I am distressed by above referred decision of Public Information Officer, DMSRDE , Kanpur. I hereby submit  this appeal u/s 19(1) of RTI Act 2005 for your kind consideration & decision.

3. Particulars of Decision/Order of PIO against which appeal:-

Decision vide letter No. DMS/0369/RTI/101/45/Letter_2013 dated 26 August 2013. Copy enclosed as Enclosure -1.

4. Brief facts leading to appeal:-

(a)          An application under Section 6(1) of RTI Act 2005 dated 8 August 2013 was submitted to PIO, DMSRDE, Kanpur for providing information regarding Tour Programmes and TA/DA Bills of Dr. AK Saxena and Dr. Vineeta Nigam. Copy of the RTI application dated 8 August 2013 is enclosed as Enclosure-2.

(b)          Public Information Officer, DMSRDE, Kanpur rejected the application u/s 24(1) of RTI Act 2005 vide letter No. DMS/0369/RTI/101/45/Letter_2013 dated 26 August 2013 although it was clearly mentioned as Note in RTI application that required information is directly related to the corruption and not come under Schedule-II.

(c)          PIO, DMSRDE, Kanpur rejected the RTI application dated 8 August 2013 on invalid, illegal, ultra vires & false reasons with malafide intentions to linger on the process of seeking information with an ulterior motive under direction of Director, DMSRDE, Kanpur (The Public Authority). This act of PIO, DMSRDE , Kanpur attracts action on PIO u/s 20 of RTI Act 2005.

(d)          Appellant is intensely upset by the decision of PIO, DMSRDE, Kanpur and this leads to appellant to file an appeal u/s 19(1) of RTI Act 2005.

5.    Reasons/Grounds for First Appeal:-

First Appeal is submitted to First Appellate Authority on following reasons/grounds.

(a)        Under the provisions of section 24(1)  of RTI Act 2005 the organisation notified under II Schedule of the Act are exempted from the information except when the information pertained allegations of corruption and human rights violations only.

(b)        Appellant submitted an application dated 8 August 2013 under section 6(1) of RTI Act 2005 to PIO, DMSRDE, Kanpur for   providing information as mentioned in application dated 8 August 2013 enclosed as Enclosure 2 to this FA.

(c)        Information was denied by PIO, DMSRDE, Kanpur on the ground that “DRDO is placed in Second Schedule of RTI Act, 2005 and is exempted from disclosure of Information under Section 24(1) except for information pertaining to the allegations of Corruptions and Human Rights Violations“.

(d)        The information sought by the appellant vide his application dated 8 August 2013 does not comes u/s 24(1) of the Act as per consistent views and decisions of Central Information Commission in various cases regarding organisation notified in Schedule II like DRDO.

(e)        Information was denied on false and illegal grounds with mala fide intentions to harass the appellant from getting the information.

(f)         PIO is not aware of recent views and decisions of CIC regarding DRDO(notified organisation under Schedule II), thereby he misused section 24(1) of the Act for denial of Information.

(g)        Appellant is deeply distressed by invalid decision of PIO, DMSRDE, Kanpur, hence the First Appeal u/s 19(1) of RTI Act 2005 before FAA.

6.    Prayer /relief sought for:-

Information sought vide RTI Application dated 8 August 2013 by appellant has been denied on false and invalid reasons by PIO, DMSRDE, Kanpur. Therefore, appellant kindly prays to FAA, DRDO to allow this appeal and issue instructions/orders to PIO, DMSRDE, Kanpur to provide the information sought as seek by appellant vide his RTI Application dated 8 August 2013.

7.    Grounds for prayer/relief sought for:-
1.      CIC decisions on notified organisations under Schedule II of RTI Act 2005 like DRDO

(i)        CIC in its various decisions consistently held that Establishment Matters relating to the organization notified u/s 24 of the RTI Act come within the purview of the Act and information in this regard thereto are not exempted from disclosure.

(ii)       CIC in its various decisions clarified that the exemption u/s 24(1) for DRDO (notified organisation under Schedule II) is only for Scientific/Technical/Strategic/national security information and not for the information of General nature/Estt. Matters/ Routine Correspondence/ all other information for which exemptions u/s 24(1) are not allowed.

