Dr R Sreehari Rao “Outstanding Scientist” took over as Chief Controller R&D (Electronics & Computer Sciences) at Defence Research & Development Organisation Headquarters with effect from 1st Oct 2008. Before taking over as CC R&D (ECS) Dr. Rao served as Director, DLRL from 1st November 2005 to 30th September 2008. Dr. R Sreehari Rao obtained his B.E (Electronics and Communication Engineering) from College of Engineering, Kakinada in 1972, M.Tech (Microwave & Radar Engineering) from Indian Institute of Technology(lIT), Kharagpur in 1974 and PhD from IIT, Madras in 1995. Dr. Rao joined DLRL as SSO-II in 1974 and served the organization in various levels. He made significant contributions in indigenous development of Electronic Warfare Antennas, Multioctave Radomes, Microwave supercomponents and high accuracy direction finding systems.
As Programme Director of Samyukta Electronic Warfare System, he steered the project team for successful completion of field trials and delivery of total blocks of Comm and Non-Comm systems. Samyukta system consists of 145 vehicles deployed over an area of 100 Km x 70 Km. As Programme Director of Sangraha, he successfully completed the delivery of EW Systems for ships, helicopters, aircrafts and submarines. As Programme Director of Divya Drishti; COMINT system, he guided the team for successful demonstration of performance of Core system. He prepared an EW technology roadmap and launched a development programme for indigenous development of critical EW technologies to meet the futuristic requirements of services. He is the recipient of DRDO Scientist of the Year award – 2006 in recognition of his contributions to indigenous development of Electronic Warfare Systems. He was promoted as “Outstanding Scientist” (Scientist ‘H’) in July 2008. As Chief Controller (R&D) at DRDO HQs, he is responsible for steering development of systems and technologies in the areas of Radar, Electronic Warfare, Electro-optics, Communication & Information security & Systems. He has to his credit a number of publications in International and National Journals and symposiums. He is a fellow of IETE.

I sought through RTI from CPIO, DRDO regarding the Temporary Duty details of Dr R Sreehari Rao and TD details of DRDO persons as follows vide my RTI request of 4th June 2010 & 8th June 2010
With Reference to Dr R Sreehari Rao, CC R&D (ECS), DRDO Hqrs.
1. After taking his charge as CC R&D (ECS) , how many days he stayed in DRDO Hqrs Delhi up to 31st March 2010
2. How many temporary duties to Hyderabad he had been with total stay at Hyderabad
3. How much in total TA/DA he has drawn year wise from his joining as CC R&D (ECS) up to 31st March 2010
With reference to DRDO employees & staff
1. Total number of DRDO official and staff that went on temporary duty to Hyderabad from DRDO Hqrs and other all DRDO Labs/Establishments on 31st May 2010 & 1st June 2010.
2. Total amount of TA/DA spent on these DRDO officials and staff went to temporary duty to Hyderabad on 31st May 2010 & 1st June 2010.
3. Reason/cause of each official’s temporary duty to Hyderabad of these DRDO officials and staff.
Both the RTI request were denied by CPIO vide letter no DITTM/02/2091/P/2010 dated 18th June 2010

As I am aggrieved by decision/no decision of Central Public Information Officer, I hereby file this appeal for your kind decision.
Today’s 20th July 2010 Times of India front page “60 dies as speeding train rams another”
People are raising doubts about railway minister quoting “ You have a minister whose attention is elsewhere and the country is paying the price for that”
In this particular case I requested the TD details who posted at Delhi and their residence is in Hyderabad or Bangalore and frequent visit to a particular destination on Government expenses require to justify and as to how much it was beneficial to the organization and how much to the officer especially when he belongs to that particular destination.
I requested information of such senior officials who are posted in DRDO Hqrs or Delhi’s Lab, and most of time they took their breakfast in their Hyderabad/Bangalore residence and lunch in DRDO Hqrs and evening for dinner they were again back to their residence. Please the TD details and then decide.
The frequent move availability of the officer in the Hqrs. station may lead to problem of command and control and discipline, which may hamper the progress and led to undue delay and time and cost overrun to ongoing projects of DRDO.
How can the armed forces expect trustworthy products from these so called senior scientists?
Under the chairmanship of DRDO’s Appellate Authority, so called expert of DRDO Hqrs, DRDL, Hyderabad and DEAL, Dehradun met on 16th July 2010 at First Appellate Authority’s Office and decided not to give single information to RTI requester but only to reply to obstruct the giving of correct information to RTI requester they wasted lot of public money on TA/DA for said government officials who attended the said meeting from Hyderabad and Dehradun.
Camouflage of exemption under schedule –II of RTI Act 2005 has been deliberately taken to circumvent to deny the required information.
The DRDO Appellate Authority Dr. Prahlada, CC R&D (Ae & SI) & DS has not given his residence address and contact details in any documents or website or any other public domain. It is therefore considered that he is staying in DRDO Bhawan itself. The CPIO and FAA of DRDO Hqrs both are on their posting at DRDO Hqrs, staying in DRDO Guest House and drawing
7. Brief facts of the case
The information sought for is not related to end senior officer in his individual/personal capacity but in his capacity being a public authority.

