Top defence scientist netted in Jayamahal massage parlour raid

A top award-winning Defence Research and Development Organisation (DRDO) scientist was picked up by the police during a raid on a high-end spa-cum-massage parlour in Jaya-mahal. The police raid occurred on May 11 around 11 pm, and the scientist was arrested along with 18 others, including women working in the parlour and two pimps, under the Immoral Trafficking Prevention Act. According to the police, the scientist initially managed to hide his real identity from them.

T Mohana Rao is Director of the Gas Turbine Research institute (GTRE), a DRDO wing involved in the manufacture of Kaveri, India’s first indigenous jet engine for LCA Tejas. According to the police, Mohana Rao had claimed at the time of the arrest, “I have come to fix an appointment for my wife for tomorrow.” Mohana Rao also allegedly lied to the police that he was a consultant with aeronautics space research and was a resident of Vimanapura in HAL.

In the police press note released later, the 16th name in the list of arrested was that of Mohana Rao and his address was given as Vimanapura.

Bangalore Mirror tried to contact Mohana Rao on his official number listed in the website of the Aeronautical Society of India (Bangalore branch) where he is chairperson. This phone number was also confirmed by the honorary secretary of the Society and another GTRE official, U Chandrashekar.

The male who picked up the call first agreed that it was indeed Mohana Rao on the line, but when we identified ourselves as members of the press, the speaker claimed to be Mohana Rao’s son and wanted to know what the matter was.

When we insisted that the speaker first reveal his identity, the man said he was ‘Ramesh’. “I am his friend who has been using this number for the last three weeks. You can leave a message with me, which I will pass on,” he said. When we asked why the official number of a senior scientist who is working on important national defence projects would be with a ‘friend’, he hung up.

We texted him and also sent an e-mail to him asking him for a response on the matter, but received no response to either at the time of going to print. According to DRDO sources, the issue is now exercising the higher-ups in the defence establishment. Sources said DRDO’s vigilance director (headquarters) Brigadier Ajay Gupta has arrived in Bangalore to collate information on the case.

Mohana Rao has been part of the GTRE team which has been working on the jet engine project, to be used for the Tejas Light Combat Aircraft, for the last two decades. He joined GTRE as a junior technician in Bangalore in 1989 and rose up the departments ranks rapidly. He is known for his proximity to Union minister of state for defence Pallam Raju.

GTRE has spent close to Rs 1,900 crore on building the Kaveri engine, but has failed to deliver the expected results. Now it is set to partner with a French company in what is said to be a multi-million-dollar deal, for technology-transfer to complete the engine building project.

In 2008, Mohana Rao and the GTRE team were awarded the Dr V M Ghatge national award for his outstanding contribution in the field of aerospace technology. Mohana Rao is also chairperson of the Bangalore branch of Aeronautical Society of India and the Chairperson of the township advisory committee of C V Raman Nagar, where most
DRDO personnel live.

He also heads the Rs 100 crore GATET project that was launched a year ago. Unconfirmed reports also claim that the scientist was in the company of N E Narayana, a contractor who supplies mechanical parts to DRDO. Mohana Rao was due to retire this year but was given a two-year extension.

The spa management continued to deny that it was involved in any illegal activity. “Our owner Madhuri Hingorani is out of town and we cannot comment on the matter. But we deny all charges of immoral activity in our salon,” a spokesperson said.

Misuse of Power and Position at DLRL, Hyderabad in installation of Access Control System

Honorable Sir,
Rajiv Gandhi’s oft-quoted remark on how only 15 paisa of every rupee spent by the government reaches the beneficiary, today if any one checks in DRDO  same ratio of poor tax payer money which DRDO is receiving spent on real task, rest 85 paisa per rupees is wasted by DRDO official on their own personal benefits.  If any government agency or non government body initiate technical audit will certainly find this 85% sheer wastage, which corrupt DRDO officials are doing every day.

Sir, think if only 15 paisa utilization by DRDO scientists getting various awards  then if they utilize 90 paisa per rupees then all the awards which government of India having will definitely going  short to facilitate to our emeritus, distinguished, outstanding  DRDO scientist.

