DRDO chief booted out 16 months before end of tenure

The government on Tuesday sacked Defence Research and Development Organisation (DRDO) chief Avinash Chander, putting up the exit order on the Department of Personnel and Training website even before informing him.
“I am hearing this from you. It has come as a shock to me. I haven’t received any order from the government,” Chander told HT exclusively.

The appointments committee of the cabinet (ACC) approved the termination of Chander’s contract with effect from January 31, a good 16 months before it was to end. Strangely, the ACC order was taken off the DoPT website later in the day.

The sacking was first reported by HT on its website.

“It is the government’s decision to end my contract but I had no indication this was coming. No idea why it has happened,” the 64-year-old added.

The reasons for Chander’s unceremonious exit could not be immediately ascertained but the DRDO had in August come in for sharp criticism from Prime Minister Narendra Modi over delays and cost overruns in key military programmes. Modi had said India had the potential to be a world leader in the defence sector but was being held back by a “chalta hai” attitude.

In another snub to him, the NDA government had last year turned down a DRDO request for grant of extension to four senior scientists who had attained the age of retirement.

Chander had retired on November 30, 2014 but was to hold charge till his contract expired on May 31, 2016. This was in line with his appointment order issued on May 31, 2013. The government had even issued an order on November 27 last year saying Chander would “continue to be in operation” for the next 18 months — making his sacking on Tuesday all the more unexpected.

As chief of India’s premier defence research agency, Chander also held the posts of scientific adviser to the defence minister and secretary, department of defence R&D. He is credited with shaping India’s strategic missile programme.

The DRDO was set up in 1958 to develop indigenous military technology and cut back on arms imports. But India holds the dubious distinction of being the world’s largest weapons importer, sourcing 70% of its defence requirements from abroad.

A search panel headed by the cabinet secretary will pick Chander’s replacement from among top DRDO scientists.

जागरण ब्यूरो, नई दिल्ली: एक माह पहले ही विस्तार पाए राष्ट्रीय रक्षा अनुसंधान संस्थान (डीआरडीओ) के प्रमुख अविनाश चंदर को हटा दिया गया है। तमाम बड़ी शिकायतों के पक्ष में सुबूत जाते देख प्रधानमंत्री कार्यालय ने तत्काल चंदर को हटाने का फैसला लिया। चंदर को अभी दिसंबर में ही रिटायर होने के बाद सेवा विस्तार दिया गया था। दूर की मार करने वाली अग्नि मिसाइलों के निर्माण में चंदर की बड़ी भूमिका मानी जाती रही है।

अब प्रधानमंत्री की अध्यक्षता में नियुक्ति समिति ने उनका कांट्रेक्ट रद कर हटाने का फैसला लिया है। कांट्रेक्ट खत्म होने के 15 महीने पहले ही 31 जनवरी को उन्हें पद से हटना पड़ेगा। इस अवधि तक वह पीएमओ से संबद्ध रहेंगे। अग्नि मिसाइल को विकसित करने में अहम भूमिका निभाने वाले अविनाश चंदर पिछले साल 30 नवंबर को रक्षा मंत्री के वैज्ञानिक सलाहकार और डीआरडीओ के महानिदेशक पद से सेवानिवृत हो गए थे। उन्हें 18 महीनों के कांट्रैक्ट पर डीआरडीओ के महानिदेशक पद का कार्यभार संभाले रखने को कहा गया था। उनका नया कार्यकाल 31 मई 2016 को खत्म होना था। लेकिन उन्हें बीच में जाना होगा। गौरतलब है कि पिछले दिनों में जहां डीआरडीओ में कुछ अनियमिताओं की खबरें आई थीं। विश्लेषक अविनाश चंद्र को हटाए जाने के पीछे प्रधानमंत्री के उस वक्तव्य को भी देखते हैं जिसमें उन्होंने कामकाज को लेकर असंतोष जताया था और कहा था कि कोई शिथिलता नहीं चलेगी। सूत्रों के मुताबिक वैज्ञानिक  जमात की अंदरूनी सियासत भी चंदर की विदाई में जिम्मेदार मानी जा रही है।

सुमन सेमवाल, देहरादून रक्षा अनुसंधान के सर्वोच्च डिफेंस रिसर्च एंड डेवलपमेंट आर्गेनाइजेशन (डीआरडीओ) की प्रयोगशाला डिफेंस इलेक्ट्रानिक्स एप्लीकेशंस लैबोरेटरी (डील) में संदिग्ध परिस्थिति में अग्निकांड जैसी गंभीर घटना होना और उसकी जांच में सिर्फ खानापूर्ति करना कई सवाल खड़े करता है। रविवार चार जनवरी को घटना होने के बाद अब तक नियमानुसार पुलिस को भी सूचना नहीं दी गई है। वहीं, घटना के आठवें दिन जांच कमेटी ने अपनी रिपोर्ट सौंपी, तो उसमें विस्तृत अध्ययन की जगह महज लीपापोती दिख रही है। यहां तक कि नुकसान भी महज 2.20 करोड़ रुपये के करीब आंका गया है, जबकि अग्निकांड की भेंट चढ़े प्रयोगशाला के इलेक्ट्रोमैग्नेटिक इंटरफेयरेंस इलेक्ट्रोमैग्नेटिक कंपेटिब्लिटी (ईएमआइईएमसी) चैंबर में लगभग एक करोड़ रुपये की लागत से हाल ही में जर्मनी से मंगाया गया ईएमआइ टेस्ट रिसीवर भी था।

