Lands in hot water with DAE bosses for writing to PM
He wrote to the prime minister, tried to do good for a critical national project, and now he’s in trouble.
One of India’s senior nuclear scientists, Pashupati Rao, who works at Nuclear Fuel Complex (NFC), run by the Department of Atomic Energy (DAE), is now battling his employer for having written to the prime minister offering suggestions on streamlining the setting up of a new nuclear facility at Kota, Rajasthan. DAE comes under the Prime Minister’s Office (PMO).
ET has reviewed the relevant correspondence between the PMO, DAE and the scientist. The PMO didn’t respond to ET’s queries on this matter.Rao did not participate in this story.DAE responded to ET’s questions. On September 28, 2014, Rao sent his suggestions to PM’s official portal (pmindia.gov.in), which invites citizens to share ideas as well as to write to the Prime Minister.
But although Rao had communicated sensitive matters on the new nuclear complex, the PMO had sent them to Rao’s employer, DAE, marking them as `grievance’, and it sent a mail to Rao on January 21 this year, saying his `grievance’ has been disposed. The PMO’s communication to Rao’s employers had also given the name and designation of the scientist, thus making his full identity known to his superiors.
This started a process of DAE relentlessly asking for explanations from the scientist and the latter desperately seeking to explain himself. Some DAE officials who did not want to be identified told ET that Rao may face serious consequences.
Prominent whistleblower Prabhu Dandriyal, who some years ago had claimed to have exposed corruption in Defence Research & Development Organisation, filed a Right to Information application on January 27 this year with the PMO on Rao’s matter.
Dandriyal had asked what guidelines the PMO follows when dealing with `sensitive’ communication from government officials. He said the PMO reply that came a month later, on February 27, said the request is being processed, and de tails are being collected.
Rao’s suggestions sent to the prime minister on the Kota project contained, apart from technical details on cutting costs, a proposal that an independent team be appointed to review the project.
BUREAUCRATIC NIGHTMARE
But the PMO sending his suggestions as `grievance’ to DAE has put the top nuclear scientist in a bureaucratic nightmare.The PMO’s communications were sent to NFC, Hyderabad, where Rao worked, and his superiors have turned the matter into `staff grievance’ and have been seeking explanations from Rao.
In a series of communications, Rao tried to explain that he did not have any personal grievance.
“I am a successful officer and I have been awarded with DAE group achievement award for indigenisation associated work. My feedback given to the PMO which is converted as my grievance is not aimed at any individual,“ the scientist wrote in one of his attempts to explain himself. However, DAE has not relented and on February 10, Rao received a letter from the Grievance Redressal Committee that reminded him his job was limited to helping in the maintenance of NFC.
“As an organisation, we will follow the process. As he is a staff member, it is being treated as a staff grievance and is being looked into,“ S Goverdhan Rao, deputy chief executive of NFC, told ET.
Dandriyal, who’s still awaiting a full reply from PMO, said, “It will be very difficult for people from the system to come out and expose corruption and inefficiency if there is no mechanism to protect them.“

One more corruption made by CC HR GSMalik is that his old bloody chef Pankaj scientist who was already resigned Two year before due to chargesheeted in Doway case by his in laws. Malik did not accepted his resignation yet . And two days before he was joined again in ISSA by bloody chef of malik SB Taneja who was awarded as director for his bhagti. ISSA is example of corruption. Pankaj Resignation was not accepted on the direction of Malik
And still he was made CC HR…its strange…ISSA people must write to Defence Secretary and PMPMO about all this.
One of the most curruption that sb taneja director molest disabled officer. He is not sanctioned any kind of leave. He tortured issa staff. All case related to administration and allied subject is pending. Recently mukesh kumar admin officer who is working in issa ladt 3 years transfer to sspl on 1-5-2015. With the help of gs malik and after that sao recently posted to issa sitting without table and chair last four months I know he is disable offivrr and also torture physically and mentally through sb taneja. Sb taneja used unparliament language every employres of drtc admin and allied cadte staff and officers but not drds scientist. Many drds scientistlate commer bue sb taneja director not forced to them come intime but drtc admin and allied officers and staff late commer warn them vame in intime otherwise disciplinary action taken against all of them late commer. It is amazing one junior scientist transfef to this lab making a post of director with yhe help of gs malik cc ht and nobody take action against malik because senior scientist still in issa. On the othet hand gs malik met sb taneja time to time came in issa and assured to provide all facility for use all issa staff and officer except drds for fully harrasment mentally and physically. Director office staff cannot offer a cup of tea because recently s b Taneja ne unki director sectt me chai pini band kra di . Recent order Director pa Sanjay Madaan cannot drink a single cup of tea from office expenditure. If he himself not allowed to take tea how he can offer tea to any guest or visited. He is not in capacity to offier a cup of tea to visited or guest without permission of s b Taneja. 2.5 kg milk will not come taken in director sectt on the day on which director will absent or on tour.

A RTI should be filed to know the date from which director s b Taneja using the official vehicle. Separate information should be asked about his transport allowance paid by accounts department. This is clear cut gaban in govt. Malik ko kahta hai ki main emandar hun
Issa main ab to hitler raaj aa gayaa hai, her koi pareshan hai, employees ki leave sanction nahi ketta, issa ke employees se gandi language main baat kerta hai, files ko time per cleat nahi kerta hai,sabhi ko dhamkata hai kehga hai kaam karo nahi to naukri se nikal dunga. Usr legta ye ye uska office hai. Sabhi ko dhamki deta hai. Na to kucj kerta hai or na hi ketne deta hai. Daily early morning main gatd per khada ho jaata hai, sabhi ka office aane ka time note kerta hai aget kou late ho jaaye to uske saath badtamiji kerta hai kehta hai meta koi kuch nahi ket sakta hai.
I dont think taneja is a capable post of director issa. Nobody can interfare daily routine work.

Sh Yogesh Chandra, Sc `F’ is looking after Security and Vigilance of ISSA and was involved in financial irregualities / manipulation with his collegues Amit dhawan and P Mishra in one project. His advisor are AK tyagi, most corrupt fellow in DRDO, CVC enquiry pending against him. Another great scientist Vijay Rao, never comes in office on time, manipulates everything, wheter it is work or promotion. If DRDO does serious inquiry against him, it will be revealed, he takes DRDO job as part time job and primary job is to teach in colleges, and is time is there, he tries to come to office
