Sub:– DRDO have no reply – taken shelter from RTI section 24(1) in              corruption related cases ?

Respected Sir,

Major irregularities in the purchase of 59,000 bullet –proof jackets for security forces, the Home Ministry findings of the testing conducted by a tainted official at DRDO Chandigarh laboratory. The ministry requested the DRDO for initiating disciplinary proceedings against its scientist R.K.Verma, the joint director at the Terminal Ballistics Research Laboratory in Chandigarh.

My RTI related to know the disciplinary proceeding against R.K.Verma. But DRDO have no reply – taken shelter from RTI section 24(1) in corruption related cases?

However major irregularities find out by the ministry of home, but DRDO disciplinary proceedings result is unknown. May possible to promote Mr. R.K.Verma instead of major punishment with the pecuniary arrangement of the Top corrupt officers / scientist?

I request you to take necessary action as per the Home Ministry with those top scientists responsible to provide shelter during disciplinary proceedings.

Respected Sir,

This is not a single example which is put up before you that how the recommendations with false information to grant extension of service for a period of two years beyond the age of 60 years; given by the DRDO HQ.  Is it a misuse of office for misuse of powers or a pecuniary arrangement with involvement of corruption?

Dr.Rao A Subhananda ; Distinguished Scientist, particulars recommended by the DRDO HQ with false information that ‘NO’ any VIGILANCE proceedings are pending or contemplated against the officer, However in a RTI reply it found that a Vigilance proceeding is pending against the scientist. I hereby enclose that annexure with DRDO HQ false information and related RTI information. Both information is contradictory. Which is a right information, Information given by CVC or given by the DRDO HQ?

I request you to take a suitable and necessary action against the responsible officer, who sent the recommendation with false information to the Govt. of India.

Respected Sir,
Investigation agencies of India are unable to take suitable investigating decisions on a very important issue on my information’s to the Hon’ble Prime-Minister of India related with DRDO; Ministry of Defense, Classified information’s availability on web pages can harm to National Security.

Every year heavy Govt of India revenue is invested on the DRDO, defense related research for national security, but surprisingly classified information’s reached on web pages after the violation of the official secret act.
My information was forwarded for investigation to Special Cell and now it is forwarded to the Ministry of Defense by special cell. However investigation is a jurisdiction of the police then why they are unable to reach on investigation result that who is responsible / accountable?

I hereby enclose my information and its action before you to take a suitable and necessary action to decide the responsibility and accountability as per the law of official secret act.
I will be highly obliged.

A planning by the Corrupt TOP scientist against the complainants of the corruption in DRDO; want to falsely implicate the charges against the complainants; come out from the RTI reply. A high power inquiry committee was formed with a planning to make a pressure to stop the corruption complaints against DRDO. Mr Prabhu regularly pointed the corruption points in DRDO through www.corruptionindrdo.com The Chairman of the High Power Committee was the Husband of a Scientist presently working under the TOP scientist of DRDO. This RTI reply is sufficient example to show that how DRDO, TOP corrupt scientists make undue influence on the complainants of the corruption in DRDO. NEW DELHI, JANUARY 18:

Rejecting the Defence Research & Development Organisation (DRDO)’s assertion that its internal workings are adequately monitored, the Government has set up an independent and external committee of experts to conduct a comprehensive review of the DRDO and produce a report by the end of this year to suggest how the organisation be made more efficient and professional.

The dismal track record of the DRDO, highlighted by The Indian Express through a series of investigative reports in November last year, had found an echo in Parliament with Defence Minister A K Antony promising a new system of accountability to keep delays and cost over-runs in check.

The eight-member committee has been asked to conduct a thorough review of DRDO’s administrative, financial and personnel procedures and audits of scientific research work undertaken by the organisation’s laboratories. It will keep tabs on whether the interests of armed forces are being served, monitor time and cost overruns of weapons programmes, draw a roadmap for synergy with private industry and foreign consultants, and recommend strategies on utilising offsets that will now be part of all foreign weapons contracts.

Committee chairperson, Professor P Rama Rao, a former Secretary at the Department of Science & Technology and currently Dr Brahm Prakash distinguished professor at the ISRO, told The Indian Express from Hyderabad: “I will begin applying my mind on the task as soon as the government letter reaches me.”

