AK Antony and the problem of corruption

“Will Minister Antony resign?” More than any other, this is the one question that I have been asked by Americans in recent weeks about the defence minister who has been in the news for the better part of this year. Most of the people asking this question have some connection with the military-industrial complex in the United States of America or the country’s defence and strategic community.

The reality, howsoever unpalatable, is that few defence ministers can survive after incurring the personal displeasure of an American defence secretary, unless they are defence ministers in Russia and China or in countries like Iran or North Korea, which are in various stages of confrontation with the US.

A.K. Antony attracted the wrath of the Obama administration last year by his determined refusal to receive the then defence secretary, Robert Gates, who tried to inject himself into a US delegation that was to travel to India for the second round of the “strategic dialogue” between New Delhi and Washington. Gates wanted to lobby with Antony on behalf of American companies, which were then in the running for 126 medium multi-role combat aircraft being sought by the Indian air force, the biggest military aviation deal hitherto.

Antony made it clear to his cabinet colleagues, who were persuaded by the secretary of state, Hillary Clinton, to plead the case of the Pentagon’s civilian head, that if Gates arrived with Clinton he would go to the remotest location in Kerala where even his mobile phone had no signal for the duration of the American’s stay in New Delhi. Kerala was then in the middle of its state assembly election campaign, which gave Antony enough of an excuse to be in his home state.

The defence secretary did not give up. Gates used the ruse that he was demitting office in July and that he wanted to make a farewell call on Antony: at that point, April was being considered for the strategic dialogue, which eventually had to be postponed because of the defence minister’s insistence that he will not meet Gates as long as the aircraft contract was at a sensitive stage in the acquisition process.

Pentagon officials have told reporters on background that “the defence secretary was informed that it would be suicidal” for Antony to meet Gates and that this message was conveyed by Indian diplomats in Washington, who were negotiating the strategic dialogue arrangements with the Obama administration at that time.

At the end of April 2011, American companies were eliminated from the race for the multi-role combat planes, the US ambassador, Timothy Roemer, resigned the next day, and Gates lost any further interest in making his farewell call on Antony. The strategic dialogue eventually took place in July last year without a top-level defence participation.

After an unstated policy of having no ministerial exchanges in defence for 50 years — except on a solitary occasion, that too botched — US defence secretaries have lately taken exceptional interest in their Indian counterparts and senior Indian ministers in the last decade. The most famous of such exchanges was when Donald Rumsfeld, who was predecessor to Gates, called on the deputy prime minister, L.K. Advani, at his hotel on a Sunday in a well publicized effort to highlight a new chemistry in their ties.

Rumsfeld felt somewhat proprietary about the new defence relationship that the administration of George W. Bush considerably advanced with India, but luckily for New Delhi, he did not stay at the Pentagon long enough to see Washington’s hope of bagging the much-sought-after combat aircraft deal crumble into dust. There is no saying how the mercurial Rumsfeld would have reacted to such a disappointment. Gates, a man of great dignity, took the setback in his stride, at least in public.

The Pentagon is not alone in being disgruntled by Antony’s ways. He has consistently refused to visit Israel, which interchangeably shares the first or second spots with Russia among the sources of arms imports for India.

As if to add injury to insult, last month the defence ministry blacklisted Israel Military Industries for 10 years for allegedly paying bribes to secure contracts in India. IMI is not just another arms-seller. It is owned by the government in Tel Aviv, a leading weapons manufacturer for Israel’s defence forces.

It was not expected that Tel Aviv will take the ban lying down. Additionally, the ban by Antony’s ministry has cast a shadow over plans by the Netanyahu government to privatize IMI. There are now question marks about the timing of the privatization: if the world’s number one arms buyer — India — has found IMI unsuitable to do business with, it could have ramifications for investors seeking to buy into the company.

Those familiar with New Delhi’s lay of the land in such matters were not, therefore, surprised when grumblings of discontent, which began as whispers after Antony rebuffed Gates, grew louder following the rejection of American bids for the multi-role combat aircraft. It was not entirely unexpected that after the decision against the Israelis, Antony would be put in a spot by a steady flow of news stories and purportedly thoughtful op-ed articles.

