यह बहुत ही खेद का विषय है की जिन डीआरडीओ के वैज्ञानिकों की तुलना आपने 20 अगस्त 2014 को पुरस्कार वितरण करते हुए ऋषि मुनियो से की थी उनमे सबसे सीनियर डायरेक्टर जनरल, ऐरो, डॉ के तमिलमणि द्वारा सरकार के सारे नियमो का मजाक बनाते हुए प्रोजेक्ट की गाड़ी का न केवल दुर्प्रयोग कर रहे अपितु औरो को भी गाड़ियों के दुर्पयोग के लिए सहयोग कर रहे है।
डीआरडीओ के संस्थान ए डी इ, बैंगलोर में प्रोजेक्ट रुस्तम – 2 के अंतरगर्त एक संस्वीकृति संख्या DRDO/02/333/P/2/Vol-II-394/D/R&D दिनाक 23/02/2011 द्वारा 5 गाड़ियां रिमोट वीडियो टर्मिनल (आर वी टी) (टोयटा इन्नोवा समतुल्य) 77 लाख में खरीदने की स्वीकृति प्रदान की गयी। (सैंक्शन डिटेल संलग्न है)
एक इन्नोवा डायरेक्टर जनरल, ऐरो, डॉ के तमिलमणि द्वारा इस्तेमाल की जा रही है। गाड़ी में डीजी ऐरो का बोर्ड लगा है। ड्राइवर आर्मी का एक हवालदार नियुक्त है। गाड़ी को देख कर कोई नहीं कह सकता की गाड़ी का इस्तेमाल प्रोजेक्ट रुस्तम – 2 में रिमोट वीडियो टर्मिनल (आर वी टी) में हो रहा है। (चित्र संलग्न है )
डॉ के तमिलमणि द्वारा भारत सरकार के नियम विरुद्ध ट्रांसपोर्ट अलाउंस लाभ भी लिया जा रहा है। (जनवरी की सैलरी स्लिप संलग्न है)
डॉ के तमिलमणि को सरकार ने सेकंड सेवा विस्तार 62-64 वर्ष भी दिया है जोकि मई 2016 तक है। परन्तु केवल भगवान ही जानता है कि डॉ तमिलमणि द्वारा देश व् डीआरडीओ को क्या प्रदान किया है। क्योंकि देश की साइंटिफिक क्षेत्र में उनके योगदान का कोई चिन्ह नजर नहीं आता है केवल डीआरडीओ के स्वयं प्रयोजित पुरस्कार ही उनके खाते में हैं जिनकी कंही भी मान्यता नहीं है। डॉक्ट्रेट की उपाधि का भी अभी अभी प्रबंध किया।
रिमोट वीडियो टर्मिनल (आर वी टी) नाम से ली गयी दूसरी गाड़ी एडीइ निदेशक द्वारा तथा तीसरी गाड़ी प्रोजेक्ट डायरेक्टर रुस्तम -२ द्वारा और सूत्रों के अनुसार बाकि की दो गाड़ियों का कोई सुराग नहीं है।
इसी प्रकार से डीआरडीओ के पुणे स्थित संस्थान एच इ एम आर एल के निदेशक श्री विकास भट्टाचार्य द्वारा भी इसी प्रकार से एक इन्नोवा मोबाइल इन्ट्रूमेंट कैरियर नाम से खरीद कर अपने इस्तेमाल में ली जा रही है। टेंडर, फर्म्स, गाड़ी का लाल बत्ती लगा चित्र, सप्लाई आर्डर संख्या आदि संलग्न है।
इन उपरोक्त तथ्यों से यह लगता है कि रक्षा लेखा विभाग का जैसे डीआरडीओ के अधिकारीयों द्वारा अपहरण कर दिया है। क्या उन्हे वार्षिक ऑडिट में यह सब दिखाई नहीं देता या रक्षा लेखा अधिकारियो ने आँख बंद कर रखी है ?
