- Defence Materials & Stores Research & Development Establishment (DMSRDE), Kanpur is an establishment under Defence Research & Development Organisation (DRDO), Min. of Defence, DRDO Bhawan, New Delhi.
- DRDO’s Director Material Management distributed to all Labs & Establishments a manual named “DRDO Purchase Management -2006” which was duly approved by President of India and with the concurrence of Ministry of Defence (Fin/R&D) vide their ID No 752/IF (R&D) dated 20 March 2006.
- “DRDO Purchase Management -2006” page no 12, para 4.5.2 stated Directors of Labs/Estts will observe adequate caution while working out detailed specifications of an intended procurement that these are not tailor made to suit a particular brand of product. Broad coverage of the functional performance and environmental parameters will be spelled out in the specifications to allow competition. For this purpose a computer-based data bank of similar products, along with broad specifications will be maintained and updated frequently so as to facilitate fair competition in purchases.
- The following case of procurement of Fume Hoods is totally violated procurement rules laid down by DRDO.
- Tailor made specification was made and brand name as well as model number mentioned in tender inquiry.
- Make cannot be mentioned in demand only item can be purchased whichever is having lowest prise. So he can purchase a branded item of particular firm unless it is propitiatory item. Bio base is Chinese Company so how they decided to purchase that brand when several manufactures and brands of Fume Hood were available in the Market
- Item was purchased by Estate & Works Division, This division cannot indent & purchase Fume hood as this division is only for maintenance of Buildings & Govt accommodation.
- Purchased qty 14 because the total price comes under fifty lakh which was within the limit of Director’s purchase power. Purchase Rules was violated as case was so designed that cost remain below 50 Lakhs (the Financial Power of Director)
- Purchased exorbitant price because the same item is available in open market @ 1350 $ and dollar rate of date of supply order (19 November 2013) was Rs 62.26.
- Open Market cost of Fume Hood Chamber (Make- Biobase, Shandong Model- FH-1200 C) $1350 X 62.26 ( Dollar Rate on 19 Nov 2013 ) = Rs 84051.00
- Fume Hood Chamber (Make- Biobase, Shandong Model- FH-1200 C) was purchased @ 290540.00 and Quantity 14 was purchased total amount Rs. 45,76,005.00. (With Tax)
- Actual cost of 14 no of Fume Hood Chamber (Make- Biobase, Shandong Model- FH-1200 C) Rs 84051.00 X 14 = Rs. 1176714.00
- Purchased exorbitant price by DMSRDE – Rs 290540.00 x 14 = Rs 4067560.00
- Total loss of poor tax payers Rs 4067560.00 – Rs. 1176714 = Rs 2890846.00

5. The facts stated above, it is amply crystal clear that prima facie material regarding Abuse of Authority by arrogant and corrupt administrator Dr. A. K. Saxena, Director DMSRDE exists.
6. In view of the above mentioned facts and evidences it is earnestly requested that an order for through investigation of all procurement done by Dr. Arvind Kumar Saxena after assuming charge as Director, DMSRDE, DRDO, Kanpur to stop further corruption and wastage of poor tax payers money.

I am a Junior Scientist in Communication Group of SPIC DRDO . I fully agree with IP Singh .I joined this organization in 2009,Since then I have seen that all my seniors are involved in Fixing of companies and product proprietaryness & converting there prices of equipments from lakhs to Crores. Suddenly they will develop a new requirement and move a Secret procurement File of Which two of the initiating Officers and Assigning of the details by the Communication Head JeyaShanthi and then
JeyaShanthi will take the file to Director Satish Kumar /Raja Babu to Discuss the case with prices and there commission value ,Then Director will clear it under the secret Head and the file will be processed Then procurement through BEL be done through Single tender Channel .
Sanjiv Singh and Naveen Kumar are the Two Strong Pillars for Corruption in DRDO SPIC and CC R&D .They have made crores and crores of Rupees in purchases during last few years .
They have become so strong and Powerful that they purchase communication equipments making files of 35-40 crores but as per my knowledge for making files worth 35-40 crores needs requirement of Raksha Mantri which they smartly do not take the approval of the Raksha Mantri as all the files are prepared in such a way showing the requirement as secret and they keep the value of total file in such a way that it does not go to raksha mantri.I am marking a small request to stop all these corruption activities immediately so that country be protected rather Looted by these scientists. One Simple example that SPIC is purchasing DMD 20 radyne Modem through the sources of Naveen Kumar and Sanjeev Singh who makes arrangement with the company Fix the prices and then move the case through BEL Bangalore .It is so shocking to see the prices of this particular model of Modem is purchased at 10 Times the actual prices available in the market.BEL Bangalore takes special prerogative of Defence PSU and is Exempted from Custom Duties .It is a very big scandal and the finance ministry should intervene so that they can unearth hundred’s of crores of scandal . Comtech EF Data’s Manish Katyal and Bel Bangalore GM T&BS Suresh Katyal ,BEL Banaglore Amarnath Tewari and Naveen Kumar ,Sanjeev Singh (Scientist SPIC DRDO)are the Beneficiaries of the prices hiked. I am fully sure if the CBI takes the view of these files they will find these modem is no proprietary and is a commercial grade modem .I request the Director CBI to take prompt action of all the files urgently because I know since IP singh has reported and all the Senior Scientist are busy in making explanation and cleaning the Files. Immediate Action should be taken and the company and the OEM(Comtech EF Data) who are well aware of the price escalation /Looting the government money should be banned and taken to Jail immediately .I am young Scientist and have full faith on you and will see that you take prompt action .

I agree. In SPIC, everyone is fed up from these tamasha. Anyone who complaints against Naveen and Sanjiv to Director Satish . He does not listen at all. He is the kathputali in hands of Naveen and Sanjiv. Same applies to Raja Babu and Jayasanthi. The complainant against Naveen or Sanjeev either sent on transfer or ACR degraded or sent in isolation in SPIC without any work and gets humiliation in these hands . BEL’s Amarnath Tiwari is middleman among SPIC, BEL and Pvt vendors. He is the main culprit along with Naveen and Sanjiv. I request CBI must seriously look into IP Singh’s complaint and if found guilty, all these culprits must sent into Jail.
This scientist was published so many such papers taken out of turn outstanding promotions done nothing generally many scientist use CP TECHNOLOGY (cut & paste) this liked by The Great Saxena giving good numbers in APAR to do more. Copy right act also is sleeping.(very expert)

Immediate inquiry with his transfer/suspend becoz SAXENA DANAV is killing the evidences each going day . New forged documents can go for forensic check to fix the forging date.
ISO certified DMSRDE means fraud, corruption, dirty acts, killing evidences, shameless, no rules for director and his puppets.

This is with respect to the BEL Procurement and SPIC providing opportunity to BEL for procuring the items like Modems etc. Please come forward with detail and submit so that the people involved in all the looting will be exposed. Why we are afraid of complaining with name,
If something is going wrong it is required to be brought out as true Indian and we should not simply talk and post the things . My request to the people including I P Singh and other scientist of SPIC who has posted the corruption issues should come forward and openly talk about the same . What is wrong in bringing out the names of people involved in corruption but we should not talk simply without name and being in a democratic country as well as where we are having rights for RTI , we should come forward to resist if it is correct .
It is duty of the owner of website also to find out the facts and encourage the people to fight with fact but in the same time it should not happen that some names are simply posted for anonymous benefit.
My humble request to the owner of web site as he can find out all the serious complainers and encourage them if it is fact or else he should take serious action / stopping mud slinging