The Americans and the Israelis are not alone in being at the receiving end of Antony’s efforts in full throttle to do what he can to curb corruption in defence purchases and create a level playing field. Singapore is a country with which India enjoys a relationship that is totally free of trouble. That has not, however, prevented Antony from banning Singapore Technologies Kinetics from future contracts for a decade.

This land systems and specialty vehicles company has launched an all out bid to clear its name, including recourse to the Supreme Court. It has also threatened to seek international arbitration, creating an irritant in bilateral relations.

Russian defence suppliers who have had a free run of New Delhi’s procurement process for many decades have similarly been slapped with punitive sanctions as part of Antony’s anti-graft drive. The defence minister has further angered Swiss, South African and many more arms manufacturers, lining up a formidable array of forces, all of which would be glad to see him move out of his present job.

Typically, nobody is criticizing Antony for cracking down on corruption. Instead, the strategy of those who want him out of the way is to attack Antony for slowing down the modernization of the armed forces by creating bottlenecks in arms purchases, and for creating a trust deficit between the civilian and uniformed segments of the defence establishment. All in all, the effort is to show up the defence minister as a man incapable of running an enterprise as vast and complex as the one for which he is tasked with providing leadership.

The age controversy about General V.K. Singh, the army chief, was the best thing that Antony’s detractors could have hoped for. Unfortunately for the defence minister, both propriety and constitutionality demand that he cannot truthfully tell his side of the story.

For instance, Antony personally believes that the army chief is not lying about his age and that General Singh was born in 1951. Similarly, the General has been a steadfast ally of Antony in what the latter is trying to do about corruption in the defence establishment. It may be a hard idea to sell, especially after a sensational story about troop movements, but the personal warmth and respect for each other between Antony and Singh are nothing short of total. Which is why there has been no move to dismiss the army chief or get him to resign. Even though Antony believes that General Singh made a mistake about his date of birth, an episode from his own past prevents Antony from doing anything about it except to follow the letter of the law. Antony was chief minister of Kerala when a similar controversy dogged the state government.

Raman Srivastava, an Indian Police Service officer of the Kerala cadre who became director-general of the state police and later headed the Border Security Force, was at the centre of this controversy. A mere five months separate him and his brother, Vikram Srivastava, an IPS officer of the Uttar Pradesh cadre, who became director-general of the Central Reserve Police Force: a biological impossibility since both the brothers were born of the same mother.

As chief minister, Antony did not allow the Kerala cadre officer to change his date of birth. There is no way he would have acted any differently with General Singh. What is more, it is Antony’s estimate that there are at least 3,000 such cases of incorrect birthdays in government service records. That is a Pandora’s Box, which is best left shut.

Where is the Tatra scam whistle-blower?

New Delhi:   Has the whistle-blower in the Tatra truck scam gone underground fearing for his life? Since the Army Chief General VK Singh disclosed last week that he was offered 14-crores as a bribe to clear “sub-standard” trucks, a new surge of attention is being paid to the 7000 Tatra trucks that have been bought by the Army since 1986. Tatra is a Czech-manufacturer. It is owned by Vectra, a London-based company, which supplies parts to a defence-run public sector unit, BEML, based in Bangalore. The trucks are assembled at BEML and sold to the Army. Their performance and price have both been questioned by military analysts in the past, but it took General Singh’s statement about the bribe to prompt close scrutiny. A CBI inquiry is looking at how the trucks were sold in violation of rules – all defence equipment has to be bought directly from the manufacturer but Tatra trucks allegedly come to the Army via middleman.

The man who may have some answers to the many questions about Tatra trucks is SN Ashoka, a former Assistant General Manager in the Trucks Division of BEML. “Ashoka is the real whistle-blower in this scam. He worked for BEML and knows A to Z details of the scam. He feared for his life. For the past week we have not been able to get in touch with him,” says Dr Hanumanthappa, the President of the All India Federation SC/ST and Minorities Employees Welfare Association, Karnataka, who submitted a confidential report written by Mr Ashoka to Sonia Gandhi, Defence Minister AK Antony and President Pratibha Patil. In August 2009, Mr Ashoka wrote a memorandum to his boss, the Chairman of BEML VRS Natarajan. Mr Ashoka enumerated various charges of corruption against the Chairman in that note. One of the allegations he raised was that Tatra trucks were being bought with the use of agents or middlemen. Mr Hanumathappa submitted the report to the Prime Minister, Defence Minister and Sonia Gandhi. But he claims that no action was taken.   “We have observed in the last few days suspicious movements around our office and home. There is an international mafia that is connected to this scam and we fear for our lives. We will seek police protection,” says Hanumathappa’s son Ananda Kumar in Bangalore.