आपसे अनुरोध है की आपकी लाल किले की प्रतिज्ञा “न खायंगे न खाने देंगे” का कुछ तो असर इन तथाकित डीआरडीओ के वैज्ञानिकों पर डालने की कृपा करे अन्यथा ये इस देश के करदाताओं से मिले बहुमूल्य पैसो को अपने मजे के लिए उड़ा देंगे।
आपसे यह भी अनुरोध है कि संलग्न शिकायती पत्र को सीवीसी व् सीविओ (रक्षा मंत्रालय) को तत्काल प्रभाव से जाँच करने के आदेश के साथ अग्रसारित करने का कष्ट करें।

- K Tamilmani, DG (Aero), DRDO, Bangalore using Toyota Innova vehicle bearing No 14B 113597Y, it seems that vehicle procured under sanction of Project Rustom –II in the name of Remote Video Terminal Vehicle.
- According the sanction letter No DRDO/02/333/P/2/Vol-II-394/D/R&D date 23/02/2011. The 5 no of Toyota Innova sanction for Rs 77 Lakhs in the name of Remote Video Terminal Vehicle was sanctioned as per file No DHRD/76682/ ADE(Proj)(Misc) /VEH/ C /P/01dated 27 June 2013
- The letter no DHRD/76682/ADE/(Proj)(Misc)/VEH/P/01 date 27 Jun 2013 signed by Dr Hina A Gokhle, Director, HRD, DRDO Hqrs in its para 4 “This letter issue with special concurrence of Ministry of Finance/Deptt of Expenditure in exemption of the extent ban vide their ID Note No 18(2)/E.Coord)/2013(84982) dated 28/05/213)”. It is clear evidence that DRDO senior scientists try to fooling country system. They are taking extraordinary sanction of vehicle by showing its utility in project by putting name “Remote Video Terminal Vehicle”. The vehicle simply using by Dr.K Tamilmani, DG (Aero), as luxury staff car.
- At the same time Dr.K Tamilmani, DG (Aero), DRDO, Bangalore availing the transport allowance of Rs 14490/- which attracts severe disciplinary action against under CCS (CCA) Rules 1965, False claims on the Government like T.A claims reimbursement claims, etc. False claims on the Government like T.A claims reimbursement claims, etc, Obtaining or attempting to obtain any valuable thing or pecuniary advantage without consideration or for a consideration which is not adequate. - Three vehicles are using by Dr.K Tamilmani, DG (Aero), Director, ADE & Program Director Rustom – II, and rest not traceable.
- K Tamilmani, DG (Aero), DRDO, Bangalore violated the Motor Vehicle Act by putting DG Name plate in front of Toyota Innova.
- It is requested that please register case against Dr.K Tamilmani, DG (Aero), DRDO, Bangalore for maneuvering of Government funds under the provision of prevention of corruption act section 13(2), or any other applicable acts of GOI.

4.2 The requirement of vehicles from the procurement point of view, fall under the following three broad categories:-
(a) Service Pattern Vehicles.
(b) Trade Pattern Vehicles.
(c) Specialist / Dedicated Vehicles.
4.8 PRQCUEMENT OF Specialist / Dedicated Vehicles:
The procedure for procurement of the basic vehicle i.e. chassis and engines will be the same as for the Service Pattern/Trade Vehicles i.e, from Army Sources, DGS&E) rate contract or Trade. Modifications/ fabrications base vehicles will be based on the guidelines laid dawn in CWR. These modifications, if cannot be under taken by the selected suppliers / manufacturers will be assigned, under a development / fabrication contract following the DRDO procedures in vogue for such contracts. The expenditure involved will be met from the project for which such vehicles are required.

This Petition raises an important question of law of larger ramifications as to the interpretation of section 24 of the right to Information Act, vis–a-vis the exclusion of exempted organization like DRDO, and in particular, the citizens are deprived of records relating to their services not being related to corruption and Human Rights violation-two exempted category from immunity under the exception in Sec. 24 of the RTI Act.
By the impugned judgment a blanket protection and immunity is granted which acts as shield from exposing corruption in matters which has no bearing with national security.