One example of their modus of operandi which was the procurement of general item will just give you an idea and think if the items are technical then how easy it is to fool the whole government machinery by changing the technical nomenclature, which cannot be easy to judge by financial, customs, and other money sanction authorities. This is the tip of the iceberg and ready to get such examples in regular basis of all DRDO Labs and their Private mushrooming organizations like Brahmos, ASL, BDL etc.

Misuse of Power and Position at DLRL, Hyderabad in installation of Access Control System

The following points are brought to your kind notice regarding misuse of power, corrupt practices adopted in DLRL in connection with placement of order for installation of Access Control System.

DLRL, Hyderabad is the first Laboratory gone for Access Control System during the year 1995 consisting of Card Readers, Turn styles, CC Cameras etc. Based on the performance of the Laboratory, DRDO HQrs. has decided to go for installation of complete Access Control Systems in all Labs of DRDO during the year 2001-2002.

In the year 2004, the case for up gradation of Access Control System was planned and initiated by Sr. Security Officer of DLRL. However, Senior Scientists (Shri S.K. GUPTA and Shri K. BARUA) have taken over the project and called for Tenders vide Tender Ref. No. DLRL/ST/200480010 dated 15.11.2004 and subsequently cancelled the entire process stating that the specifications were not up to the latest trends in the market.

Again, during the year 2008/ the above mentioned Officers (Shri S.K. GUPTA, Sc-G and Shri K. BARUA, Sc-G) along with the present DoMS, Shri D.P. RAO, Sc-F raised another enquiry for same Access Control System bypassing the Senior Security Officer who is an end user and inventory holder. The specifications were much inferior to the existing system which is already in use for the last 15 years in the Laboratory. The total cost of the project was shown as Rs. 165 lakhs and subsequently estimates escalated to Rs. 181lakhs. The proposed work was supposed to be completed by November, 2009 as per Supply Order (copy enclosed). In the requisition, it may be seen that Shri K. BARUA has signed as Demanding Officer, Inventory Holder and also Divisional Head but the fact is that Shri K. BARUA is neither Inventory holder nor divisional officer of Security. Earlier also, he has indulged in the same kind of act in procuring X-ray Scanning machine by signing in all above three positions for the reasons best known to himself and Shri S.K. GUPTA and also to the then Director. However, even today, i.e. after 18 months of the due date, the job is still not completed. It is noticed that the power fencing of the Lab. Was supposed to be 3000 meters (the same was shown in the tender requisitionand cable survey report is enclosed for your ready reference) and actual perimeter of the Lab. is also 3000 meters (approx.). However, the order placed for power fencing was for 6000 meters (which is double than the required) and the rate for the same in sister Lab., i.e. DRDL was Rs. 550/- per meter whereas DLRL has placed order for the same system at Rs. 1187/- per meter. (The order for the system placed by both labs. is with the same company and make, M/s. Shivananda, Nasik). This clearly indicates the corrupt practices of Senior Officers of the organisation.

The installation of power fencing is also not as per the norms of Security. The lines are being erected from inside the laboratory whereas it has to be erected from outside of the perimeter wall. However, the senior officers are .insisting for installation of the same from inside DLRL. The perimeter wall of the organisation is of 3 meters in height along with 1.2 meters of chain link and 900 mm of concertina coil making total height of the wall to the extent of 5 meters. In this case, it is not possible for any individual to jump 5 meters for entering into the premises. So the total exercise of going for power fencing is waste on the exchequer of the Govt. (The total cost for power fencing works out to Rs. 72 lakhs appx.). Similarly, 10 Megapixel cameras are available in the market for Rs. 10,000/- appx. However, it is noticed that DLRL has placed for purchase of the same camera for Rs. 35,000/- a piece. The outdoor CC cameras costing approx Rs. 7.15 lakhs are of Chinese make without any specifications.

The dismantling charge of Rs. 3.5 lakhs shown in supply order is wastage of money as nothing has been dismantled so far.

It may be seen from the above that Senior Scientists are involved in blatant misuse of their official position and indulged in corrupt practices.

Sir, I humbly request you to direct a strong message to DRDO that the D.O letter no 11017/04/2010-AIS-III Dated 3rd March 2010 of Cabinet Secretary,  Government of India all ministries/departments is also applicable to DRDO and its ancillaries also.