New Delhi: While the Comptroller and Auditor General’s  (CAG) special audit report of National Technical Research Organisation (NTRO)remains a top secret, the auditing authority has officially admitted it found serious lapses in recruitment of regular employees and procurement of equipment by NTRO.

“We have noticed cases of appointment of ineligible candidates and lack of transparency in recruitment of regular employees in NTRO,” the office of the Directorate General of Audit (central expenditure), an arm of CAG, said in response to RTI application filed by V.K. Mittal

The findings of NTRO audit have not been made public.The report has not been placed before the Parliament. The agency is a highly specialised technical intelligence gathering agency.

Responding to a query on the types of irregularities which were detected in procurement of systems/ equipment, the auditing body said, “We have noticed lack of transparency and non- compliance of rules in procurement of systems/ equipment and deficient procurement management resulting in cases of excess payment/ wasteful expenditure to exchequer.”

According to the RTI reply dated February 29, 2012, a copy of which is with Firstpost, CAG has also noticed instances of misuse of official position. CAG has also informed Mittal that neither NTRO nor the National Security Advisor (NSA) has filed any action taken report based on special audit report- a first for any intelligence agency in India.

In other words, NSA received the audit report but took no action based on its findings.

“The fact that the CAG has detected bungling in NTRO but nothing was to curb it, calls for greater accountability in NTRO and other similar bodies,” said Mittal.

The NTRO, created in 2004, is a technical intelligence wing of the government of India. It reports directly to the NSA.

Mittal, a former scientist with NTRO and one of the founding members of the organization, exposed a series of irregularities in the purchase of defence equipment in NTRO. He wrote to the NSA and the Prime Minister’s Office about lack of transparency in procuring of equipment, including unmanned aerial vehicles, by the NTRO.

Last year, Mittal filed a petition in Delhi High Court on the issue. The High Court refused to interfere in the matter directing the CAG to proceed in accordance with law.

Mittal then moved Supreme Court which, in August last year, issued notices to the PMO, Central Vigilance Commission, NTRO and CAG.

In the next hearing on March 19, the government has to submit the auditor’s report in the Supreme Court before the bench of justice H L Dattu and C K Prasad.

In an unprecedented disciplinary action, four of the biggest names in the space community, including former chairman of the Indian Space Research Organisation (ISRO) G Madhavan Nair, have been barred from occupying any government position — current or in future — for their role in the Antrix-Devas deal, in which a private company was accused to have been wrongfully allotted S-band frequencies for radio waves.

A Bhaskarnarayana, former scientific secretary in ISRO; K R Sridharmurthi, former managing director of Antrix which is the marketing arm of ISRO; and K N Shankara, former director in ISRO’s satellite centre, are the others who have been penalised, according to an order issued by the Department of Space on January 13, 2012.

Nair, during whose tenure the contract was signed, is the recipient of the Padma Vibhushan. He is the chairman of the board of governors of IIT Patna.

The order, a copy of which is with The Indian Express, is signed by Sandhya Venugopal Sharma, director, Department of Space. While it does not specify the allegations against these scientists, the order says that the decision comes after the government “carefully considered” the report of the high-powered review committee set up on February 10, 2011 and that of another team set up on May 31, 2011.

The order, sent to all Secretaries of the Government of India and Chief Secretaries of state governments and Union Territories, says that these “former Officers of the Department of Space shall be excluded from re-employment, committee roles or any other important role under the government”.

Further, the order states that “these former officers shall be divested of any current assignment/consultancy with the government with immediate effect”. Ministries and departments concerned have been asked to communicate necessary action taken towards the same to the Department of Space.

The deal involved a contract that Antrix Corporation — whose mandate is to market technologies developed by ISRO — had signed with Bangalore-based Devas Multimedia in 2005. The multi-million dollar deal gave Devas bulk lease — 90 per cent — of transponders on two yet-to-be-launched satellites for supporting a range of satellite-based applications for mobile devices through S-band frequencies. For this, the company was given access to 70 MHz of the 150 MHz spectrum that ISRO owns in the S-band.