(iii)      These decisions of CIC are binding on  all notified organisation under Schedule II, as these decisions of CIC has not been challenged till date in any court.

(iv)     In this regard following decisions of CIC are listed for your kind information and consideration.

(v)      In these decisions CIC decided that “Immunity granted u/s 24(1) is only for scientific & strategic Information only. All other information should be provided by all organisation notified under second schedule of the Act“.

2.        Nature of information sought is not  related to strategic/national security/scientific /technical matters

Information sought is related to official tour programmes and TA/DA Bills of Dr. AK Saxena, Director, DMSRDE, Kanpur and Dr. Vineeta Nigam, Scientist ‘D’, DMSRDE, Kanpur. This type of information has already been allowed by CIC as information sought is not pertaining to strategic/national security/scientific/technical matters.

3.        Information sought is related to Estt. Matter/General Routine nature/ Routine correspondence and permissible / allowed by CIC, even after the fact “DRDO is notified organisation under Schedule II”, in various decisions against DRDO.

4.        Information sought is also related to allegations of corruption as already mentioned in RTI application dated 8 August 2013 and having angle of vigilance as per CVC Act. Under the provisions of Section 24(1) of the Act, the information should be pertaining to allegations of corruption only. No evidences or proofs of corruption are required for seeking information related to corruption as per RTI Act 2005. Instead the onus is on PIO to establish that information sought is not having vigilance angle and pertaining to allegation of corruption. It is alleged that Dr. AK Saxena, Director, DMSRDE misused his official position for sanctioning of tour programs and tour expenses of Dr. Vineeta Nigam, Scientist ‘D’.

5.        Information sought is related to tour programme and tour details of Dr. A.K. Saxena , Director, DMSRDE and Dr. Vineeta Nigam, Scientist ‘D’. This information is not a personal information u/s 8(1) (j) of RTI Act and comes under Establishment Matters. The information related to tour programme & TA/DA etc are allowed under RTI Act as pronounced in various decisions of CIC. For ready reference of FAA, appellant would like to mention some decisions of CIC regarding tour programme, travel expenses etc of a public servant.

  1. Case No. 07/IC (A)/CIC/2006 dated 6.3.2006, Dinesh Berry Vs BPCL. Decision pronounced as “The information sought by the appellant relate to the tour programme and travel expenses of a public servant, which can not be treated as personal information
  2. Case No. CIC/SM/A/2009/000952 dated 13 April 2010, Shri Janardhana Rao Vs UCO Bank. Decision pronounced as “Copy of the tour programme and copy of TA bills are not personal information“.
  3. Case No. CIC/AT/A/2010/000996/SS dated 13.3.2012, U.P. Kamal Vs Coal Mine PF. Decision pronounced as “Official tours undertaken under the budgetary resources of the public authority can not be considered personal information
  4. In CIC decision in case No. CIC/LS/A/2011/000386 dated 29 June 2011, Prabhu Dayal Dandriyal Vs DRDO, CIC has allowed the tour related information. Therefore denial of information under shadow of section 24(1) is illegal.
  5. Despite being a notified organisation, DRDO is following section 4 of RTI Act and proactively disclosed IPR, various service rules, procurement & recruitment rules etc on DRDO website. As per DOPT Notification F.No. 1/8/2012-IR dated 11 Sept 2012 and 3rd April 2013 official tours of Ministers  & Officials should be disclosed proactively on website by all organisations. Tour Programme & tour expenses related information is not exempted for organisation notified under Schedule II as per CIC decisions as this is information related to Estt. Matter and general nature. Despite the information sought comes under section 4 of RTI Act, PIO denied information with ulterior motive & malafide.

This is with reference to DOPT Office Memorandum F. No. 1/8/2012-IR dated 11thSeptember 2012 and DOPT Office Memorandum F. No. 1/8/2012-IR dated 3rd April, 2013 on Subject “Suo motu disclosure on official tours of Ministers and other officials“.  It has been observed that information regarding official tours of Director, DMSRDE and other Scientist ‘G’ & above posted in DMSRDE are not available on DRDO/ DMSRDE website in compliance of above mentioned DOPT Office Memorandum.

