On the eve of republic day we demonstrate our strength in managing of the country’s defence. DRDO has always demonstrated its weapon developed indigenously. The organization relaxes but the SA to RM knows the truth behind the scene. When the cost of DRDO budget was raised from 63 crores / year to 1100 crores/ year and estimates future development program then in mid eighties one lakh crores, this cost was estimated based on the indigenous development of MBT, IGMDP, LCA etc. In 2011 you have repeated the 1985 figure one lakh crores, it means we have to go long way.

The reason of failures are numerous, let us take the example of procurement methods adopted by crook scientists. We do not have explored the reliable manufacturer of the systems/ sub systems/ components. Due to limitations of informations the mail order firms are declared by indenter under pressure of competent authorities that is director as only source of manufacturers. This is done only to get a huge hefty commission/ omissions. The country’s interest is overshadowing by the personal interest. The scientists who were supposed to harden the backbone of country’s defence were diverted to comparing their asset with bureaucrats of other ministries.

The second major cause is NEPOTISM and its spread in all 52 Labs of DRDO like epidemic. The latest example of nepotism is all the blue eyed boys of strong stalwards of DRDO are appointed as directors of DIHR-Leh, DRL-Tezpur, ITM- Mussoorie and ISSA, Delhi, all these Labs directors are always away (90%) from their work place to either Delhi or Bangalore, where they have their families. The concern Lab like an orphan and no one bother for output. This data any one can confirm from DRDO Hqrs.

What are nation’s requirements, what is useful for users is not at all concerned by these so called DRDO technocrats, they only think for those areas where they can easily fool the users. US, Russia, UK, Sweden, Israel, Japan, China and other so many countries having Software Defined Radio and it is openly available off the self in world market and the cost of started from 650$ to 4000 $. Any new system takes 15 years for production model development where user has given satisfactory clearances. With this time schedule Indian SDR will come in 2025 and the sanction cost of 100 crores will become 1000 crores. Please think over it.

In fact India need very badly NEMP hardened simple radio, if Dr Saraswat in his tenure able to deliver a reliable EMP hardened fix frequency indigenous radio to forces, will be remembered in history of India.

On this occasion we may introspect our strength and weakness and redraw the DRDO programs, it may be beneficial for users.

I hope by the end of this February many big corrupt officials of DRDO are going on superannuation and you have the opportunity to get rid of their useless advice. Please beware with their adopted sons and daughters who are eating DRDO like termite.

Hope you are looking the feasibility of following projects.

i)    Seizing & freezing the auto engine from a safe distance to counter Fidayeen attack.

ii)    Deep sea (400m-500m) submarine communication technology for mission   mode operation

DRDO has constituted four research boards to nurture and harness talent in academic institutions, universities, R&D centres and industry. The organization provides necessary facilities for promoting basic research and to catalyse cross-fertilization of ideas with R&D agencies in other sectors for expanding and enriching the knowledge base in their respective areas. The boards provide grants-in-aid for collaborative defence-related futuristic frontline research having application in the new world class systems to be developed by DRDO.

DRDO’s research boards provide a platform to tap research talent across the nation and promote cutting edge research that caters to the defense sector. Today these DRDO boards have been converted into money making system for some of the so called high profile scientists of DRDO.

These Boards are acting chairmen’s and powerful scientist’s pocket kitty, total funds of boards is distributed as per their will not according to merits.

All boards have different methods of distributing funds. As per DRDO’s website only, AR & DB give awards to the deserving persons in the field. Since 1988-2008 a total of 51persons have been awarded, but out of these 51, 80% are south Indians. Why? Because most of the time AR&DB was headed by South Indians. In AR&DB website there is nothing is mentioned about the achievements/ contribution/ innovative process/ products developed by the awardees. Of the 28 institutes promoted by AR&DB, more than 50% are from South India and more than 10 are private institutes which are run as family business.

ARB (ARMEB) board was established in 1997 and it appears to be a low profile board.

