RTI- DMSRDE

Hello,

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of DMSRDE, Kanpur.

  1. Government of India constituted ‘National Investigation Agency’, (NIA) under ‘NATIONAL INVESTIGATION AGENCY ACT, 2008’.  Para 6. (2)Chapter-II of this act states that:
  • Subject to any orders which the Central Government may make in this behalf, officers of the Agency shall have throughout India in relation to the investigation of Scheduled Offences and arrest of persons concerned in such offences, all the powers, duties, privileges and liabilities which police officers have in connection with the investigation of offences committed therein.

2.   Para 6. (4)Chapter-II of this act states that:

  • Where the Central Government is of the opinion that the offence is a Scheduled Offence and it is a fit case to be investigated by the Agency, it shall direct the Agency to investigate the said offence.

3.    The Act clearly states that only Government of India can constitute any enquiry that is detrimental to the security of nation. In case of Ministry of Defence, only and only Defence Minister can refer such cases to ‘National Investigation Agency’, (NIA).

4.     Two separate interviews of Dr. A. K. Saxena, Director DMSRDE at Kanpur, have been published in a local Newspapers, “DANIK JAGRAN, Kanpur” and ‘HINDUSTAN, Kanpur” on 16 January 2014.  The clips of news are enclosed as ‘Annexure-I’ and ‘Annexure-II’. Kindly provide the following information u/s 6(1) of RTI Act 2005.

INFORMATION SOUGHT

  1. Has Dr. A. K. Saxena taken mandatory permission for this press briefing from either Director General (NS &M) or Director of ‘Directorate of Interface’? (YES/NO)?
  2. Please provide the copy of  permission letter from competent authority for briefing the press by Dr. A. K. Saxena, Director, DMSRDE, if any
  3. Please provide the copy of approval of competent authority of DRDO Hqrs for the statement of Dr. A. K. Saxena, Director, DMSRDE given to the news papers.
  4. Has the Minister of Defence referred any such case against some of employees of DMSRDE to NIA? (YES/NO)
  5. If the answer of query 1 is YES, then please provide a copy of such communication.
  6. If the answer of query 1 is NO, then has Dr. A. K. Saxena, Director DMSRDE Director misrepresented the facts in his press briefing to the correspondents of ‘Danik Jagran, Kanpur’ and ‘Hindustan, Kanpur’? (YES/NO)
  7. If the answer to query 3 is YES, please provide the rules and the details thereof that have been broken by Dr. A. K. Saxena.
  8. If the answer of query 4 is YES, then provide a copy of such communication.
  9. If the answer of query 4 is NO, has Dr. A K Saxena breached the rules, regulation and guidelines issued by ‘Directorate of Interface’ (YES/NO)?
  10. Keeping in view, ‘PREVENTION OF CORRUPTION ACT, 1988’’, ‘CENTRAL VIGILANCE ACT 2003’, recently passed ‘LOKPAL AND LOKAYUKTAS ACT 2013’ and pending PUBLIC INTEREST DISCLOSURE AND PROTECTION TO PERSONS MAKING THE DISCLOSURE BILL, 2010, Does any communication  on matter of CORRUPTION constitute passing of SECRET/CONFIDENTIAL information (YES/NO)?
  11. If the answer to query 8 is YES, has Dr. A K Saxena made a fictitious and false statement (YES/NO)?
  12. As claimed in the interviews by Dr. A K Saxena, has secret information has been leaked out by some scientists / employees of DMSRDE other than malpractices, subversion of purchase rules in the procurement of stores (YES/NO)?
  13. As claimed in the interviews by Dr. A K Saxena, has he communicated the list of scientists / employees of DMSRDE to Headquarters (YES/NO)?
  14. If the answer to query 11 is YES, please provide the names of these officers and employees.
  15. If the answer to query 8 is YES, please provide the details of secret information
  16. All the ACTS mentioned in Para-7, authorize the Head of an Organization, i.e., Scientific Advisor to Raksha Mantri to take suo-moto cognizance of CORRUPTION ISSUES. Has Scientific Advisor to Raksha Mantri taken suo-moto cognizance of corruption, subversion of DRDO PURCHASE MANUAL 2006 rules and regulation and the malpractices perpetuated  by Dr. A. K. Saxena, Director DMSRDE  (YES/NO)?
  17. If the answer of query 10 is YES, has an enquiry committee been formed to look into massive corruption perpetuated by Dr. A K Saxena in DMSRDE (YES/NO)?
  18. If the answer of query 11 is YES, then please provide the details of such enquiry committee, including chairman and all the members been
  19. If the answer to query 10 is NO, also that DRDO does not take suo-moto cognizance of CORRUPTION till the corrupt officer is caught red handed and arrested by CBI, than please provide the details of the existing mechanism for eradication of CORRUPTION MENACE in DRDO
  20. The information sought is pertaining to Establishment matter and as such not exempted u/s 24 of RTI Act 2005.
  21. This is to inform that Central Information Commission in its various decisions consistently held that establishment matters relating to the organization notified u/s 24 of the RTI Act come within the purview of the Act and information in this regard thereto are not exempted from disclosure.
  22. Besides purchase and establishment matter the information sought is pertaining to allegations of Corruption and as such not exempted u/s 24 of RTI Act 2005.