Kindly provide the following information under section 2(f), 2(j) and 6(1) of RTI Act 2005.

INFORMATION SOUGHT

  1. Provide soft copy of data / data in electronic form stored in database kept on server/computer used for storing data of tour programs using software for preparing TA/DA advance bills, final claim settlement of tours and Movement Orders in Finance & Accounts Division DMSRDE for tour program/Temporary Duty move data from 01st January, 2011 to 31st July 2013 in respect of all Scientists and officials of DMSRDE in Compact Disc (CD).
  2. Provide following information and records regarding official tours of Dr. Arvind Kumar Saxena, Director, DMSRDE, Kanpur from 01 January 2011 to 31 July 2013.
    1.    III.        Copies of final claim along with all enclosure for claiming TA/DA like rail/air tickets, bills for Lodging And Boarding, taxi bills etc.
  3. Provide following information and records regarding official tours of Dr. Vineeta Nigam, Scientist ‘D’ from 01.01.2011 to 31.07.2013

Facts :-
1. Heard today dated 09.08.2012. Appellant present. DRDO is represented by Shri
Deepak Mishra, Scientist ‘E’.

2. It is noticed that in the RTI application dated nil, the appellant had sought information on 05 paras about the appointment of Ms. Swati Srivastava. The CPIO had refused todisclose any information vide letter dated 2.11.2011 on the ground that the DRDO is an exempted organisation.

3. During the hearing, the appellant submits that the DRDO had advertised posts of Scientists ‘B’ in 2004 for which qualification was M.Sc. Bio Technology. Ms. Srivastava was M.Sc. in Environmental Biology. Thus, she was not qualified for the job. Yet due to the influence of his father Dr. Arun Kumar, who was then Deputy Director in DRDO, she was fraudulently selected as Scientist ‘B’
4. Shri Mishra submits that there is no one single file relating to this selection. In fact, there were about ten thousand candidates and to cull out Ms. Swati Srivastava’s record would be a herculean task. Further, the record is ten year old.

5. No doubt, DRDO is an exempted organisation, yet in my opinion, there is no harm if the appellant or his representative is given inspection of the entire records relating to the selection of Ms. Swati Srivastava as Scientist ‘B’. As regards the difficulty expressed by Shri Mishra in tracing out the relevant record, I appreciate the same and yet I expect him to cull out the record for appellant’s inspection.

2. It is the appellant’s contention that Ms. Geeta, daughter of Dr. W. Silvamurthy, former Director, DIPAS, DRDO, New Delhi, was selected as Scientist ‘c’ in 2004. It is his allegation that said Ms. Geeta was not qualified to be selected as Scientist ‘E’ as she did not hold the Ph.D degree at that time. He also alleges that she obtained the Ph.D. Degree from Bharathiar University, Coimbatore, in an irregular manner. In this connection, vide RTI application dated 7.10.2011, the appellant had sought information on 05 paras. This was responded to by the CPIO vide letter dated 2.11.2011 wherein he refused to disclose any information on the ground that DRDO is an exempted organisation.

3. Hence, the present appeal.

4. Shri Mishra submits that he has not received a copy of the appeal memo and, therefore, it is not possible for him to respond to it off-hand. Besides, he also submits that Chairman, RAC, had conducted an inquiry into the matter and in report dated 24.12.2010 had held that the process of recruitment was in order. The Commission cannot comment on the validity of allegations made by the appellant. Even so, in my opinion, the requested information cannot be denied to the appellant only for the reason that DRDO is an exempted organisation. In fact, transparency demands that the records relating to the inquiry conducted by Chairman, RAC, are allowed to be inspected by the appellant or his representative. I order accordingly.

Why I asked this Information –

DRDO sends annually many officers for higher studies particulars to IIT’s and national Universities. The admission which granted normally after tough competitions are available to DRDO’s sponsored candidates was easily.

Aim of such higher studies is to use the academic platform to solve the complicate technical issues. DRDO in turn give the IIT’s or Universities sufficient grants against project and R&T schemes.