NRB is slightly more active as per their website. They offloaded 157 projects, activity output was shown in 32 projects, 57 projects were completed, 40 are ongoing till date (Jan 10) while there is no information on the status of the remaining 60 projects. Interesting thing is that output is coming from only those projects which are given to IIT’s, IIsc and NIO or Govt Institutions. The project budget is not disclosed anywhere on the website.

The Life Science Board is the biggest money manipulator board of DRDO and nowadays it is at its peak. All top corrupt official of DRDO are a part of it. This board’s website gives no information at all regarding any of its projects, or the institutions to which they have been awarded, their budget, achievements if any, etc.

Several institutes, like SASTRA and other south bound pocket institutes, which are directly and indirectly related to sanctioned authorities, are enjoying the poor tax payer’s money. In return they obey their orders, for example at the time of project approval itself it is pre-decided by the approving authority, that major part of equipment would be procured only from their favored vendors. Sometime they force their name to be added as co-author in research paper. The institute has to appease them by inviting them as chief guests in seminar/ workshop, with the condition that all their expenses be borne by the institute along with the expenses of their accompanying family. These practices can only be afforded by private organizations.

In case of SASTRA, Thanjavur, Tamilnadu the founder & VC Prof R Sethuraman is good friend of DR. W SELVAMURTHY, DS & CC R&D (LS) and whole sole of Life Sciences Board.

Can DRDO give a single example of entertaining of such large number project of single private institute at the same time (34 projects submitted by SASTRA in a single go and 14 were instantly sanctioned and rest 20 projects are waiting for sanction). Any one can observe that whenever SASTRA lecturers’ visit any of Life Sciences Labs of DRDO, the senior scientists always welcome them with folded hands, because any mistake or reaction would ruin their career by great DR. W SELVAMURTHY, DS & CC R&D (LS). He is part of DRDO’s God Father Culture. The scientists working in Life sciences have experienced his actions first hand as he elevates Duffer to Boss or ruins the career of brilliant scientists at will. This can be happened only in DRDO.

These boards’ sanction authorities or other counter parts like Dr. Chandra Prakash sanctioning grants to their friends/relatives etc. You will also find Dr.Chandra Prakash’s  participation in various papers / co-guide and seminars guest of honor / chairmanships of societies / and if one can go through the entire involvements of these scientists all you will find is corruption and only corruption

Brief facts of the case:

These boards are engaging in siphoning the poor tax payer’s money for personal gain of the sanction authority.

Almost 400 Crores of rupees are distributing through these boards and different DRDO projects to IIT’s, Universities’ and Colleges and even some NGO’s, in the name of  expanding and deepening the knowledge-base, Enhancing core competence in the field of knowledge, To encourage and provide funds for basic research in pertinent scientific disciplines etc.

The most of funds distributed till date to maximum private universities and private institutions and especially in last ten years out of total grants has gone to southern states. DRDO in its charter of duty has specifically mentioned Kashmir to Kanyakumari and Gujarat to North East the equal opportunity will given to universities/institutions.

Now Amity University is also start getting funds in corers but the reason that 4 senior most DRDO retired persons are doing jobs.

Recently SASTRA University, Deemed University,   Thanjavur Tamil Nadu submitted 34 projects to DRDO and instantly 14 were sanctioned and rest 20 are in process. The VC of SASTRA University   Prof. R. SETHURAMAN is friend of Dr W Selvamurthy,  DS & CC R&D (LS),   of DRDO and Chairman of Life Sciences Research Board instructed (ordered) various lab Directors to release grants to SASTRA.

Any one cannot believe when the simple private college lectures of these CC R&D’s favorites visit for any Labs of DRDO for grants of projects the whole team of senior most Scientists ‘G’ are line up in front of them for their service.

Even though the sanction authority electronics engineer the paper publishes by the individual professor of any stream or under their project for which the grant has given by DRDO, the co-author always is the DRDO man.

These boards sanction authorities or other counter parts like Dr. Chandra Prakash sanctioning grants to their friends/relatives etc and you will find Dr.Chandra Prakash  participations in various papers / co-guide and seminars guest of honor / chairmanships of societies / and if one can go through the entire involvements of these scientists  will find only corruption and only corruption.