The Cabinet approved the building of these two satellites — GSAT-6 for Rs 269 crore and GSAT-6A for Rs 147 crore — in 2009. The cost of the launch of satellites was to be Rs 350 crore. Interestingly, the Cabinet was not informed that these two satellites were meant to be used by Devas, a fact admitted by ISRO.

“Ideally, that should have been explicitly mentioned but it was not done,” ISRO chief K Radhakrishnan had told reporters last year when the matter had broken out.

Following allegations that the contract was awarded to the company without competitive bidding, ISRO had set up a committee to review the contract in November 2009, soon after Radhakrishnan had taken over as ISRO chairman from Madhavan Nair.

On the recommendations of that committee, the deal had been scrapped. Devas has gone to court against that decision and the matter is pending in court.

While deciding to scrap the deal, ISRO was also guided by the fact that strategic and societal needs of the S-band spectrum had changed radically from 2005 when the contract was signed, and therefore, it was not imprudent to hand over such a large band of spectrum to a private company.

Former head of NASSCOM Kiran Karnik, who had served as an independent member on Devas Board, had, however, strongly defended the contract. In a letter to the Prime Minister, he had lamented the fact that the government had not done enough either to defend the agreement or the reputation of ISRO.

“In terms of processes, as far as I know, this agreement went meticulously through every step… If cabinet approval was not sought for the deal, the question is whether it was at all required and whether past transponder deals with private parties has gone through any such specific Cabinet approvals,” Karnik had asked.

After the controversy broke out, Karnik resigned from the Devas Board. He had told The Indian Express that he did not have the time or the energy to spend on offering explanations, particularly to the media.

Sir, ISRO is one of the most prestigious organisations in the country. A chance to head such an organisation is an extraordinary achievement for any Scientist. It is shocking and Paradoxical that Mr. Madhavan Nair who was one of the most respected individuals in the country should have indulged in such a shameful and deceitful act. The action taken is probably too small a punishment for the heinous crime he has committed. One can only hope and pray that ISRO would never again face the ignominy of such individuals heading it

Sir, Dr Prahlada, VC, DIAT, DRDO has also did same corruption and the RTI reply from JCDA and DRDO Hqrs proved the same then why the similar action is not taken by Ministry of Defence ?

Dr. Prahlada is not only case in DRDO there are so many other senior officials who have committed similar corruption until my RTI was raised. Like Sh S Ravi, Scientist ‘G’, Sh Neeraj Kumar, Scientist ‘D’ etc.

DRDO should definitely be held more accountable for its work and it should stop saying it can do everything under the sun.

Coming from Dr Vasudev K Aatre, who headed the organisation between 2000-04, this could be the luxury of hindsight but yet, a painfully candid admission to the need for reform.

Now a professor at the Indian Institute of Science, Bangalore, Aatre has responded to this newspaper’s investigative series on DRDO’s dismal record (for the previous seven parts, visit www.expressindia.com). “I have been honest about our delays, I could not hide our shortcomings. There is a need to break certain cycles as the series in The Indian Express has shown. It is crucial that DRDO is a dictator of its own destiny.”

For that to happen, Aatre prescribes a five-point programme fundamental to which is, what he calls, “the absolute must for accountability.” And, two, the brisk introduction of the private sector into the fold of defence R&D to take away the burden of prototype production.

Calling for the immediate implementation of the incentive list for scientists — from sharing royalty to increased travel allowances — Aatre says the “Damocles’ Sword of imports” should not be allowed to hang over scientists engaged in fundamental research. Finally, and probably most importantly, “DRDO should stop making exaggerated promises.”

The aspect of talent retention is severely underestimated. Even President A P J Abdul Kalam, who headed DRDO through the ‘90s and saw first-hand the initial exodus of scientists to the newly booming IT sector — over 1400 have left in the last decade — said on November 11 in Ahmedabad: “We should work for the creation of a science cadre, with a clear mission and goal, well-defined growth path, and attractive salaries.”

But better remuneration is just one side of an intricate polygon of reform that DRDO admitted in June to be working on. The other crucial aspect is DRDO’s involvement with the services. The Navy, the smallest of the three armed forces, has the best depth of relations with DRDO but the less said about the Army and IAF, the better.