No one gets benefited neither the institutions nor the DRDO, it is because the most of the individuals after getting higher education working as admin, allied works, and  the reaction of this most of them leave the organization. For example Dr.DP Singh, Estate Manager, Scientist ‘F’ did his post graduation and PhDs from DRDO sponsoring and performing duty of admin purely non scientific assignment. Sh A.K Musla, Sc ‘F, holding post Joint Director Admin in IRDE, Dehradun, he also did his B.Tech and M.Tech from DRDO sponsored funds and working as purely in admin. I am quoting only two names as tip of the iceberg, because in DRDO you will find 100 of such cases. DRDO is shear wasting the corers and corers rupees public funds in the name of higher education programs. Although, the aim and object of the higher education program is really good, but in hands of bad corrupt officials, the output is wasting by DRDO.

According to the ministry, a total of 1,107 scientists, mostly young entrants, have resigned from the DRDO between 2003 and 2007, implying that on an average one person leaves every two days.

What I have asked in my RTI

The DRDO Awards Scheme, in its present form, was introduced in the year 1999 to motivate DRDO scientists, engineers and partners in industries and academic institutions in contributing for the cause of national security and self-reliance. The present Award Scheme, instituted by the Government of India, are therefore, meant to encourage DRDO scientists and our partners in the Private Sector Undertakings (PSUs), the private firms as well as the academic institutions in performing even better towards accelerating the pace of development of critical technologies, transfer of technologies from laboratories to industries as well as productionisation of the state-of-the-art defence systems

The Scheme consists of a total of 17 awards, out of which, 4 awards are given by the Directors of the concerned laboratories/establishments in recognition of outstanding contributions of their scientists and other supporting staff consisting of technical, administrative and allied cadres. The remaining 13 awards are decided at the DRDO HQrs for which nominations are called every year from all laboratories/establishments. The nominations are initially short listed by the Screening Committee under the chairmanship of the Chairman, Recruitment and Assessment Centre (RAC). The short listed nominations are, thereafter, examined by the Apex Committee for finalisation of the awards which also consists of two outside experts. These awards are normally given away by the Prime Minister of India on the “Technology Day” which falls on 11th May of every year.

In this connection it is requested to provide the following detail information

Total amount of investment made on DRDO awards  year wise from 1st April 1999 to till date 2010

i)           Total amount invested in arranging Award ceremony

ii)          TA/DA  on recipient of the awardees and spouse

iii)        All categories of all cash award by all Laboratories/Establishments and DRDO Hqrs. during period of April 1999 to till date. In following format

Why I asked this Information –

The awards given by Government of India like Padma Award, Shanti Swaroop Bhatnager Award etc all these awards are given with an aim to encourage/motivate/ recognize the contribution of individual recipients and therefore it carries a citation.

DRDO constituted its awards like Scientist of the year, Young Scientist awards, Technology Leadership Award etc. with the aim to inculcate a culture of hard work, dedication, scientific achievements, and technology breakthrough leading to the technology development for national security.

But the award given in DRDO, the mode of selection, the encouragement to the scientific team does not rely on the standards.

Different rules for different occasion or different rules for different officer, the motto of DRDO or the definition of DRDO is suitably implemented..

The public would like to know the manner DRDO spending nearly 2 crores of rupees annually to   these awards, the recipients does not know that he has been chosen for this award, there is no scientific presentation of technology. The recipients, are even unable to operate any scientific instruments  like network analyzer, spectrum analyzer etc because most of awardees scientist or technical personals are working as Director Management Services, Head Material Managements, Security Officer, Library In-charge, Works  In-charge and other suitable position from where they can feed their Akas(Boss).

If any one look in to the list of award recipients and analyses year wise, he will be find the most of citation actually not even justify the work or relation between award and awardees.

There is N number of examples available in various labs where most of awards were not justified; it is purely depending upon the Director’s choice. So nut shell DRDO awards are like ”Andha banten revari apne apne ko de” it is nothing doing with their contribution whether the awardees is related to technology or not. How come a person sitting in security, MT will entitled to get technology award, when DRDO having other awards for non technical working area.

