आदरणीय मोदी जी

यह बहुत ही खेद का विषय है की जिन  डीआरडीओ के वैज्ञानिकों की तुलना आपने 20 अगस्त 2014 को पुरस्कार वितरण करते हुए ऋषि मुनियो से की थी उनमे सबसे सीनियर डायरेक्टर जनरल, ऐरो,  डॉ के तमिलमणि द्वारा सरकार के सारे नियमो का मजाक बनाते हुए प्रोजेक्ट  की गाड़ी का न केवल दुर्प्रयोग कर रहे अपितु औरो को भी गाड़ियों के दुर्पयोग के लिए सहयोग कर रहे है।

डीआरडीओ के संस्थान ए डी इ, बैंगलोर  में प्रोजेक्ट रुस्तम – 2 के अंतरगर्त एक संस्वीकृति संख्या DRDO/02/333/P/2/Vol-II-394/D/R&D  दिनाक  23/02/2011 द्वारा  5 गाड़ियां  रिमोट वीडियो टर्मिनल (आर वी टी) (टोयटा  इन्नोवा समतुल्य)  77 लाख में खरीदने  की स्वीकृति प्रदान की गयी। (सैंक्शन डिटेल संलग्न है)

एक इन्नोवा डायरेक्टर जनरल, ऐरो,  डॉ के तमिलमणि द्वारा  इस्तेमाल की जा रही है।  गाड़ी में डीजी  ऐरो का बोर्ड लगा है।  ड्राइवर आर्मी का एक हवालदार नियुक्त है।  गाड़ी को देख कर कोई नहीं कह सकता की गाड़ी का इस्तेमाल प्रोजेक्ट रुस्तम – 2 में रिमोट वीडियो टर्मिनल (आर वी टी) में हो रहा है। (चित्र संलग्न है )

डॉ के तमिलमणि द्वारा भारत सरकार के नियम विरुद्ध ट्रांसपोर्ट अलाउंस लाभ भी लिया जा रहा है। (जनवरी की  सैलरी स्लिप संलग्न है)

डॉ के तमिलमणि को सरकार ने सेकंड सेवा विस्तार 62-64 वर्ष भी दिया है जोकि मई 2016 तक है। परन्तु केवल भगवान ही जानता है कि डॉ  तमिलमणि  द्वारा देश व् डीआरडीओ को क्या प्रदान किया है।  क्योंकि देश की साइंटिफिक  क्षेत्र में उनके योगदान का कोई चिन्ह नजर नहीं आता है केवल डीआरडीओ के स्वयं प्रयोजित  पुरस्कार ही उनके खाते में हैं जिनकी कंही भी मान्यता नहीं है। डॉक्ट्रेट की उपाधि का भी अभी अभी प्रबंध किया।

रिमोट वीडियो टर्मिनल (आर वी टी) नाम से ली गयी दूसरी गाड़ी एडीइ निदेशक द्वारा तथा तीसरी गाड़ी प्रोजेक्ट डायरेक्टर रुस्तम -२ द्वारा और सूत्रों के अनुसार बाकि की दो गाड़ियों का कोई सुराग नहीं है।

इसी प्रकार से डीआरडीओ के पुणे स्थित संस्थान एच इ एम आर एल के निदेशक श्री विकास भट्टाचार्य द्वारा  भी इसी प्रकार से एक इन्नोवा मोबाइल इन्ट्रूमेंट कैरियर नाम से खरीद कर अपने इस्तेमाल में ली जा रही है।  टेंडर, फर्म्स, गाड़ी का लाल बत्ती लगा चित्र, सप्लाई आर्डर संख्या आदि संलग्न है।

इन उपरोक्त तथ्यों से यह लगता है कि रक्षा लेखा विभाग का जैसे डीआरडीओ के अधिकारीयों   द्वारा अपहरण कर दिया है।  क्या उन्हे वार्षिक ऑडिट में यह सब दिखाई नहीं देता या रक्षा लेखा अधिकारियो ने आँख बंद कर रखी है ?