Experience has shown that programmes in which the agenda is set by senior serving officers, as in Navy’s avionics and sonars, have always performed with the greatest prudence — delivering on time, and cutting away losses when viability was severely undermined.

In June, as a start, the Standing Committee on Defence directed the DRDO to draw up a list of unviable projects that could be terminated.

But there is a consensus that synergy with the services is one way out of the present mess. Says Gen Shankar Roy Choudhary, former Army chief and member of the Standing Committee on Defence: “Coordination and interaction need a great deal of improvement. DRDO should make sure that officers from the services are part of design teams, and not looked upon as outsiders. Even today, they are accepted very reluctantly. I tried to do my bit in my time as Chief, but somehow it did not work out. This should be an immediate area of reform.”

Choudhary’s recommendation is an echo of what was officially proposed by the Defence Ministry’s Task Force on the “Reorganization of Higher Defence Planning”: a three-star serving officer should head the steering committee of DRDO programmes and the Armed forces personnel embedded with these programmes be recognised as integral members of the DRDO design team. None of this has been implemented yet.

New Defence Minister A K Antony, who received a three-and-a-half hour presentation on the DRDO on October 29, five days into office, told The Sunday Express, “In the few weeks that I have been here, I have realized the need for big changes. We need comprehensive reforms in this area to keep with changing situations. Over the next few weeks, I will be looking at this aspect in great detail.”

Consider what one of emerging India’s pioneers in industrial R&D, Biocon chairperson Kiran Mazumdar Shaw has to say about DRDO: “Every research establishment in the country needs to be reformed. Defence is one area where we need a high level of innovation. Enough is not being done and the DRDO is no exception to this. There is no modern approach at all,” she told The Sunday Express. “They should be focusing on every emerging technology and the application of new technology. At present, there seems to be only imitative effort. A lot of the research is ineffective. We need reforms in defence research that capitalise on innovation. Good talent needs to be attracted to these organisations.”

In DRDO’s journey from its fetters, it cannot ignore the private sector. The total volume of work undertaken by the private sector since May 2001 amounts to Rs 6,976 crore out of total capital acquisitions worth Rs 95,145.28 crore. Private sector potential in defence R&D is therefore enormous and mostly untapped.

On September 19, members of the Parliamentary Standing Committee received a compilation of the capabilities of just two private companies. Their capabilities officially declared as everything from weapon-launch systems, sea mines, submarines, fire-control systems and special materials to deep water technology, tracking radars, even space applications.

Atul Kirloskar, chairman of the CII’s National Committee on Defence, which played an integral advisory role to the Vijay Kelkar Committee on reforming self-reliance and procurement, told The Sunday Express: “With DRDO, there is a large opportunity to work on technological issues. Raksha Udyog Ratnas, or private sector systems integrators will be certified next year and will be able to make quotes. The new procurement procedure also includes a Make category. There are opportunities waiting.”

In a sense, few would know this better than Lt Gen S S Mehta, formerly Western Army commander and now Director General of CII. He said, “With growing similarities between civilian and military R&D, it is essential that Defence R&D evolve a collaborative structure which adapts to the rapidly changing technology eco-system.”

The journey to a weapons development system like in the US or Europe is still, quite certainly, decades away. But with shifting paradigms, the blurring of technological boundaries and a whole new element to the meaning of self-reliance, the essence of DRDO’s revitalization will be in accepting that the past is just that. The past.

The Arjun tank has no future. It still cannot fire straight. The T-90, a far superior tank, can kill the Arjun. We would not cross any border with these tanks.

Strong words, from Brigadier D K Babbar, the Army’s pointsman for the Main Battle Tank (MBT) Arjun project at the Mechanised Forces directorate until he retired last year from the 94th Armoured Brigade. Babbar, who spoke to The Indian Express, has reason to be disillusioned. So has Army chief General J J Singh who was more diplomatic last month: “We will see where we can use it to get optimum use.”

It’s not going to be easy.

Over 30 years after Project Arjun was sanctioned by Indira Gandhi’s Cabinet to make a home-grown battle tank that would address the armoured deficit identified during the 1971 war, the Army is now faced with a troubling prospect: inducting a lumbering, misfiring, vintage design tank like the Arjun, and that, too, in large numbers.