Believe me fellow citizen, the culprits of deliberately creating hindrances in the opportunity and fundamental rights of the lakhs of the youth of this great nation for consideration for public employment in DRDO will be very soon brought to the book only with the active cooperation of the concerned youth candidates and their parents.

Appeal

I call upon all concerned youth members of the public of this great nation who either applied for various posts in CEPTAM 06. in DRDO And didn’t get call letters and who wanted to apply but couldn’t apply due to the deliberate bottleneck created in the form of mobile registration, concerned parents of those youth candidates and fellow honest citizens (which inter-alia includes honest employees and officers of DRDO also) to provide information of the following kinds of acts and omissions of deliberate corruption done in the form of sugar coated capsules (seemingly making believing the general public at large as if the culprits acted in public interest) containing only poison which turned out fatal to all those members of the youth who either applied against the various post under CEPTAM 06 in DRDO but could not get call letters or who could not succeed in applying just for want of mobile registration since after repeated attempts mobile registration couldn’t take place.

1. Corruption in the form of making mobile registration as mandatory for applying for the various posts

(a) Kindly provide the information of the attempts made by you and by your parents for mobile registration at mobile no. between to to complete the first mandatory step for applying for the various posts in DRDO against CEPTAM -06 .

(b) Kindly provide the information of the time period in which the website of CEPTAM Delhi remained un operational/un-accessible due to which you couldn’t apply online for the various posts in DRDO against CEPTAM-06.

2. Corruption in the form of non-issuance of call letters to the persons who applied online and also sent offline applications for direct recruitment of various posts in DRDO against CEPTAM-06

(a) Kindly send the print out of your online application form against which you did not get call letter.

(b) Kindly send photocopies of your offline application forms against which you did not get call letter.

(c) Kindly send photocopy of the counter foil of the Indian Postal Order which you have attached with your offline application form sent with the CEPTAM, Delhi under CEPTAM-06 in respect of which you didn’t get the call letter.

(d) Kindly intimate me the manner through which you submitted your offline applications form to CEPTAM, Delhi against which you did not get the call letter.

(e) Kindly intimate the efforts made by you to get issued call letters from CEPTAM (including the information of the phone number of CEPTAM Delhi on which you made your efforts) and the results of such efforts.

(f) Kindly intimate the name of the officials of CEPTAM whom you contacted personally or on official telephone of the CEPTAM, Delhi but still your grievance was not redressed.

3. Corruption in the form of issuing defective call letters.

(a) Kindly send photocopies of the online print out of your application from and the defective call letters issued to you due to which you could not appear in the exam of CEPTAM-06 of DRDO.

(b) Kindly send photo copies of your offline application forms and the defective call letters issued to you due to which you could not appear in the exam of CEPTAM-06 of DRDO.

4. Corruption in the form of allotting exam centre at far off places altering the choice given by the candidate.

(a) Kindly send photo copies of your online print application form and the call letter issued to you un which the centre of written exam was allotted at different far off place due to which you could not appear in the written exam.

(b) Kindly send photo copies of your offline print application form and the call letter issued to you in which the centre of written exam was allotted at different far off place due to which you could not appear in the written exam.

5. Corruption in the form of non-ensuring of the website of CEPTAM operational and functional just some days before the exam.

(a) Kindly intimate the date of your failed attempts when you wanted to access the website of CEPTAM to download the call letter but you could not open the website and hence you could not appear for the exam.

6. Corruption in the form of late sending the call letter to the candidates.

(a) Kindly send the photocopies of the call letters which you received late.

Sub. : Lawlessness and irregularities in the Administration of DRDO

 

Respected sir,
It is our observation that the esteemed organization of DRDO is being infested with the incapable, inefficient and corrupt officers. Nationalistic spirit is being lost fast and selfish and ego-centric attitude is being cropped up among the ranking officers of DRDO. Many of them are the patients of Acquired Immunity of Inefficiency Syndrome!