The Para 2 of letter says that “Civil servant are appointed on the basis of a fair and open completion. We must respond in full measure to faith that citizen have reposed in us and meet their hopes and aspirations of good governance. Integrity, honesty, objectivity, impartiality, transparency, accountability and devotion to duty are the core values which civil servant should cherish and which should form an integral part of our decision and action.”

The Para-3 of letter says “The issue of corruption needs to be addressed fairly and squarely. The Government policy of Zero Tolerance for Corruption must be implemented fully and effectively. Prevent vigilance should be straightened. Transparency must be introduced in decision making and in all our systems. Stringent action must be taken against officers found guilty. Disciplinary proceeding must be expedited.”

Sir, if you ask your Scientific Adviser to give you any example of action taken by DRDO on this above Para-2.and 3, then I am sure Dr. V.K Sarswat will not able to give you any answer.

Because one side Dr. V.K Sarswat constituted vigilance inquiry headed by Prof. S. K. Salwan against   Dr Arun Kumar, DOP as per your direction, as your good office received lot of complaints from   bunch of people with evidences.

And the other side “post independent inquiry committee, Dr. Arun Kumar also shared dais on 26th March 2011 with former president of India Dr. A.P.J.Abdual. Kalam and SA to RM Dr V.K.Sarswat this shows how serious is DRDO regarding vigilance inquiry”.

As  Mr Kalmadi was sidelined from  Padma awards function at   Rashtrapati Bhavan.

Sir, today I have received a comment about Dr Arun Kumar —-

“Dear Prbhu,

You don’t know about Dr. Arun Kumar, the DOP. He is a corrupt and standing out Scientist in DRDO. He has taken extension for doing malpractice and corruption for his next generation. Some years ago, he was a bogus scientist but at present he is a expert ‘BABUJI’ for corruption. If anybody is interested for corruption then please join the classes of Dr. Arun Kumar. He will teach everything about the corruption, extension service period. He acquired his Doctorate in “Corruption in DRDO”. Therefore, he handled many departments in DRDO. At present the Inquiry is going on against Dr. Arun Kumar but don’t worry about that, he is great expert for that also. Please note. The DGR&;D is also in his under wait’s pocket.”

If this the opinion of his colleagues then what output you can expect from DRDO in this scenario.

Sub. : Lawlessness and irregularities in the Administration of DRDO

 

Respected sir,
It is our observation that the esteemed organization of DRDO is being infested with the incapable, inefficient and corrupt officers. Nationalistic spirit is being lost fast and selfish and ego-centric attitude is being cropped up among the ranking officers of DRDO. Many of them are the patients of Acquired Immunity of Inefficiency Syndrome!

Mr. Prabhu Dayal Dandriyal from Dehradun is incessantly bringing out the anomalies and corruption in DRDO through his Website ‘Corruption in DRDO’. He is cleansing the DRDO. He has created awareness among the citizens of India about what is going on in DRDO.

For the efficient administration of DRDO, the administration part of it should be handed over to the IAS Officers. Presently the administration of DRDO is done by the Scientists. Actually, the Scientist should work as Scientist only. They are trained in Research work but not in administration. They lack basic legal knowledge. Even they don’t know the Constitution, CCS (CCA) Rules or CCS (Conduct) Rules.  That is why there is inefficiency as well as lawlessness in DRDO.                     

It has been observed that presently more than 80% of the Scientists of DRDO come from Engineering background / faculty. They are proficient at technology but not at Research work. Technology itself is not a science; it is the application of science.  On the contrary, many Science graduates / post-graduates / Doctorates are forced to work as Technical Officers. Thus the Human Resources are not properly utilized in DRDO. The Research workers with Science background should be appointed in as Research Officers / Scientists and not in Technical cadre.

It has also been observed that the Emeritus / Distinguished Scientists are doing the Administrative job without any knowledge of Administration. They are given extensions in service while they are doing administrative job. Actually, extension in service is to be given to the Scientists to complete the Research work in hand. But it is seen that the Directors, CCR&Ds are unnecessarily given extensions. Some of them are working up to the age of 65 years!  The IAS Officers are retired at 60 but these administrators, under the guise of Scientists are enjoying extensions even for 5 to 6 years after retirement age. These anomalies need to be stopped immediately in the national interest.