It is really big question in front of country people?

Like in Kargil, one officer got gallantry award and later it was found that the fake encounter was staged for award. (Famous ketchup Colonel Case) 

Same tactics is adopted by DRDO they are distributing awards to their own boys with fake technology propaganda.

Since money belongs to poor tax payers, when Padama award citation are available to citizen of India then how can DRDO deny  give details in the name of schedule –II exemption.

One award Defence Technology Absorption Award is using by DRDO for giving color to their pet firms. Anyone can judge from the recipients list that these firms are really worth does these firms have any significant signature in field of respective industry like M/s Resins & Allied ProductsVijayawada. received this award from Honorable Prime Minister Sh Man Mohan Singh is   related to Dr. A. Subhananda Rao, CC R&D, Director, HEMRL)

  2. How many authors were awarded by DRDO for their contribution and keeping the flag of DRDO high
  3. How many such authors were assigned the administrative task to lead the DRDO Labs as Director and then CC R&D?
  4. How many such authors were left the DRDO during April 1990 to March 2010 period?

Why I asked this Information –

Almost 400 Corers of rupees are distributing through these boards and different DRDO projects to IIT’s, Universities’ and Colleges and even some NGO’s, in the name of  expanding and deepening the knowledge-base, Enhancing core competence in the field of knowledge, To encourage and provide funds for basic research in pertinent scientific disciplines etc.

The most of funds distributed till date to maximum private universities and private institutions and especially in last ten years out of total grants has gone to southern states. DRDO in its charter of duty has specifically mentioned Kashmir to Kanyakumari and Gujarat to North East the equal opportunity will given to universities/institutions.

The DRDO is giving funding for various R&T projects with IIT’s, IIsc’s and various premier scientific institutions. In return DRDO sends annually many officers for higher studies particulars to IIT’s and national Universities.

The number of international papers can justify the real out of projects working with IIT, IIsc and other various institutions.

I am surprised that DRDO is deny for giving information related to paper publish in international journals, where is schedule-ii exemption is comes in between.

Information sought is already publish in journals, so why DRDO afraid to give information. It shows that DRDO is not respect for RTI Act 2005.

International publications are basically the most valuable achievement of any scientific institute /organization and it always proudly mentioned by each and every institute /organization.

With Reference to Shri  RC Agarwal, Director DEAL, Dehradun

  1. After taking his charge as Director DEAL, Dehradun , how many days he stayed in Dehradun up to 31st March 2010
  2. How many temporary duties to Bangalore he had been with total stay at Bangalore
  3.  How much in total TA/DA he has drawn year wise from his joining as Director, DEAL up to  31st March 2010.

Why I asked this Information

The information sought for is not related to end senior officer in his individual/personal capacity but in his capacity being a public authority.

Too frequent visit to a particular destination on Government expenses require to justify and as to how much it was beneficial to the organization and how much to the officer especially when he belongs to that particular destination. It appears that the permanent residence is his Hqrs and place of posting is a temporary duty station. The frequent move availability of the officer in the Hqrs. station may lead to problem of command and control and discipline, which may hamper the progress and led to undue delay and time and cost overrun to ongoing projects of DRDO.

In this particular case I requested the TD details of Dr. Prahlada, Appellate Authority, CC R&D (Ae & SI) & DS, who is staying C-7 Qutab Enclave, DRDO guest house since his posting to DRDO Hqrs, for him most of time he took his breakfast in his Hyderabad residence and lunch in DRDO Hqrs and evening for dinner he was again back to his Hyderabad residence. Please see his TD detail and then decide.

Second one is Shri  RC Aggarwal, Director DEAL, Dehradun, since his posting he use to out  from DEAL, Dehradun almost more than 250 days out of 365 days. How can the armed forces expect trustworthy products from these so called senior scientists?

There more 9-10 CC R&D and Directors who are belongs to Hyderabad and Bangalore and their families are staying Hyderabad and Bangalore respectively and they all are staying in DRDO guest houses they are giving their residence address in telephone directory at DRDO guest houses and enjoying HRA also. They are frequent fliers, they all are already break the Milkha Singh ‘s (Flying Sikh of India)  records and relishing without fear with TD with poor tax payers money.