गुरुवार को जांच कमेटी की तरफ से डील निदेशक को सौंपी जांच रिपोर्ट में आग की पड़ताल महज साक्ष्यों के आधार पर की गई है। जबकि आग जैसी घटनाओं की फोरेंसिक जांच के लिए डीआरडीओ के पास दिल्ली में सेंटर फॉर फायर, एक्सप्लोसिव एंड एन्वायरमेंट सेफ्टी (सिफीस) जैसी संस्था मौजूद है। कुछ समय पहले जब डीआरडीओ की ही लैफ्टिक लैब में ‘कॉयल लेजर’ प्रोजेक्ट में आग लगी थी तो सिफीस के अधिकारी को जांच में शामिल किया गया था। डील में अग्निकांड की जांच के दौरान ईएमआइईएमसी चैंबर के तकनीकी अधिकारी ने सिफीस के अधिकारी को भी जांच में शामिल करने का सुझाव दिया था, मगर इसे दरकिनार कर दिया गया। यही नहीं चैंबर में ऑप्टो इलेक्ट्रानिक्स फैक्ट्री (ओएलएफ) के टी-90 टैंक की फायर कंट्रोल यूनिट को भी टेस्टिंग के लिए लाया गया था। यह अभी विकास की स्टेज में था, जिस पर बड़ी धनराशि व श्रम व्यय हुआ था। इसके साथ ही चैंबर में दर्जनों महंगे उपकरण आग की भेंट चढ़ गए। बावजूद इसके जांच को बेहद हल्के में लिया गया।

रविवार को हुई घटना से पहले जब कार्यालय शुक्रवार शाम को बंद हुआ, उस समय एक चतुर्थ श्रेणी कर्मचारी कार्यालय से कोसों दूर था, लेकिन आश्चर्यजनक यह कि उसे कार्यालय में उपस्थित दिखाया गया है और उससे इस संदर्भ में हस्ताक्षर लिए गए हैं कि उसकी मौजूदगी में संबंधित कक्षों को बंद कर दिया गया था।

फिलहाल जांच कमेटी की रिपोर्ट में सत्य माना जा रहा है। रिपोर्ट को डीआरडीओ के महानिदेशक को भेजा जा रहा है। जहां से उसे रक्षा मंत्रलय को भेजा जाएगा। यदि रक्षा मंत्रलय चाहेगा तो दोबारा जांच कराई जा सकती है। यह सच है कि अभी घटना की पुलिस रिपोर्ट नहीं की गई।’ आरसी अग्रवाल, निदेशक, डील

Student’s Grievances at Defence University (DIAT)

Dear Chancellor Sir and PM Modi Ji

We are the M Tech and PhD students of the defence university DIAT (DU), Pune. You are the Chancellor of the University and hence, we are writing this letter to solve PG students problems/grievances.

Problem 1: No Security for Terrorists attack: You already aware about terrorists attack at Peshawar school, Australia cafe and France magazine office. DIAT is also a potential and soft target for terrorists. There is No Security at DIAT (DU). Almost 200 military officers and 100 civilian officers are living in a very dangerous situation. Every week, one of the houses of Military officers or Civilian officers is robbed by local goons/thief’s. DIAT security is always sleeping because contractor is paying bribe to some administrative officers. It is a better that security should be handled by MILIT (Military Institute of Training, Pune) but DRDO Hqrs denied it. Who will be responsible if terrorist strikes DIAT? Please take care of this dangerous situation. There should be strict security for Defence organizations.

Problem 2: No Vice Chancellor: After 11st Aug 2014, there is no VC in the University. Dean is Officiating VC of the University. She is not fully fledged VC so she is unable to work properly. Registrar and Finance Officer are directing her and she is working under tremendous pressure. Both registrar and FO spoil the environment of the University. PG Students and faculties are unwanted element for them. Both can do every non-sense act to molest students.

Problem 3: No ScholarshipM Tech Students are not getting scholarship from last 6 months and still Registrar Office is sleeping. They are spoiling our life but they are enjoying their life because of absence of VC. Even PhD students are not getting scholarship regularly. Now we are feeling that DIAT does not wanted GATE qualified students. Please take care of it. It is a loss of brain power of talented students and no one bothers about it.

