay and time and cost overrun to ongoing projects of DRDO.
How can the armed forces expect trustworthy products from these so called senior scientists?
Under the chairmanship of DRDO’s Appellate Authority, so called expert of DRDO Hqrs, DRDL, Hyderabad and DEAL, Dehradun met on 16th July 2010 at First Appellate Authority’s Office and decided not to give single information to RTI requester but only to reply to obstruct the giving of correct information to RTI requester they wasted lot of public money on TA/DA for said government officials who attended the said meeting from Hyderabad and Dehradun.
Camouflage of exemption under schedule –II of RTI Act 2005 has been deliberately taken to circumvent to deny the required information.
The DRDO Appellate Authority Dr. Prahlada, CC R&D (Ae & SI) & DS has not given his residence address and contact details in any documents or website or any other public domain. It is therefore considered that he is staying in DRDO Bhawan itself. The CPIO and FAA of DRDO Hqrs both are on their posting at DRDO Hqrs, staying in DRDO Guest House and drawing
7. Brief facts of the case
The information sought for is not related to end senior officer in his individual/personal capacity but in his capacity being a public authority.
Too frequent visit to a particular destination on Government expenses require to justified and as to how much it was beneficial to the organization and how much to the officer specially when he belongs to that particular destination. It appears that the permanent residence is his Hqrs and place of posting is a temporary duty station. The frequent move availability of the officerin the hqr station may lead to problem of command and control and discipline, which may hamper the progress and led to undue delay and time and cost overrun to ongoing projects of DRDO.
In this particular case I requested the TD details of Dr R Sreehari Rao, CC R&D (ECS) (who is staying C-7 Qutab Enclav, DRDO guest house since his posting to DRDO Hqrs, for him most of time he took his breakfast in his Hyderabad residence and lunch in DRDO Hqrs and evening for dinner he was again back to his Hyderabad residence. Please see his TD detail and then decide.
To guard the personal interest DRDO, Directors/ officers do not hesitate to spend Govt. funds in TA/DA for private journey specially to attend marriage parties of children of their immediate boss. (Recently more than 110 officers from various DRDO labs attended the marriage party of Dr. R. Sreehari Rao, CC R&D’s daughter’s wedding at Hyderabad)
Please arrange the marriage reception video you will find the large presence of DRDO official who were present there in the name of so call meetings. Some loyal officers went there on LTC and few were cancelled their TD’s when question was raised by some responsible DRDO employees. The cancellations itself proof of the how important was that said meeting in Hyderabad.
There more 9-10 CC R&D and Directors who are belongs to Hyderabad and Bangalore and their families are staying Hyderabad and Bangalore respectively and they all are staying in DRDO guest houses they are giving their residence address in telephone directory at DRDO guest houses and enjoying HRA also. They are frequent fliers, they all are already break the Milkha Singh ‘s (Flying Sikh of India) records and relishing without fear with TD with poor tax payers money.
8. Reasons/grounds for this appeal:
i) It is clear cut case of corruption and nepotism and misappropriation of public funds.
ii) A holistic approach of expose the DRDO’s culture of Temporary duty Funda

1. Sh.S. Sundaresh, Appellate Authority, CC R&D (ACE) & DS, DRDO Hqrs took charge on 3rd August 2010 and you have decided and dispose of the 16 different matter’s different subjects appeals in single decision on 16th August 2010, as you have given the responsibility of appellate authority but you are also holding the main responsibility of CC R&D (ACE) of 81000 crores infrastructure with 30000 work force DRDO empire. I am not able to understand your high capability or you just passed the order like rubber stamp.
2. It is mentioned in your decision that you are performing the role of quasi- judiciary. It is requested that your decision should have been passed by application of mine in a judicious manner of my each and every appeal should have been decided separately by passing of separate reasons together with mentioning the relevant documents/grounds which were relied upon by you in deciding each of my appeal.
3. In each and every appeal refers to you specified the reasons and documents in support of my appeals; nothing has been on mention about in your said decision.
4. While deciding the appeal in quasi-judicial matter the reasons must be recorded in support of such decision. It is because the aggrieved party may make grievances to the superior authority that the reasons recorded by the appellate authority were nonexistent, extraneous, irrelevant and extra. Successful party on the other hand may support the reason recorded by first appellate authority in his favor.
5. So that the superior authority may also consider whether the reasons recorded by the appellate authority in support of the decision passed by it were in accordance of law. Whether interference is called for, if the decision is without any reasons, several questions may arise and it will be difficult for the parties to the proceeding as well as the superior authority to decide the matter.
6. With my appeal have you review the documentary evidences and letter no reference, the IB reports, news paper clips, the DRDO letters references, I am surprised that you did not dare to mention any one of them.
7. Enumerated in each and every appeal, it is required to kindly review the case and pass the decision after the application of mine and recorded the reason and grounds in support of your decision in this connection it is considered that one way or other. It is therefore submitted that it would be appropriate and desirable to review your decision keeping in mind the facts and circumstances as. So that it is not consider that, it was not an exercise of power by appellate authority in abuse.

