CHENNAI: The Central Bureau of Investigation (CBI) on Friday arrested two former scientists of the Society for Applied Microwave Electronics Engineering and Research (SAMEER) on charges of irregularities that caused a huge loss to the exchequer and delayed the mass production of ‘Akash,’ the surface-to-air missile developed by the Defence Research and Development Organisation (DRDO), sources in the agency said.

(SAMEER is an autonomous institution for Research and Development under the Ministry of Communication and Information Technology that deals with sensitive defence related and other projects.)

Between 2005 and 2009, the sources said, S. Karunakaran, former Director of SAMEER, Taramani, Chennai, allegedly abused his official position and awarded the contract of mass production of Integrated Radio Line Modems (IRLMs) favouring Sam Shin Precision Pvt. Ltd, a firm owned by his friend P. Rathinavel.

IRLMs were meant for use in Akash Missile Programme by the Ministry of Defence. Other eligible Government and reputed private companies were denied the contract.

Mr. Karunakaran also awarded work contracts of SAMEER to other companies owned by Rethinavelu. When SAMEER shortlisted Sam Shin Precision for awarding the contract, the company was neither formed nor registered, the sources said.

“The CBI took up suo motu investigation in this case. During the probe, the role of K.R. Kini, another former Director of SAMEER, in causing huge loss to the Government came to light. The act of the two scientists resulted in the hindrance to the progress of ‘Akash’ missile project,” a CBI official told The Hindu on Saturday.

He said the conditions laid down in the ‘Transfer of Technology’ agreement was not complied with by the scientists and the contractor. “When the delay in the supply of IRLMs was affecting the mass production of Akash missile, the DRDO got the material from other sources. Besides causing a loss to the exchequer, the accused persons interfered with the progress of a sensitive project that relates to national security,” the official said.

A case of cheating, criminal conspiracy and corruption was registered against the three. They were produced in a special court and remanded to judicial custody till April 1, the sources added.

Postponement of DRDO Director’s Conference suppose to held on 4^th March has drawn the attention of many including those who are concern with national security.

Two events Def –Expo and DRDO Director’s Conference are important as it provides a platform for user three services and researchers (DRDO) to come together and discuss the priorities of weapons and its availability in global market, potential of developing import substitute through rigorous R&D.

The scenario at Indian border does invite a holistic defence procurement to modernize the various systems.

The role of R&D therefore pushed in the front.  All developed nations even if they try to help India, they can only sell 15-20 years old technology. As an example US spend 50 years on developing 200 Watt CW Laser Source for satellite to submarine communication. If DRDO plans to purchase such system it will never get. In such condition the boss of DRDO that is SA to RM should consider the R&D of such Laser Source and should accelerate the holistic R&D in this area.

The award ceremony for awarding scientists without a product or patent is not justified. If award is to giving encourage and motivate and if goal is not defined the R&D  fails to convert into product and if the help of PSU’s the prototype comes out until the field evaluation is done the award is meaningless. It is simply becomes ritual instead of helping the organization it detourate the growth of potential of the scientific manpower.

This postponement of DRDO Director’s Conference may not be instantaneous instead it may be growing hatred between demand and supply.

Does this postponement indicates the difference of opinion between user and researchers only time will tell.

Dear Dr Saraswat Ji Good Morning
With my letter dated 13 December 2010 following information was requested under purview of the Right to Information Act, 2005.