This, after DRDO over-shot Arjun’s project deadline by 16 years — from 1984 to 1995, finally closing the project only in 2000 — and the cost over-run is almost 20 times the original estimate. This is the highest percentage over-run for any DRDO project.

With five pre-production tanks forced upon the Army’s 43rd Armoured Regiment in 2004 and 23 tanks to be handed over shortly, MBT Arjun is about to be pushed into full-rate production outside Chennai, with the Army bound by its commitment to buy 124 for two regiments, all of which are to be delivered by 2008.

Still having 58 per cent of its content imported – including its engine, the integrated gunner’s main sight and tracks— the Arjun tank was put through confirmatory trials in the Mahajan ranges in July but the Army wasn’t holding its breath.

 

Consider these: At a mammoth 58.5 tons, Arjun is a full weight class over the Russian T-90 and nowhere near as agile.

• In May, the Defence Ministry publicized the Army chief’s inauguration of a product called Bogie Flat Arjun Tank (BFAT) built by Bharat Earth Movers in Bangalore. What it didn’t say: these were specially built rail wagons wide enough and reinforced to carry the massive 3.85-m-wide Arjun. For, the tank will crack the existing freight wagons.

• According to the Army’s latest trials, the decade-old problem of overheating persists. Two of the tank’s main subsystems, the fire control system (FCS) and integrated gunner’s main sight, which includes a thermal imager and laser range-finder, are rendered erratic and useless by the Arjun’s abnormally high peak internal temperature, which moves well beyond 55 degrees Celsius. This is in testimony to the Parliamentary committee.

• Following failed trials in summer 1997, which were criticized in a 1998 CAG report for a series of malfunctions, transmission failures and overheating, and an exodus of scientists from DRDO the same year, the tank’s production cost shot up steeply. Its unit price in 1997 was Rs 10.8 crore. It’s official unit price now: Rs 16.8 crore.

Former chief Gen Shankar Roy Choudhary had promised his service quick inductions, only to be faced with yet another extension by DRDO. In the same period, the Sino-Pak Al-Khalid tank was productionised and had begun inductions. When contacted, Roy Choudhary said: “I was a strong proponent of the Arjun tank but its performance was disappointing.”

• On October 12, Minister of State for Defence Production Rao Inderjit Singh told The Indian Express that it was decided — after the recent trials — that the production-series tanks will be stripped of their indigenous tracks and will have imported ones. So will the first few tanks that roll out of the Heavy Vehicles Factory outside Chennai. In other words, after three decades of research, Main Battle Tank Arjun cannot stand on its own “indigenous” feet.

• The project, according to testimony provided in January by the Defence Ministry to the Parliamentary Standing Committee on Defence, has produced virtually nothing. DRDO admitted to the same committee in June that it would be able to develop an indigenous engine, gunner’s main sight and tracks only if the Army places an order beyond 124 tanks. However, the Army has no such plans, making it uneconomical and non-feasible to reduce import content.

“License production of the above items may be feasible with enhanced order quantity for Arjun tanks and may result in reduction in import contents,” admits DRDO. It is, therefore, no surprise that the Army will progressively begin inducting between 800-1000 T-90 Bhishma tanks, which will be built under license from Russia, from 2008, making the letter ‘M’ in Arjun’s prefix not just superfluous but bogus. Why?

“It is important for the Army to maintain combat superiority over its adversaries. There have been delays and slippages in the MBT Arjun project,” Army Headquarters said in written replies to The Indian Express. Five months ago, the Parliamentary Standing Committee on Defence said, “The Committee also desires that accountability for delay in production of the Arjun Tank may be fixed.” But the Arjun, which has cost the exchequer Rs 305.6 crore so far (representing one of the largest ever cost-overruns in percentage terms), has the influential DRDO high command unfalteringly behind it. DRDO chief Manthiram Natarajan, chief architect of the Arjun programme and a 2002 Padma Shri, has been associated with the programme since its birth in 1974 and became Programme Director in 1987. When contacted, he said, “Defence scientists are conscious that there have been time over-runs on some of the projects. But even today, it is much more cost efficient than tanks of same calibre being produced elsewhere.”

