Making Money in DRDO – A simple guide for Dummies

More stern and steadfast our honorable PM Modi ji becomes to eradicate corruption, more derisive and deceitful DRDO officials become to devise novel methods to siphon off public funds. They are least bothered about propriety or financial prudence in handling public money; on the other hand, they have mastered expertise of the methods to simply transfer funds for non-existing civil works and projects. They are so audacious and open in corrupt practices, at the end of the day they cock a snookat the ever struggling government. They have forgotten their duty to serve the nation and more afflicted with desire for power, pelf and perks and deep in corruption.

One of the civil works wing in DRDO, namely, CCE(R&D) is made for, made by and made of DRDO Scientists,is well known for making money out of nothing. Many government departments indulge in corruption by 30 to 40 %;but, here’s a department expertise in making 100% money for fictitious work. The steps followed by Bangalore based Dummies Guru and his stooges (Aka Alibaba and Chaalis Chor) are given below:

Step 1: Decide how much public funds to be siphoned off and create a fictitious work. Identify a subordinate office with Amiable Docile Employees, who will not question any atrocious attitude of Dalal (of corruption) Guru, who is basically heading a bunch of Audacious Egoistic Reckless Officers.

Step 2: Make a statement of case for this subordinate officer without their knowledge whatever crude way, as those sitting in higher office will not scrutinize the case. The sanctioning authority needs just one paper mentioning amount with signatures, no need to be clear about scope of work, building, work site etc.

Step 3: Move papers secretly without finance concurrence as the work referred is to another organization, this civil work was never existed.Get sanction of work to ever obliging Project Management Office and funds bypassing finance with audacious change of code head from revenue items into capital items (like staircase railings are shown as capital items and there is no need for finance concurrence up to 1.2 crores) and take sanction from DRDO top within this limit.

Step 4: All documents and work fabricated, silently work completion certificate created and funds transferred to predetermined contractor.

Step 5: After sharing booty, all gangster of gangs, celebrate the event watching a movie titled Hum Sab Chor Hai.

In this sample case, A Pretending Nangnaach Timid fellow, who helped earlier his boss, who was Master of Self Certification and fake doctorates in obscure topics, in escaping from the hot wheels taxi misuse case, is again at his old games. He sells himself to be tool in creating non-existing works, fabricating statement of case and obtain surreptitiously sanction for a work. He has heisted the heinous crime on non-suspecting Amiable Docile Employees of another organization. This is a case of blatant misuse of power and fraud on the system. This person even today shamelessly used taxi every day morning and evening from his house to office and back at the official cost while taxi will run vacant two times about 35 to 40 km just to take care of him.

The above example of clearly shows how these greats are at play in obtaining sanction for non-existent works with least respect to the rule book (surprisingly quite often emphasized by own vigilance division), that too for the fabricated work for the other organization. This is especially true for CCE (R&D) which is run by DRDO scientists and any time at the beckon of DG’s and those at HQr. They can do anything and get away with public funds running into lakhs and crores.

It wouldn’t be far off from truth that these worthies, the so called upholder of discipline and legitimate rights to rule DRDO (as per their wish and whims), have mastered the methods to circumvent the well laid down procedures in the system and financial controls to siphon off the public funds with impunity. Now, see the fun, once this report on the ice berg of systematized corruption is out, these dalals of corruption will, instead of retrospection and correction, start witch hunting because how dare someone can question top person indulging in money making business.

NEW DELHI: The army is running low on ammunition, soldiers posted to freezing places like Siachen and Leh don’t have boots or mosquito nets, and India has failed for over a decade to produce an assault rifle that meets the most basic requirements of the army.

These are some of the troubling highlights revealed by Parliament’s standing committee on Defence, headed by the BJP’s Major General BC Khanduri. The panel has 33 members from both houses of Parliament.

Based on information supplied by the Ministry of Defence, the committee has assessed the preparedness of the army in the winter session of Parliament which ends today.

The committee, in a report submitted to Parliament, has found that soldiers in high-altitude areas are short of nearly 2 lakh pairs of ankle leather boots; more than 13 lakh canvas boots are needed in the same areas, one lakh mosquito nets are wanted, and soldiers are waiting for 65,000 Balaclavas or masks to keep their faces warm.

The committee says the Defence Ministry has failed to furnish plausible information about how many soldiers have bullet-proof jackets; the members believe that “an important life saving device has not been purchased by the Ministry jeopardizing the lives of thousands of soldiers.”

The committee has voiced its concern over the fact that while the Defence Ministry seems satisfied that equipment like night vision goggles are plentiful, the army has “an altogether different view.” The report offers this indictment – “it appears that the Ministry is not taking the Army into confidence while doing its perspective planning.”