The city/ town are belongs to them projects are become soft path for inducting their own wards in main DRDO vacancies and it is the vice versa.

Sting op shows bulletproof jacket trials were rigged

Question mark over procurement of jackets after DRDO scientist is stung claiming the trials were rigged

New Delhi: The procurement of 59,000 bulletproof jackets for paramilitary forces, including the National Security Guard, is under a cloud.

A sting operation by a disqualified bidder purportedly features a Joint Director of the Defence Research and Development Organisation (DRDO) — who monitored the jackets’ testing process — as claiming that he had first rigged the trials and could now “undo the damage.”

The tape, obtained by The Indian Express, was submitted to the Home Ministry by a security firm which had supplied 20,000 bulletproof jackets to the Government last year but failed to make the cut this time.

The 25-minute tape is said to feature R K Varma, Joint Director of DRDO’s Terminal Ballistic Research Laboratory near Chandigarh, the venue of the jacket trials.

People, Media and Government Agencies are talking about a lot of these kinds of issues, but as the Head of DRDO organization, you are fully aware of the facts and know who are the culprits and where the lacuna is in the system. In only 20 years of my service, in very small position, I also became aware the corruption mechanism which is prevailing in DRDO. So you, who are Super Technocrat and involved deeply in each and every important activity of DRDO since 1972, would definitely be aware of all these malpractices too.

Please do take urgent and needful action and that I am certain will become an important milestone in the history of DRDO.

This is extremely sick but literally not shocking as corruption is the latest fundamental right of the Indian public servants. In every government dept. be it the railways or Public works department contracts are always given to the people with high political contacts. I know a person in the northern railways . He openly boasted that he took a bribe of 8 lakh rupees for passing  a contract and he was the chief engineer. Such shameless and crooked people are managing the state of affairs of our country.

I wonder why people like varma are not tried for mass murders. Security personnel risk their lives for the country leaving back their families and Varma’s are busy making money out of the precious lives. The Bloody **** should be hanged!!

New Delhi, Oct 21, IANS:

The National Human Rights Commission (NHRC) Thursday held the Defence Research and Development Organisation (DRDO) responsible for the killing of eight civilians in a live bomb explosion in 2002 in Orissa.

It asked the DRDO to pay Rs.3 lakh as compensation to the family members of each of those killed. The human rights body said that based on reports provided by the defence ministry, it observed that the bomb which exploded and killed eight people at Chandipur range in Balasore district of Orissa July 26, 2002, was picked up from the testing range area of DRDO. The commission directed the defence secretary to submit the compliance report along with proof of payment within eight weeks from the order. “The commission noted there was some negligence on part of the Army personnel in collection of all the shells fired during the test firing at the range. Also, there does not appear to be any proper arrangement for preventing access to the site by the villagers who gather used shells for extracting metal out of the same and this is to the knowledge of the authorities concerned,” the NHRC noted. According to NHRC, the DRDO, in response to the show-cause notice of the commission, said Sep 13, 2010, that the incident in question cannot be attributed to the DRDO since no such incident was brought to its notice. “It also said that it is not possible to enclose the range area by fencing and possibility of a shell getting lost may be there despite efforts to collect 100 percent shells during the test firing,” it said. The commission found DRDO’s stand as contradictory and said that it is strange that the DRDO remained oblivious of this incident till 2009 despite the news report and the first notice in the matter issued by the commission to the defence ministry’s secretary on Dec 19, 2002. “The commission is of the considered view that the incident in question took place due to negligence at some point of time on part of DRDO officials in collecting shells and, hence, the affected persons must be compensated,” it said.

8. Brief facts of the case:

The information sought for is not related to end senior officer in his individual/personal capacity but in his capacity being a public authority.