If the DRDO is not cleansed in time, the defence scenario will be different. We do not afford to neglect the danger which is posing a threat to the security of our nation. The corrupt officials are the enemies of the nation. They will not hesitate even to sell out the Country if they get a chance. This scoundrel sect must be dealt with severely.

As a Defence Minister, it is your paramount duty to pay heed to the cleansing process of DRDO taken up by Mr. Prabhu Dayal Dandriyal. Our NGO is firmly backing him for his noble work.

The reins of Defence Ministry of India are in your able hands and the whole nation believes in your leadership.

Extension: F.R. 56(d) states that no Government servant shall be granted extension of service beyond the age of 60 years.  However, provisions exist in the rules to grant extension of service to certain category of Government servants only.  Therefore, it must be ensured that no Ministry/Department should propose to grant extension in service unless the case is covered by the Rules

I wish to bring to your notice another case of irregularities being committed by Dr. Arun Kumar, DOP, DRDO Hqrs. in the matter of recruitment of appointment to the post of Scientist ‘B’ ( A Group ‘A’ Gazetted Post in DRDO)

Sh. Dharmender Kumar was the Senior Technical Assistant -‘B’ (Non Gazetted Post) in SPIC, DRDO, Delhi. On his selection for appointment to the post of Assistant Professor( Mathemetics) in NDA, Khadakwasla, Pune, he resigned from the post of Senior Technical Assistant -‘B’ , which was accepted by the competent authority and he was relived on 20th December 2010 from   SPIC, DRDO, Delhi. He joined the post of Assistant Professor (Mathematics) in NDA, Khadakwasla, Pune on 22nd December 2010.

  1. Sh. Dharmender Kumar on his selection for appointment to the post of Scientist ‘B’ in DRDO through Limited Departmental Competitive Examination for the post of Scientist ‘B’ in DRDO vide DOP, DRDO letter No DOP/05/56002/LDCE 09-20 dated 23th December 2010.
  2. As per clause 2 (h) of terms & condition of offer of appointment letter, Sh. Dharmender Kumar was required to assume the appointment of Scientist ‘B’ within one month from the date of issue of above referred offer letter (23rd December 2010),failing which the offer of appointment will be cancelled( as mentioned in the)
  3. Further, as per terms & condition of offer of appointment issued to the Sh. Dharmender Kumar on 23rd December 2010 i.e. after 3 days of his being SOS from DRDO, and 1 day after joining the NDA, Pune, he was required to undergo a medical test by the prescribed medical board and required essentially to undergo a training course of Scientist ’B’ at DIAT, Pune. Further as per Directorate of Human Resources, DRDO letter No DHRD/17050/DIAT/POINTS16/C/M/1 dated 31st March 2011 that 20 weeks duration mandatory  training course for Scientist ’B’ has been scheduled w.e.f 20th April 2010.
  4. Sh. Dharmender Kumar should had not been issued with the letter of offer of appointment to the post of Scientist ‘B’ in DRDO on 23rd December 2010, when he  at own resigned and SOS from DRDO on 20th December 2010 and joined NDA, Pune on 22nd December 2010. The post of Scientist ‘B’ against which he was selected was meant out for the departmental candidate of DRDO as such, when he was not entitled to be given the offer of appointment to the post of Scientist ‘B’ in DRDO
  5. When the last date(22nd January 2011) bu assumption of charge of appointment to the post of Scientist ‘B’ in DRDO and joining the mandatory training course in DIAT, Pune by 20th April 2011 has already expired, his request for joining the post of Scientist ‘B’, DRDO should not have been entertained.
  6. Sh. Dharmender Kumar vide his letter dated 3rd February 2011 written directly to Scientific Adviser to RM (and not through proper channel of his office NDA, Pune) requested to extend the period of joining in DRDO as Scientist ‘B’ for a period of 2 months. The extended period of joining time expired on 22nd February 2011.
  7. As per the terms & condition of offer of appointment to the post of Scientist ‘B’ in DRDO as well as under the provision of DRDS Rules 1979 and amendments made thereof, the offer of appointment was required to be cancelled when he has failed to adhere to the terms & condition, a offer of appointment.
  8. From the contents of letter dated 3rd February 2011 of Sh. Dharmender Kumar it is  under that he was bypassed the official channel by writing directly to Scientific Adviser to RM, when he has holding the post of Assistant Professor (Mathematics) in NDA, where he was supposed to taught lesson overall discipline, including with regards to correspondence, command & control. He has left DRDO and NDA not for the sake of nation, but consideration (refer to para of his letter 3rd February 2011) both the offer being equally lucrative, more ever; the growth prospect and financial incentive were higher in the said venture. He has send the copy of his letter directly to the DOP, DRDO and not to his earlier controlling authority i.e. SPIC, DRDO