आपसे अनुरोध है की आपकी  लाल किले  की प्रतिज्ञा न खायंगे न खाने देंगे का कुछ तो असर इन  तथाकित डीआरडीओ के वैज्ञानिकों पर डालने की कृपा करे अन्यथा ये इस देश के करदाताओं से मिले बहुमूल्य पैसो को अपने मजे के लिए उड़ा देंगे।

आपसे यह भी अनुरोध है कि संलग्न शिकायती पत्र को सीवीसी  व् सीविओ (रक्षा मंत्रालय) को तत्काल प्रभाव से जाँच करने के आदेश के साथ अग्रसारित करने का  कष्ट करें।

Sir,

  1. K Tamilmani, DG (Aero), DRDO, Bangalore using Toyota Innova vehicle bearing No 14B 113597Y, it seems that vehicle procured under sanction of Project Rustom –II in the name of Remote Video Terminal Vehicle.
  2. According the sanction letter No DRDO/02/333/P/2/Vol-II-394/D/R&D date 23/02/2011. The 5 no of Toyota Innova sanction for Rs 77 Lakhs in the name of Remote Video Terminal Vehicle was sanctioned as per file No DHRD/76682/ ADE(Proj)(Misc) /VEH/ C /P/01dated 27 June 2013
  3. The letter no DHRD/76682/ADE/(Proj)(Misc)/VEH/P/01 date 27 Jun 2013 signed by Dr Hina A Gokhle, Director, HRD, DRDO Hqrs in its para 4 “This letter issue with special concurrence of Ministry of Finance/Deptt of Expenditure in exemption of the extent ban vide their ID Note No 18(2)/E.Coord)/2013(84982) dated 28/05/213)”. It is clear evidence that DRDO senior scientists try to fooling country system. They are taking extraordinary sanction of vehicle by showing its utility in project by putting name “Remote Video Terminal Vehicle”. The vehicle simply using by Dr.K Tamilmani, DG (Aero), as luxury staff car.
  4. At the same time Dr.K Tamilmani, DG (Aero), DRDO, Bangalore availing the transport allowance of Rs 14490/- which attracts severe disciplinary action against under CCS (CCA) Rules 1965, False claims on the Government like T.A claims reimbursement claims, etc. False claims on the Government like T.A claims reimbursement claims, etc, Obtaining or attempting to obtain any valuable thing or pecuniary advantage without consideration or for a consideration which is not adequate.   5. Three vehicles are using by Dr.K Tamilmani, DG (Aero), Director, ADE & Program Director Rustom – II, and rest not traceable.
  6. K Tamilmani, DG (Aero), DRDO, Bangalore violated the Motor Vehicle Act by putting DG Name plate in front of Toyota Innova.
  7. It is requested that please register case against Dr.K Tamilmani, DG (Aero), DRDO, Bangalore for maneuvering of Government funds under the provision of prevention of corruption act section 13(2), or any other applicable acts of GOI.

PROCUREMENT OF VEHICLES

4.2         The requirement of vehicles from the procurement point of view, fall under the following three broad categories:-

(a) Service Pattern Vehicles.

(b) Trade Pattern Vehicles.

(c) Specialist / Dedicated Vehicles.

4.8       PRQCUEMENT OF Specialist / Dedicated Vehicles:

The procedure for procurement of the basic vehicle i.e. chassis and engines will be the same as for the Service Pattern/Trade Vehicles i.e, from Army Sources, DGS&E) rate contract or Trade. Modifications/ fabrications base vehicles will be based on the guidelines laid dawn in CWR. These modifications, if cannot be under taken by the selected suppliers / manufacturers will be assigned, under a development / fabrication contract following the DRDO procedures in vogue for such contracts. The expenditure involved will be met from the project for which such vehicles are required.

I have sent all these input to Bangalore based journalist Sh Sharan Poovanna, Senior Correspondent with the New Indian Express. He tried his best to get Dr K Tamilmani’s view but Dr K Tamilmani just walked away without giving any explanation.