But DRDO is undeterred. With the Army’s armour perspective plan drawing out 60 regiments by 2020, DRDO told the Parliamentary panel that it’s now developing what it calls Tank-X, a hybrid consisting of an Arjun gun turret mounted on a T-72 chassis. Two tanks have been prepared, and DRDO has said it will shortly offer them to the Army for an evaluation. No guesses for why the Army isn’t terribly excited.

Make India prosperous by establishing a world-class science and technology base…provide our Defence Services the decisive edge by equipping them with internationally competitive systems and solutions… design, develop and lead to production state-of-the-art weapons systems…

That’s the “vision” and the “mission” the Defence Research & Development Organisation (DRDO) has proudly spelt out for itself.

An investigation by The Sunday Express into official records that include detailed testimonies by the Ministry of Defence to a Parliamentary Standing Committee — its report is yet to be tabled in Parliament — shows that if there’s one thing this behemoth of 50 laboratories with a staff of about 33,000 has developed to almost perfection, it’s this: wrapping itself around the flag to hide a record of delay and non-delivery in virtually all major weapons programmes.

At a time when China is rapidly modernising its armed forces through international collaboration and acquiring advanced technology from abroad, the DRDO has become a prisoner of its own misleading slogan on self-reliance. In preventing the armed forces from buying urgently needed weapons with brave talk, “we can make it here”, and failing to deliver, the DRDO has introduced uncertainty into the government’s defence planning.

According to latest official records, obtained by this newspaper, in 12 of its showpiece projects, none of which is anywhere near completion, the DRDO has overshot sanctioned estimates by Rs 6,013.43 crore in just the last 10 years. The projects include the crucial guided missile programme, the Arjun tank, the Light Combat Aircraft (LCA Tejas), the Samyukta communication system and Kaveri jet engine.

To put this in perspective, this cost overrun is larger than DRDO’s budget of Rs 5,356 crore for the current year. And this is reflective of just 12 projects. It speaks nothing of 427 others, all in varying states of drift. And yet DRDO claims, “Global level R&D and any world-class defence product can be brought out in competitive time and cost.”

These were the words used in a September 22 presentation to the Standing Committee especially in the year of the organisation’s biggest symbolic failure, the Agni-III strategic missile.

But if cost overruns were not enough, consider this: Records show that for all major projects, DRDO’s average time overrun is 10.11 years (see chart). For example, a 16-year delay for the Arjun tank and 12 years for just Phase I of the LCA Tejas.

Responding to a written questionnaire from The Sunday Express, DRDO chief M Natarajan, who has also been involved with one of DRDO’s biggest failures, the Arjun tank, says: “This is a complaint which I hear very often. But one should understand these are all R&D projects. All advanced countries face similar situations. If you say that we are always late, then it would not be fair to us. We generally deliver the goods on time.”

If that were true, Natarajan must have had a trying time explaining that on October 29 at the very first DRDO presentation to new Defence Minister A K Antony. Drawing comparisons with the China-Russia relationship, Defence Secretary Shekhar Dutt reportedly wanted to know why there were such “massive delays” in DRDO projects and persistent technological gaps.

Former IAF chief Air Chief Marshal S Krishnaswamy was more direct. Called in a year after he retired to give testimony, he told the Parliamentary panel: “For improvement in DRDO’s working, it is essential to make fundamental changes in organization and structure with accountability to the user and to do work in time.”

Krishnaswamy couldn’t have been more spot on. For, although DRDO defended its performance by blaming the three services — they change their requirements while development is in progress, they spend too much time on trials — here’s just how bad the current situation is: In the 7th, 8th, 9th and 10th Plans, with DRDO’s failures a compelling factor, according to the Defence Ministry, the country has spent an average of 24.25% of the Defence budget on imported systems to fill in holes caused by DRDO’s non-delivery. That translates into roughly Rs 42,376 crore since 1991-92.

Even the “self-reliance” index, the one plank the entire DRDO justifies itself on, has remained static for the last 15 years. Ironically, in 1991, it was President A P J Abdul Kalam, then DRDO chief, who charted out a plan to push self-reliance up to 70% by 2005. Today’s self-reliance index, according to the Ministry’s own estimate: 30 per cent.