It is highly regretted to say that instead of taking any action against him for the acts of subordination, which are subversive of discipline, and cancelling the offer of appointment to the post of Scientist ‘B’ in DRDO, he has been allowed to join the post of Senior Technical Assistant -‘B’ in SPIC, DRDO on 2nd May 2011 and the very next day i.e. 3rd May 2011 itself the DOP processed his case vigorous  speed to evaluate him to join the post of Scientist ‘B’ in DRDO, thus violating the provision of:

a)     Terms & Condition of the offer of appointment letter to the post of Scientist ‘B’

b)     DRDS Rules 1979

c)      Central Civil Services (Conduct) Rule 1964

d)     DHRD,DRDO Letter No DHRD/17050/DIAT/POINTS16/C/M/1 dated 31st March 2011

I would like to request you to kindly consider the above facts and ask the Defence Secretary to conduct a thorough inquiry into cases of misuse, abuse and unauthorized use of office and position of DOP,DRDO by Dr Arun Kumar, Scientist ’H’ Outstanding Scientist,  DRDO Scientist of the Year Award in the year 2008. So that rule of law is allowed to prevail in the organization in a transparent manner.

We all look forward to your statements “Nurture talent, ensure fairness” “fairness at all levels”, but Sir, DRDO’s honest employees are eagerly waiting for implementing your statements, I ensure on behalf of all DRDO’s honest employees if the day this is implemented, the whole nation will see the great output of DRDO.

Under instructions from my client, Dr. Rohidas Gopinath Taware, (Ex-TO`B`, HEMRL, Pune), R/at:  A–11, Vijayraj Sankul, Near Medipoint Hospital, Aundh-Baner, D.P. Road, Pune–411 007, I hereby, give you the notice as under:-

  1. 1. My client was illegally suspended by Dr. Arun Kumar, the DoP on 24.08.2009 and now he has been illegally dismissed from service by Abhinavjeet Ojha, the Dy. DoP on 30.12.2010. From suspension to dismissal, the unauthorized persons from the office of Directorate of Personnel, in furtherance of their common intention to harass my client, have committed an offence under sections 167 and 170 read with 34 of Indian Penal Code.  My client has given a notice to the Secretary, Ministry of Defence under section 197 of Code of Criminal Procedure with its copy to you.
  1. 2. My client had sent an ‘Appeal for Justice’ to the Director of Personnel but instead of giving justice, the Directorate of Personnel, illegally suspended and ultimately, illegally dismissed my client. My client has informed you, time and again, about all the illegal acts committed by the unauthorized officers from Directorate of Personnel.

  1. 3. As you are the Director General of DRDO, my client made various appeals to you for looking into the matter personally and for giving justice to him.  You are the Appointing Authority of my client and as per Article 311 of the Constitution; a Civil servant cannot be dismissed or removed by an authority subordinate to that by which he was appointed.

You are the only Disciplinary Authority of my client. But the officers subordinate to you and who are, not at all, the disciplinary authorities of my client, have suspended and dismissed my client.

Everything has been done to your exclusion. When the disciplinary authority is being excluded from the disciplinary action, it is evidently clear that the CCS (CCA) Rules and Article 311 of the Constitution have been blatantly flouted by these unauthorized officers.

  1. 4. Though my client has reported you every injustice done to him, you have neither taken any cognizance of his grievances nor taken any action against the erring officers. With the prior notice to the Secretary, Ministry of Defence, my client has filed a Regular Criminal Complaint No.1198/2011 in the Court of Hon’ble J.M.F.C., Pune under sections 167, 170 and 34 of Indian Penal Code.
  1. 5. Hon’ble Court has taken cognizance of my client’s complaint but you did not bother to take any action against the erring officers, in spite of repeated reminders by my client.  It clearly means that you are protecting the accused for their criminal and offensive acts. Your inaction amounts to your tacit consent to the criminal acts of your subordinates. Under section 34 of I.P.C. you are equally liable for the criminal acts of your subordinates committed under sections 167 and 170 of I.P.C.

