As whistle blower I raised certain issues pertaining to misconducts, misinterpretation of rules, and misappropriation of precious tax payer’s money by directors of DRDO labs. As a result, as was expected the department gave me CRS and I in turn donated all my financial benefits to PM relief’s fund presuming that some sensitive officer in PMO will take note of this conditional donation and issued directives to Ministry of Defence (DRDO) for corrective measures. However in a country of 125 crores people when the corruption is touching all time high, we have left behind Romania this insensitiveness was not unusual.

I sought through RTI those scientists who are doing non scientific work in DRDO for years, how come the department has giving them special incentives as recommended by six pay commission for the scientific work. DRDO in turn replied that subject matter come under schedule-II and information denied.

Through RTI I sought the qualification of scientists F,G,H, Distinguished Scientist, Out Standing Scientist and how many international papers was published by them or any other significant contribution by them  the reply given was same DRDO exempted in schedule-II of RTI Act 2005.

Showing such disrespect to Indian constitution and using certain decision of pay commission recommendation for personal benefits, ignoring certain decision which has been issued specially for them has become a practice.

It is very interesting to note that DoPT has issued fresh instructions as was given in news paper. Those scientists who are not doing scientific work and are engaged in admin, stores and allied work will not be given scientific incentives.

The news paper says six pay commission had recommended that for promotion from scientist E to further  higher grade the essential requirement is to publication of scientific papers, patents, scientific invention  and popper scientific  contribution with 5 year field work experience with users.

It is my request to PMO is if pay commission recommendation were implemented in 2006 and people have availed the benefits. Extra money  paid to ineligible scientists  working as non scientific work like admin, stores and allied work should be recovered from them.

The news paper says that the scientists engaged in simple paper work and consuming 100 of crores rupees they are not delivering any product useful to the defence. Such scientific activity should banned, if certain items are available in international market then what is the use of investing 100 of crores, instead the Govt. can procure these items. As has been done in the case of Brahmos missiles which was procured on TOT (Technology Transfer) and today we are capable to sell it to the world market.

DRDO should work on these lines and take only those area where no super power spares the technology, like Cryogenic Engine, Generation of NON Nuclear EMP, Hardening of our own equipments against NEMP/NON NEMP (From 10 KHz – 5 GHz), Seizing & freezing the auto engine from a safe distance to counter fidayeen attack and at lat but not least Deep sea (400m-500m) submarine communication technology to strengthen of our Naval power.

With the passage of time DRDO scientist, administrators, directors of labs have become insensitive to the national cause and they are ignoring  national security aspect. It is because there is no accountability; of course people are getting plus 1 lakh per month salary. The level of insensitiveness is such that the directors of DRDO labs do not see eye to eye, they do not have respect to each other,  they do not support/exchange scientific information to each other. In fact for crucial national security aspect they bargain foreign trips even though his technical presence is not needed.

As   you are aware that DRDO directors “bite more than they chew”. Only God or you can motivate them to do some useful work for the nation’s sake.

Late Sh Rajive Gandhi tough he was forced to assume the charge of Prime Minister,  but he gave India a new direction and masses are benefited due to IT and communication revolution. Communication opened the avenue for the poorest of the poor   to avail the facility of economic development. It was his decision to interfere Sri Lakan crises help to counter the coup in Male, in fact he declared himself the big brother of Indian sub continent.

While going through news paper I came across that India is procuring after 1988 six submarine costing Rs 50000 Crores. The coastal boundaries of India are shared by powers like USA/Russia/China they all are powerful nations having eye in Indian Ocean. To protect our coastal boundary we need good naval fleet .
Madam to communicate with submarine we need a further look into our capability of existing communication system, it is this reason I have been writing you, Prime Minister, Defence Minister and Scientific Adviser to Raksha Mantri to consider following scientific work of development
  • Deep sea (400m-500m) submarine communication technology for mission mode operation
  • Seizing & freezing the auto engine from a safe distance to counter fidayeen attack.
  • Nuclear EMP hardened communication, guidance and Radar Systems.