Recovery of HRA – RTI Success Story -1

 Honorable Sir,

To expose the corrupt practices of DRDO top brasses I sought under RTI Act -2005 several informations and as I have already reported you few cases to you , where DRDO took the shelter under schedule-II exemption and did not gave the information. I approached the appellate authority but he also outright dismisses my requests which were asked in larger public interest.

Finally when I appealed to CIC (Chief Information commissioner) and CIC ordered DRDO authority to furnish the information to applicant.

Now DRDO compelled to issue a letter seeking recovery of HRA (House Rent Allowances) from those scientist/ officers who have stayed/staying in guest houses and also claimed/ claiming the HRA (House Rent Allowances)

The enclosed letter No DOP/03/3100/M/05 dated 17th August 2011 is meaningless until the HRA  (House Rent Allowances) recovered with interest from guilty scientist/ officers

DRDO top officers are enjoying this corrupt practice since early 1990.

In this connection an interesting case is that a senior top officer was posted to DRDO Hqrs was stayed in guest house and in the same time he was allotted Type IV/V Government accommodation, which he was rented to private person and collected approx Rs 30000 /month even after his retirement from DRDO. He was continued hold that house almost 5 years after retirement. This is the one of the famous case of DRDO and SA to RM knows it very well. It can happen in only in DRDO.

To stop this corrupt practice permanently from DRDO, Sir, you are requested to consider following and pass the appropriate order to Defence Secretary on this subject matter.

All those scientist/ officers who are staying/or stayed in guest house and claiming or claimed HRA (House Rent Allowances) should refund the amount with interest as per CCS (CCA) rules.

This deliberated attempt to fool the system and generate the illegal money should appropriately deal as per CCS (CCA) rules and to be reflected in their service book.

Under the chairmanship of DRDO’s Appellate Authority, so called expert of DRDO Hqrs, DRDL, Hyderabad and DEAL, Dehradun met on 16th July 2010 at First Appellate Authority’s Office and decided not to give single information to RTI requester but only to reply to obstruct the giving of correct information to RTI requester they wasted lot of public money on TA/DA for said government officials who attended the said meeting from Hyderabad and Dehradun.

Camouflage of exemption under schedule –II of RTI Act 2005 has been deliberately taken to circumvent to deny the required information

Following DRDO senior official are staying in guest house since their positing to DRDO Hqrs and drawing the 30% HRA .  it is big money and two major points i.e. one -these guest house not meant for permanent residence  and second when the official come from various station to attend the meeting  these guest house are not available for them and they have to spent precious poor tax payers money in luxury hotels.

There are more than 15 room is permanently occupied by DRDO senior officials in C-7, DRDO Guest House, Qutab Enclave, &6 official also unauthorized  /occupied the  DRDO Guest Development Enclave Rao, Tularam Marg, because as per sanction both places are as DRDO guest house facility in Govt .of India’s records. This is the purely dadagiri of DRDO.

Following DRDO senior official are staying in guest house as DRDO telephone Directory

And some of official are drawing HRA as per CDA records it can be verified I have recived some information from PCDA in this regard.

Information Asked Regarding DRDO’s policy for encouraging employees for higher studies

Why I asked this Information – DRDO sends annually many officers for higher studies particulars to IIT’s and national Universities. The admission which granted normally after tough competitions are available to DRDO’s sponsored candidates was easily.

Aim of such higher studies is to use the academic platform to solve the complicate technical issues. DRDO in turn give the IIT’s or Universities sufficient grants against project and R&T schemes.

No one gets benefited neither the institutions nor the DRDO, it is because the most of the individuals after getting higher education working as admin, allied works, and  the reaction of this most of them leave the organization. For example DR.DP Singh, Estate Manager, Scientist ‘F’ did his post graduation and PhDs from DRDO sponsoring and performing duty of admin purely non scientific assignment. Sh A.K Musla, Sc ‘F, holding post Joint Director Admin in IRDE, Dehradun, he also did his B.Tech and M.Tech from DRDO sponsored funds and working as purely in admin. I am quoting only two names as tip of the iceberg, because in DRDO you will find 100 of such cases. DRDO is shear wasting the corers and corers rupees public funds in the name of higher education programs. Although, the aim and object of the higher education program is really good, but in hands of bad corrupt officials, the output is wasting by DRDO.

