Hi-tech chariot: Role of DRDO lab under lens, govt tells Parl

Press Trust of India  |  New Delhi , May 8, 2015 – Business Standard

A probe is on into allegations that a Pune-based DRDO lab had donated to a temple a ‘hi-tech chariot’ made by its scientists, Defence Minister Manohar Parrikar informed Parliament today.

Responding to a question in Lok Sabha whether Pune-based DRDO lab, Research and Development Establishment (Engineers) had developed a hi-tech battery-operated chariot and subsequently donated it, the minister said in a written reply that the matter is “under inquiry”.

“Further action would be taken thereafter,” he added.

News reports had it that the lab had developed the chariot for a temple and donated it under its corporate social responsibility.

The battery-operated chariot can reportedly run for about 12 hours and the battery can be fully charged in six hours.

Uncertainty dogs a leaderless DRDO

Ajai Shukla | New Delhi May 4, 2015 Last Updated at 00:38 IST – Business Standard
A sense of drift is palpable within the Defence Research & Development Organisation (DRDO), which has been without a leader for three months since the ouster of its widely respected chief, Avinash Chander, on January 31.

On that day, Defence Secretary R K Mathur was given additional charge of Chander’s post of Secretary, Defence R&D, for three months. That period expired on Thursday.

Mathur had held charge of only one of the three posts that Chander occupied – that of Secretary Defence R&D. The other two posts – Director General, DRDO, and Scientific Advisor to the Raksha Mantri – have lain vacant for three months.

The defence ministry is not alone in having key positions without incumbents. There has been no Chief Information Commissioner since August 22, and no Chief Vigilance Commissioner since September 28.

Without a chief, there are problems in coordinating between the DRDO’s seven technology clusters, each relating to a specific subject – e.g. aeronautics, missiles or naval systems. While cluster heads. called directors general, can function independently within their clusters, major development projects involve several clusters.

Among the programmes suffering from this lack of leadership is the Tejas Light Combat Aircraft (LCA) project. While the DRDO’s Aeronautical Development Agency oversees the Tejas project, it has no authority over the four technology clusters that feed into the LCA project. That coordination was always facilitated by the DRDO chief, who personally oversaw the LCA programme.

Another problem, say senior DRDO scientists, is professional insecurity caused by Chander’s unceremonious removal. On November 28, the defence ministry had granted him an 18-month service extension to head the DRDO till May 31, 2016. Forty-five days later, that extension was withdrawn.

The insecurity is most obvious among junior scientists, most of whom looked to Chander as an icon of the DRDO’s successful missile programme. “With such an accomplished scientist removed so arbitrarily, what job security do we have?” wonders a young scientist bitterly. Nor is there any clarity about who might succeed Chander. Defence Minister Manohar Parrikar had said while removing Chander, he wanted someone good from the DRDO who has the urge for development. Parrikar also stated he wanted a younger scientist to head DRDO.buisness standard 4 may 2015With almost all the DRDO’s top scientists already on extension, or nearing the retirement age of 60, 11 of the DRDO’s 12 top scientists might soon retire.

Of these 12 “distinguished scientists”, the DRDO’s top rank, equivalent to a lieutenant general, six have already crossed 60 years and are serving on extensions. Another five are 59 years of age, knocking on the doors of retirement.

The only candidate who fits Parrikar’s twin conditions – being from the DRDO, and also young – is Satheesh Reddy, the highly regarded chief of Research Centre Imarat, a missile technology laboratory outside Hyderabad. Reddy is just 52 years old.

Even so, MoD sources do not rule out bringing in an outsider, possibly from the Atomic Energy Agency, to head the DRDO.

There is also speculation that the three hats the DRDO chief traditionally wore might be split into two or more posts. Opinion on this is divided. The Rama Rao Committee, which proposed reorganising the DRDO, recommended the three posts remain vested in a single person. The subsequent Naresh Chandra Committee recommended separation, though not trifurcation.

The departments of space and atomic energy, which are often held up as models the DRDO could emulate, centralise powers in a single chief. The chairman of the Space Commission also heads the Indian Space Research Organisation, while simultaneously advising the prime minister on space matters.

Subject:     Appeal for Justice’.

Respected Sir,

Very humbly, I submit as under:

  1. I, Dr. Rohidas Gopinath Taware was working as a Group ‘A’ Gazetted officer with designation Technical Officer ‘B’ in High Energy Materials Research Laboratory (HEMRL), Pune- 411021, DRDO, Ministry of Defence. My educational qualification is M.Sc., Ph.D., MBA, PGDEE (Post Graduate Diploma in Ecology and Environment). I have completed 27 years’ of satisfactory service in HEMRL. My entire service record is spotlessly clean.

I hail from a much respected family. My father was a Freedom Fighter and a brave soldier of Azad Hind Sena.