  1. 6. As the Director General, the ultimate responsibility of this case lies with you. You are responsible for the acts of your subordinates. Though my client has been illegally and brutally dismissed from the service and though he has informed  you  time  and  again,  you  have  remained  silent  and  inactive. You are watching the whole phenomenon as a silent and unattached spectator. My client has been dismissed from the service due to your impotent neutrality.
  1. 7. You are directly responsible for the lawlessness in DRDO and for the civil wrongs committed by your subordinates. It is your vicarious liability. My client wants to compensate his harassment, mental agony and actual losses he suffered. My client wants a total compensation of Rs.25, 00,000/- (Rupees Twenty Five Lac only) from you. You can be prosecuted under sections 167, 170 read with 34 of I.P.C.

You are advised to revoke the illegal penalty orders issued by your subordinates immediately and to arrange to join my client in the service of HEMRL, DRDO.  Your DoP had issued suspension order of my client by fax. You should, now, issue joining order of my client by fax. If you fail to issue joining order of my client within 10 days from the receipt of this notice, my client will have to initiate Civil as well as Criminal action against you.

  1. 1. My client was working in High Energy Materials Research Laboratory (HEMRL), Pune  as a Technical Officer ‘B’. He was a Gazetted Group ‘A’ Officer   and his Disciplinary Authority was DGR&D. Though he had a spotlessly clean service record of 25 years, he had been illegally suspended by Dr. Arun Kumar, the DoP and further illegally dismissed by one Abhinavjeet Ojha, the Dy. DoP. These two and other four officers from Directorate of Personnel harassed my client in their own style.
  1. 2. Time and again, my client had sought justice to the DGR&D against these accused but the DGR&D didn’t pay any attention to the grievances of my client and remained inactive. My client has suffered a lot due to the inaction of the DGR&D.

Under instructions from my client, Dr. Rohidas Gopinath Taware, R/at: A–11, Vijayraj Sankul, Near Medipoint Hospital, D.P. Road, Aundh,  Pune–411007, I hereby, give you the notice as under:-

My client was working as Technical Officer ‘B’ in High Energy Materials Research Laboratory (HEMRL), Pune – 411021. He was a Gazetted Group ‘A’ Officer and his Disciplinary Authority was Director General Research and Development (DGR&D), DRDO.

My client has a spotlessly clean record of 25 years’ service in HEMRL, DRDO. Still the officers of Directorate of Personnel have illegally suspended and dismissed him.

  1. 1. Dr. Arun Kumar, the Director of Personnel, without having any authority suspended my client under Rule 10 (1) of CCS (CCA) Rules, 1965 on 24.08.2009. Only DGR&D can issue such order. Dr. Arun Kumar very well knows that he is not a Disciplinary Authority of my client or is not specially empowered by the President in that behalf.

He has admitted the fact in his deposition before Inquiry Officer on 08.06.2010. He knew and believed it to be incorrect to sign the suspension order of my client. Still with the sole intention of causing injury to my client he has signed the suspension order of my client.

He has pretended to hold an Authority to suspend my client and in such assumed character he has suspended my client.

  1. 2. V P Pande, the Associate Director of Personnel has issued Memorandum under Rule 14 of CCS (CCA) Rules, 1965 on 03.09.2009 and issued order for appointment of Inquiry Officer. Only DGR&D can issue such order.
  2. 3. I B Arora, the Joint Director of Personnel issued order for grant of subsistence allowance to my client on 19.11.2009. By Rule, only DGR&D can issue such order.
  3. 4. B B Sharma, the Joint Director of Personnel issued Memorandum under Rule 14 of CCS (CCA) Rules, 1965 to my client on 07.10.2009. he issued appointment order of Inquiry Officer and Presenting Officer on 25.11.2009. By Rule, only DGR&D can issue such orders.
  4. 5. S B Yadav, the Deputy Director of Personnel issued Penalty Order to my client under Rule 11(ii) of CCS (CCA) Rules, 1965 on 08.12.2010. Only DGR&D can issue such order.
  5. 6. Abhinavjeet Ojha, the Deputy Director of Personnel issued Penalty (Dismissal) Order under Rule 11(ix) of CCS (CCA) Rules, 1965 on 30.12.2010. Only DGR&D can issue such order.

