श्री आर सी अग्रवाल, निदेशक, डील, डी आर डी ओ, देहरादून अपने आका श्री अविनाश चन्दर, वैज्ञानिक सलाहकार के नक्शे कदम पर डील में अपनी जागीरदारी चला रहे है।

श्री आर सी अग्रवाल के कुछ बड़े जागीरदार वाले कार्यो का अवलोकन

  1. सबसे बड़ा जागीरदारवाला काम अपने अक्षम गैर योग्य अग्रवाल बंधू श्री आर के अग्रवाल को कई सक्षम व् योग्य वैज्ञानिको की योग्यता व् वरिष्ठता को दरकिनार करते हुए  श्री आर के अग्रवाल द्वारा फ़र्ज़ी कार्यो के दावों प्रमाणित करते हुए पदोन्नति दिलवा दी। डील में व् डी आर डी ओ जितने भी वरिष्ठ वैज्ञानिको की  वरिष्ठता को श्री आर के अग्रवाल ने लांघा वह सब वैज्ञानिक हर तरह से शिक्षा से लेकर कार्य क्षेत्र सभी में बहुत ज्यादा बेहतर है।  श्री आर सी अग्रवाल ने डी आर डी ओ के उच्चतम पद साइंटिस्ट ‘एच’ जैसे पद में देश हित को छोड़ भाई भतीजावाद को बढ़ावा दिया। (फ़र्ज़ी कार्यो के दावों की छायाप्रति)
  2. दूसरा बड़ा जागीरदारवाला काम श्री जगदीश कुमार तकनीकी अधिकारी ‘सी’ के सन्दर्भ में  श्री अविनाश चन्दर, वैज्ञानिक सलाहकार, डी जी, डी आर डी ओ के 12 मार्च 2014 के आदेश की आज तक खुली अवेहलना कर रखी है।  पत्र में श्री आर सी अग्रवाल को यह गया था कि पत्र में श्री आर सी अग्रवाल को यह दिशा निर्देश दिया गया था कि  श्री जगदीश कुमार को यह आश्वासन दिया जाय कि उनके साथ जाति गत भेद भाव नहीं किया जायेगा परन्तु जागीरदार साहिब ने आज तक डी जी, डी आर डी ओ के पत्र को कोई तवज्जो नहीं दी।  कारण फिर स्पष्ट है की जाति गत भेद भाव का घिर्णीत कार्य किसी और ने नहीं उनके परम प्रिय अग्रवाल बंधू श्री आर के अग्रवाल ने ही  किया था। अतः श्री आर सी अग्रवाल का जागीरदार वाला अहम उनको किसी कमजोर वर्ग जाति के प्रति सदभावना जताने से रोकता है। (12 मार्च 2014 के आदेश की छायाप्रति)
  3. तीसरा जागीरदारी का उदाहरण श्री महाकर सिंह  को साइंटिस्ट ‘जी’ की  पदोन्नति दिलाने में भारत सरकार के सारी नियमावली को दरकिनार कर दी. श्री महाकर सिंह ने सन 2004 में तत्कालीन निदेशक को खुस करने के लिए एक तकनीकी अधिकारी   श्री एम आर गुप्ता के साथ मारपीट करी और उस घटना का को इस्तेमाल कर तत्कालीन निदेशक श्री अशोक सेन ने  श्री वाई पी सहगल साइंटिस्ट ‘जी’ से मिलकर श्री एम आर गुप्ता की वार्षिक रिपोर्ट ख़राब कर उनका भविष्य से खिलवाड़ किया। श्री आर सी अग्रवाल द्वारा अपनी जागीरदारी के घमंड के दम पर श्री महाकर सिंह के खिलाफ चल रहे कोर्ट केसेस की उपेक्षा करते हुए नियम विरुद्ध श्री महाकर सिंह को सभी प्रकार की विजिलेंस क्लेरेंस दे दी और श्री एम आर गुप्ता विरुद्ध चल रहे षड्‍यंत्र में शामिल हो गए।  सन 2014 में  श्री महाकर सिंह जी ने देहरादून की अदालत में सेशन जज  के सामने श्री  एम आर गुप्ता से बिना  शर्त लिखित  माफ़ी मांग कर अपने को जेल जाने से बचाया। (माफीनामा की छायाप्रति)
  4. यह एक डी आर  डी ओ की जागीरदारों के चरम उदाहरणों की तो एक  बानगी भर है।  ऐसे दर्ज़नो उदहारण डी आर डी ओ के 52 लैबो में बिखरे पड़े है।  डी आर डी ओ मुख्यालयों में तो सिर्फ और सिर्फ बड़ी बड़ी खरीदारियों पर मंत्रणा चलती रहती कि किस तरह देश को पोलटिशियनो को ब्यूरोक्रेट्स को उल्लू बनाया जाय।

Honorable Sir,

DRDO has misused, manipulated and override the Flexible Complimenting Scheme (FCS) guide lines issued by DoPT, GOI.

