CBI to probe Major Gen’s role in security breach at VRDE

‌An official at the CBI office, Pune, requesting anonymity, said, “Initially we are going to conduct an inquiry and if there is any substantial proof, we are going to register a complaint and conduct an open inquiry.”
PUNE: A complaint was submitted to the Central Bureau of Investigation (CBI), Pune office, on Sunday against the Director of Vehicle Research & Development Establishment (VRDE), Ahmednagar, Maj Gen Ajay Gupta, for allegedly compromising the safety and security of the defence establishment.

He was accused of conducting a 30-minute meeting on February 15 with two foreign nationals and a non-resident Indian, along with officials of a private company, without taking security clearance from the Directorate of Vigilance and Security, New Delhi, a mandatory rule for all DRDO officials prior to meeting any foreign national in any capacity.

VRDE, Ahmednagar is a laboratory of Defence Research and Development Organisation (DRDO) which deals with research, design, development of specialist defence vehicles and is considered to be a highly restricted zone.

An official at the CBI office, Pune, requesting anonymity, said, “Initially we are going to conduct an inquiry and if there is any substantial proof, we are going to register a complaint and conduct an open inquiry.”

THE COMPLAINT
The complaint was initiated  by the security officer to VRDE, appointed by Army Headquarters in New Delhi.

According to the copy of the complaint letter available with Sakal Times, on February 15, at 10 am, the security officer, who is also an army officer, received a call from the security staff at Daund Gate of VRDE, informing him that two foreigners had arrived with representatives of a private company.  The caller stated they were asked by the personal assistant (PA) of the Director to be allowed to enter the complex.

However, the security officer refused to allow them in as they didn’t have the necessary clearance from the office of Directorate Vigilance and Security HQ, New Delhi. Though Gupta pressurised the security staff through his PA, he couldn’t succeed.

The complaint states that at 10.30 am, Gupta compromised the security of VRDE and went outside Daund Gate, where he conducted a half-an-hour meeting with the visitors, which is a security breach and violation of instructions promulgated by the handbook of instructions on Vigilance and Security and Standard Operating Procedures (SOP).

When contacted, Maj Gen Gupta said, “I did not conduct any meeting with those foreign nationals. They came to VRDE without any clearance, which is why I went to the gate to turn them back.”

VIOLATION OF RULE
A source in DRDO said, “Maj Gen Gupta didn’t follow the SOP. Details of foreigners, including their passport copies, are required for clearance. Even if you are meeting foreigners at their hotel or residence, prior permission is required. A DRDO official cannot meet a foreigner in any capacity without permission, because we deal with the research and development of weapons, as well as other products for our armed forces, and divulging any such information can compromise our national security.”

KK Mishra, retired Joint Director, VRDE, said, “Gupta himself was once director of Vigilance and Security, how can he commit a mistake like this? VRDE does research work on secret projects and there are possibilities that the foreigners you are meeting can be spies, that is why such strict measures are taken.”

A DRDO official, requesting anonymity, said , “Why did the director have to go to gate to turn back any foreign national and why did he spend half an hour over there? It is the duty of security officer or guard on duty to inform visitors to leave the gate area, and not of the Director.”

WHAT THE RULEBOOK SAYS
– According to the handbook of instructions on Vigilance and Security and Standard Operating Procedures, DRDO officials cannot meet any foreigner in any capacity without permission of Directorate of Vigilance and Security.
– Application for security clearance in respect of foreign nationals of prior reference countries should be forwarded to the Directorate at least six weeks before their visit, whereas for foreign nationals of all countries, it should reach the Directorate at least 10 days ahead.
– Meeting with foreign nationals in DRDO establishments can be held only after obtaining security clearance from DRDO HQ. Interaction/ meeting should be avoided at DRDO guest house/ transit facilities.
– No foreign national is allowed to stay at DRDO guest house.

Following letter is received by website from Driver Association  seeks the misuse of manpower and vehicles in ADE.

As you are visiting ADE Bangalore in coming days, please do needful appropriate action for the sake of organisation and as well for misuse of poor tax payers money.

enclosed letter fully exposed the misuse of manpower and resources of ADE and GTRE. recently The New Indian Express also covered the article regarding misuse of project vehicles as staff car. The Vigilance Directorate send a letter to all labs/estt as their letter no DVS/02/2052/P/26 dated 25 May 2015. (copy enclosed) 

Interestingly, Bangalore  DRDO establishment don’t bother such letters or Honorable Supreme Court Order not to put red beacon on cars. Dr.K.Tamilmani using, GTRE, Project Vehicle Toyota Innova, Sh P. Sri Kumar,Director, ADE using Toyota Innova purchased in the name of Remote Video Terminal, four Toyota Innova purchased in RUSTOM-II and one vehicle mysteriously handover to Mr Shanker, IFA deputed in Bangalore. The Toyota Innova met with accident so it is requested to initiate through inquiry for the misusing staff and project vehicles.

Modernisation of DRDO

Modernisation of Defence Research and Development Organisation (DRDO) is a continuous process.

One of the major recommendations of Kelkar Committee report was to review the  functioning of DRDO. Accordingly, a Committee headed by Dr. P. Rama Rao was constituted by the Government for reviewing the functioning of DRDO.

The Committee submitted its report to the Government. After examination, the Government has implemented the following recommendations of the Committee:

• Nomination of Nodal Officers for structured interaction between DRDO and Services.