  1. I had submitted timely my grievances to Dr. A Subhananda Rao, Director, HEMRL, Pune regarding my harassment. But no cognizance was taken by him.

I made earnest Appeal for Justice’ on 09.01.2008 to the Director of Personnel (DoP), DRDO, Ministry of Defence, New Delhi regarding my grievances along with supporting documents. I had written a letter on 04.05.2009 to DoP regarding my ‘Harassment by Ostracism’ in HEMRL, Pune. The DoP, too, did not take any cognizance of my grievances and harassment.

  1. Instead of considering the gravity of my grievances and harassment by ostracism, Dr. Arun Kumar, the Director of Personnel, all of a sudden, suspended me on 08.2009 by fax order. So, I lodged my protest on 26.08.2009 against the illegal suspension order issued by the DoP.
  1. There is a big conspiracy in DoP office of DRDO from my suspension to dismissal from the service. The Director, HEMRL gave false information to DoP that I was involved in “High-Handed Anti- Departmental Activities”, “the Laboratory has come to a stand still vulnerable position”, “the working of the Laboratory is badly dislocated” and “all officers are in demoralized state”.

The DoP office without any preliminary Inquiry proceeded against me and arranged for my suspension and further dismissal. Thus, the Director HEMRL and DoP joined hands against me and were bent upon to see that I was dismissed from service on 30.12.2010 for the reasons best known to them. The suspension to dismissal charges are not related to each other. Further, penalty of dismissal is horribly disproportionate to the charges leveled against me.

  1. The charges leveled against me for my dismissal like ‘tone and tenor of letter’ are trifling, false and fictitious.
  2. I wish to point out legal points regarding my suspension to dismissal which show that how the Principles of Natural Justice were blatantly violated.
  1. Two separate Memoranda, two separate Disciplinary Inquiries.
  2. Second Inquiry initiated for alleged misconduct during my suspension period when I was not on duty.
  3. Two separate Penalties simultaneously, First Minor & Second Major.
  4. Second penalty was awarded without cancelling first penalty.
  5. No revocation of suspension when first minor penalty was awarded.
  6. Second penalty of Dismissal awarded while under suspension.
  7. Both the penalties horribly disproportionate to the charges.
  8. All the orders from suspension to dismissal illegal. Approval from Rajya Raksha Mantri (RRM) taken instead of Raksha Mantri. Signatory to the orders not authorized under Art.77(2) of the Constitution.
  1. After dismissal order, I have done a lot of correspondence with the Competent Authority of DRDO for my illegal suspension, illegal punishments including my dismissal and for the settlement of Government dues i.e. rightful amount. But no cognizance was taken by them. This is also the intentionally harassment of me and my family.
  1. I had submitted ‘Appeal for Justice’ to the Competent Authority of the DRDO for my grievances and harassment. But instead of taking any cognizance, suitable action or giving any justice for the same, they have horribly punished me.

It means, ‘Asking for Justice is a Crime’ in DRDO! The Competent Authority of DRDO unnecessarily constrained me to file a various suits in the Hon’ble Courts for the Justice. After the dismissal order, I am jobless. I am highly qualified with 27 years well experienced officer from DRDO but disqualified for any service in the society because of my additional qualification is ‘Dismissal’ which was illegally and unauthorized awarded by the Competent Authority of DRDO. Hence, in all respect, this is very serious harassment and punishment for me.

  1. Sir, I have mentioned all the above irregularities and illegalities, involved in my suspension to dismissal, for your perusal please. I pray and request you to look in to the case and give me justice.

Thanking you,

Yours sincerely,

NEW DELHI: Most of the military systems it develops face time delays and cost escalation but ironically the one thing that the Defence Research and Development Organisation is considered good at by the armed forces – constructing buildings and executing civil works – is now being taken away.

Sending a clear message to India’s premier defence research agency to focus on its core functions, Defence Minister Manohar Parrikar has instructed that the organisation will no longer undertake civil and maintenance works of other departments, including entities like the Brahmos Missile Company and the Strategic Forces Command besides the three armed forces.

In a terse set of instructions to DRDO headquarters, Parrikar has ordered that the organisation shall no longer undertake any new civil or maintenance works projects with effect from March 12, choking a large portion of its independent revenue stream.

drdo detailsIt is a lesser known facet of the organisation but DRDO has a works department that executes construction projects – from office buildings to missile storage units, launching areas and accommodation – worth over Rs 5,000 crore every year.

Beside projects for armed forces, DRDO has recently constructed the new AICTE headquarters in Delhi.