According to the ministry, a total of 1,107 scientists, mostly young entrants, have resigned from the DRDO between 2003 and 2007, implying that on an average one person leaves every two days.

Information Asked Regarding DRDO annual in Which DRDO distributing Rs 2 Corers

Annually and for managing ceremony DRDO spending a huge amount.

Why I asked this Information – The awards given by Government of India like Padma Award, Shanti Swaroop Bhatnager Award etc all these awards are given with an aim to encourage/motivate/ recognize the contribution of individual recipients and therefore it carries a citation.

DRDO constituted its awards like Scientist of the year, Young Scientist awards, Technology Leadership Award etc. with the aim to inculcate a culture of hard work, dedication, scientific achievements, and technology breakthrough leading to the technology development for national security.

But the award given in DRDO, the mode of selection, the encouragement to the scientific team does not rely on the standards.

Different rules for different occasion or different rules for different officer, the motto of DRDO or the definition of DRDO is suitably implemented..

The public would like to know the manner DRDO spending nearly 2 crores of rupees annually to   these awards, the recipients does not know that he has been chosen for this award, there is no scientific presentation of technology. The recipients, are even unable to operate any scientific instruments  like network analyzer, spectrum analyzer etc because most of awardees scientist or technical personals are working as Director Management Services, Head Material Managements, Security Officer, Library In-charge, Works  In-charge and other suitable position from where they can feed their Akas(Boss).

If any one look in to the list of award recipients and analyses year wise, he will be find the most of citation actually not even justify the work or relation between award and awardees.

There is N number of examples available in various labs where most of awards were not justified; it is purely depending upon the Director’s choice. So nut shell DRDO awards are like ”Andha banten revari apne apne ko de” it is nothing doing with their contribution whether the awardees is related to technology or not. How come a person sitting in security, MT will entitled to get technology award, when DRDO having other awards for non technical working area.

It is really big question in front of country people?

Like in Kargil, one officer got gallantry award and later it was found that the fake encounter was staged for award. (Famous ketchup Colonel Case) 

Same tactics is adopted by DRDO they are distributing awards to their own boys with fake technology propaganda.

Since money belongs to poor tax payers, when Padama award citation are available to citizen of India then how can DRDO deny  give details in the name of schedule –II exemption.

One award Defence Technology Absorption Award is using by DRDO for giving color to their pet firms. Anyone can judge from the recipients list that these firms are really worth does these firms have any significant signature in field of respective industry like M/s Resins & Allied ProductsVijayawada. received this award from Honorable Prime Minister Sh Man Mohan Singh is   related to Dr. A. Subhananda Rao, CC R&D, Director, HEMRL)

The DRDO Awards Scheme, in its present form, was introduced in the year 1999 to motivate DRDO scientists, engineers and partners in industries and academic institutions in contributing for the cause of national security and self-reliance. The present Award Scheme, instituted by the Government of India, are therefore, meant to encourage DRDO scientists and our partners in the Private Sector Undertakings (PSUs), the private firms as well as the academic institutions in performing even better towards accelerating the pace of development of critical technologies, transfer of technologies from laboratories to industries as well as productionisation of the state-of-the-art defence systems.

The Scheme consists of a total of 17 awards, out of which, 4 awards are given by the Directors of the concerned laboratories/establishments in recognition of outstanding contributions of their scientists and other supporting staff consisting of technical, administrative and allied cadres. The remaining 13 awards are decided at the DRDO HQrs for which nominations are called every year from all laboratories/establishments. The nominations are initially short listed by the Screening Committee under the chairmanship of the Chairman, Recruitment and Assessment Centre (RAC). The short listed nominations are, thereafter, examined by the Apex Committee for finalisation of the awards which also consists of two outside experts. These awards are normally given away by the Prime Minister of India on the “Technology Day” which falls on 11th May of every year.

In this connection it is requested to provide the following detail information