The report warns clearly that the shortage of ammunition means “it would not be possible for the country to sustain a war for a longer period.”

The committee states that the Defence Research and Development Organization or DRDO, tasked with developing technology for the military, has failed since 1982 to produce an acceptable INSAS rifle, the standard weapon of the army .

“The Committee finds it shocking that even years of expertise has not evolved DRDO to develop world class basic product like a rifle,” its report says.

All the stalwarts of DRDO who were master of manipulating government funds, misinterpretation of government rules having expertise in inculcating a negative attitude towards self reliance and always planning commission and omission through bulk purchases were shifted to NTRO an agency established by the government after KARGIL debacle. The modus operandi of DRDO & NTRO experts/bosses are twin in appearance, if CBI enquires in depth the enquiry will reveal that the entire procurement/ recruitment system are identical.

Eight years after its creation, the National Technical Research Organisation (NTRO), which was established on the lines of Britain’s Government Communications Headquarters (GCHQ) and America’s National Security Agency (NSA), is in a mess. 

 Far from performing the responsibilities it was entrusted with after it was found that the country’s security establishment lacked effective technical/communications intelligence capabilities, the NTRO is battling serious allegations of corruption.And the lid has been blown off from within: a former NTRO scientist, V K Mittal, has been able to fight his way through the webs of secrecy and official pressure and intimidation to force the Comptroller and Auditor General (CAG) to institute a special audit which the Supreme Court is now seized of.According to one estimate, misappropriation of funds in the NTRO is to the tune of Rs 800 crore, which was alloted Rs 9,832 crore in the 2011-12 financial year. The organisation spends approximately 62 per cent of the money on purchase of equipment and maintains a secret service fund of about Rs 36 crore. Most of the procurements were through single tenders.According to a February 29, 2012 CAG reply to Mittal’s RTI application, the audit body “noticed lack of transparency and non-compliance of rules and procedures in procurement of systems/stores/equipment and deficient procurement management, resulting in cases of excess payment/wasteful expenditure/loss to the exchequer.”Investigations by Deccan Herald revealed that despite objections from the chief of communications intelligence, senior NTRO officers procured satellite communication terminals worth Rs 18 crore in early 2009 from a blacklisted company, Singapore Technology.

The previous year (May 2008), Mittal, as head of NTRO’s Centre for Communications Applications (CCA) wrote to the then NTRO chairman K V S S Prasad Rao claiming that the use of satellite communication (SATCOM) equipment on board unmanned aerial vehicles (UAVs) was “never a part of the original request for proposal (RFP) or tender” and “hence no technical evaluation was carried out” at any stage by his division.

Although the SATCOM equipment were to be procured from two Israeli companies, Israeli Aerospace Industry (IAI) and ELTA, visits by CCA officers to these firms in Israel yielded little. “In all meetings (at least four times in Tel Aviv) CCA has been requesting IAA/ELTA to give details of the antenna and other systems associated with SATCOM onboard the UAV. Despite our concerted efforts and repeated demands, IAI/ELTA have refused to part with necessary information,” documents in possession of Deccan Herald say.

Alarmingly, the trials of the SATCOM for UAVs, instead of being carried out in India were undertaken in Australia despite strong objections on the ground that the tests should be carried out in Indian conditions. “The offer of trials outside India was firmly turned down by CCA due to various technical reasons in July-August 2007. Hence the rationale for trials oustide India, despite our strong opposition is not clear to us,” the document of May 9, 2008 says.

The main reason why trials (which were to be witnessed by representatives of the Army, Air Force and the Navy) in Australia were not considered feasible was the IAI/ELTA had provided incomplete information about the antenna proposed for SATCOM onboard UAVs. Besides, it was found that the antenna was “suboptimal” and “did not meet the requisite standard of radiation”, and that power amplifiers required modifications “to be able to meet digital modulation requirements.”

Documents in Deccan Herald’s possession suggest that the Israeli companies failed to demonstrate any SATCOM specialisation for the equipments, including electronic intelligence payload for the UAVs, a project that cost Rs 40 crore.

It was after Mittal was served a memo by the then NTRO adviser (in the rank of additional secretary) M S Vijayaraghavan for objecting to the SATCOM equipment deal that he quit the NTRO and blew the whistle on the goings-on in the country’s communications intelligence organisation. Subsequent internal inquiries and special audits by the CAG in January 2010 (the NTRO was outside the purview of any government audit when it was formed) led to the chargesheeting of seven officers.

A retired senior intelligence officer blamed “those in control of the country’s security apparatus” for NTRO’s “miserable condition.”