Dr K Tamilmani is public servant he cannot escape from responsibility; he is bound to give answer about misusing the poor tax payer’s money.

Today, Dr. K Tamilmani, DG-Aero has come in his own vehicle, but driven by military Havaldar. Interestingly, even ADE office cannot have a military Havaldar posting; Dr. K Tamilmani has managed his posting to ADE and using him as driver.

It is requested and appeal to all DRDO friends just keep your eye open help the government to clean mission.

SUBJECT : REQUEST FOR CONSTITUTION OF SPECIAL INVESTIGATING  TEAM (SIT) FOR INVESTIGATION OF COMPLAINTS OF CORRUPTION AGAINST DR. A.K. SAXENA, DIRECTOR, DMSRDE, KANPUR UNDER DRDO, MIN. OF DEFENCE.                      

Sir,

I humbly submit your kind attention towards corruption in tunes of crores at Defence Materials & Stores Research & Development Establishment (DMSRDE), Kanpur, an establishment under Defence Research & Development Organisation (DRDO), Ministry of Defence, Government of India.

Dr. Arvind Kumar Saxena was appointed as Scientist ‘C’ on 28.04.1984 in DMSRDE, Kanpur and since then he is continuously posted at DMSRDE, Kanpur from past 30 years. He was never transferred from DMSRDE, Kanpur and since the date of his posting he is working at Kanpur.  The roots of the Dr. Saxena while working at DMSRDE, Kanpur has become so deep that he was involved in various activities involving the financial and administrative irregularities that leads corruption in DMSRDE.

Dr. Arvind Kumar Saxena, Scientist ‘G’ was appointed as Director, DMSRDE, Kanpur wef 01 January 2011. In spite of the fact that he has been involved in various financial and administrative irregularities , Dr. Saxena was  promoted to the rank of Scientist ‘H’ wef 02 August 2012 and since then he is  holding the rank of Scientist ‘H’ and working as Director, DMSRDE.

The right from his appointment as Director, he was involved in various kinds of administrative and financial irregularities that lead corruption in tunes of crores. Several complaints were made against Dr. Arvind Kumar Saxena to then Defence Minister.

I am an RTI activist and social worker running a website corruptionindrdo.com to expose the corruption in DRDO. I also made as far as 12 complaints regarding corruption in procurements of various instruments, equipment and materials in DMSRDE by DMSRDE officials to Central Vigilance Commission, Hon’ble Defence Minister and DGR&D, DRDO. These complaints were filed by me during 29 Nov 2013 to 11 June 2014. Total cost of store items procured against which complaints were filed is about Rs. 7.5 crore. A complete list of complaints filed by me to CVC and Hon’ble Defence Minister is enclosed as Enclosure-1.

All the aforesaid complaints made by me have been endorsed by Central Vigilance Commission (CVC). CVC has taken cognizance of aforesaid complaints and registered on prima facia.  These complaints have been forwarded to Chief Vigilance Office (CVO), Ministry of Defence for further enquiry/investigation of the aforesaid complaints. Under the provisions of RTI Act 2005 the CPIO, CVC vide letter no. CVC/RTI/13/1862/241925 dated 18.03.2014 informed to me that his complaints have been forwarded to CVO (MOD) for investigation. Letter enclosed as Enclosure-2.

Under RTI Act, CPIO, CVO MOD informed that all complaints have been forwarded to Director, Vigilance & Security, DRDO for further inquiry and asked the consolidated report from DRDO vide their letter dated 04 August 2014. Letter enclosed as Enclosure-3.

Meantime, a Fact Finding Inquiry Committee (FFIC) was constituted by Shri Avinash Chander, DG, DRDO under chairmanship of Dr S S Negi to inquire the complaints against Dr. A.K. Saxena. The Fact Finding Inquiry Committee visited DMSRDE, Kanpur on 13th – 14th, March 2014 for inquiry on the complaints submitted against Dr. A.K. Saxena. The said committee submitted its report to Shri Avinash Chander action only GOD knows the truth.

