I have served in NSTL, DRDO for 35 years 10 months and retired on 29th Feb. 2016 as Technical Officer-B (Class-I Gazetted).  I gave complaint against Sri SV Rangarajan on sexual harassment dt.18-12-2007.  Without any proper enquiry, DRDO  served me 3 charge sheets and suspended me for 33 months period.

Vide 2nd reference CAT stated that the pendency of disciplinary proceedings, making allegations against several officers by petitioner also cannot be a ground for extension of suspension.  DRDO revoked my suspension on 7th Oct. 2011 and transferred me to NPOL, Kochi on the same day.  Vide 3rd reference, on 29th Aug. 2012, High Court suspended the transfer order stating that they are prima facie of the opinion that in effect it is an act of victimization and amounts to punishment.

Vide 4th reference, DRDO stated that my joining at NSTL cannot be permitted as the Department has filed a vacate petition at AP High Court.  High Court has dismissed the Vacate petition filed on transfer order suspension on 4th Feb. 2013.   From 1st Nov. 2011 to 3rd March 2013 i.e., my transfer period and joining not permitted period were not regularized till date.

Vide 1st reference the Committee stated that hostile environment creation by Sri SV Rangarajan (Page No.11), DRDO is lack of sensitiveness, lack of attention to the application of rules and procedures (Page No.12), attitude and action of DRDO administration which has shown a casual and insensitive approach in dealing with the case (Page 13), DRDO and NSTL created a hostile environment in which the petitioner found it difficult to function (Page No.13) which conforms that NSTL and DRDO officials have harassed me in several aspects.  No action was taken by Cabinet / Ministry on the findings of the Report.

Suspension period was regularized after my retirement (i.e, after 4 years) with imposing a penalty (though the matter is pending at High Court).  Transfer period and non-posting period was not regularized so far and my pension and retirement benefits were not settled (even after 7 months of retirement) by which I am facing hardship, mental egony.

The PGPORTAL online grievance as referred 6 above also disposed off as per false and baseless information provided by Dr. Hina Gokhale, DOP, DRDO without proper investigation.

Now the organization processed the partial pension without 2 increments (2013 and 2014) for transfer period which is even less than the provision pension as per PGDA phone inquiry.  Therefore, it is requested to instruct the concerned to take immediate action on the 1st reference report, Court cases, and release of proper pension and settlement of retirement benefits as early as possible (Gratuity, Commutation and Earned leave encashment).

Sir, every citizen in India very well know that DRDO is under second schedule of RTI Act 2005 and exempted but in corruption and human right DRDO is not exempted in any case. See the enclose RTI Reply from our prestigious organisation, they totally denied to furnish the information and ignored the enclosed evidences the real time photographs and details. The vehicle vanished after RTI, the all records are with Central Command but it feels that our jawans are made for exploitation. We can not close our eyes when these great jawans are exploited by these DRDO corrupt scientists. This means they are above the constitutional provision of India or they are patronized by super corrupt officials. Now as a ministry of defence head you will give direction to DRDO to furnished the information and stop using ARMY jawans as Bonded Labours by these so called scientists who are not even doing any science.

DRDO Chief is serious to handle sexual harassment cases

DRDO Chief Dr. Selvin Christopher dealing sexual harassment case in good spirit but the mindsets of senior officials not ready to co-op him for change of existing rotten handling process of DRDO. The getting justice in sexual harassment case is near to impossible in DRDO women scientist and employees.

There are number of example exists where DRDO management failed to deliver justice and always successes to buried the complaints.

The DRDO workforce of more than 30000 and nearly 20% women are working different level top to bottom, even in good positions like DG, Directors etc but harassment complaints are reaching to national women commission, national schedule cast commission etc is the clear evidence the failure of dealing these incidents by existing system of DRDO inspite of having good number of women official.

The reason is also very crystal clear the top existing women officials are not competent and got their position not on the basis of merit. That is the reason like so called famous scientist not able to give justice to victimized SRF.

In this darkness suddenly DRDO Chief Dr. Selvin Christopher sends direction to IRDE and ITM to deal these sexual harassment cases in seriously as per rule.

But unfortunately both the labs not taking it seriously the following enclose letter is showing the mindset of senior official of IRDE, who are openly violating the VISHAKHA guidelines of Honorable Supreme Court.