Mr. Prabhu Dayal Dandriyal from Dehradun is incessantly bringing out the anomalies and corruption in DRDO through his Website ‘Corruption in DRDO’. He is cleansing the DRDO. He has created awareness among the citizens of India about what is going on in DRDO.

For the efficient administration of DRDO, the administration part of it should be handed over to the IAS Officers. Presently the administration of DRDO is done by the Scientists. Actually, the Scientist should work as Scientist only. They are trained in Research work but not in administration. They lack basic legal knowledge. Even they don’t know the Constitution, CCS (CCA) Rules or CCS (Conduct) Rules.  That is why there is inefficiency as well as lawlessness in DRDO.                     

It has been observed that presently more than 80% of the Scientists of DRDO come from Engineering background / faculty. They are proficient at technology but not at Research work. Technology itself is not a science; it is the application of science.  On the contrary, many Science graduates / post-graduates / Doctorates are forced to work as Technical Officers. Thus the Human Resources are not properly utilized in DRDO. The Research workers with Science background should be appointed in as Research Officers / Scientists and not in Technical cadre.

It has also been observed that the Emeritus / Distinguished Scientists are doing the Administrative job without any knowledge of Administration. They are given extensions in service while they are doing administrative job. Actually, extension in service is to be given to the Scientists to complete the Research work in hand. But it is seen that the Directors, CCR&Ds are unnecessarily given extensions. Some of them are working up to the age of 65 years!  The IAS Officers are retired at 60 but these administrators, under the guise of Scientists are enjoying extensions even for 5 to 6 years after retirement age. These anomalies need to be stopped immediately in the national interest.

If the DRDO is not cleansed in time, the defence scenario will be different. We do not afford to neglect the danger which is posing a threat to the security of our nation. The corrupt officials are the enemies of the nation. They will not hesitate even to sell out the Country if they get a chance. This scoundrel sect must be dealt with severely.

As a Defence Minister, it is your paramount duty to pay heed to the cleansing process of DRDO taken up by Mr. Prabhu Dayal Dandriyal. Our NGO is firmly backing him for his noble work.

The reins of Defence Ministry of India are in your able hands and the whole nation believes in your leadership.

British Culture revives in DRDO

Dear Dr  Saraswat Ji Good Morning

Recently the nation celebrated the birthday of father of nation, people called him Bapu, the warrior without gun or proper uniform known as Mahatma Gandhi.

Hope while sitting in your office you will remember him for his simplicity and able leadership. He becomes idol for poor’s not for those who are getting salary! lakh+ and delivering nothing.

The officer comes from diverse background one thing is common i.e. ego. Mahatma Gandhi buried his ego but the ego become symbol of prosperity, people having poor background and origin to a remote village if by chance they become Scientists/Officer in DRDO revived the British Culture.

A poor man son belonging to a remote place of UP, when became director, DEAL, DRDO revived the British Raj Culture in DEAL, Dehradun, since November 2007. In a journey from charge man to director, he noticed the status of serving directors in DRDO and accumulated all the negative qualities and always thought getting opportunity one day he will realize it in principle.

Currently 12-16 conservancy staff headed by a Technical Officer Sh Rajiv Verma reaches to his residence in the morning 6’ocloak to say good morning Sir. They spent the day in cleaning of utensil, to clothes, to dig the field, growing the vegetables, but their salaries being paid by poor tax payers money. The corridors of DEAL premises are full of foul smells, they are not cleaned but the cleaning and kitchen garden of director’s residence has become the talk of town.

The same conservancy people/daily wages laborer who were suppose to get EPF benefit are deprived off due to the ignorance shown by Sh RC Aggarwal because the beneficiaries are  agarwal brothers (The contractor, Sh Hemant Gupta, HMM etc) When a senior responsible officer objected for this practice of ignoring EPF clause 9 The fundamental rights of the laborer it remain unheeded.

There are many things going on in DEAL which can be compared with British Raj Period. Britishers ignore the Indians because they were outsiders, but here the exploiters are our own brothers.

The size of his ego has even hurt the SA to RM (as CC & coordinator), the PMO project SPIC wanted communication assistance from then director DEAL & it was extended but Sh RC Agarwal wanted to show his supremacy to director, SPIC, withdrew the support until you discussed with him personally at development enclave. (Hope you remember the episode)

Ignorance of important national deference program NVIS, you have already noticed.

I hope next time when you visit DEAL you will be offered genetically clean, organic vegetables from directors residence. Please do not forget the precious vegetable gift from Sh RC Agarwal.