Reference to letter DRDL/PIO/2010 dated 25h November 2010 and 26th November 2010 mentioned that “The competent authority has decided not to pursue disciplinary proceeding, the matter may be treated as closed”
Please provide me the date of decision of the competent authority.
Please provide the name of competent authority.
Please provide the noting of above decision.
Reason if any not to put this information on my service book.
CPIO, DRDL failed to provide me requested information and I appealed to DRDO appellate authority vide my letter dated 1st February 2011.
In respond of my appeal I have received a letter from DRDO, RTI Cell no RTI/02/2091/P/2010 dated 18th February 2011 where confusion has been created by Director, AFHQ & Head Admin that subject matter being under examination in consultation with CPIO, DRDL, Dehradun. As such DRDL is situated in Hyderabad but the signatory and First Appellate Authority whose approval has been obtained, has relocated DRDL to Dehradun. Copy enclosed for your perusal please.
It seems that the officers sitting close to you have least respect for their jobs/assignments.
It has come to my notice that Dr Arun Kumar, OS & DOP has already put you under embarrassing situation (legal notice) when without getting your consent he suspended and terminated illegally Dr. Rohidas Gopinath Taware, T O ‘B’ HEMRL, Pune. Further Dr Arun Kumar admitted in a written reply that he is not a Disciplinary Authority in respect of Dr. Rohidas Gopinath Taware, T O ‘B’ HEMRL case.
Dr Arun Kumar blindly violating the all CCS/CCA rules and for Dr. Rohidas Gopinath Taware’s case have committed offence under Sections 167 and 170 read with 34 of Indian Penal Code.
Hope you will correct Dr Arun Kumar, OS & DOP and convey at least that DRDL is situated at Hyderabad.
You are fortunate enough to have your deputies who are diasing and offensive to the extent that they do not respect the constitutional provision (Article 46) whereas as per Supreme Court directives no one can use the word which can hurt the entire community. For the untouchables of yester years for Dr Prahlada, DS & CC R&D (Ae & SI) they are still untouchable and they don’t deserve a birth for higher education.

I planned to meet you at Airo India show in Bangalore, the day defence minister inaugurated. Unfortunately the train delayed enroute and I missed the opportunity. I understand that   DRDO, defence users, and defence production agencies was great experience to compare the global synergy and select the best. It gave us the opportunity to evaluate our strength and weakness vis-à-vis the systems developed elsewhere.

I was I more interested to visit the stall where SDR & CIFF were displayed. The variant of SDR and the variant of CIFF was an eye opener for electronic cluster/ Director, DEAL. DRDO HQrs has sanctioned Rs 100 crores to develop SDR and Rs 20 crores to develop CIFF to Director, DEAL, knowing full well that  Sh R C Aggarwal, Director, DEAL is bluffer, has never delivered Rs 5 subsystem learnt the art of bluffing from the days when he joined as charge man  Grade– II . he was present in Bangalore along with his aides but no one could spot him in airo India Show. At least he would have gathered various informations to implement in the planned SDR & CIFF to be developed by DEAL, DRDO, Dehradun.

The CIFF developing at DEAL at 35 GHz for the range of 8 Km is big joke because MM wave over the trans horizon path is 80 Meters to 3 Km, even when the transmitters/receivers are located at height. If 35 GHz radio has linked line of sight range and the beam width is very narrow close to 1 degree so it is very critical to handshake. In fact the project on CIFF was given by DRDO Hqrs for sake of fun. There was no R&D component in it. DRDO Hqrs is aware of with the limitations of MM wave range since 1980. However, DEAL has spent nearly Rs 100 crores so far to just reestablish the known parameter. How long such a funny research can be allowed. If DEAL is culprit and befools DRDO Hqrs by submitting such funny projects on MM waves with justifications of end use in defence services then peer review committee members and sanctioning authorities are equal partner in this organized crime of looting the poor tax payer’s money. It is loss of qualified manpower, misuse of funds, and misuse of the trust of defence services.

Sir, whether you accept or not DRDO gets annual grant from the defence budget allocated for a particular financial year. The subject money comes from poor tax payers pocket. It is assumed that every penny spent on R&D will come out as a reliable product/ import substitute but we are importing substitute. A firm accountability has to fixed or else the common people may react like they reacted in Egypt.

Sir, please ensure your sincere effort on

i.  Seizing & freezing the auto engine from a safe distance to counter fidayeen attack.

ii. Deep sea (400m-500m) submarine communication technology for mission mode operation

Hope above task will begin shortly under your able leadership.

Long ago Sir Albert Einstein visited and he was impressed with the scientific foundations lead new born country may be it was 1954. Pt Nehru the then Prime Minister of India showed the road map of Indian scientific mission.

