Complaint to CVC on IACCS Project

Dear Sir, Defence Public Sector company M/s Bharat Electronics-BANGALORE  is involved in massive corruption  and act of compromising national security in Indian Air Force confidential underground project worth Rs 7900 Crore. The project names as Integrated Air Command and Control System (IACCS) is basically “ Construction of underground bunkers across 10 strategic locations in the country in which all communication system which is going to command and control all RADARS and other communication infrastructure related to Indian air force in all the time and specially in war time can act as a complete safe house for all VIP/VVIPS as well as IAF Officials .

The whole project is being executed through an consultancy firm ( bogus/ shell company) named M/S R D KONSULTANTS DELHI , incorporated just 3-4 months before awarding the project related work started in 2010-11  with all false and fabricated certificates diluting the pre-qualifications norms just to make him accommodative violating all CVC norms/ BEL MANUALS  for tendering and contract. Further, this consultancy firm awarded major construction related works to its sister concerns having wife and other relatives as directors through a chain of shell / interrelated companies. 

Further Plant and Machinery Infrastructure items worth more than Rs 2500 crores are being procured from the foreign firms based in Germany, Finland. Interestingly, all these firms are linked to M/s RD KONSULTANTS where former BEL officials are also working. Even the CVO of the company SHRI SHIVA KUMAR, IAS in MARCH 2019 ,has endorsed  all findings of inquiry committee and mentioned serious violations involving criminal intent through violation of procedure, misrepresentation of facts, favourism to place order to prefixed vendors through vested interest, collusion of interest and attempt to make corporate losses  details of full CVO report is mentioned.

Unfortunately CMD, Mr MD Gowatma not forwarded the CVO recommendations to CVC which is mandatory as per CVC Guidlines and time to time orders

Mr Shiva Kumar, CVO, BEL  has finally recommended heavy punitive actions against BEL officials , and consultant firm with police case for recovery of money , before going  for his retirement as CVO of BEL on 29 March 2019, with advance copy of his REPORT & Recommendations to SECRETARY CVC and CVO MOD DELHI( as mandated as per CVC  guidelines and circulars no. 000/VGL/166 DATED 16 JAN 2001 & NO. 06/VGL/065 DATED JULY 2006 ). Also as per these circulars CMD Of the company also should send report to concerned CVO MOD and put up to the company board.

It is observed that CVC is not done any steps towards this serious corruption which is directly involved in serious compromise with our national security and hampered the defence preparedness, as the over ground Air force command has to complete operational in March 2018 but still the software’s etc are not ready. And underground command centres should be ready in coming October 2019 but the work is not completed even 30% only object to procure things for minting money and infrastructure are not ready or some are not started yet.

As amount is huge in tune of Es 7900 crs so all machineries are  working to buried the issue.

This whole act of massive corruption and irregular practices in such a highly sensitive and strategic national importance project has put the complete national security related to IAF operations and intelligence at Risk & Danger. Many of the project teams members of BEL some  of which have retired and now the present management team consisting of CMD (MR GOWTAMA), DIRECTOR (OU)- MR NATRAJ KRINAPPA, Director Finance Mr khosy ALEXXANDER   & GM-NCS MR JAYDEEP MAJUMDAR) are directly involved in these corruption and are openly supporting all this mal practices.

A direction was issued by BEL CMD MR GAUTAMA to cease and confiscate all Personal Computers of internal enquiry committee members which shows fear of corrupt BEL officials.  

Air Force’s (IAF) highly sensitive Integrated Air Command and Control System (IACCS) project to establish the 10 underground nodes in entire country Air Force site and knowingly under the command of MR GOWTAMA the all irregularities in constructions and procurements were overlooked and due collapse in three sites, the heavy losses worth several crores was born by BEL and protected the contractors/vendors interests and no penalty was made against design consultant even it is in terms and condition. All approvals were done by Mr Goawatma with vested interest and loss to poor public tax payers.