In this particular case I requested the TD details of Dr R Sreehari Rao, CC R&D (ECS) (who is staying C-7 Qutab Enclav, DRDO guest house since his posting to DRDO Hqrs, for him most of time he took his breakfast in his Hyderabad residence and lunch in DRDO Hqrs and evening for dinner he was again back to his Hyderabad residence. Please see his TD detail and then decide.
To guard the personal interest DRDO, Directors/ officers do not hesitate to spend Govt. funds in TA/DA for private journey specially to attend marriage parties of children of their immediate boss. (Recently more than 110 officers from various DRDO labs attended the marriage party of Dr. R. Sreehari Rao, CC R&D’s daughter’s wedding at Hyderabad)
Please arrange the marriage reception video you will find the large presence of DRDO official who were present there in the name of so call meetings. Some loyal officers went there on LTC and few were cancelled their TD’s when question was raised by some responsible DRDO employees. The cancellations itself proof of the how important was that said meeting in Hyderabad.
There more 9-10 CC R&D and Directors who are belongs to Hyderabad and Bangalore and their families are staying Hyderabad and Bangalore respectively and they all are staying in DRDO guest houses they are giving their residence address in telephone directory at DRDO guest houses and enjoying HRA also. They are frequent fliers, they all are already break the Milkha Singh ‘s (Flying Sikh of India) records and relishing without fear with TD with poor tax payers money.
8. Reasons/grounds for this appeal:
i) It is clear cut case of corruption and nepotism and misappropriation of public funds.
ii) A holistic approach of expose the DRDO’s culture of Temporary duty Funda

1. Sh.S. Sundaresh, Appellate Authority, CC R&D (ACE) & DS, DRDO Hqrs took charge on 3rd August 2010 and you have decided and dispose of the 16 different matter’s different subjects appeals in single decision on 16th August 2010, as you have given the responsibility of appellate authority but you are also holding the main responsibility of CC R&D (ACE) of 81000 crores infrastructure with 30000 work force DRDO empire. I am not able to understand your high capability or you just passed the order like rubber stamp.
2. It is mentioned in your decision that you are performing the role of quasi- judiciary. It is requested that your decision should have been passed by application of mine in a judicious manner of my each and every appeal should have been decided separately by passing of separate reasons together with mentioning the relevant documents/grounds which were relied upon by you in deciding each of my appeal.
3. In each and every appeal refers to you specified the reasons and documents in support of my appeals; nothing has been on mention about in your said decision.
4. While deciding the appeal in quasi-judicial matter the reasons must be recorded in support of such decision. It is because the aggrieved party may make grievances to the superior authority that the reasons recorded by the appellate authority were nonexistent, extraneous, irrelevant and extra. Successful party on the other hand may support the reason recorded by first appellate authority in his favor.
5. So that the superior authority may also consider whether the reasons recorded by the appellate authority in support of the decision passed by it were in accordance of law. Whether interference is called for, if the decision is without any reasons, several questions may arise and it will be difficult for the parties to the proceeding as well as the superior authority to decide the matter.
6. With my appeal have you review the documentary evidences and letter no reference, the IB reports, news paper clips, the DRDO letters references, I am surprised that you did not dare to mention any one of them.
7. Enumerated in each and every appeal, it is required to kindly review the case and pass the decision after the application of mine and recorded the reason and grounds in support of your decision in this connection it is considered that one way or other. It is therefore submitted that it would be appropriate and desirable to review your decision keeping in mind the facts and circumstances as. So that it is not consider that, it was not an exercise of power by appellate authority in abuse.