Too frequent visit to a particular destination on Government expenses require to justify and as to how much it was beneficial to the organization and how much to the officer especially when he belongs to that particular destination. It appe

ars that the permanent residence is his Hqrs and place of posting is a temporary duty station. The frequent move availability of the officer in the Hqrs. station may lead to problem of command and control and discipline, which may hamper the progress and led to undue delay and time and cost overrun to ongoing projects of DRDO.

In this particular case I requested the TD details of Dr. Prahlada, Appellate Authority, CC R&D (Ae & SI) & DS, who is staying C-7 Qutab Enclav, DRDO guest house since his posting to DRDO Hqrs, for him most of time he took his breakfast in his Hyderabad residence and lunch in DRDO Hqrs and evening for dinner he was again back to his Hyderabad residence. Please see his TD detail and then decide.

Second one is Shri  RC Aggarwal, Director DEAL, Dehradun, since his posting he use to out  from DEAL, Dehradun almost more than 250 days out of 365 days. How can the armed forces expect trustworthy products from these so called senior scientists?

There more 9-10 CC R&D and Directors who are belongs to Hyderabad and Bangalore and their families are staying Hyderabad and Bangalore respectively and they all are staying in DRDO guest houses they are giving their residence address in telephone directory at DRDO guest houses and enjoying HRA also. They are frequent fliers, they all are already break the Milkha Singh ‘s (Flying Sikh of India)  records and relishing without fear with TD with poor tax payers money.

8. Brief facts of the case:

DRDO sends annually many officers for higher studies particulars to IIT’s and national Universities. The admission which granted normally after tough competitions are available to DRDO’s sponsored candidates was easily.

Aim of such higher studies is to use the academic platform to solve the complicate technical issues. DRDO in turn give the IIT’s or Universities sufficient grants against project and R&T schemes.

No one gets benefited neither the institutions nor the DRDO, it is because the most of the individuals after getting higher education working as admin, allied works, and  the reaction of this most of them leave the organisation. For example DR.DP Singh, Estate Manager, Scientist ‘F’ did his post graduation and Phd from DRDO sponsoring and performing duty of admin purely non scientific assignment. Sh A.K Musla, Sc ‘F, holding post Joint Director Admin in IRDE, Dehradun, he also did his B.tech and M.Tech from DRDO sponsored funds and working as purely in admin. I am quoting only two names as tip of the iceberg, because in DRDO you will find 100 of such cases. DRDO is shear wasting the crores and crores rupees public funds in the name of higher education programs. Although, the aim and object of the higher education program is really good, but in hands of bad corrupt officials, the output is wasting by DRDO.

According to the ministry, a total of 1,107 scientists, mostly young entrants, have resigned from the DRDO between 2003 and 2007, implying that on an average one person leaves every two days.

Hello,
Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005.

DRDO selects right people with desire competence for the post for which they are recruited/promoted/trained.

In order to attract retaining, inspire and motivate, DRDO scientist to give their best contribution and keeping in view the role played by them in the development of high technology and systems for strategic application the government has sanctioned following financial incentive to all scientist of DRDO with effect from 1^st Jan 1999.

Special pay of Rs 2000/ per month to Scientist G and above*

Two additional increment to scientist (recruitment/promotion) Scientist C, D, E and F after their pay normal pay fixation.

Professional upgrade allowance Rs 5000/- per annum to all Scientists**

*….Enhanced to Rs 4000/ per month effect from 1^st Jan 2006

**.. Enhanced to Rs  10000/ per annum to Scientist B, C & D

Enhanced to Rs  20000/ per annum to Scientist E & F

Enhanced to Rs  30000/ per annum to Scientist G & above with effect from 1^st Sept 2008

In addition to above mention financial increments the really deserving scientist of DRDO for their very exceptional and highly meritorious performance and reorganisation of their merit are being granted variable increments up to maximum of 6 at the time of their promotion with effect from1st Jan 2009. The scientist ‘H’ / outstanding scientist and distinguished scientist are being granted fixed amount of Rs 10000/- per month as variable increments.