 

Kalam, in fact, started the Self-Reliance Implementation Council (SRIC) in 1992 and monitored it to check for slippages and gaps. But that was more an academic exercise than anything else. For five years now, the council hasn’t met once.

Papers are only “activated” when Parliamentary questions are asked. In what has the armed forces on tenterhooks now, on October 29, the DRDO recommended to Antony that a “certain percentage of defence acquisitions be earmarked exclusively for DRDO and indigenously developed products.”

The total cost of 439 projects currently in progress with DRDO adds up to Rs 16,925 crore, with just 17 of those adding up to Rs 13,560 crore, most of them on time and cost extensions. In September, DRDO asked, in its testimony to the

Parliamentary committee, for an assured allocation of Rs 1,50,000 crore at the rate of Rs 10,000 crore per year for the next 15 years starting 2010.

It’s time Antony asked the DRDO a few questions, beginning with the Integrated Guided Missile Development programme. There is no indigenous weapons project as prestigious as this, neither is there one that matches its record of repeated and expensive failures.

Every project has to fructify within a given timeframe, otherwise it will just begin to drift and lose focus

Barely a month after receiving the first ever external review report on the Defence Research and Development Organization (DRDO), the government has decided to revamp the research body to fix accountability and clear the way for more private sector participation and foreign collaborations.

In fact, the Defence Ministry has decided to move a Cabinet note for the overall restructuring of DRDO as early as next month to ensure that the reorganization starts off by the end of this year. To facilitate this, DRDO has been asked to submit a detailed revamp roadmap to South Block within a fortnight.

The roadmap, which will be examined by the Defence Ministry to make sure that it “reflects the spirit” of the P Rama Rao Committee report, would lay emphasis on the need for using all means possible to incorporate globally available technologies for indigenous development projects.

As first reported in a series in The Indian Express, the 50-year-old organization came under flak for repeated delays and failures by the Parliamentary Standing Committee on Defence in 2006. The government decided to set up a high-powered committee led by P Rama Rao, former secretary, Department of Science & Technology to “examine the effectiveness of R&D support provided vis-à-vis in-house research facilities with DRDO and to ensure effective participation of the private sector in Defence Research”. The committee submitted its report on March 5, exactly one year after it had been commissioned.

The major points recommended by the Rama Rao Committee that are to be incorporated into the road map:

• The 52 DRDO laboratories are to be realigned into five “lab clusters,” each will be headed by a Director General and have its own specialization. The broad clusters: Electronics, Armaments, Avionics, Missile Systems and a dedicated research cluster. Each cluster will have a certain degree of autonomy and will be accountable for failures and delays. The Chief Controllers, who will be re-designated as Director Generals, will move out of New Delhi to take charge of these clusters

• Setting up a tri-services cell within the framework of the organization to overlook all development projects from the conception stage itself. The cell will be headed by a three-star officer — this position will be held by all three forces on a rotational basis. The cell will have three Major General-rank officers who will oversee development projects of their respective services.

To speed up development and meet deadlines, promote joint ventures with global players, involve private sector and foreign collaborations to inculcate globally available technologies into the organization.

• Entire restructuring to be monitored by a special implementation cell that will be headed by a DRDO Chief Controller. The cell will also have a representative from the Rama Rao Committee and will report directly to the Defence Ministry.

DRDO, which has come under increasing flak for repeated delays and failures, will be made more accountable and has been told to put emphasis on private sector partnerships and foreign joint collaborations to ensure time-bound projects. The revamp will also address the long-standing demand of the armed forces for deeper involvement in defence-development projects and will push for a younger age profile of scientists.

In 1985 an expert discovered the 54 powerful scalar beam with a separation of 12 KHz.

Soviets conducted full strategic exercise of their scalar EM weapons. After analysis was proved that the modern battle could be fought without movement of the personals across the border. The directed energy weapon or scalar weapon can turn the war scenario in favor of the country that is having these weapons.

DRDO with a huge infrastructure of nearly 1 Lakh corers and a strong scientific & technical manpower of 30000 in general & 6000  high qualified outstanding scientists receiving corers of rupees as rewards for importing the import substitute  can asked to development the technology of the scalar weapon

Scientific Adviser to RM is requested to find out the details of these dates and DRDO should plan to develop Scalar Weapon.