All above shows a case of massive corruption, fraud and abuse of power with criminal intent and a huge loss to Government public money by BEL senior management persons in connivance with chief consultant, EX DRDO and some IAF officials. The whole investigation report findings are finally found true of the fact that as it is learnt from top BEL & DRDO sources last week M/s RD Konsultant has written to BEL MANAGEMENT that as his chief designer has left the specifications and whole scheme of the project BEL management has already spend thousands of crores of public money and suppose its design does not work then who will own the responsibility of whole scam. Now the news that the firm M/S RD KONSULTANT is running out of project the reason could only be because his fraud has come out in media and BEL current management instead of taking legal action against the corrupt, trying to harass and victimize the honest and brave investigation team.  

Hope CVC will act on CVO, BEL recommendations and sent to this case to CBI for thorough investigation to save the public money

DNA SPECIAL: Defence PSU BEL suspends internal probe team that exposed corruption

The investigation panel in its report had pointed irregularities in awarding consultancy contract to a private firm RD Konsultants for Integrated Air Command and Control System (IACCS) project at 10 locations.

The defence public sector undertaking Bharat Electronics Limited (BEL) has suspended its three-member investigation panel, who had unearthed irregularities in the Indian Air Force’s confidential Integrated Air Command and Control System (IACCS) project, citing them of acting in “prejudicial” manner that was against the company’s interest.

The investigation panel in its report had pointed irregularities in awarding consultancy contract to a private firm RD Konsultants for Integrated Air Command and Control System (IACCS) project at 10 locations.

The report had stated: “A company that came into existence in April 2010 showed its employees had an experience of five years in 2013.”
DNA had exposed irregularities in awarding contracts in an April 3 report (‘Bharat Electronics bent norms to favour private firm: Report’).

It was also found a BEL senior officer PK Bhola who was behind awarding contract to the private vendor to prepare a Preliminary Project Report, later joined the same company after his retirement. The PSU awarded RD Konsultants to prepare the PPR in 2011 and then again brought as the design consultant in 2013, violating laid out norms.

Also the role of senior Defence Research and Development Organization (DRDO) officers is under the scanner since it was DRDO which recommended the name of RD Konsultant to BEL, although it was done informally.
Sources said that after the scam came out in public domain, the inquiry committee headed by MM Pandey was suspended and all the three members, including Pandey were issued show cause notice and were put on suspension. The committed was set up by the BEL’s Chief Vigilance officer (CVO) Siva Kumar. After Kumar’s tenure ended in April, Shrikant Walgad, an IAS officer of the Haryana Cadre, took over charge as CVO. Kumar before his tenure end had submitted the inquiry report.

Further it is also alleged that instead of taking action against the corrupt officers, BEL Chairman MV Gowtama suspended the investigation team members. “Kumar in his note dated March 29, 2019 sent to Chairman BEL, Ministry of Defence and the Chief Vigilance Commission had alleged deep-rooted corruption recommending strong action against erring officers and related firms,” said a source.

The phone calls and emails to BEL remained unanswered till the time the article is going for print.
The crackdown against the probe team started after Kumar, the CVO who was appointed by CVC, had established in the investigation report alleged irregularities and had recommended BEL to management for immediate action against suspected eight corrupt officers.

Exclusive: Defence research at risk due to delay in filling key posts

The Narendra Modi government has undone one of its own major defence sector reforms. Soon after it had come to power, the Modi government had bifurcated the posts of the chief of the Defence Research and Development Organisation (DRDO) and of scientific adviser to the defence minster for better efficiency and ease of functioning. Now, both posts are vacant.

The last scientist to head the DRDO, S. Christopher, retired on May 29, and the government has not yet found a scientist to succeed him. So it has asked the defence secretary, an IAS officer, to also function as head of the prestigious body of defence scientists.

And two months ago, the term of Satish Reddy, scientific adviser to the defence minister, ended. The post has been lying vacant since.

Earlier, the director of the DRDO also used to function as scientific adviser to the defence minister. As many as 12 eminent scientists had held the post, including such illustrious names as A.P.J. Abdul Kalam, V.S. Arunachalam, V.K. Saraswat and Avinash Chander. Under their stewardship, the prestigious body with nearly 8,000 defence scientists—and having an annual budget of about Rs 20,000 crore and about 50 laboratories—developed a host of ballistic missiles, Light Combat Aircraft, Arjun battle tank and hundreds of critical weapons systems and components, which are not even available for import.