Variable increments up to a maximum of 3 increments have been granted to all supporting technical staff of DRDO with effect from 1^st Jan 2009

DRDS official and DRTC personals promoted prior to 1^st Jan 2009 have been awarded variable increments based on their pervious/ last review/assessment.

In this connection it is requested to provide the following detail information.

8. Brief facts of the case:

DRDO having approx 7000 strong scientist team and recently DRDO is asking more scientists from Government of India stated that the existing authorized manpower is exhausted and to deliver assigned projects output in time they need more scientist. Presently DRDO management is wasted their scientific and technical manpower in admin allied, stores procurement, security, arboriculture, horticultures and works (constructions) assignments for some vested reasons. To know the exactly about the ground realty of using manpower in proper assignments I have requested on behalf of poor tax payers, how much money are  wasting by DRDO by putting scientific and technical manpower in sundry works and information will also reflect that  the authorized manpower for admin allied are misutilizing by DRDO.

The service in Govt. of India is controlled by article 145 of constitution and SRO’s are prepared considering the locus standy to meet the functional requirements.

The sanction under SRO is granted for appointing Scientist “B” to Distinguished Scientists in Officer Cadre.

Until the SRO amendment it is crime and violation of CCS/CCA rules of the Govt. of India.

DRDO is wasting poor tax payer money by using scientific and technical manpower in admin allied work.

For example as Director DRDL appointed since July 2008 Sh.YV Ratna Prasad, scientist ‘F’ as Director Management Services ( order copy is enclosed for your ready reference)  and a senior scientist is performing admin allied task without having the knowledge of administration, resulted being a CPIO, DRDL in one of his reply to RTI request signed as for Director etc. this the tip of ice berg of DRDO culture. If one can look DRDO telephone directory the will find several example i.e lot of scientist and technical manpower are deputing in admin allied, stores  procurement, security, arboriculture, horticultures and works (constructions) assignments for some vested reasons, and they are also enjoying the financial incentive.

If Finance Ministry, Ministry of Personal and CIC examine the utilization of DRDO scientist and technical manpower they will found more then 25 % manpower is engaged in these sundry money making assignments.

And interesting point is that DRDO is approaching Government of India for releasing more scientific manpower as they have already exhausted the existing one.

1. CPIO, DEAL Letter No DEAL/RTI/2010/38 Dated 31^st May 2010 (mentioned that Para i) to iv) of my request is will be disclosed after third party consent. Para –v information relates to the stores procured from two firms for sensitive projects being progressed by DEAL, information denied. ( copy enclosed)
2. CPIO, DEAL Letter DEAL/RTI/2010/Misc Para – 4 information completely denied (Copy enclosed)

i)     Both the firms belong to same person Retd. Lt Col .Deepak Badhwar and supplied plenty of sophisticated high technology electronics components to DEAL in mysterious way worth corers of rupees.

ii)    Participated in same tender as competitive bidder

iii)   Never imported the ordered component (Please refer the enclosed RTI reply by custom department)

iv)   The Custom says that nothing was imported from these firms then the custom duty exemption certificate issued by DEAL – where it was used?

v)    Here the big question arise from where they sourced the components – as per reliable sources that the components sourced from DRDL , Hyderabad and because of large quantity the both firm asked that split the order so they can easily rotate the components with help of then Director, DEAL Dr.A S Bains.

vi)   IB report is enclosed where they revealed that the owner both  firms is friend of then Director, DEAL and only involved in rice export to US turn in electronics supplier.

vii) Both firms did business only with DEAL, Dehradun.

9. Reasons/grounds for this appeal / complaint:

i)     To stop the corrupt practices prevailing in DRDO

ii)    It is clear cut case of corruption and national security interest.

iii) A holistic approach of expose the weak procurement process of DRDO in the name of façade secrecy

iv) I have sent again a request to FAA for reviewing his decision copy CIC but no information was received.

i)     I requested top financial authorities of Government of India and all responded and seriously take the issue of national interest. (copy enclosed)

ii)    CVC is already taken it as complain and doing needful action to save the our premier organization DRDO from corrupt official. (copy enclosed)