In following letter is clear example that how accused is trying to hostile the witness with putting through Director and the letter is trying to perusing through divisional head to witness.

The DRDO Hq directed to Director IRDE to take appropriate action against Admin Officer who gave false evidence in support of accused officer but till date Director IRDE not dare to take any action.

In ITM accused is enjoying his post/position after getting charge sheet. Here interesting fact of DRDO working that during the period three director handle the file, Mr M Kishor, Dr R S Pundir, as additional Charge and Sh Sanjay Tandon but no one able to shift the accuse from post of admin officer. As per rule everyone knows that what action is required after issuing such serious charge sheet.

The best part of Director’s order is the inquiry should be done as per DOPT F. No. 11013/2/2014-Estt (A-II1) Dated July 16th, 2015 but they forgot the following the rules or just giving privilege to accused to harass and manage the witness as he is holding all executive powers of ITM.

Suspension

  1. A Government servant may also be placed under suspension before or after issue of a Charge Sheet where his continuance in office will prejudice the investigation, for example if there is an apprehension that he may tamper with witnesses or documents. Suspension may also be resorted to where continuance of the Government servant in office will be against wider public interest such as there is a public scandal and it is necessary to place the Government servant under suspension to demonstrate the policy of the Government to deal strictly with officers involved in such scandals. It may be desirable to resort to suspension in case of misdemeanor involving acts of moral turpitude.

Special provisions to deal with threats or intimidation

  1. Disciplinary Authority may also dispense with inquiry under Rule I 9(ii), and action may be taken without the inquiry when the Disciplinary Authority concludes that it is not reasonably practicable to hold such an inquiry. The circumstances leading to such a conclusion may exist either before the inquiry is commenced or may develop in the course of the inquiry. Such situation would be deemed to have arisen:

(i) where the Government servant, through or together with his associates terrorizes, threatens or intimidates witnesses who are likely to give evidence against him with fear of reprisal in order to prevent them from doing so; or

(I) where the Government servant himself or with or through others threatens, intimidates and terrorizes the Disciplinary Authority, Members of the Committee, the Presenting Officer or members of their family.

It is requested DRDO officials please go through the Vishakha Guidelines were a set of procedural guidelines for use in India in cases of sexual harassment. They were promulgated by the Indian Supreme Court in 1997 and were superseded in 2013 by The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

BHUBANESWAR: Once a pride for Defence Research and Development Organisation (DRDO), India’s own cruise missile project Nirbhay is on the verge of closure.
A highly placed source told ‘The New Indian Express’ that the project is likely to be closed as the missile has failed to deliver desired results even 12 years after the project was launched. A review of the project will be conducted shortly.
Nirbhay is the country’s first indigenously built long-range sub-sonic cruise missile which can be compared with America’s Tomahawk in terms of its capability. Designed by Bengaluru-based Aeronautical Development Establishment (ADE), the missile was designed to fly at different altitudes ranging from 500 meters to four km.
Launched in 2004 at a cost of Rs 48 crore, the projected date of completion (PDC) for the prestigious project was December 31, 2016. However, under trial since 2013, the missile is yet to perform as expected after four attempts in the last four years.
The project has been plagued with difficulties as the scientists are still struggling to fix the problems in the flight control software and navigation system while some others point fingers at the hardware.
While the Research Centre Imarat (RCI) blamed ADE-developed software, ADE was pointing towards the defective hardware supplied by RCI. “However, it could not be ascertained which is defective, whether the software or hardware, but Nirbhay missile failed in its fourth attempt,” an insider said.
There has been problem with the control software since beginning. The RCI had developed navigational hardware for their applications and it was adopted by ADE for Nirbhay. There are always differences between ADE and RCI regarding its functional efficacy, the source claimed.
Defence experts have raised questions on the requirement of such a subsonic missile, which can cruise at a speed of 0.8 Mach, when supersonic cruise missile BrahMos, developed jointly with Russia, is already inducted in the armed forces.
BrahMos, which flies at a speed of Mach 3, has a strike range of 290 km. Though Nirbhay can strike targets 1,000 km away, with India joining the Missile Technology Control Regime (MTCR), it can now develop long range cruise missiles as joint ventures.
While initially the expected cost of ‘Nirbhay’ was around Rs 10 crore per piece, DRDO has so far spent more than Rs 100 crore on R&D and trials.
DRDO Chief Selvin Christopher and Project Director of Nirbhay Vasanth Sastri did not respond to the calls and queries from ‘The New Indian Express’. Scientific Advisor to Defence Minister G Satheesh Reddy, however, said he is unaware of any such move.