As whistle blower I raised certain issues pertaining to misconducts, misinterpretation of rules, and misappropriation of precious tax payer’s money by directors of DRDO labs. As a result, as was expected the department gave me CRS and I in turn donated all my financial benefits to PM relief’s fund presuming that some sensitive officer in PMO will take note of this conditional donation and issued directives to Ministry of Defence (DRDO) for corrective measures. However in a country of 125 crores people when the corruption is touching all time high, we have left behind Romania this insensitiveness was not unusual.
I sought through RTI those scientists who are doing non scientific work in DRDO for years, how come the department has giving them special incentives as recommended by six pay commission for the scientific work. DRDO in turn replied that subject matter come under schedule-II and information denied.
Through RTI I sought the qualification of scientists F,G,H, Distinguished Scientist, Out Standing Scientist and how many international papers was published by them or any other significant contribution by them the reply given was same DRDO exempted in schedule-II of RTI Act 2005.
Showing such disrespect to Indian constitution and using certain decision of pay commission recommendation for personal benefits, ignoring certain decision which has been issued specially for them has become a practice.
It is very interesting to note that DoPT has issued fresh instructions as was given in news paper. Those scientists who are not doing scientific work and are engaged in admin, stores and allied work will not be given scientific incentives.
The news paper says six pay commission had recommended that for promotion from scientist E to further higher grade the essential requirement is to publication of scientific papers, patents, scientific invention and popper scientific contribution with 5 year field work experience with users.
It is my request to PMO is if pay commission recommendation were implemented in 2006 and people have availed the benefits. Extra money paid to ineligible scientists working as non scientific work like admin, stores and allied work should be recovered from them.
The news paper says that the scientists engaged in simple paper work and consuming 100 of crores rupees they are not delivering any product useful to the defence. Such scientific activity should banned, if certain items are available in international market then what is the use of investing 100 of crores, instead the Govt. can procure these items. As has been done in the case of Brahmos missiles which was procured on TOT (Technology Transfer) and today we are capable to sell it to the world market.
DRDO should work on these lines and take only those area where no super power spares the technology, like Cryogenic Engine, Generation of NON Nuclear EMP, Hardening of our own equipments against NEMP/NON NEMP (From 10 KHz – 5 GHz), Seizing & freezing the auto engine from a safe distance to counter fidayeen attack and at lat but not least Deep sea (400m-500m) submarine communication technology to strengthen of our Naval power.
With the passage of time DRDO scientist, administrators, directors of labs have become insensitive to the national cause and they are ignoring national security aspect. It is because there is no accountability; of course people are getting plus 1 lakh per month salary. The level of insensitiveness is such that the directors of DRDO labs do not see eye to eye, they do not have respect to each other, they do not support/exchange scientific information to each other. In fact for crucial national security aspect they bargain foreign trips even though his technical presence is not needed.
As you are aware that DRDO directors “bite more than they chew”. Only God or you can motivate them to do some useful work for the nation’s sake.

In DEAL Dehradun Dr A S Bains was Director the common slogan of DEAL was “Singh is King – Singh is King – Singh is King”. Sh Ashok Sen become Director in 2004 the DEAL’s slogan was “Tumi Khabo, Aami Khabo, Baki Bacha Sab Khabo” and when Sh R C Aggarwal took charge as Director, DEAL in Nov 2007 now the DEAL’s slogan is “Main Bhi Lala, Tu Bhi Lala, Baki Sab Jhinga La La”
I hope you will enjoy and do something to motivate the young scientists otherwise they will accept the prevailing truth and civilized society will convert into Jungle-Raj. The animals in jungle they love their own caste and creed. A Lion respects a Lion, a Tiger respects a Tiger, a Jackal respects a Jackal and a Jackal even after getting the color of a Lion does not roar like Lion.