When Dr. Arun Kumar, the Director himself specifically admits that he is not a Disciplinary Authority of my client, no question of Associate Director, Deputy Director or Joint Director having any disciplinary authority over my client arises at all.

Moreover there are no such posts as Associate Director, Deputy Director, joint Director, Assistant Director or Additional Director in DRDO. No Gazette Notification to that effect is available in DRDO. It has been admitted by Central Public Information Officer (CPIO) in his letter No. DIITM/02/2091/P/2010 dated 20.05.2010.

Thus the Director and all these so-called Associate, Deputy and Joint Directors from the Directorate of Personnel have committed offence under Sections 167 and 170 read with 34 of Indian Penal Code. They have committed the offence in the discharge of their official duties. The only intention of these officers was to cause injury to my client. They have jointly done it in furtherance of their common intention to cause injury to my client. All these officers are from the same office i.e. Directorate of Personnel, DRDO.

All these officers have used DGR&D’s exclusive powers to the exclusion of DGR&D himself.

My client wants to prosecute all these accused. You are requested to give your sanction to prosecute them, within 30 days from the receipt of this notice. If you fail to reply, it will be presumed that you have given your sanction and prosecution will be instituted.

DRDO Prefers to Give RTI Cell Responsibilities to Tainted Officers

An independent inquiry committee has been constituted in DRDO HQ, New Delhi Vide Directorate of Vigilance and Security Note No. DVS/02/2053/P/01 Dated 17Mar. 2011 regarding the acts of corruption committed by Dr. Arun Kumar in getting her daughter Ms. Swati Srivastava as Scientist ‘B’ in response to the advertisement no. 66 item no. 34 meant for stream of Biotechnology. Ms. Swati Srivastava did’t has MSC. in Biotechnology, but she had her MSC  in Environmental Biology. The concerned file no. is DRDO/V&S/ INQ- AK/2011.

Top Brains to Assist DRDO

I happen to see a news clip from HT correspondent “Top brains to assist DRDO” Dr W Selvamurthy said that DRDO need active participations of academic institutions to get involved in developing cutting edge technology to be used in the country’s defence.

I remember this statement was given by Dr.V S Arunachalam  when he gave call for private/public participation in Missile program (IGMDP) which culminate in to the participation of 400 individuals/private/public agencies including national laboratories, education intuitions in developing Prithvi / Agni   missiles. After the success of the entire country celebrates as Prithvi / Agni   was nation’s pride.

What happened afterwards, did anybody examine the reasons, why the knowledge bank is not coming forward with new products? With the success of Prithvi / Agni   the so called stalwarts able to divert maximum funds to institutions without realizing that they will never help in developing the cutting edge technology. The projects submitted by sincere faculties of famous institutions were sidelined and the recommendation were given to relatives/friends owned private institutions as an example  SASTRA University, Thanjavur has submitted 34 projects proposal under the patronage of Dr. W Selvamurthy, CC R&D (LS & HR) & DS  for sanction by DRDO Hqrs under various scheme. Out of 3414 projects have already been sanctioned. Deemed University SASTRA is owned by Prof. R Sethuraman, VC, a close friend of Dr. W Selvamurthy.

In university the education system is such that it prepares the movement of knowledge in one dimension.

In R&D the knowledge base transform itself in two dimensions that is the science is converted to applied science or technology development.

In the industry all developments are with end objectives of PRODUCTS. The product development addresses very minutely the issue of financial growth and hence it added third dimension. Country’s economic development requires export of products.

Sir, very sincerely if you think the end objectives that are development of import substitute to be use in to country’s defence. You have to definitely stop immediately corruption and nepotism prevailing in DRDO.

Staying at Delhi you might have felt the heat of “anti corruption movement” by an old Gandhian ‘Sh Anna Hazare’. The entire nation right from innocent children’s to old citizen irrespective of village and city has join hands against corruption.