 

The other committee members are former financial advisor at the Defence Ministry A K Ghosh, former HAL chairman Dr Krishnadas Nair, Samtel Group chairman Satish Kaura and Professor T P Ghoshal from Jadavpur University. The three representatives from the armed forces, all retired, are former DG Artillery Lt Gen C S Cheema, former IAF vice-chief Air Marshal Ajit Bhavnani and Vice-Admiral Pravesh Jaitly, formerly the Navy’s chief of materials.

With the creation of this committee, the Defence Ministry has finally acted upon a crucial recommendation made by the Vijay Kelkar committee almost two years ago, that DRDO’s functioning as a research body needed to be under the purview of a panel of independent experts.

Barely a month after receiving the first ever external review report on the Defence Research and Development Organization (DRDO), the government has decided to revamp the research body to fix accountability and clear the way for more private sector participation and foreign collaborations.

In fact, the Defence Ministry has decided to move a Cabinet note for the overall restructuring of DRDO as early as next month to ensure that the reorganization starts off by the end of this year. To facilitate this, DRDO has been asked to submit a detailed revamp roadmap to South Block within a fortnight.

The roadmap, which will be examined by the Defence Ministry to make sure that it “reflects the spirit” of the P Rama Rao Committee report, would lay emphasis on the need for using all means possible to incorporate globally available technologies for indigenous development projects.

As first reported in a series in The Indian Express, the 50-year-old organization came under flak for repeated delays and failures by the Parliamentary Standing Committee on Defence in 2006. The government decided to set up a high-powered committee led by P Rama Rao, former secretary, Department of Science & Technology to “examine the effectiveness of R&D support provided vis-à-vis in-house research facilities with DRDO and to ensure effective participation of the private sector in Defence Research”. The committee submitted its report on March 5, exactly one year after it had been commissioned.

The major points recommended by the Rama Rao Committee that are to be incorporated into the road map:

• The 52 DRDO laboratories are to be realigned into five “lab clusters,” each will be headed by a Director General and have its own specialization. The broad clusters: Electronics, Armaments, Avionics, Missile Systems and a dedicated research cluster. Each cluster will have a certain degree of autonomy and will be accountable for failures and delays. The Chief Controllers, who will be re-designated as Director Generals, will move out of New Delhi to take charge of these clusters

• Setting up a tri-services cell within the framework of the organization to overlook all development projects from the conception stage itself. The cell will be headed by a three-star officer — this position will be held by all three forces on a rotational basis. The cell will have three Major General-rank officers who will oversee development projects of their respective services.

To speed up development and meet deadlines, promote joint ventures with global players, involve private sector and foreign collaborations to inculcate globally available technologies into the organization.

• Entire restructuring to be monitored by a special implementation cell that will be headed by a DRDO Chief Controller. The cell will also have a representative from the Rama Rao Committee and will report directly to the Defence Ministry.

DRDO, which has come under increasing flak for repeated delays and failures, will be made more accountable and has been told to put emphasis on private sector partnerships and foreign joint collaborations to ensure time-bound projects. The revamp will also address the long-standing demand of the armed forces for deeper involvement in defence-development projects and will push for a younger age profile of scientists.

 Dear DRDO’s Friends

Please find following response from our SFCIAN, DRDO Complex, Jagdalpur. Now it is establish that if you put voice in genuine matters then DRDO management can’t ignore it, beside the corrupt official sitting there in top like DOP, Dr Arun Kumar have to take decision as per Government laid down rules and on the basis of humanitarian ground.

So keep it up and raise your voice against corruption, nepotism and favouritism prevailing in DRDO by all means but same time consider the national security also.

The Government has allowed us to speak about corruption, so don’t fear to expose corruption because the corruption is eating our organization like termite. The friends from all DRDO labs sharing their problems of harassments, victims of favouritisms like in this time the DRDO lab Directors did a very much unconstitutional act. In A-Par they reduced the marks in some cases more than 10 marks and increased more 10 marks to their favourite ones. Here the question arises, that how come a lab Director judge minutely the work done by DRTC staff instead of his immediate boss who is leading the project. It is clear cut conspiracy or act of sabotaging the projects undergoing in DRDO.

In RTI anyone ask these anomalies but on the other side I want to inform all you that in DRDO, DRDC meeting it is decided that the RTI activities are to be suppressed and also suppress representation practices, in this year at the last moment DRTC result was revaluated as per new unwritten guidelines they cut those name who were involved in any RTI’s / representations.