Problem 4: No Food: Today onwards (w.e.f. 08th Jan 2015) we are not getting food from POINTS Hostel because Dr K Bala and Dr H Panda (Chairman PHMC and Warden respectively) have asked Mess contractor to not make food for PG students. If any student die of starvation, then Dr Bala AND Registrar will be responsible. We students are very frustrated and now we will take the path of agitation or suicide. It is a shame for Defence Department that they can not provide good food to the students (future of India). Administration is not acting properly and even Registrar and Office Asistants are harassing girls and boys. Mess Contractor Bill is pending with Dr Bala from last month but he was enjoying LTC and TD to his home town. As a Chancellor you are requested to take strict action against them. The condition of accommodation is very poor. No cleanliness of bathrooms and corridors. Some students are making their food in open area of the hostel.

Problem 5: No Faculty: Recently some faculties have been terminated from several departments. M Tech Programs are going on without faculties. Registrar and FO are responsible for it. They humiliated the ladies and gents faculties and now they are doing everything to make their life hell and miserable. Who will responsible for students spoiled future? DRDO Hqrs are also responsible for this menace. Every Administrative Officer is busy in corruption (corruption in recruitment of OA/LA, security and maintenance contract, laptop purchase, MES contract etc).

Problem 6: No Academic Help: Registrar is always acting like dictator. All faculties and students are helpless. He is enjoying the facilities of DIAT like Transport (Car), medical, house but he not bothered about others. Some HoDs are acting like Registrar’s Bouncer (Bar boy) to molest M Tech and PhD students. Almost Rs 10 Lacs has been spent on Registrar house in the name of renovation which is the loss of Indian tax payers’ money.  You can check MES accounts for this loss. MES is also a corrupt body of Military services.

You are the Chancellor of this University and hence, we are hoping to do some corrective measures to help us. Please help the PG students otherwise there is no future of India. PM Narendra Modi ji is busy in Swachcha Bharat Abhiyan but there is a need of Bharastachar Mukt Abhiyan.

CHENNAI: Tamil Nadu State Information Commission (TNSIC), in an unprecedented assault on the spirit of the Right to Information Act, under whose provisions the commission is set up, called in the city police to arrest an applicant for refusing to remain standing up and asking to be allowed to sit down in front of a two-member bench hearing an appeal by the applicant at the commission’s headquarters in Teynampet here on Wednesday.
There is no rule that an RTI applicant should remain standing during an appeal, but when NGO Satta Panchayat Iyakkam (Legal Panchayat Movement) president Siva Elango asked for a chair during the hearing of a second appeal after TNSIC rejected his RTI application and first appeal, chief information commissioner K S Sripathi and commissioner S F Akbar refused to accede to the request.
When the SPI president took a chair, the commissioners informed the Teynampet police and lodged a formal complaint. Police picked up Elango from the TNSIC headquarters and booked him under IPC Sections 353 (preventing a government servant from discharging his duty), 294 (b) (obscenity) and 506 (1) (criminal intimidation).
Police presented Elango in a magistrate’s court, which remanded him in judicial custody for 15 days. Elango is currently in Puzhal Central Prison here.
RTI activists seeking to expose corruption have been at the receiving end of threats and attacks by politicians and bureaucrats, and some of them have even been murdered for their efforts, but this is the first time that a state information commission has gone out of its way to stymie an appeal for information and intimidate an applicant, activists in the city said.
Elango, who has filed several RTI applications and represented various applicants, said TNSIC members and staff have routinely sought to derail his petitions for information and harass him. “On Wednesday commission staff even deflated the tyres of my motorcycle,” he said.
Wednesday’s hearing of Elango’s second appeal was on an RTI application he filed on February 22, seeking details of advertisements issued by the state government from 1991 to 2014. “I approached TNSIC after the government failed to reply to my application,” he said. “Instead of penalising the PIO concerned for not providing the information on time, the commissioners have been misbehaving with me during the proceedings.”
Chief information commissioner Sripathi was unavailable for comment, but commissioner Akbar said TNSIC had given Elango “sufficient opportunities” to obtain the information he requested. “He did not follow some procedures,” he said. Asked what specific procedures he was referring to, Akbar said, “I cannot divulge everything that happened during the hearing.”
SPI general secretary Senthil Arumugam said information commissioners in the state continue to be lax even after applicants protested against them. “They should treat applicants with some dignity. Unfortunately, they safeguard errant PIOs instead,” Arumugam said.
Enraged by Elango’s arrest, RTI activists said they will organise a sit-in protest at the TNSIC headquarters on Friday. Lok Satta Party (TN) spokesperson N Narayanan issued a statement condemning the TNSIC after Elango’s arrest.
Activists have been urging the commission to webcast proceedings on its site and allow applicants to record proceedings. In July 2014, SPI released a video that captured commission member P Thamilselvan abusing an applicant during the hearing of an appeal.
TOI recently reported that the number of RTI appeals disposed of by TNSIC plunged by more than 50% in 2014 from the previous year. Statistics from the commission’s website (Tamil Nadu Information Commission) show the number of appeals the commission attended to dropped from 19,889 in 2013 to 8,121 till November 2014. The commission receives an average of 60,000 RTI applications a year.