माननीय श्री प्रधानमंत्री जी आज एक महत्वपूर्ण अंग्रेजी दैनिक इकनोमिक टाइम्स में ” Parrikar Walks Tightrope on DRDO Transfer” शीर्षक से खबर छपी है।

  1. देहरादून स्थित डीआरडीओ से एक तकनीकी अधिकारी का स्थानांतरण 6 मई 2016 को बिना लैब डायरेक्टर को बताये डीआरडीओ मुख्यालय, दिल्ली द्वारा कानपुर स्थित लैब में कर दिया जाता है । (सलंग्न पत्र 1 सबूत है। )
  2. तकनीकी अधिकारी द्वारा अपने इस अविश्सनीय तरीके से किये गए स्थानांतरण का अपनी जातिगत परस्थितियों जैसे कि 75 वर्षीय माता-पिता, दिव्यांग भाई तथा विधवा बहन की जिम्मेदारी का व अपनी पत्नी के साथ चल रहे तलाक विवाद व कोर्ट केसों का हवाला देते हुए अपने स्थानांतरण का पुरजोर विरोध कर स्थानांतरण रद्द करने के लिए डीआरडीओ मुख्यालय, दिल्ली से अनुरोध करता है।
  3. इस अविश्सनीय तरीके से किये गए स्थानांतरण का कारण जानने से पता चलता है कि स्थानांतरण का आदेश माननीय रक्षा मंत्री द्वारा दिया गया जोकि 12 सितंबर 2016 को श्री प्रेम चन्द सैनी, प्रदेश भाजपा कार्यकारिणी सदस्य, उत्तराखण्ड व पूज्य स्वामी विवेकानंद के प्रतिनिधि मंडल के साथ इस तकनीकी अधिकारी ने रक्षा मंत्री से भेंट करके जाना । माननीय रक्षा मंत्री ने कहा कि तुम्हारी पत्नी अपने क्षेत्र के सांसद के साथ कई बार मिली तथा तुम्हारा स्थानांतरण कहीं दूर किसी अन्यंत्र लैब में करने का आग्रह किया । अतः अब तुम अपने क्षेत्र के सांसद का अनुरोध पत्र दो तो मैं जाँच करके निर्णय लूंगा ।  (सलंग्न पत्र 2 सबूत है।)
  4. तकनीकी अधिकारी द्वारा अपने क्षेत्र के सांसद माननीय डॉक्टर रमेश पोखरियाल ‘निशंक’ का पत्र माननीय रक्षा मंत्री को प्रेषित कर दिया । (सलंग्न पत्र 3 सबूत है। )
  5. तकनीकी अधिकारी की माता व अपने क्षेत्र के उत्तराखंड बी जे पी कार्यकारणी सदस्य द्वारा पीएमओ पोर्टल में भी गुहार लगायी गयी थी, परन्तु डीआरडीओ के अधिकारियों द्वारा पीएमओ को गलत व भ्रामक जानकारी दी गयी कि, यह स्थानांतरण कानपुर लैब डीएमएसआरडीई की मांग पर यह स्थानांतरण किया गया । यह पीएमओ को एक गलत व भ्रामक जानकारी दी गयी। सलंग्न पत्र 4 & 5 सबूत है।
  6. एक तो डीएमएसआरडीई लैब का क्लस्टर अलग है और सबसे पहले अगर किसी भी लैब को कोई मैनपावर चाहिए तो पहले अपने क्लस्टर से लेंगे, दूसरा इस तकनीकी अधिकारी की क्वालिफिकेशन फिजिक्स है और कानपुर लैब में फिजिक्स के 8 वैज्ञानिक पहले से ही मौजूद है।  तीसरी व आखिरी बात जोकि आज के न्यूज़ पेपर में लिखी है जिसमे माननीय रक्षा मंत्री व रक्षा मंत्री के वैज्ञानिक सलाहकार डॉक्टर जी सतीश रेड्डी इस तकनीकी अधिकारी को कह रहे हैं कि बस तुम कानपुर जाकर ज्वॉइन कर लो और तुम्हे हम एक महीने में वापस बुला लेंगे।  इसमें आश्चर्य की बात यह है कि एक शब्द इस बात का नहीं है कि तुमने एक महीने में वो कौन सा तथाकित काम करना है जिसके लिए कानपुर लैब ने मांग की थी  और जोकि डीआरडीओ के अधिकारियों द्वारा पीएमओ को बताया था । (पीएमओ से आग्रह है की यह कंवर्सेशन इंटेलिजेंस ब्यूरो देहरादून से प्राप्त कर ले।)
  1. तकनीकी अधिकारी ने जब अपनी जान के खतरे के बारे में रक्षा मंत्री के वैज्ञानिक सलाहकार डॉक्टर जी सतीश रेड्डी को कहा तो डॉ. सतीश रेड्डी पूछते हैं कि क्या वे तुम्हारा मर्डर कर देंगे । डॉ. सतीश रेड्डी तब भी तकनीकी अधिकारी से कहते हैं कि तुम ज्वाइन कर लो मैंने ईश्वर प्रसाद, डायरेक्टर, कानपुर लैब से बात कर ली है वो तुमको गेस्ट हाउस में सेफ रखेगा।
  2. माननीय श्री प्रधानमंत्री जी यह न्यूज़ पढने के बाद यह जानना है कि हमारे माननीय रक्षा मंत्री जी माननीय सांसदों के सामने इतने बेबस क्यों है या कोई अन्य कारण तो नहीं है । आपसे अनुरोध है कि इन डीआरडीओ अधिकारियों के झूठ बोलने पर लगाम लगाए और इस तकनीकी अधिकारी को इन भ्रष्ट अधिकारियो के चुंगल से बचा कर इसके माता पिता को आत्महत्या करने से रोकें । (संलग्न न्यूज़ कटिंग दैनिक जागरण )