In DEAL Dehradun Dr A S Bains was Director the common slogan of DEAL was “Singh is King – Singh is King – Singh is King”. Sh  Ashok Sen become Director in 2004 the DEAL’s slogan was “Tumi Khabo, Aami Khabo, Baki Bacha Sab Khabo” and when Sh R C Aggarwal took charge as Director, DEAL in Nov 2007 now the DEAL’s slogan  is “Main Bhi Lala, Tu Bhi Lala, Baki Sab Jhinga La La”

I hope you will enjoy and do something to motivate the young scientists otherwise they will accept the prevailing truth and civilized society will convert into Jungle-Raj. The animals in jungle they love their own caste and creed. A Lion respects a Lion, a Tiger respects a Tiger, a Jackal respects a Jackal and a Jackal even after getting the color of a Lion does not roar like Lion.

Outstanding & Distinguished Scientist of DRDO

Dear Dr  Saraswat Ji 

It is heartening to note that in DRDO there are 35 Outstanding Scientists and 15 Distinguished Scientists. If honestly each of them have thought for tax payer’s money and planned 100 crores project each to assist the three services you would have definitely justified the expenditure out of active defence funds.

Interestingly these people are slave because throughout their carrier they have worked under the master and have always follows the footprint.

When these Outstanding & Distinguished scientist were supposed to groom to soil their hands and participates actively and honestly to deliver a product which could have been import substitute they have trained to justify the failures as and when they have asked to do so. They become a strong advocate of incompetency. All major programs were delayed by decades but in these cases of these OS & DS,    It was 30 years experience and met them a compromise choice for the post which they are holding. They are lairs.

It is painful that when AWACS proposed by then SA to RM and the building blocks were prepared to achieve the goal instead of choosing the right man, DRDO selected a person who had not either published a single paper in the field of work or never deliver a small hardware like a needle. His qualification was installation & commissioning of compact antenna test facility. Where the equipment to anechoic chamber to connector to cable everything was procured from Scientific Atlanta. This test facility was created to facilitate the evaluation of phase array antenna for radar.

When I learnt through media on August 28th Dr. S Cristopher was abusive to blind children and also abused to media persons, I sensed the anxiety and the agony he is suffering. AWACS has failed the time bar. He himself is lair and he is being supported on sub contract work by great great lair.

When Dr.S Cristopher shited to CABS a fortnight prior he dismantled the compact antenna test facility and the remains dumped as scrap for condemnation.  

The day Sh. RC Aggarwal became director of DEAL on priority he dismantled the group who was active in DATA link designed for AWACS. All the man power working with Sh. Rehman (team leader of DATA link AWACS) shifted to SDR by the time the specification were finalized Sh Rehaman himself from Transfer to DEAL. Sh RC Aggarwal sensed the failure of AWACS project so in the beginning itself he washed his hand.     

In IRDE Sh Sundarm another Distinguished Scientist of DRDO, when he took charge as director IRDE his priority was to remain on TD for 90% of time. When the case between Sh Chanderpal Vs others was heard in court   and the penalty to five IRDE, and one NPOL officials were given, Sh Sundram’s first reaction was that the case was old and not in his time, but after pressure from DRDO Hqrs now he started to take

some initiative to solve the issue but again he adopted the same old tactics of DRDO’s inhuman policy. On Friday 3rd  August during lunch time he called Sh Cahnderpal (the victim) and offered him lunch and when Sh Chanderpal took a piece of salad he told him to withdraw the court case or ready for transfer to Timbuktu.  In DRDO the irresponsible administration always demonstrate such decision which has nuisance value.

In the national interest & taking care of the interest of DRDO, I informed then government through then SA to RM about the corruption and anti national activity of the director DEAL , Dehradun with help of his friend’s fake companies in US and India, that time also instead to stop the corruption and antinational activities, DRDO Hqrs. worked out the easy solution of transfer funda and they simply passed order of my transfer to Timbuktu.  

Why Sh Sundaram favors the culprits? Because these culprits have extended their full support to Sh Sundaram to handle the corrupt practice of recruitment under CEPTAM.  Sh Canderpal raised his voice against this recruitment scam which is regularly going on in DRDO, the fake certificate/fake degree from the fake institutes or un-recognized institutes with help of DRDO’s corrupt officials some of these illegal acts are commonly seen in DEAL & IRDE and other places also. If anyone asking information through RTI regarding to how DRDO is entertaining these fake degrees from DEAL/IRDE/SEPTAM etc they are taking shelter of schedule-II of RTI Act 2005 and therefore this business in DRDO has been flourishing right from Labs to DRDO Hqrs. Even DRDO high official also managing the recruitment of their ineligibles kin & kiths, there are plenty example in DRDO and this also one of reason of unethical environment of the premier organisation. CC’ daughter, DOP’s daughter, director’s son/daughters, and most interesting thing these ineligible are not only getting jobs but also enjoying the outstanding promotions. With the help of good guys I have started preparing the list of such recruitment and promoted such ineligibles kin & kiths and soon will be published in the website.  