• Introduction of Integrated Financial Advice (IFA) Scheme for financial decentralization.

• Appointment of a dedicated Chief Controller for Human Resources (HR).

· Creation of Seven Technology Domain based Clusters headed by Director’s General,Restructuring of DRDO HQrs, Creation of Directorate of Systems Analysis and Modelling (SAM) and Directorate of Quality, Reliability and Safety (QR&S).

· Efforts have also been made to increase budget for Extramural Research as recommended by the Committee.

Further,a note has been initiated by DRDO for approval of the Cabinet for:

· Creation of empowered Defence Technology Commission (DTC).

· Creation of a Commercial Arm of DRDO.

· Renaming of Director General, DRDO as Chairman, DRDO.

· Full scale implementation of IFA scheme and creation of posts thereto.

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shrimati Meenakashi Lekhi in Lok Sabha today.

DRDO regional director RK Satpathy stabbed by juvenile in Hyderabad

Hyderabad: A senior DRDO official suffered injuries after he was attacked with a razor blade by a juvenile pickpocket on Sunday who managed to escape even after being caught for stealing a cell phone in the crowded Charminar area.

Regional Director of a Koraput-based DRDO unit R K Satpathy, who suffered injuries below his chest after the teenager attacked him with a blade, was immediately rushed to a government hospital and his condition was stated to be out of danger, police said.

A group of 15 officials of the Defence Research and Development Organisation (DRDO) had come to the city to attend a seminar.

Satpathy, along with his colleagues, went to the Charminar area for sight-seeing and shopping, Deputy Commissioner of Police (South Zone) Sarvashresth Tripathi said.

Taking advantage of the crowded area, a 16-year-old boy snatched a cell phone from the pocket of Satpathy’s colleague Logaonkar.

His other colleagues and some locals immediately chased the teenager and caught him and handed over the boy to Satpathy, the DCP told PTI.

“After catching the teenager, who is a pickpocket and addicted to sniffing whitener, they alerted the police. Even as Satpathy was holding the boy he took out a shaving blade and attacked him and fled away,” Tripathi explained.

“The DRDO official was immediately rushed to a government hospital and his condition was out of danger,” the senior police official said.

The boy, whose identification has been established, was recently arrested in a chain-snatching case and for quarrelling with a local person, though he was out on bail, police said.

Hussaini Alam Police booked a case on charge of attempt to murder and other charges under the relevant sections of the IPC in connection with the incident and launched a hunt to nab the juvenile.

The Regional Director of Regional Centre for Military Airworthiness was on a visit here, said Ravi Kumar Gupta, Director, Directorate of Public Interface, DRDO.

The incident has nothing to do with “DRDO affairs,” he said.

Satpathy was rushed to a hospital. “He is out of danger,” Gupta added.

RTI ONLINE PORTAL – Supporter of Corruption & Corrupt Officials

Honorable Sir,

I Prabhu Dandriyal, ex DRDO employee and resident of Dehradun, Uttarakhand fighting against corruption since 1999.

When the RTI Act 2005 implemented through our Honorable Parliament, it was a historical decision to empowerment common man of India.

Today, Sh Rahul Gandhi ji, Smt Sonia Gandhi ji daily quoting in election rallies that RTI Act 2005 is their gift to common man of India; it is 100% true that day one common man experiences his strength to correct the corrupt system and RTI Act helped mass common people of India.

Since its inception, I have filed several RTI applications to expose the corruption and slowly the corrective measures are taken by concern departments, but still long way to go on.

Sir, DoPT is the nodal agency for implementing RTI Act-2005 and I was found some officials from DoPT are supporting corrupt officials of DRDO.

Sir, I filed an online RTI application to DRDO for request information in respect of Dr. AK Singh, DOP, DRDO, Ministry of Defence. The information can expose the wrong doings of DRDO officials. But my RTI application was returned by DoPT official unprecedentedly.

My  RTI application MODEF/R/2014/60617 filed online portal on 31/03/214 addressed to Dr. RB Sharma, CPIO, DRDO under department of Defence was returned online on 15th March 2014 with this remark which one is  unprecedented act of portal manager/ in-charge against the guideline.   Remarks :- You have filed more than 40 online RTI applications relating to DRDO on the address of Department of Defence which has been physically transferred to DRDO under intimation to you. DRDO is a separate public authority and is also placed under Second Schedule of the RTI Act, 2005. Therefore, your online RTI applications seeking information in r/o the DRDO and sent to Department of Defence will not be acted upon henceforth. You may directly send your application to the DRDO for the information.

As per Guideline – An applicant who desires to obtain any information under the RTI Act 2005 can make a request through this RTI Online Portal to only the Central Public Authorities of main Ministries/Departments located at New Delhi initially. In the first phase, this facility is available to Ministries/Departments/Apex Bodies mentioned in the list available in ‘GUIDELINES’

It is astonishing fact that DoPT official mentioning   that DRDO placed under Second Schedule of the RTI Act, 2005 but they forget they are not exempted for corruption and human right violation matters; it seems that the officials involved are biased and supporter of corrupt official of DRDO.

I request you kindly take appropriate corrective measure  take action against officials who are involved in unconstitutional act and give strength to claim of UPA government that RTI- Act 2005 is really empowered the common man and fix those who are diluting the effectiveness of  strong RTI Act -2005.