After the Modi government came to power, it first granted an extension to the then DRDO chief-cum-scientific adviser Chander, who was to retire in November 2014. The extension was for 18 months, but less than two months later, the Modi government abruptly cancelled the extension, sent Chander packing, and asked the defence secretary R.K. Mathur, an IAS officer, to function also as DRDO chief.

The then defence minister, Manohar Parrikar, defended the Modi government’s decision to cut short Chander’s tenure, saying that the government wanted someone younger to head the DRDO, as at that time, nearly a dozen of its topmost scientists were on service extensions after retirement.

Subsequently, the Modi government bifurcated the posts. The DRDO chief’s job was given to aeronautics scientist Dr S. Christopher, while Dr Satish Reddy, a missile scientist, was appointed scientific adviser in May 2015, both for two-year terms. When their terms expired, the government gave both of them one-year extensions.

Finally, Christopher’s tenure expired on May 29, on which day he demitted office. The post has since been held as an additional charge by Defence Secretary Sanjay Mitra, an IAS officer, for the period of three months.

Reddy’s extended tenure ended on June 4, and he has since gone back. The post he held in Delhi, that of the scientific adviser, “has since been lying vacant, and no fresh order for extension of his service or naming his successor has come,” said an informed source.

There is a buzz in the defence ministry that Reddy, who is also director general (Missiles & Strategic Systems) is being considered for the post of DRDO chief. Other names being considered include P.K. Mehta, director general of armament and combat engineering systems; Jillelamudi Manjula, currently posted as the director general, electronics and communication systems and Sudhir Mishra, head of BrahMos.

There is also speculation that the Modi government is toying with another experiment—of merging the posts of secretary, Research and Development (who is also chairman, DRDO) and secretary, defence production. The ‘IAS lobby’, too, is learnt to be pushing for the move because the defence production secretary’s job is held by an IAS officer.

Defence secretary R K Mathur’s additional charge as DRDO chief extended

An order by the DoPT said Mathur would now hold the additional charge as secretary of DRDO till May 24.

Buying itself more time to choose a full-time head for the Defence Research and Development Organisation (DRDO), the government Tuesday extended the tenure of defence secretary R K Mathur’s additional charge as DRDO head. An order by the DoPT said Mathur would now hold the additional charge as secretary of DRDO till May 24.
“The appointments committee of the Cabinet has approved the extension of additional charge of the post of secretary, Department of Defence Research and Development assigned to Shri Radha Krishna Mathur, IAS, Defence Secretary for a period up to 24.05.2015 or till the appointment of a regular incumbent or till further orders, whichever is the earliest,” the order said. Mathur has been holding the additional responsibility since January 31.

No IAS can beat the DRDO technocrats

Government having best IAS to govern and run the government machinery, for that, time to time government order published to take care the smooth functioning of various departments.

Sometimes they observed that the orders are manipulated for wasted interest by various departments.

Recently DOPT published an order for “Grant of extension/re-employment to Central Government servants beyond the age of superannuation F.No.22/35/2011-EO (SM.II) dated 24th September, 2014”

In Para 1 of above order  “The ACC has observed that in some of the cases, the Departments are not taking timely action to reconstitute the Departmental Peer Review Committee (DPRC) and are unilaterally extending the service of the officers beyond the age of superannuation without first obtaining approval of the ACC.”

Sh Narendra Modi ji canceled 4 scientists of DRDO’s extensions on 31st October 2014 but since August 2014. He was expressed his view that flag of research sectors should be in the hand of young achievers.

It seems DRDO’s technocrat mafia took it as challenge a start playing their gimmick the recent example of appointment of Dr. Pushkar Raj Scientist ‘G’ ,Director, DTC (Defence Technology Commission)  secretariat DRDO HQ, New Delh.

The DRDO Internal Order No O14.066 dated 26-SEP-2014 stated that “authority has approved appointment of Dr. Pushkar Raj, Scientist ‘G’, as Director DTC Secretariat, at DRDO HQ, with immediate effect. This appointment is for a period of 03 years from the date of assumption.

Now the best part of above order is as per official records Dr. PUSHKAR RAJ Sc G, HQ_DTC SECTT’s  date of birth is 20-Jul-1955, than how can DRDO authority appointed him beyond the age of 60 years without approval of ACC. 