Shri Avinash Chander again set up second Fact Finding Inquiry Committee in which Chairman was equivalent rank to Dr. Saxena   and three junior officers were members of the Fact Finding Inquiry Committee. The second FFIC was constituted under chairmanship of Dr. D.C. Pandey, Scientist ‘H’, LRDE, Bangalore and three members Sri Hari Babu Srivastava, Scientist ‘G’, Sri Jagdeep, Scientist ‘F’ and Sri R.S. Mehta, Joint Director. The said committee visited DMSRDE, Kanpur recently on 9-10 July 2014. Therefore constitution of two FFIC by Shri Avinash Chander establishes that there were complaints against Dr. A.K. Saxena but to give him patronage and support the Shri Avinash Chander set up illegal FFIC. This second FFIC also submitted its report to Shri Avinash Chander but still no action against Dr. A.K Saxena took place by DRDO.

Sir , Shri Avinash Chander was supporting the corrupt practices at DMSRDE, Kanpur. In this connection I again submitted complaints to Hon’ble Prime Minister and Hon’ble Defence Minister in October-November 2014.

Despite since long time all 12 complaints are still pending with Director (Vig.) & CVO (MOD), South Block, New Delhi and no action has been taken so far.

Dr. A.K. Saxena, Director, DMSRDE is going to retire on 31 July 2015 and only five months remain for his superannuation. To give safe passage to safely retire to Dr. A.K. Saxena even after making corruption in tunes of crores is totally against the Government policy of “Zero Tolerance for Corruption”.

Therefore to take speedy action in the corruption cases of DMSRDE registered by CVC and forwarded to CVO (MOD), I kindly request high level Special Investigation Team (SIT) to investigation and speedy action against corrupt officials of DMSRDE, Kanpur.

    4. Complaints dated 28.12.2013, 06.01.2014 & 09.01.2014 have been received and these have been sent to CVO, MOD for necessary action vide Commissions OM No. 30714/2013/Vigilance9 dated 26.12.2013, 3617/2014/Vigilance9 dated 10.03.2014 respectively.
    5. Complaints dated 12 Jan 2014, 06 Feb 2014 & 03 March 2014 are consideration of Commission.

After PM prodding, DRDO looks to set up new lab with scientists under 35

A few months after India’s premier defence research body DRDO was prodded by Prime Minister Narendra Modi to empower younger scientists, the organisation is planning to set up a new laboratory that will only have scientists under the age of 35.

While Modi had said that he wants to see five laboratories headed by scientists under the age of 35, DRDO is making a start by setting up a new lab within the Electronics and Communications Systems (ECS) cluster in Bangalore exclusively for young scientists.

The DRDO is currently scouting for scientists within its ranks under the age of 35 to join the lab and has sent out circulars to all its institutions for suggestions and recommendations. The new laboratory is likely to come up within the campus of the Bangalore-based Electronics and Radar Development Establishment (LRDE).

The new lab will focus on three specific areas – image processing, cognitive radio and waveforms for communication systems, a circular that has been sent to DRDO establishments across the nation says. It is however not clear yet when the new laboratory will be set up and whether it would have a special provision for career progression of young, talented scientists.

As reported by the India Today, the average age of DRDO scientists is creeping closer to 40 and an internal survey had found that most of its entry-level scientists are unhappy about their career prospects. Almost 57 per cent of all scientists who leave the organisation prematurely do so because of lack of professional satisfaction. Since 2008, nearly 500 entry and mid-level scientists have resigned or taken early retirement while intake of new scientists has barely kept pace. The DRDO’s annual intake of young scientists has dipped to 70 per year.

A senior official in the National Technical Research Organisation (NTRO) is facing the heat for blowing the whistle on corruption and nepotism in the premier intelligence body.

Director (establishment) Suresh Sharma was moved out of the NTRO’s Delhi headquarters after red-flagging large-scale irregularities in sensitive appointments made by the organisation brass.

The NTRO has been courting bad publicity following an as yet-unreleased report by the comptroller and auditor general (CAG), criticising the organisation for alleged irregularities in the purchase of UAVs (unmanned aerial vehicles).