 The footprint is lairs footprint. In an electronic system the concept of master and slave was brought to deliver flawless output. Master and slave both should work in tandem.

Appeal to all my brothers/sisters/friends who want to uproot all the corrupt and anti national official from the DRDO and as well as other government department. Please provide me details of these following person and fake company information, so we together stop these corrupt and anti-national element for harming or denting our nation security.

Submitted to all leading various Government of India enforcement agencies, to inform that the modus of operandi of DRDO scientists using to make money and as well leading to all failures of DRDO’s prestigious projects.

Background of Corruption Seeds in DEAL, DRDO, DEHRADUN

Dr. A. S. Bains’s (then Director DEAL, Dehradun) aim was to damage the organization’s financial deals and help his friends, who were parting the hefty commission/omission.

Example – a purchase of Digital display Synthesizer (DDFS) which was required for Composite Net Radio (CNR a prestigious project of DEAL), he directed project in-charge to put his friend’s company’s name (M/S Wave Components & Systems, 1409 W, Woodcrest, Fullerton CA 92833, USA) in the quotation enquiry. The best part of that the firm’s rep supplied in person the item (in the shape of scrape which is still lying with CNR project) at DEAL’s gate well before the quotation’s opening date and with item there were no papers enclosed that the items were imported from US. The plea was given by firm’s rep that his luggage was stolen at airport.  It can be verified with DEAL’s gate records. The matter was exposed by me, the file was closed but he had to give money to his friend, so again a new file was raised as per direction in proprietary base case with new nomenclature as DDES instead of DDFS, order were place to US, LC opened, money was drawn but the item were not send from US. As expected that he had already delivered back at DEAL’s gate. After two years RBI asked for FE settlement, and then DEAL asked the firm to send anything against the said supply. But because of the Pokhran Blast, US sanction was imposed and company was not able to supply, but again they adopt DRDO’s Scientist gimmicked and arranged locally, a bogus airway bill no and with blank box they deposited via their Delhi based firm by courier. They forget that they established a relation between a firm and later on in other quotation they used this firm as their competitive.

v)      The firm has a not single leaflet/brochure’s/any professional existing document which proves that they are very well in the business later on due course of CBI inquiry they generated few but they found bogus.

vi)               The firm supplied MMIC components/Li batteries, quartze crystal etc it’s shows big variation in business field

vii)             The firm always asked for splitting the order for because to avoid FERA and other agencies who normally not bother for small transactions.

viii)             The asked for change the nomenclature of the items so it can help to fool, financial member, custom authorities and US commerce department.

ix)                 Not a single fruitful output was generated by DEAL by using items supplied by said firm. If one can go for physical verification will find the only scarp, in case of 35 GHz Down Converter the CBI, Dehradun was found that out of 150 nos half were not working, some odd 20+ was pasted without use or any output and some they said was given to Project Trishul (i.e 18 GHz project not 35 GHz) and rest to CERI, Pilani. It is complete eyewash.

x)                What was the DEAL’s  gain the all scientists who helps in procurement got outstanding reports and got promotions the main example Dr.KD Nayak presently holding post  of CC R&D and Mr. Sushil Kumar Verma presently Sc ‘F’ and recently posted to DRDO Hqrs with Dr Nayak, so they can against create a new gimmick.

The recommendation of the TPC was approved by Director and the statement of case was prepared for obtaining sanction for approval of purchase from competetent authority i.e SA to RM as in case of single tender the financial competence of Director of Lab is restricted to Rs 1 Lakh. The statement of case put up DRDO under the signature of Dr.AS Bains and Dr.KD Nayak dt 7th Oct 1997 sate that the requirement of………

The deal for the purchase was approved by the then SA to RM Dr.APJ Abul Kalam. However the only bone of connection is fact that when the supplier asked for change of nomenclature and replacing the word down convertor with integrated circuit, Dr AS Bains, director of the lab had approved of the TPC recommendation and have not referred this matter of change of nomenclature to SA to RM as the deal was approved by him. However, comment to mention that as per scientist of SSPL the down convertor is very specialized integrated circuit. The act of Dr.AS Bains in approving the change of nomenclature and not referring to DRDO Hqrs is not justified.