I as disciplined government servant dedicated my services on project of defence. I realized some fowl play of Director, DEAL and immediately intimated to various government agencies through proper channel. But the roots of corruption have gone in such deep in DRDO that the culprit was honored.
You are surrounded by those officers who have close association with corrupt regime. Instead of taking lead a new missile development, chances are that you may found yourself one day in centre of corrupt wave and would continuo to receive legal notices by name at least from 40-45 cities where DRDO Labs are situated.
One such notice is enclosed for you ready reference. The interesting part is the current DOP who kept open his eyes & ear to benefit his ward and relatives, shutdown/closed his eyes & ear in respect dealing with some criminal/corrupt official who were supposed to dealt with within the constitutional provisions as dictated in CCS rules.
Since this article is dedicated to Sh Anna Hazare, the crusader of fighting against corruption, I would like explain the modus operandi of corrupt and highly placed DRDO officials, how they benefit themselves and select few.
Dr Arun Kumar a corrupt officer (please look into his ugly act of appointing his daughter violating stipulated norms of appointment) brought on transfer Sh A K Dixit, Scientist ‘E’ from DIAT, Pune. Sh A K Dixit is famous in Pune for single tender purchase and also expert in violating/manipulating the DRDO procurement rules. He has a pet company M/s Rahul Commerce Pvt Ltd, Pune which was supplied each & everything to Sh A K Dixit for establishing a multimedia equipped studio at DIAT campus worth 8 corers. Now DOP wants to use his expertise and go for centrally purchase of same set up for all 52 Labs of DRDO. In DRDO this has become a common practice. 1999 onwards DRDO Hqrs took the lead of air-condition library for each lab and from furniture to AC to carpet to computer were procured centrally by DRDO Hqrs for one lab cost was 25- 50 Lakhs. Similarly the security systems were developed in same fashion. This is easy process where corruption is nurtured and nourished.
Sir, Sh Anna Hazare has knocked the door of each corrupt individual and has given opportunity to them to surrender and stop corrupt practices or else they all will be brought in to book. As head of the establishment please ensure that corruption and nepotism prevailing in DRDO is clipped.

It astonishing that when entire nation has wakeup against corruption and the people have come out in the street with a firm decision to weed out corruption from the country, DRDO Hqrs and specially officers working directly under your able leadership have not changed their mind set. Like the period of Dr V K Atre the corrupt official are protected and the biggest thing is their criminal & anti-national act is sealed with different kinds of awards, soft patronage and outstanding promotions.

The case against Dr A K Tyagi, Scientist ‘F’, Head, RTI Cell, DRDO Hqrs & Sh Hemant Kumar Gupta, Head Material Management, DEAL, DRDO, Dehradun has been registered by CVC ( Copy enclosed) but DRDO has rewarded them and concern authorities have given the opportunities to conceal the facts/corrupt acts.

Dr A K Tyagi, Scientist ‘F’, Head, RTI Cell, DRDO Hqrs has been found 1st April 2011 morning in Honda City which was provided by vendor  at Pune. He visited DRDO labs of Pune and boasted that DRDO Hqrs has privileged him with Temporary Duties as when he needs. His visit aims to Pune for manipulate the evidences against him. He has violated the all procurement norms laid by DRDO authority vide there Revised Edition 1999, DRDO manual of Procedure for Management of Library & Technical Information Centers. – DRDO Hqrs, Ministry of Defence.

Sh. Hemant Kumar Gupta Head Material Management, DEAL, DRDO, Dehradun was found guilty in fake Temporary Duty claim and he is working mainly as a revenue collector for Director, Sh R C Aggarwal, Director, DEAL, DRDO, Dehradun has been rewarded Outstanding from Scientist ‘F’ to ‘G’ and best part of this   that Director Material Management at DRDO Hqrs to whom Sh. Hemant Kumar Gupta Head Material Management, DEAL reporting has not get a assessment call. However, Sh R C Aggarwal has obliged Sh Hemant Kumar Gupta for the best duties as revenue collector for him, Sh Hemant Kumar Gupta when he was engaged in scientific work never get normal assessment call and even had to appear two/three times, how can suddenly when he performed non scientific tasks as HMM from last three years could get outstanding call

Sir, this the dark face of nepotism which is prevailing being nourishing under your able leadership.

Honorable Defence Minister already noticed this issue and  directed DRDO top brass for “ to nurture talent and ensure “fairness at all levels” in order to realise the organisation”s goals”  in 35th Director`s conference.

If DRDO has to fly the national flag high you have to check such unwarranted events and discourage the officers when they are engage in corruption and nepotism.