The organisation, set up after the Kargil war to spruce up technical intelligence, reports to the National Security Adviser who is answerable directly to Prime Minister Manmohan Singh. The PMO has sought the NTRO’s response on the CAG report.
In January, about a month before he was moved to Bangalore, Sharma wrote to NSA Shiv Shankar Menon accusing senior adviser P. V. Kumar of aiding irregularities in the appointment of external pilots and scientists, among other posts. Recently, Kumar was elevated as the NTRO head.

The PMO had forwarded Sharma’s complaint for appropriate action to Kumar, then acting chairman of the NTRO. As nothing seemed to have come of it, the PMO sent a reminder on March 30 and asked for an action taken report.

India today2The PMO also constituted a single-member inquiry panel under Kumar to look into the complaints of irregular appointments. Strangely, the complaints were marked to Kumar despite the fact that the supervisory role of the NTRO chairman was not above board.

A detailed questionnaire was faxed to the NTRO chairman more than a week back, seeking his response on the serious charges against him and allegations of corruption in the premier organisation. However, Kumar refused to file a reply despite several reminders.

Sharma had alleged in his letter to the NSA that Kumar had attempted to water down the true findings of his inquiry panel. Sharma could not be reached for comments despite making several calls to Bangalore.

Sharma, who was holding the charge of additional controller (administration) in the NTRO, stated in his fivepage complaint that he had tried to apprise Kumar of the appointments violating all government norms and corruption in the organisation.

“A lot of pressure was mounted on me to change my notes but, as a dutiful officer of central government posted in a very sensitive organisation, I did not succumb to any such pressure,” he wrote.

The letter quotes several instances to give a glimpse of what is wrong in the NTRO. A group captain (retired) posted at the Dehradun aviation base was shielded despite complaints of corruption pending against him. As a cover-up exercise, the NTRO ordered an inquiry against him. But its establishment division suggested the probe report not be accepted as it did not follow government regulations. Once the objections were raised on the official file, it was never returned to the establishment division, Sharma alleged.

Two officers were employed on a contract basis in the organisation at the joint secretary-level. The NTRO, overlooking the PMO’s directive putting a cap on employment at 65 years’ age, wanted to extend their services. The NTRO suggested the two could be appointed at ‘job contract basis’, which too was illegal.

The CAG report is also believed to have taken note of the irregularities. But it is suspected the government is not willing to make the report public as it would open up a can of worms which would be difficult for the PMO to defend.

Negi, Scientist ‘H’ as Chairman and Shri Manoj Bali , Scientist ‘G’ and Shri Jagdeep, Scientist ‘F’ as members of FFIC. This FFIC visited DMSRDE, Kanpur on 13-14 March 2014 and submitted FFIC report in a speedy manner in April 2014. This illegal committee submitted fake report as directed by Shri Avinash Chander who patronage Dr. AK Saxena and in lieu of obedience both Dr.SS Negi and Manoj Bali were awarded by big boss.

You are aware that Dr. SS Negi has been appointed as Director, IRDE, Dehradun and Shri Manoj Bali, Scientist ‘G’ is promoted as Scientist ‘H’ superseded 55 senior scientists as his senirity roll no is 71,  despite several honest and eligible scientists have been ignored.

You have been appointed as Chairman of 2nd  FFIC by big boss with same hope that you also show your loyalty and obedience towards him but your honesty came in path and you still not submitted the report to big boss and not giving clean chit to Dr. AK Saxena who is very close friend of mini DG & DOP Dr. A.K. Singh. Thereby your name is not in today list of promotes for the year 2014 for Distinguished Scientist. May be it will come in supplementary list?

You are fully aware that now Government has been changed and our Prime Minister is not happy with DRDO’s Chalta hai attitude,   for FFIC as maximum time for submission report is three months as per DOPT Inquiry Manual, CVC expects preliminary investigation to be completed within three months.

You have visited DMSRDE, Kanpur on 09-10, July 2014 and completed the FFI. Now third month is coming to end soon and Director (Vigilance), MOD has sought Director (Vigilance & Security), DRDO for consolidated report by his letter dated 04 August 2014.