Guidelines – DOPT after 5th,CPC issued comprehensive instructions on FCS in OM No.2/41/97-PIC dated 9.11.98. These have been further reviewed in the light of 6th CPC instructions and modified FCS guidelines issued in OM NO. AB 14017/37/2008-Estt.(RR) dated l0th September, 2010

OM No. AB-14017/36/2011-Estt(RR) dated 21st September 2012 – “FCS should be rigorous with due emphasis on evaluation of scientific and technical knowledge so that only scientists who have to their credit demonstrable achievements or higher level of technical merit are recommended for promotion.”

DRDO Hqrs, however, manipulated the forgoing rules and cleared/ recommended as outstanding to several scientists who are totally engaged in administrative/managerial /sundry tasks/ jobs/ assignments and due to proximity of top officials.

The ultimate looser is the real scientist who are giving their 100% time and efforts, the organization and the poor tax payers of India. This has further encouraged the growing incompetency and real talent leave the organization.

The Key post holder Dr A K Singh, DOP,DRDO is the leading example of violation of  Flexible Complimenting Scheme (FCS) guide lines.  He joined as scientist ‘B’ in 1988 and did science upto 2004 got two promotion in average time.  Since 2004 he is out of scientific work and due to proximity with CC R&D HR as staff officer ( 2004- 2006) managed out of turn promotion superseded lot of devotional scientists. He also managed the post of Director CEPTAM (Non technical assignment) 2007-2010. Then got post Director HRD(2010 – 2013) again  (Non technical assignment) and managed out of turn promotion superseded hundreds  of devotional scientists who deserves as per FCS and has credit demonstrable achievements or higher level of technical merit. But DRDO top bosses are great and override the Flexible Complimenting Scheme (FCS) guide lines issued by DoPT, GOI and blessed and honored Dr A K Singh with Scientist ‘G’ post. He is now working as DOP,DRDO  again  (Full time non technical assignment) and sure about to get scientist ‘H’ promotion  with hope to supersede 283 scientists as his current seniority roll no is 284.

Similarly one more example of violation of  Flexible Complimenting Scheme (FCS) guide lines in mid level Sh Ashok Sharma, Scientist ‘D’ of INMAS, DRDO working as works officer (full time non technical assignment) got outstanding call for promotion of scientist ‘E’ in only three years and ready to superseded 962 scientists as his seniority number is 963.

This is the tip of ice berg and such anti national activity encourage in DRDO has enhance the growing incompetence and has derailed the real goal of DRDO to support and strengthen the defence preparedness of India.

I request you to kindly give appropriate directives to DG DRDO for Implementation of Flexible Complimenting Scheme (FCS) Rules with letter and spirit.

Chief Minister Prithviraj Chavan has sought the intervention of Defence Minister A K Antony in the issue of disposing toxic waste from the erstwhile Union Carbide factory in Bhopal at the incinerator facility of the Defence Research Development Organisation (DRDO) in Nagpur. Nearly 346 tonnes of toxic waste has been lying at the plant since the 1984 gas tragedy.

Chavan said in his letter to Antony that the DRDO filed an affidavit in the Jabalpur bench of the Madhya Pradesh High Court that the toxic waste could be processed at its Nagpur facility “without addressing any of the environmental concerns or taking into account the technical capacity of the plant.” He said, “It is a matter of grave concern that neither the state government nor the Maharashtra Pollution Control Board, both important stakeholders, had been consulted in this matter.”

The state government has also represented against the DRDO’s submission. The court had, on December 21, taken cognisance of the pollution control board’s objections of a non-functional incinerator and non-compliance of inter-state hazardous waste transport rules and turned down the Centre’s plea to conduct a trial run of burning waste at the DRDO facility. However, it is only a temporary relief as the Centre can file pleas on behalf of the DRDO against the board’s objections. The next court hearing is on January 17.

“I seek your personal intervention in the matter to ensure that the DRDO does not take any steps in contravention of the existing laws and regulations. I also seek your assistance to review this decision as it was taken without following the process of consultation with important stakeholders in the state and is in violation of the existing environmental laws and regulations,” Chavan wrote to Antony.

The Chief Minister took up the issue following a request from Vilas Muttemwar, the Congress MP from Nagpur.

It was on July 12, 2011, that the Madhya Pradesh High Court directed disposal of the toxic waste from the Union Carbide factory at the Nagpur facility on a 2004 public interest litigation seeking a directive to make Dow Chemicals clean up the toxic waste.