After Pokhran Blast all pending orders of M/S Wave Components & Systems,  1409 W, Woodcrest, Fullerton  CA 92833, USA  were converted in RE and diverted to garment and rice exporter firms belongs to Dr.Bains landlord Lt Col Deepak Badhwar.

Dr. AS Bains also violated the govt. rules by asking quotation from US based firms during US sanctions for just route the money of poor tax payers of India.  Anyone can imagine the quotations are coming from US and TPC reflecting in the minutes these companies are well known firms in their field based on the DEAL’s procurement records.

Sir, have any finance rep ever asked about the credential of any firms or verify with any other lab or source, I can understand the pressure on other TPC members because they are from DRDO and always worried for their carriers.

Under the forging details there is no room to allow the culprits to go escort free. Any one asks details from various investigation agencies who have worked in this respect and are perplexed. Sir, again this is a tip of iceberg if you people allow me to work with financial agencies for uprooting the corruption in DRDO, I can produce tons of information and info related to their modus of operandi.

The Defence Research and Development Organization (DRDO) is on the verge of scrapping the Near Vertical Incidence Skywave (NVIS) mode project worth Rs 100 cr. Sources allege that this is being done so that DRDO leadership can continue to import expensive satellite communication system from abroad.

NVIS, which was successfully tested 10 years ago, is a radio propagation mode that establishes seamless and reliable communication in mountainous terrain over a radius of 0-200 miles. According to a senior DRDO official, “The NVIS is a low cost strategic communication project which will replace the expensive satellite based communication system. The present DRDO leadership is sabotaging a project which will drastically reduce the import of satellite communication-based equipment.”

During the Kargil War the Indian Army reported obstruction and communication blackout in Leh, Kargil and Drass. To provide round-the-clock uninterrupted communication in mountainous terrain, Defence Electronic Application Laboratory (DEAL) was asked to develop the NVIS project.

Letters exchanged between the Indian Army and DEAL in 2000, which are in the possession of this newspaper, contradict the DRDO’s claims.

The project was put on the back burner for five years until DEAL restarted the NVIS study in 2005. Between 2005 and 2010, the Indian Army, using the NVIS study, established several communication networks in the Himalayan region. In 2009, studies were carried out in a ship in the Indian Ocean to assess the suitability of NVIS for the Navy. Last year, DEAL scientists were developing an antenna for helicopters to incorporate NVIS, similar to what the United States has done in Iraq with Apache helicopters. The disappearance of Andhra Pradesh Chief Minister Y.S.R. Reddy’s helicopter augmented interest in the project.

According to a DEAL scientist, “The project was halted by the DRDO leadership saying that there was no positive response from the armed forces and the project would continue after we get a definite commitment from the armed forces.”

In 2000, DEAL successfully carried out high frequency propagation studies in Pir Panjal and Zanskar ranges. Following the study, 8 Mountain Division of the Army wrote to DEAL and Army Centre for Electromagnetics in Mhow for carrying out trials in Leh, Kargil and Drass, a request which is still pending with DEAL.

A scientist associated with the NVIS project said, “Flimsy arguments are being given to discontinue the project. In case of a nuclear attack, NVIS is the only mode of communication which can be used, because the network depends on reflexes from the ionosphere. The US is still researching the system, why cannot we do the same?”

Sir, in DRDO we follow the easy and simple rule we help each other one man scratches other man’s back. Without taking users into confidence the technology development projects are taken where basic science and even concept is not properly known at all. The service officers have limitations to query the application in depth. The proposal is prepared without any technical appropriation note. In developed nation technical appropriation note is the first step of ladder. The helps in preparing the blue print of the technology where the color is given by application of science.

In the DRDO when the proposal is submitted it is reviewed by a expert who has never heard about the system. Being a review member he is getting TA/DA and good food a guarantee to be nomited as member in future review boards, apart from the piece of consultancy costing more than 20 lakhs under CARS program.

The experts at DRDO Hqrs are chosen   critically among the friends who can blindly sign and rarely raise objection and rarely know the application.

As an example when Dr. Bains was director, DEAL, Professor Bharti Bhatt, Delhi IIT was involved as member review committee in almost all microwave, millimeter wave projects of DEAL. In return she got plenty orders for her brother’s firm and secured jobs for her students in DRDO. Professor Bharti Bhatt is well known academician of international fame, but when she came in contact with bluff masters of DRDO, she availed the facilities of bluffer’s paradise.