On 1^st Feb 2011 the soul of late Sir Albert Einstein visited once again the different premier scientific organizations of the India and the somehow got attracted with doon valley and entered into rich library of DEAL, DRDO, Dehradun. He was shocked to see that the library is situated in 5^th floor and entry card are needed for fixed visiting hours of the library. Einstein wanted to see some old books and journals; he got it and set on the reading table. In the process of reading his relativity theory he noticed that the word relativity is has been very carefully replaced to relative and same word has been corrected at all the places where ever it has appears in the text. The corner of the page a small signature of Sh R C Aggarwal, Director, DEAL, Dehradun justifies the correction made on 1^st November 2007. Out of curiosity Einstein opened some more books and journals saw the chapter of relativity but he was astonished to see the correction similar as has seen in the first book.

In the mean time probably a librarian with sky blue turban (matching turban with India’s current Prime Minister) appeared and started banging to the attended and shouted that “when nobody is in the library who dare to opened the books and journals and that was too 20-30 together, you know director, DEAL does not like that anybody should read the books because he always said to young scientists whatever you learnt in your college is sufficient, it is not an educational institute. Scientists are supposed to engage them in procurement activity, as we have to sign several contracts, some are in pipe line and to fix some more deals,  I am always alone running to Hyderabad /Bangalore to identify the private firms, only Hemant Kumar Gupta, HMM helping me to fix some of vendors. “

With the help of attendant the librarian dumped those books in the closed chest and put a lock in the reading hall.

Einstein probably sensed the worst condition of last 6o years scientific achievement in India and wrote in the foot note of a page “India definitely would have become super power in 2020 had the scientific community been done justice to their work.”

Whatever World Bank funds granted to India annually goes back to foreign firms against import of equipments/ systems/ subsystems/ components. Then he wrote further that under technology development people here are doing experimental works principally to acquire new knowledge. This is not the proper method. Basic research is always done in universities. Technology development is the basis of production and field  application development is prior phase of production, development has following components – design, design research/ analysis/ concept, development of prototype, pilot production scheme, process of transforming design data in to product manufacture, integration, assembly, inspection, testing, quality assurance.

Before going out of DEAL he recommended that only the methodical approach can translate in to the product.

Sir, as I suggested you America have hardened its fixed frequency radio set RT-841/PRC 77, the antenna hardened against EMP bears the number 80-271B. if the hardening cost of fixed frequency radio designed and developed by DEAL comes out to be 1 lakh, Army would prefer to purchase 1 lakh set at once, so the total earning of DRDO would be Rs 10000000000. This will be a firm order because nuclear conflict is inevitable as we are surrounded by nuclear states. Everyone no by recent press release that Pakistan now having 110 nuclear warheads.

DEAL is competent  enough to design & develop a radio which has gone for production the team can be ordered to design a production model of fix frequency HF/VHF radio. The design should be simplest using slow devices. I hope you will not ignore my suggestion as it will be a compromise to national security.

I would like to thank  you for the follow up action on the complaint in respect of Sh. Hemant Kumar Gupta, Scientist ‘F’, Head Material Management in DEAL, Raipur Road, Dehradun and Sh A K Tyagi, Scientist ’F’, CPIO, DRDO Hqrs.

In Sh Hemant Kumar Gupta’s case his God Father Sh R C Aggarwal, Director, DEAL constituted a committee headed by Sh K N Rao, Scientist ‘G’ and best part of that he has chosen member of committee Sh Prakash Chand Scientist ‘G’ who has a vast experience in manipulating such issues and he was groomed by Dr A S Bains, Ex Director, DEAL. Mr Prakash Chand manipulated similar issue of Sh R.K.Aggarwal’s Sc ‘G’ and Associate Director, SDR Temporary Duty issue in which he traveled by ordinary bus and submitted taxi bill in 2003. Sh Hemant Kumar Gupta somehow manage a forged document from railway that he was not traveled by his booked ticket. I have already submitted a RTI request for that railway ticket information that whether the ticket was cancelled, who was travelled in that particular seat. I have doubt that nothing will come out in this enquiry, God father Sh R C Aggarwal will give him scot free passage. But Deal’s boys  young scientists and staff are watching the proceeding very minutely because they also want to get rid of corrupt official of DEAL.

Sh R C Aggarwal’s tenure as Director, DEAL will be remembered as blank period, he has violated all the government norms and helped the nepotism to grow.