Defence minister Manohar Parrikar had to find time out of a busy schedule just two days after the surgical strikes into Pakistan-occupied Kashmir to sort out a transfer case involving a junior technician, after two BJP leaders took differing sides in what appears to be a long-standing marital dispute.
Parrikar, who was in Dehradun on October 1, met the junior technician -Subodh Kumar -who works with the Defence Research and Development Organisation at the Jolly Grant airport, counselling him to take up the transfer.

The reason for the defence minister to get involved is a tussle between two BJP leaders.

18-oct-et-2While one side has been in touch with the defence ministry to post Kumar out from Dehradun to Kanpur, the other side has sent representations to Parrikar to stall the transfer, citing ill health of his parents and the condition of his disabled brother.

Former Uttarakhand chief minister and Member of Parliament Ramesh Pokhriyal `Nishank’ wrote to Parrikar in September, asking him to stall the posting on the request of Kumar’s parents.On the other side is the BJP’s rep resentative from Saharanpur, Raghav Lakhanpal, who Kumar says has been in touch with the ministry to get him posted out.

“There has been pressure from Mr Lakhanpal who is known to my wife’s family to get me posted out. But my side of the story was never heard, I was asked to report to Kanpur with an assurance that I will be posted back soon,“ Subodh Kumar told ET.

The defence ministry did not respond to a detailed questionnaire sent by ET and despite repeated efforts Raghav Lakhanpal did not offer any comments. Letters and meeting records accessed by ET reveal that Manohar Parrikar is walking a tightrope in the case.On her part, the wife has alleged in her representation to the ministry that Kumar was abusive and was troubling her for the past year.et-18-oct-16

DRDO scientists bunk meet, canteen boy gives presentation on security

NEW DELHI: During his first interaction with the DRDO scientists, Prime Minister Narendra Modi had conveyed a stern message to them — “Shed this ‘chalta hai’ attitude.”

However, it seems that things have plunged to a new low.

drdo_scien-diberAt a conference, the Defence Research and Development Organisation (DRDO) asked a canteen boy to give a presentation on ‘border security’ because the scientists who were supposed to hold the session didn’t turn up.