The same story repeated in DEAL, sh RC Aggarwal originally joined   as Charge man visited NPOL, LRDE, DLRL but never accepted the culture of R&D got benefits and leaped like a frog. The final jump DLRL to DEAL was astonishing because the project (SAMYUKTA) he was working in DLRL was sanctioned in 1982 with 250 crores at the time of its un ceremonial closing the cost was 6500  crores in 2007.

Sh RC Aggarwal when superseded in DLRL he proposed his conditional resignation to DRDO Hqrs with a massage to reveal opens the Pandora box of SAMYUKTA to the public. DRDO Hqrs start shaking and a equation was formulated Sh R C Aggarwal transferred to DEAL with promise to make him director, DEAL if he shut his mouth, such is the caliber of Sh RC Aggarwal.

The same person with leap frog mentality managed to become director, DEAL and get another project SDR (100Crores) sanctioned by DRDO Hqrs.

Does SA believes in Sh RC Aggarwal, if today he gets a better option ( more than 100 crores) he  will leave the SDR on the grace of almighty. He is not competent enough to, he is not faithful to DRDO, he has never delivered a simple sub system or he has never done an independent project, but he is expert to spend 100 crores in desired manner.

The program director SDR Sh R.K Aggarwal who was indicted in association with unethical business firm by CBI, applied and selected in the post of Sc’G’/director in NTRO (National Technical Research Organisation) and he was supposed to join on 2nd July, to get the maximum benefit in NTRO as the 1st July is increment date. For these Aggarwal duo money is more important than national interest, when he was offered SDR’s (100 crores) PD post he stayed back. It is same example like for money Sh RK Verma the bulletproof jacket fame DRDO scientist, who was running behind the money and when given a task to critically examin the bulletproof jacket, he preferred money and ignored the precious life of our forces, who never thought of life our Jawans of police, CRPF, BSF, ITBP and other para forces who are giving their supreme sacrifice to our nation security, like Mumbai police Hemant Karkare, Ashok Kamte, Vijay Salaskar, Major Unikrishanan, Commando Gajendra Bist …martyrs of the 26/11 attack.

If DRDO would have worked sincerely on “Seizing & freezing the auto engine from a safe distance to counter fidayeen attack” no one could imagine the parliament (Temple of Republic of India) terrorist attack where the victims included five Delhi Police personnel, a woman constable of the Central Reserve Police Force (CRPF), two Parliament security attendants and a gardener. A journalist who was injured died later.

The team of Sh RC Aggarwal are also planning to repeat bulletproof jacket case in SDR (100 Crores), they don’t have any pain for poor tax payers money, you are already aware the spectrum SDR 3000, which was thrown in corner of building and waiting for condemnation board.

Former SA to RM Dr Atre knew Sh RC aggarwal better than anybody else.

SA is requested to examine once again the competency of Sh Rc Aggarwal, if you wish DRDO to deliver the real SDR not manupalted like which once demonstrated by him. In national interest an appropriate step is taken.

Sir, the common people will remember you for your contribution if you take immediate action on the eve of the birthday of Late Sh.Rajiv Gandhi, Honorable Ex-Prime Minister of India. On SADBHAVNA DIVAS the following activity undertaken by DRDO will be a real tribute to Sh Rajiv Gandhi.

SDR Fate -II

DRDO has now been known as delayed research and derailed organisation. None of the projects/programs so far met the time schedule as per first proposal, not less than 15-20 years has taken to understand the technology. There is nothing wrong in it if the accountability is fixed to come up with one product which is import substitute.

The program on MBT was not new to Dr.Arunachalam as to develop a battle tank in India, the work was started way back in 1971 after Pakistan war. Instead of stressing research and technology development, Dr Aruncahlam was looking for sales managers/ technology managers, because he wanted to sell the tank outside the world. He had the confidence because he was awarded SS Bhatnagar medal for outstanding research work in the field of metallurgy. His plan to sell the tank was appreciated by everybody, the government of India later pumped money to DRDO at the tune of thousand and thousand crores. This resulted in to delay and derailed project because DRDO top levels indulges in money making and forgot the national mission.

The after effect was the science and technology were left behind and DRDO become a gathering of sales and technology managers but they had nothing to sell, the same is true even today.