Shri Bikash Bhattacharya,Outstanding Scientist and Director, High Energy Materials Research Laboratory, Sutarwadi, Pune is an M.Tech in Chemical Engineering from IT, BHU. He has worked as design engineer in a private firm and CSIR laboratory between 1977 and 1981. He joined ISRO at Satish Dhawan Space Centre (SDSC), Sriharikota (then SHAR Centre) and has served in various capacities. He has contributed significantly in the area of raw materials preparation and identification, chemical engineering support to plant for raw material production in India. He has contributed significantly for processing of all indigenous launch vehicles including SLV-3, ASLV and PSLV. सरकार लाख जतन कर ले, भ्रष्टाचार पर अंकुश लगाने की उसकी मुहिम तेज होती दिखाई नहीं दे रही। काली कमाई करने वाले सरकारी अफसर न तो भयभीत हो रहे हैं और न पीछे हट रहे हैं, बल्कि वे तो दिन-रात ऊपरी आमदनी के स्रोत तलाशने में मशगूल हैं। यही कारण है कि आम आदमी की जुबान पर यह जुमला कायम है कि बिना लिए-दिए कहीं कोई काम नहीं होने वाला। अब इसे सरकार की ढिलाई कहें या भ्रष्टाचार करने के लिए उसकी ओर से दी जाने वाली छूट। शिक्षा, स्वास्थ्य, लोक स्वास्थ्य अभियंत्रण और जल संसाधन समेत कई विभागों में सौ से ज्यादा अफसरों की संपत्ति कई गुना बढ़ती जा रही है। मंत्रियों और अफसरों को हर साल सम्पत्ति का ब्यौरा देने के लिए सरकार वित्त विभाग के जरिए थोड़ी चूड़ी टाइट करती है, पर ब्यौरा आने के बाद तुलनात्मक मॉनिटरिंग के लिए उसने कोई इंतजाम नहीं किए हैं। मंत्री और अफसर हर साल वित्त विभाग को चल-अचल सम्पत्तियों का ब्यौरा देते हैं और सरकार इसे वेबसाइट पर डाल अपने कर्तव्यों की इतिश्री कर लेती है। इस तरह यह ब्यौरा पूरी तरह सार्वजनिक नहीं होता, मीडिया के समक्ष इसकी विधिवत ताल नहीं ठोंकी जाती। वेबसाइट देखकर मीडिया इसे कभी-कभार उजागर करता है, पर वह भी यह नहीं बताता कि सम्पत्ति की घोषणा करने वालों की पूर्व के सालों में माली हालत क्या थी और अब वह कहां पहुंच चुकी है? आयकर विभाग भी इसपर संज्ञान नहीं लेता। वैसे सरकार ने काली कमाई करने वालों पर लगाम के लिए निगरानी और आर्थिक अपराध इकाई का गठन किया है। समय-समय पर निगरानी की ओर से किसी बड़ी मछली पर कार्रवाई की जाती है, लेकिन वह भ्रष्ट अफसर का भंडाफोड़ कोई शिकायत होने पर लंबी जांच प्रक्रिया से गुजरने के बाद ही करती है। वास्तव में आर्थिक अपराध इकाई और निगरानी को इस तरह विकसित किया जाना चाहिए कि वह मंत्रियों और अफसरों की साल दर साल घट-बढ़ रही सम्पत्तियों का तुलनात्मक अध्ययन करे। १राज्य के सरकारी विभागों में भ्रष्टाचार का किस कदर बोलबाला है, लोक सूचना अधिकार के तहत दिए गए एक आवेदन में इसका थोड़ा बहुत सच सामने आया है। जानकारी यह मिली है कि कुछ अफसर ऐसे हैं, जिनके पास कोई अचल सम्पत्ति है ही नहीं। शिक्षा, स्वास्थ्य, लोक स्वास्थ्य अभियंत्रण और जल संसाधन विभाग में कई ऐसे अफसर भी हैं जिनपर भ्रष्टाचार के आरोप शासन की फाइलों में तैर रहे हैं। कार्रवाई के नाम पर जांच कमेटी भी बना दी गई, पर कमेटी ने रिपोर्ट ही नहीं दी। ऊपर से दागियों को प्रोन्नति देकर आगे बढ़ने का मौका भी मिला। इनमें ज्यादातर अफसर जिला मुख्यालयों में तैनात रहे, जिन्हें प्रोन्नति देकर मुख्यालय में पदस्थापित करा दिया गया। इनकी शिकायतें कार्मिक विभाग और सूचना आयोग में भी की गईं हैं, मगर कार्रवाई के नाम पर उपलब्धि शून्य है। बहरहाल शिक्षा विभाग में दो दर्जन अफसरों, लोक स्वास्थ्य अभियंत्रण के डेढ़ दर्जन इंजीनियरों एवं अफसरों और स्वास्थ्य विभाग में तीन सिविल सर्जन समेत सत्रह अफसरों और चिकित्सकों की सम्पत्ति में कई गुना वृद्धि होने की पुख्ता जानकारी सरकार के पास है। लिहाजा इनपर कार्रवाई के मामले में सरकार को सुस्ती नहीं बरतनी चाहिए। सरकार की नजर तो मंत्रियों और दूसरे बड़े नेताओं पर भी पड़नी चाहिए। वैसे सरकार ने हाल ही में जल संसाधन विभाग के सात-आठ भ्रष्ट इंजीनियरों और अफसरों को बर्खास्त किया है।
Another top DRDO scientist denied extension by Modi government
Two months after it sacked Defence Research and Development Organisation (DRDO) chief Avinash Chander, the government has denied extension to a top DRDO scientist. Bikash Bhattacharya, who was on his first extension as the director of Pune-based High Energy Materials Research Laboratory (HEMRL), retired Tuesday. Besides him, the government in the past six months has denied extension to at least three top DRDO scientists.