Sir, regarding Sh A.K Tyagi an inquiry headed by Sh Pant, Vigilance Officer, DIAT is going on, sitting at DRDO Hqrs Sh A.K Tyagi is trying to manage and fabricating the papers from his suppliers/ vendors friends whom he  obliged in his tenure at DIAT (like Murgan etc.) But the old copy of Nature Magazine so far nobody has scene at DIAT campus (Total subscription cost 25 lakhs).  Sh A.K Tyagi use to meet vendor at Delhi and for his frequent TD’s during the said period can be verified from records.

I have doubt that chairman of the inquiry committee Sh Pant will do justice because he himself is involved in so many corrupt practices reported by gazette officer (Scientist ‘D’) from DIAT, Pune itself.

I hope you will appreciate my initiative to clean DRDO from corruptions/ nepotisms as this will broaden your mission of “transforming DRDO into a high performing result oriented organization”

On republic day parade along with army contingent horses from president’s body guards also participates. But the horse does not know when to relive nature call and in front of VVIP’s it does not bother at all and shows its dis association from the ceremony. The commanders however have full respect/ honor for the ceremony.

Similarly you have a mission but “directors of DRDO labs are insensitive to national cause”, they are busy to fulfill their desires, they have to set a new records of corruption and nepotism. They behave as they are not part of the Indian constitution.

On the eve of republic day we demonstrate our strength in managing of the country’s defence. DRDO has always demonstrated its weapon developed indigenously. The organization relaxes but the SA to RM knows the truth behind the scene. When the cost of DRDO budget was raised from 63 crores / year to 1100 crores/ year and estimates future development program then in mid eighties one lakh crores, this cost was estimated based on the indigenous development of MBT, IGMDP, LCA etc. In 2011 you have repeated the 1985 figure one lakh crores, it means we have to go long way.

The reason of failures are numerous, let us take the example of procurement methods adopted by crook scientists. We do not have explored the reliable manufacturer of the systems/ sub systems/ components. Due to limitations of informations the mail order firms are declared by indenter under pressure of competent authorities that is director as only source of manufacturers. This is done only to get a huge hefty commission/ omissions. The country’s interest is overshadowing by the personal interest. The scientists who were supposed to harden the backbone of country’s defence were diverted to comparing their asset with bureaucrats of other ministries.

The second major cause is NEPOTISM and its spread in all 52 Labs of DRDO like epidemic. The latest example of nepotism is all the blue eyed boys of strong stalwards of DRDO are appointed as directors of DIHR-Leh, DRL-Tezpur, ITM- Mussoorie and ISSA, Delhi, all these Labs directors are always away (90%) from their work place to either Delhi or Bangalore, where they have their families. The concern Lab like an orphan and no one bother for output. This data any one can confirm from DRDO Hqrs.

What are nation’s requirements, what is useful for users is not at all concerned by these so called DRDO technocrats, they only think for those areas where they can easily fool the users. US, Russia, UK, Sweden, Israel, Japan, China and other so many countries having Software Defined Radio and it is openly available off the self in world market and the cost of started from 650$ to 4000 $. Any new system takes 15 years for production model development where user has given satisfactory clearances. With this time schedule Indian SDR will come in 2025 and the sanction cost of 100 crores will become 1000 crores. Please think over it.

In fact India need very badly NEMP hardened simple radio, if Dr Saraswat in his tenure able to deliver a reliable EMP hardened fix frequency indigenous radio to forces, will be remembered in history of India.

On this occasion we may introspect our strength and weakness and redraw the DRDO programs, it may be beneficial for users.

I hope by the end of this February many big corrupt officials of DRDO are going on superannuation and you have the opportunity to get rid of their useless advice. Please beware with their adopted sons and daughters who are eating DRDO like termite.

Hope you are looking the feasibility of following projects.

i)    Seizing & freezing the auto engine from a safe distance to counter Fidayeen attack.

DRDO has constituted four research boards to nurture and harness talent in academic institutions, universities, R&D centres and industry. The organization provides necessary facilities for promoting basic research and to catalyse cross-fertilization of ideas with R&D agencies in other sectors for expanding and enriching the knowledge base in their respective areas. The boards provide grants-in-aid for collaborative defence-related futuristic frontline research having application in the new world class systems to be developed by DRDO.