In one case of IRDE, Dehradun, the chairman of assessment board did not like the body language of candidate and declared unfit for promotion. The question is that the DRDO authorities who made these retired DRDO officials as chairman on the basis to oblige them are well versed about the proceeding of board. Nowhere is written about body language, or what to wear. This kind of examples is lame excuses to hide their ugly acts.

We are very thankful to you sir, for published matter of corruption that going on in SF Complex, Jagdalpur dated between 21-07-2011 to 29-07-2011.

The major outcome of published matter as per our observations is as follows:

  1. In that it was mentioned that GM’s (P.N.Tengli) favour scientist called tejasvi whenever he goes on TD to do GM’s personal Ph.D work he used to mention minimum 6-12 locations in single td.

observation:

WHEN THIS MATTER WAS PUBLISHED IN CORRUPTION IN DRDO WEBSITE,TEJASVI WAS IN TD FOR 12 LOCATIONS,BUT AS SOON AS IT AS PUBLISHED IN NET BOTH OF THEM GOT FEAR AND HE BREAK HIS TD IN HALFWAY & HE RETURENED BACK TO JAGDALPUR WHICH CLEARLY SHOWS BOTH ARE DOING REALLY MISCHIEF.

  1. To purchase GM’s required items GM has kept tejasvi as cash purchasing officer for last 3year and continuing now also which is completely against Govt.Rules(it is allowed only max 6months as per rule).

WHEN THIS MATTER WAS PUBLISHED IN CORRUPTION IN DRDO WEBSITE, IMMEDIATELY GM MADE OFFICE ORDER THAT TEJASVI HAS RELIEVED FROM CASH PURCHASE WHICH CLEARLY SHOWS BOTH ARE DOINE REALLY MISCHIEF IN CASE PURCHASE.

  1. GM is using hired luxury vehicle for daily travel to office of rental of RS.30, 000/- per month even though govt.allotted lalbadhi vehicle is available.

WHEN THIS MATTER WAS PUBLISHED IN CORRUPTION IN DRDO WEBSITE, IMMEDIATELY GM STARTED USING LALBADHI AGAIN WHICH CLEARLY SHOWS HE ACCEPTED HIS MISCHIEF.

WE ARE HAPPY THAT SOME CHANGE HAS BROUGHT UP BECAUSE OF PUBLISHEMENT IN YOUR WEBSITE.

BUT, WHAT & ALL THEY HAVE DONE MISCHIEF WITH GOVT.MONEY .i.e.,

a)    DEPOSITING CASH PURCHASE ADVNCE MONEY IN THEIR PERSONAL ACCOUNT AND WHAT & ALL THEY EARNED BY CASH PURCHASE.

b)    DONE THEIR PERSONAL WORKS (PH.D works) IN PUBLIC TAX MONEY.

c)    MISUTILISATION OF CSD MONEY AS THEIR PERSONEL MONEY & utilisation of csd money FOR LADIES CLUB IN WHICH HIS CLOSE OFFICERS WIFE ONLY ARE MEMBERS.

d)   MISUTILISATION OF GOVT.AWARDS BY BLUFFING GOVT. (BY MAKING FAKE DOCUMENTS) AND earning MONEY FROM THIS AWARD FOR THEIR PERSONEL BENEFITS WHERE REALLY DESERVED CANDIADATES ARE REALLY THERE.

e)    There is a rule that temple should not be constructed in govt.land. But, the existing GM since,he is an hindu,he is constructing temple & in the name of temple construction he is collecting fund from vendors and contractors for which there is no accountability.

note: 1.what people other than hindu will go for prayer?

2. giving money to ravi sankar pandit sort of saints only for getting darshan of him for them only which is an csd public money?what rights they are having to give money to saint for their own darshan from public money!

f)    threatening staffs that prohibition period will be increased if they are not listening to them and giving promotion to their favouring persons viloating eligible persons by holding hrd incharge post.

so,

  1. WHAT IS THE ACCOUNTABLITY FOR ABOVESAID MISCHIEFS & CORRUPTION? LIKE THIS THEY HAVE TO APPRECEIATED TO BECOME KING OF CORRUPTIONS ?

  1. WHETHER GOVT.WILL TAKE SOME ACTION AGAINST TEHM TO MAKE THEM ALLRIGHT?