While Chander was sacked unceremoniously citing the need for appointing younger scientists, the Modi government has on several platforms made public its intentions to streamline DRDO.
Sources in DRDO said the HEMRL director’s extension was recommended by Chander and was considered by the Appointments Committee of Cabinet (ACC). It was, however, rejected by the government “about 10 days ago”. Bhattacharya was formerly associated with ISRO.
Bhattacharya, 62, who took over as director, HEMRL on September 11, 2011 was already on one extension after he completed 60 years on March 23, 2013. As per DRDO’s existing promotion policy, two extensions are permitted for a tenure of two years after the scientist completes 60 years, the retirement age.
Bhattacharya is the fourth scientist to have been denied extension by the Modi government in the past six months. Others who were denied extension are directors of Defence Research & Development Establishment (DRDE), Defence Bioengineering and Electromedical Laboratory (DEBEL) and Electronics & Radar Development Establishment (LRDE) — M P Kaushik, V C Padaki and Venkatnarayana Raju, respectively.
The denial of extensions by the Modi government has reversed the trend of the UPA government which was criticised for making extensions a “norm” instead of an “exception”. In 2012 for instance, 11 top scientists were on extension at various laboratories across the country.
R&D is not journalism. There is nothing wrong if extension is not given after retirement age. Don’t know what IE want to convey. As a retired Government servant I know who get extension and who does not. Only individuals with proven merits may be considered for extension
Why are you talking about ” another sacking by Modi Govt”? Modi govt is in power and so it is enough to say Govt. Why the earlier Govt extended 11 scientists and made extensions as a rule? That is bad. In govt run organisations, it is very difficult to say who is a deserving case and who is not. So however unpalatable/harsh it may appear , once retirement age comes, let them go . Also, if necessary and if the prospective retiree is having a highly specialized domain knowledge , the organization should have seen that he had mentored a few more people. That is what seniors/Directors should have focussed on, as part of succession plan. Why have they failed in this aspect?
What ever may the reasons behind this development but one pre-supposes that none of our great scientists at DRDO is becoming a ‘victim’ of political vendetta. If our politicians never get retired and are always fit and capable to serve the nation what is the harm if any meritorious and nationally useful scientist gets a time specific post retirement extension ? However, generally speaking, the practice of granting the usual ‘extensions’ in the normal course must not be encouraged.
The Central Govt is right in retiring the scientists who have attained the retirement age. The younger ones should get a chance to lead such organisations. After all only thing constant in life is “CHANGE”.
Dear Pranav, I am not sure what kind of journalism you are following. You seems to be having no qualms to state anything without verification. Was Avinash Chander an employee or on contract? If his contract was reduced or not renewed, does that mean he was sacked? When do you use the word sacked? Further, Is it wrong to give opportunities to younger scientiests? OR is it compulsory that each person retiring should be extended? And what do you mean by Modi Government? Is there any other Government as well in India? Why can’t you just say the Government? I have not seen you writing like this when MM Singh was the PM!! Is this a new type of jaundiced journalism? Shame on Indian media!