There’s more to the story. In the absence of experts, and to make up numbers, the DRDO sent peons, drivers, mechanics, storekeepers and other non-technical staff to attend the conference.

“We didn’t have suitable candidates to represent us, so some laboratories sent administrative and non-technical staff, including Class-4 employees to fill in the chairs,” said a DRDO official.

Quoting a senior official, an insider told Express, “I was told, ‘let them (peons, drivers, store attendants, canteen boys) also enjoy and have a picnic.’”

The conference, which was regarding the DRDO’s contribution in managing border security in the Himalayan region, was held on Thursday and Friday.
It was organised by the DRDO’s Uttarakhand-based Defence Institute of Bio-energy Research (DIBER), which is engaged in research in the first of bio-energy and non- conventional energy for defence forces. Six key laboratories were asked to send their representatives to participate in the conference.

The idea behind the two-day conference titled ‘Vaigyanik Evam Takniki Sanghoshti’ was to promote use of Hindi language.
Sources claim that since the conference was organised in Pithoragarh district (Uttarakhand), which is close to the China border, many senior scientists expressed their unwillingness to travel 600 km in the hilly terrain and cited “ill health” or “personal” reasons for saying “no”.
The institutes which sent their representatives included Institute of Technology Management (Mussoorie), Defence Electronics Application Laboratory (Dehradun), Terminal Ballistics Research Laboratory (Chandigarh) and Snow and Avalanche Study Establishment (Chandigarh) and DIBER. दंपती ने आत्महत्या की चेतावनी दी

जागरण संवाददाता, रुड़की: बेटे का ट्रांसफर रुकवाने की मांग को लेकर कलियर निवासी दंपती ने भाजपा प्रदेश अध्यक्ष अजय भट्ट व प्रदेश प्रभारी श्याम जाजू से मिला। मामले में प्रदेश प्रभारी व प्रदेश अध्यक्ष के अपने स्तर का मामला नहीं होने की बात कही। इस पर उखड़े दंपति ने आत्महत्या की चेतावनी दी।

रुड़की में इनदिनों भाजपा प्रदेश कार्यसमिति की बैठक चल रही है। मंगलवार को कलियर निवासी एक दंपति भाजपा प्रदेश अध्यक्ष व प्रदेश प्रभारी से मिलने पहुंचे। बताया कि उनका बेटा देहरादून स्थित रक्षा विभाग के कार्यालय में कार्यरत है। बेटे का प}ी से कोर्ट में विवाद चल रहा है। बहू के पिता सहारनपुर के सांसद के साथ कार्य करते हैं। जिन्होंने सांसद के माध्यम से बेटे का ट्रांसफर कानपुर करा दिया है। केंद्र में भाजपा की सरकार है। इसलिए बेटे का रुकवाने के लिए रक्षा मंत्री तक फरियाद पहुंचा दीजिए। इस पर प्रदेश अध्यक्ष व प्रदेश प्रभारी ने मामला उनके स्तर का नहीं होने की बात कही। इससे दंपती ने नाराजगी प्रकट की। साथ ही चेतावनी दी कि उनका बेटे का ट्रांसफर नहीं रोका गया तो वह आत्महत्या को मजबूर होंगे।daink-jagran-5-october-16

Hello,

Kindly provide me with the following information requested under the purview of the Right to Information (RTI) Act, 2005 in respect of Dr D. P Singh, Estate Manager, DRDO, Dehradun. RTI Act 2005 first amended DRDO was included for exemption list of Section 24. It was clear that information related to corruption and human right violation is not included in above exemption. But unfortunately the DRDO made mockery of RTI Act 2005 and declared himself dictatorially that they are fully exempted as they keep their eyes closed on corruption or human rights angles requested by RTI applicant.

  4. The duties details of Hav Rakesh Sharma, CHM Tajindra Singh and Dr D. P Singh, Estate Manager, DRDO, Dehradun on 26th August 2016, since with private party it was not official or secret mission.
  5. List of contract employees provided by contractor Khushal Singh, as per contract roaster Mr Nandu, Mr Heera, Mr. Govind and Mr Tara are regularly permanent basis working in Dr D. P Singh, Estate Manager Residence since long. Mr Nandu and Mr Tara are staying 24 hrs in Dr D. P Singh residence.