DRDO’s research boards provide a platform to tap research talent across the nation and promote cutting edge research that caters to the defense sector. Today these DRDO boards have been converted into money making system for some of the so called high profile scientists of DRDO.

These Boards are acting chairmen’s and powerful scientist’s pocket kitty, total funds of boards is distributed as per their will not according to merits.

All boards have different methods of distributing funds. As per DRDO’s website only, AR & DB give awards to the deserving persons in the field. Since 1988-2008 a total of 51persons have been awarded, but out of these 51, 80% are south Indians. Why? Because most of the time AR&DB was headed by South Indians. In AR&DB website there is nothing is mentioned about the achievements/ contribution/ innovative process/ products developed by the awardees. Of the 28 institutes promoted by AR&DB, more than 50% are from South India and more than 10 are private institutes which are run as family business.

ARB (ARMEB) board was established in 1997 and it appears to be a low profile board.

NRB is slightly more active as per their website. They offloaded 157 projects, activity output was shown in 32 projects, 57 projects were completed, 40 are ongoing till date (Jan 10) while there is no information on the status of the remaining 60 projects. Interesting thing is that output is coming from only those projects which are given to IIT’s, IIsc and NIO or Govt Institutions. The project budget is not disclosed anywhere on the website.

The Life Science Board is the biggest money manipulator board of DRDO and nowadays it is at its peak. All top corrupt official of DRDO are a part of it. This board’s website gives no information at all regarding any of its projects, or the institutions to which they have been awarded, their budget, achievements if any, etc.

Several institutes, like SASTRA and other south bound pocket institutes, which are directly and indirectly related to sanctioned authorities, are enjoying the poor tax payer’s money. In return they obey their orders, for example at the time of project approval itself it is pre-decided by the approving authority, that major part of equipment would be procured only from their favored vendors. Sometime they force their name to be added as co-author in research paper. The institute has to appease them by inviting them as chief guests in seminar/ workshop, with the condition that all their expenses be borne by the institute along with the expenses of their accompanying family. These practices can only be afforded by private organizations.

In case of SASTRA, Thanjavur, Tamilnadu the founder & VC Prof R Sethuraman is good friend of DR. W SELVAMURTHY, DS & CC R&D (LS) and whole sole of Life Sciences Board.

Can DRDO give a single example of entertaining of such large number project of single private institute at the same time (34 projects submitted by SASTRA in a single go and 14 were instantly sanctioned and rest 20 projects are waiting for sanction). Any one can observe that whenever SASTRA lecturers’ visit any of Life Sciences Labs of DRDO, the senior scientists always welcome them with folded hands, because any mistake or reaction would ruin their career by great DR. W SELVAMURTHY, DS & CC R&D (LS). He is part of DRDO’s God Father Culture. The scientists working in Life sciences have experienced his actions first hand as he elevates Duffer to Boss or ruins the career of brilliant scientists at will. This can be happened only in DRDO.

These boards’ sanction authorities or other counter parts like Dr. Chandra Prakash sanctioning grants to their friends/relatives etc. You will also find Dr.Chandra Prakash’s  participation in various papers / co-guide and seminars guest of honor / chairmanships of societies / and if one can go through the entire involvements of these scientists all you will find is corruption and only corruption

I)           Total amount  spend under DRDO Grants-in-Aid Scheme to various academic institutions and R&D  labs outside the boundaries of DRDO from April 1999 to March 2010

II)            TA/DA spent year wise from April 1999 to March 2010 by DRDO for  DRDO officials in connection with ER/IPR related work

Brief facts of the case:

These boards are engaging in siphoning the poor tax payer’s money for personal gain of the sanction authority.

Almost 400 Crores of rupees are distributing through these boards and different DRDO projects to IIT’s, Universities’ and Colleges and even some NGO’s, in the name of  expanding and deepening the knowledge-base, Enhancing core competence in the field of knowledge, To encourage and provide funds for basic research in pertinent scientific disciplines etc.

The most of funds distributed till date to maximum private universities and private institutions and especially in last ten years out of total grants has gone to southern states. DRDO in its charter of duty has specifically mentioned Kashmir to Kanyakumari and Gujarat to North East the equal opportunity will given to universities/institutions.

Now Amity University is also start getting funds in corers but the reason that 4 senior most DRDO retired persons are doing jobs.