Only GOD knows that how DRDO is running, there is  no rules following by DRDO, in one LAB director is purchasing wine from poor tax payers money, other Lab Director is busy in manufacturing silver chariot for religious ceremony costing 2.5 crores from again poor tax payers  pocket, DG Sh Avinash Chander busy to please his shisya first promoted, than made her Director of Lab by superseding and ignoring numbers of senior scientists, not only this Chander recruited her husband as Scientist ‘G’ and made him Director,QRS,  DOP is busy to help his sister to harass genuine scientists by issuing charge sheet, also helping his corrupt friend directors for harass whistle blowers,   everywhere you will find  despoliation/  vandalism in DRDO.

When head is corrupt then who will run the show honestly – only GOD, Modi Ji or now Parrikar Ji can save our premier defence organization.

DRDO official under lens in passport documents case

50 verification certificates were issued by the official in the past six months, raising fears that documents were forged

The Regional Passport Office here has ordered a probe into the issuance of 50 verification certificates in the past six months by an official of the Defence Research and Development Organisation (DRDO). These certificates had been issued for obtaining passports under the Tatkal scheme.

Regional Passport Officer K. Srikar Reddy told reporters on Thursday that a complaint would be lodged with the police to find out how so many certificates were issued by a single officer, apart from verifying the authenticity of the documents. Details were also sought from the DRDO in this regard, he said.

Last year, the RPO had detected 50 forged verification documents issued in the name of IAS and IPS officers. Begumpet police have already registered a case in the matter.

Recently, an applicant had submitted a forged document, which was attested from a local court.

“After receiving the document, we enquired with the court, which denied any such attestation,” he said.

“We are dealing with these cases very seriously and necessary action would be taken against those involved in it after investigation,” Mr. Reddy said.

The passport office has also set up a centralised control room at the Secunderabad office to oversee the functioning of Passport Seva Kendras (PSKs) in the State with the help of surveillance cameras.

“We can monitor live the flow of applicants and submission process and if needed depute additional staff. We can also directly speak to the applicants’ online and collect feedback from them,” he explained. Using CCTVs, a police constable was caught red-handed for accepting a bribe at the Secunderabad RPO recently. He was later suspended.

Online payment of processing fee at will be facilitated from PSKs at Begumpet, Ameerpet, Tolichowki, Nizamabad, Vijayawada and Tirupati from Friday.

The processing fee can be paid while booking an appointment on the website www.passportindia.gov.in either by debit/credit card or via SBI internet banking. Those intending to pay the amount through challan, can check the details on the passport website.

‘Tainted’ IAS couple linked to Ravi Rishi in Tatra scam?

NEW DELHI: The Central Bureau of Investigation (CBI) probe into the Tatra scam is examining a connection between Madhya Pradesh IAS couple Arvind Joshi and Tinoo Joshi, who are facing graft charges, and London-based businessman Ravi Rishi.

The CBI is looking at Rishi’s Vectra Group acquiring maximum shares in Greater Noida’s Indian Exposition Mart Limited (IEML) at the time when Tinoo Joshi was posted as Development Commissioner Handicrafts in the ministry of textiles.

Sources said the agency is scrutinizing the bank accounts of the IAS couple, who were suspended by the MP government after the Income Tax department recovered more than Rs 3 crore cash during a raid at their house in February, 2010.

CBI is examining transaction details of 70 bank accounts of the suspended IAS couple and an official said “All entries in their accounts and related transaction details are being looked at. We may question the IAS couple in this regard”.

“Acquisition of majority shares in IEML by the Vectra Group is under the scanner. There are allegations that role of Joshi was crucial role in this acquisition,” said the source. The agency recently conducted raids at IEML in Greater Noida and have recovered certain documents in this regard.

The agency is investigating Rishi, a majority stakeholder in Tatra Sipox (UK), for alleged irregularities in the purchase of more than 6,000 Tatra trucks after Army chief Gen V K Singh claimed that he was offered a Rs 14 crore bribe on behalf of the businessman. The CBI is also taking assistance of the Enforcement Directorate (ED) and the Income Tax department in this regard.

The CBI may also soon question Rishi again after having already sought assistance of the Interpol to get details about certain companies – allegedly associated with the NRI businessman – that are based in Slovakia, Czech Republic, the UK and Liechtenstein.