DEAL being an integral part of DRDO was working honestly and developed systems like VLF, NARAD SATCOM terminal etc as long as it was getting projects worth lakhs of rupees. When crores were brought in DEAL the total activities derailed and the mangers lost their sleep just to meet the plan expenditure in crores. The Scientist ‘B’ to Scientist ‘F’ were engaged to raise the files, systems were procured in nineties were even not unpacked by 2005 and the repeat orders were again placed for systems like spectrum analyzers, network analyzers etc.

Even the second hand/refurbished/scrap electronics systems/ components were procured paying hefty foreign currency, under the patronage of Dr. Bains then Director (1996-2004) and expert guidance of Dr.K D Nayak (Present CC R&D). The present HMM of DEAL was one of the beloved and trained scientist who is also expert in fake procurement also involved in lot of fake procurement in DEAL in Dr.Bains era. I filed two RTI with custom department to find out how the CDEs  (Custom Duty Certificates) were given for   second hand/refurbished/scrap electronics systems/ components. On 13th August the top custom authorities at north block assured me to provide all CDE related information with respect to DEAL.

Sir, Sh RC Aggarwal, the present  Director DEAL and mentor of SDR (Software Defined Radio) which is costing rupees 100 crores is surrounded by the same trained expert team who are the bluff masters in fake procurements. I fear that the new generation of young scientist will fall prey. As an example

i)                DEAL’s young scientist developed software which was handed over by Capt. P.K.Shukla to a company and same was procured by DEAL in good price. (Capt Shukla presently in DRDO Hqrs.)

ii)              The scientist and technical assistant from DEAL assembled the MM Wave components and same sets were procured by DEAL from VXL technologies.

Fortunately the practice of downsizing of IIT’s products is still on, IIT’s graduates are reporting to Grade IETE, MSc etc. In SDR project once again the story will repeat in same manner as it was in the time of Dr. Bains.

SA is requested to be conscious otherwise like Dr.Bains who manages to fool Dr.APJ Kalam then SA to RM in one of the single tender procurement which was revealed by CBI, Dehradun in its report.

CBI also indicated Sh R.K. Aggarwal, associate director, DEAL, project director, SDR for his association with the mysterious procurement from the company who was involved in unethical business.

Sh R.C. Aggarwal has so far made 20 procurement cases for SDR projects and awaiting a suitable date and time to visit SA (you) for obtaining clearance for PAC/single tender.

The present stores officer of DEAL, who is working sincerely and consciously as per DRDO’s procurement rules, but the HMM/CFA are afraid of him. They want to use same earlier tactics of procurement where the supplier were taken in to confidence to supplies the items as desired manner  like earlier procurement of  second hand/refurbished/scrap systems. The SDR’s indenter is finding stores officer as obstructer and will soon request you to help to clear the obstruction.

SDR procurement analysis of specific cases will be follows.

India is celebrating 64th Independence Day and on the midnight of 14th August 1947 Pt Nehru said “Long years ago, we made a tryst with destiny, and now the time comes when we shall redeem our pledge”. During this period there have been many developments but corruption and nepotism now have deep roots in the system.
DRDO has seen many stalwarts as Scientific Adviser to RM and Dr. Kalam become President of India, prior to him Prof.MGK Menon, Dr Raja Ramanna became MP & Minister. I pray to almighty that you should find the same path, not like Dr. Atre or Mr Natrajan who vanished from the scene because they encourage corruption and nepotism in the DRDO system.
Today unilaterally, single handling you can’t fight with corruption and nepotism which has deep roots in the DRDO system. However, history of India says that a person if declares himself accountable to his duties and performs according to the wish of common people, which is the national interest, the corruption and nepotism, will melt like ice from the heat of nationalism.
Even if 120 crores people will raise their figure against me, I will continues to fight against corruption and nepotism prevailing in DRDO until I am breathing. I request you to make corruption and nepotism as common cause and fight along with me.
I know your mission and goal to strengthen the Indian defence by leading projects/programs with an aim of self reliance. Your magnanimity, your generosity and straightforwardness has been appealing to the chiefs of three services.
Sir, it is your bounden duty to immediately initiate two most demanding project which are the need of time.
•    Seizing & freezing the auto engine from a safe distance to counter fidayeen attack.
•    Deep sea (400m-500m) submarine communication technology for mission mode operation
America, Russia and China are the only three countries having the technology for submarine deep sea communication. India has INS Kattabomman for communication which can only penetrate 30-40 meter depth.
DRDO has given a dream to the people of India to become superpower in 2020. Thus your responsibility has doubled and it could be only achieved by downsizing the corruption and nepotism at least in DRDO.