Recently SASTRA University, Deemed University,   Thanjavur Tamil Nadu submitted 34 projects to DRDO and instantly 14 were sanctioned and rest 20 are in process. The VC of SASTRA University   Prof. R. SETHURAMAN is friend of Dr W Selvamurthy,  DS & CC R&D (LS),   of DRDO and Chairman of Life Sciences Research Board instructed (ordered) various lab Directors to release grants to SASTRA.

Any one cannot believe when the simple private college lectures of these CC R&D’s favorites visit for any Labs of DRDO for grants of projects the whole team of senior most Scientists ‘G’ are line up in front of them for their service.

Even though the sanction authority electronics engineer the paper publishes by the individual professor of any stream or under their project for which the grant has given by DRDO, the co-author always is the DRDO man.

These boards sanction authorities or other counter parts like Dr. Chandra Prakash sanctioning grants to their friends/relatives etc and you will find Dr.Chandra Prakash  participations in various papers / co-guide and seminars guest of honor / chairmanships of societies / and if one can go through the entire involvements of these scientists  will find only corruption and only corruption.

The city/ town are belongs to them projects are become soft path for inducting their own wards in main DRDO vacancies and it is the vice versa.

i)       It is clear cut case of misappropriation of Govt. Funds and misinterpretation of Govt.  rules

ii)       A holistic approach of expose the weak management policy which is giving immense loss of funds, national security, defence preparedness etc of our country.

Sting op shows bulletproof jacket trials were rigged

Question mark over procurement of jackets after DRDO scientist is stung claiming the trials were rigged

New Delhi: The procurement of 59,000 bulletproof jackets for paramilitary forces, including the National Security Guard, is under a cloud.

A sting operation by a disqualified bidder purportedly features a Joint Director of the Defence Research and Development Organisation (DRDO) — who monitored the jackets’ testing process — as claiming that he had first rigged the trials and could now “undo the damage.”

The tape, obtained by The Indian Express, was submitted to the Home Ministry by a security firm which had supplied 20,000 bulletproof jackets to the Government last year but failed to make the cut this time.

The 25-minute tape is said to feature R K Varma, Joint Director of DRDO’s Terminal Ballistic Research Laboratory near Chandigarh, the venue of the jacket trials.

People, Media and Government Agencies are talking about a lot of these kinds of issues, but as the Head of DRDO organization, you are fully aware of the facts and know who are the culprits and where the lacuna is in the system. In only 20 years of my service, in very small position, I also became aware the corruption mechanism which is prevailing in DRDO. So you, who are Super Technocrat and involved deeply in each and every important activity of DRDO since 1972, would definitely be aware of all these malpractices too.

Please do take urgent and needful action and that I am certain will become an important milestone in the history of DRDO.

• The Media should FOCUS AND HIGHLIGHT THE DRDO or the DEVILS REPAIR AND DEVELOPMENT WORKSHOP.
• Every contract in DRDO is given ONLY AGAINST “CUTS” to the SARDAR especially waiting there to collect. No “kickbacks” NO CONTRACTS….as simple as that…
• Whether it be BULLET-PROOF JACKETS or MISSILES,SUB-MACHINE GUNS or AMMUNITION,ROCKETS OR AIRCRAFT PARTS OR ANY BIG GUNS….NO HAFTA NO CONTRACTS..
• Do U know why our Missiles are required to be “tested 100%” i.e. EVERY Defence Rocket MUST BE TESTED,every VIJAYANTA TANK must be tried,EVERY SUBMARINE must be TESTED 100%.
• Why does “Defence Development” take so long?
• Why does it take AGES to REFIT SUKHOIS or SUBMARINES???

This is extremely sick but literally not shocking as corruption is the latest fundamental right of the Indian public servants. In every government dept. be it the railways or Public works department contracts are always given to the people with high political contacts. I know a person in the northern railways . He openly boasted that he took a bribe of 8 lakh rupees for passing  a contract and he was the chief engineer. Such shameless and crooked people are managing the state of affairs of our country.

I wonder why people like varma are not tried for mass murders. Security personnel risk their lives for the country leaving back their families and Varma’s are busy making money out of the precious lives. The Bloody **** should be hanged!!