In recent judgment of Madras High Court, Hon’ble justice commented “Scientist have no excuse that they have no administrative knowledge” and thereby two great senior officials have been sentenced three week imprisonment. Although DRDO हाथ क़ानून से भी लम्बे है today they filed SLP in Supreme Court and got time further with the help of poor tax payers money. पर कब तक ?

Don’t worry sir, one chance still there for you with for being DS in case you submit true report solely based on voice of your sole. You remember that “गरीबों की सुनो वो तुम्हारी सुनेगा, इस साल नहीं हुआ लेकिन अगले साल प्रमोशन होगा”.

Another Proofs of Incompetency of Dr A K Singh, DOP and Dr Vijay Veer, Director, DRL, Tezpur

In DRDO HR and Misadministration problems are in peak and these are only due to incompetent scientists who are looking DRDO administration on the advice of foreign elements that is AFHQ cadre officials who are in deputation and enjoying DRDO facilities. These officials arein deputation in DRDO and they don’t have any, accountability and loyalty with DRDO and not concerned about reputation of DRDO.

DRDO senior officials are moving around them for mere small benefits as DOP run on advices of these AFHQ cadre officers and Dr. A.K. Singh, DOP is acting without application of mind on files/cases put up by these officers of AFHQ.  They are expert in manipulation of government rules.There are several examples of wrong doings, some acts were already raised by DRDO admin officers. Some AFHQ cadre officials are still enjoying job in DDO after retirement in contract basis as an award for their wrong acts in DOP and all this happening in DRDO because of incapable and incompetent DOP.

Dr A K Singh’s spending his main time to manage his TD’s and finding the equation of next promotion for him. DRDO problems – who cares. Dr A K Singh is not man of solutions   he is problem creator see his letters which are submitted to CAT and High court of Allahabad by another great Director of DMSRDE, Dr A K Saxena.

Dr Vijay Veer is also TD expert and whole DRL witnessing his tremendous ability of flying in TD, he is the Flying Veer of DRL, while making him Director, DRL, Tezpur, DRDO Hqrs forgot to consider that his wife is working in Forest department, Dehradun and he is having three immovable properties in Dehradun. How he will manage his family & property from Tezpur which is about  1947 km apart from Dehradun. It appears like other Directors, DRDO HQ assured him to sanction his unjustified TD to visit Delhi or nearby ,,,,,,,,,,,,,,,, on regular basis. Rest …………………..

In DRDO TD’s not a big problem scientists and records of TD’s of Senior officers including SA,DG’s& CC’s establish that to take lunch with his  family they move in morning to Hyderabad/Bangalore and returned back after good family lunch on the name of TD’s to any of the DRDO establishments at Hyderabad/Bangalore without bothering the  tax payers money.

One important example of DRDO TD is worth mention when Dr R Sreehari Rao, Ex -OS & CC R&D (ECS & LIC) and his kin’s marriage function was in Hyderabad 110 of DRDO officials was present in his kin’s wedding function and all were in TD and marriage CD recording is available but who cares it is DRDO of 1972 Arjun MBT.

If Ministry of defence audit the only TD expenses of DRDO top brasses for last 10 years they will certainly put those figure in golden words in Limca and Guinness world record because no department of government of India can beat them in this race. The utilization of flying miles are man discussion among top scientists and as per sources one present director used these flying miles in LTC and claimed the LTC too in his previous establishment matter was buried.

It appears that DOP likes to read Ruskin Bond in his US tours rather Swamy’s Handbook regarding DOPT, GOI guidelines for two year tenure postings in North-East Region, which results another CAT order for consideration of transfer of individual official of DRL Tezpur.  Dr A K Singh , DOP is fully accountable for these CAT Orders of Guwahati Bench of CAT and the expenditure incurred by Government/DRDO and the individual should be cost on Dr. A K Singh based on Hon’ble Modi Ji accountability & transparency doctrine for Good Governance.
