It is very unfortunate that one of the senior most top clusters DG of DRDO, Dr K Tamilmani, DG (Aero) seems not serious about his responsibilities given by GOI.
As per news clippings and websites of private engineering colleges surrounding to his native place it is observed that Dr. K Tamilmani, DG (Aero) visited 6(six) private institutes during 15th January to 15th March on officials temporary duties.
It looking similar case of Silver Chariot and as per DRDO senior officials, it is come under CSR (Corporate Social Responsibility) but one point that all are private institutes and second one all are near to Dr Tamilmani’s native place.
As per sources, he would have received his honorarium and transport allowance from the colleges also as well availed official TD.
The following are the colleges visited with dates and purpose:
- Bharathiyar Institute of Engineering for Women, Salem, 11th January 2015, as a Chief Guest for Graduation ceremony.
- Amrita University, Coimbatore, Tamilnadu, 28th January 2015, to inaugurate automated test facility
- Aerospace Engineers, Salem, 7th February 2015, in the name of Technical Review but actual purpose of TD was attend the function of Rabindranath Tagore College of Engg for Women
- Rabindranath Tagore College of Engineering for Women, Sankari, Salem, Tamilnadu, 7th February 2015, Address to students
- Excel College of Engineering, Salem, Tamilnadu, 22nd February 2015, to attend convocation ceremony as Chief Guest
- Arunai Engineering College, Tiruvannamalai, Tamilnadu, 14th March 2015, to receive Life Time Achievement Award. (no information is available that whether permission obtained to receive this award from private institute)
Interesting fact is that all above five TD’s the Rustom – II project Toyota Innova was used but on sixth TD Dr. K Tamilmani, DG (Aero) hired Taxi because the complaint of using project vehicle was submitted on 26th February 2015 to Prime Minister.
Dr. K Tamilmani, DG (Aero) TD’s detail for your kind consideration, if you inquire the TD agenda vs output of each TD then you can judge the details of delay in Rustom – II and other ongoing projects.

In the light of above facts we request you to please restrict DRDO top scientists wasting poor tax payers money, Although in DRDO Hqrs TD business is drastically lower down after sacking of Sh Avinash Chander. Only comparing of Dr A K Singh’s DOP, DRDO TD details for last six month explained the scenario of DRDO.

Arunai Engg College to mark Achievers Day

Arunai Engineering College, Tiruvannamalai, will celebrate Achievers Day on March 15, according to a press release from the College.
It will give away Achievement Awards for outstanding contribution in various fields to mark the occasion. Amrita Automotive Research & Technology Center Inaugurated at Coimbatore Campus
The Amrita Automotive Research & Technology Center (AARTC) at Amrita University, Coimbatore was inaugurated by Dr. K. Tamilmani, Director General of Aeronautical Systems of DRDO on 28 January. It is a joint venture of Amrita University and Automotive Test Systems. The Automotive Test Systems has various branches in cities like Delhi, Chennai, Pune and Bengaluru.

i cannot able to believe this. i have worked in CABS (DRDO) and I knew that Tamilmani sir is a great womanizer and power hungry, but i didn’t knew that he is doing so much of corruption. In this list of private institute he has shown more interest in women colleges, and misused government vehicle for such non sense Temp duties. these colleges i have not even heard of. So definitely he doing it for vested interests, he may be getting some cuts from these colleges.

CCS (Conduct) 1964 Rules
Rule 3C. Prohibition of sexual harassment of working women
(1) No Government servant shall indulge in any act of sexual harassment of any women at her work place.
(2) Every Government servant who is incharge of a work place shall take appropriate steps to prevent sexual harassment to any woman at such work place.
Explanation – For the purpose of this rule, “sexual harassment” includes such unwelcome sexually determined behaviour, whether directly or otherwise, as —
(a) physical contact and advances;
(b) demand or request for sexual favours;
(c) sexually coloured remarks;
(d) showing any pornography; or
(e) any other unwelcome physical, verbal or non-verbal conduct of a sexual nature.
He is in 2nd extension. He must be Sacked without any delay.
CCS (Conduct) Rules, 1964
Rule 14. Public demonstrations in honour of Government servants
No Government servant shall, except with the previous sanction of the Government, receive any complimentary or valedictory address or accept any testimonial or attend any meeting or entertainment held in his honour; or in the honour of any other Government servant:
Provided that nothing in this rule shall apply to-
(i) a farewell entertainment of a substantially private and informal character held in honour of a Government servant or any other Government servant on the occasion of his retirement or transfer or any person who has recently quitted the service of any Government; or
(ii) the acceptance of simple and inexpensive entertainments arranged by public bodies or institutions.
(3) Acceptance of awards by Government servants – Clarification regarding.
2. While there is no specific rule regarding the acceptance of awards conferred on officers by private organizations, however, the policy of the Government has been that if a Government servant has done any outstanding work, there are various methods open to Government itself to recognize his merits and service and it would not be appropriate for him to accept such an award from a private body. In some isolated cases, however, the acceptance of awards was not objected to where the body giving the award was highly respected and the award did not include any monetary component.
3. It is relevant to point out that the activities of the Government extend over wide ranging fields, some of which are well publicized and some are not; this could lead to an unintended preference in recognition for persons engaged in the former category which is not desirable. Some of the bodies which institute awards may also be involved in activities which may prove embarrassing for the Government. Moreover it has been accepted that a civil servant should not strive to seek publicity or public recognition since his job is to act in a fair manner within the framework of the policy laid down by the political executive, seeking awards instituted by Private bodies can affect such functioning. Finally, the achievement which may be attributed to a Government servant is almost always a result of coordinated efforts and thinking by a number of individuals and not the achievement of one person alone. Therefore, it is felt that, in general, awards sought to be given by private bodies and institutes to Government servants do not need to be encouraged. In case there are exceptional circumstances like rewarding the merit of an officer for work done outside the purview of his functions in Government or where Government otherwise thinks that an individual deserves a particular award, it is left to the discretion of the competent authority to decide such issues in a reasonable and judicious manner.
4. The main criteria which may be followed in granting permission to individual Government servant to accept awards from private organizations is that such awards should not have a monetary component. The competent authority must also take their decisions on a case to case basis since instructions cannot precisely encompass the multitude of possibilities that can crop up in such matters.

Dear prabu sir, CCS Rules are not applicable to Dr.K Tamilmani DG aero. If not applicable, there is no value for ccs rules.Next who do currupt, they will take shelter by mentioning Tamilmani case.