Request for cancellation Post Retirement Contractual Appointment of Sh Avinash Chander as DG, DRDO to save the premier organization from the clutches of corrupt and incompetents officials

To                                                                                  26th November 2014
Hon’ble Shri Narendra Modi,
Prime Minister,
PMO, South Block,
New Delhi-110011

SUBJECT:   Request for cancellation Post Retirement Contractual Appointment of Sh Avinash Chander as DG, DRDO to save the premier organization from the clutches of corrupt and incompetents officials.

Sir,

Shri Avinash Chander, DG, DRDO, SA to RM and Secretary, DRD is retiring on 28 November 2014 at age of 64 after getting two unconstitutional & unrequired extensions of two-two years.

As a matter of fact and requirement under FR & SR, a retired Government servant cannot be appointed as Head of the Organisation with all administrative and financial powers after his retirement on contract. There is provision of appointing retired Government servant on need basis following with due prescribed procedure under rules keeping in view of transparency and open opportunity for all eligible persons.

DRDO is very prestigious organisation  for Defence related indigenous R&D with budget of Rs. 15283 crore for FY 2014-2015 but what is fate of 90% + projects of DRDO, Government, media and public knows very well.

DRDO is better known as “Delay Research & Derailed Organisation” and you are committed to revamp DRDO. The whole nation especially the scientific community appreciated your steps and measures taken for DRDO in present and planned for future.

Appointment of Hon’ble Manohar Parrikar, an eminent engineer from IIT as Defence Minister by you was very much appreciated by nation, media and scientific community.

That will definitely help overhauling and revamping of DRDO by eradication of corruption from DRDO, maintain accountability and transparency in DRDO.

The integrity and moral fibre are two main attributes of Government servant but unfortunately Shri Avinash Chander could not maintain these two in his tenure from 31st May 2013 to 28 Nov 2014 as DG, DRDO, SA to RM and Secretary, DRD which is very much evident from the various complaints pending against him before PMO and Cabinet Secretariat.

In his tenure, number of court cases increases in many fold,  Sh Chander set example to promoting and recruiting incompetents (Ms Tesy Thomas promotion to Sc H and her husband CMDR S K Patel‘s appointment as Sc G and after few days he was made Director, QRS). This act follows discontentment among the senior scientists of DRDO.

The number of SC/ST and minorities complaints increased.

Not able to manage media instead of two crores budget for Public Interface.

There was not a single mentionable product/technology delivered instead Sh Chander tried to show the old products again like EDK the MoU was already signed by DRDO in 2012, Chander spends crores of rupees for that in US visit for unacceptable technology, no evidence are of reorganizations of said product internationally because there are  numerous advance technologies are available.

Secondly, the Bio digester, DRDO three times earlier dedicated this to nation and interestingly it is not as said by DRDO spin off technology it is mere only gobar gas plant in the name of innovation of DRDO the said microbes are already found in cow dunk.  One senior scientist from DRDO itself already exposes this propaganda of DRDO to CVC

The contractual appointment after retirement has also been challenged by some citizens before Government and media also highlighted the pro & cons of this matter.

Therefore, it is requested to Hon’ble Sir to cancel the post retirement contractual appointment of Shri Avinash Chander, DG, DRDO, SA to RM and Secretary, DRD before 30th November, the date of his retirement and not continue him further in DRDO in interest of nation and scientists of DRDO.

Prabhu Dandriyal

Defence deals stuck due to lobbying, Parrikar says

TNN | Nov 13, 2014, 12.29AM IST
PANAJI: Defence minister Manohar Parrikar on Wednesday said most defence deals are stuck because of lobbying, vested interests, and kickbacks that happened during the last 10 years of Congress rule at the Centre. He said his priority is to clear the controversy and speed up acquisition in a transparent manner.

“My target is to clear all weapons purchase deals one by one on a priority basis, beginning next week,” said the country’s new defence minister, adding that he will also strengthen the army’s fighting capability, logistics, and infrastructure. He further said he will strengthen the armed forces with pre-emptive measures that discourage cross-border firing on the line of control.

He said India need not worry about Pakistan or China or any other country as the country’s defences are strong.
Speaking to party workers on his maiden visit to Goa after being sworn into the Union Cabinet, he said that after being extensively briefed over the last two days, he has realized that India has no need to worry about any other country.

Parrikar, who is on a five day visit to Goa, told media persons that everybody knows what happened in the Agusta Westland VVIP chopper deal and there was a question mark raised on the acquisition of fighter aircraft for the Indian Air Force (IAF). He refused to elaborate on the fighter aircraft deal.

“Most (defence) acquisitions made have some controversy. I don’t want to go into the details, but my job is to clear the controversy,” he said, adding that the more you go in for tightening on corruption, the more you raise the question, and the deals get more complex, and one should adopt a transparent method where no questions are raised.

Asked to react on incursions in Arunachal Pradesh by the Chinese military, Parrikar said this type of incursion and crossing the imaginary line of control happens many times in many sectors, but it is taken care of on the same day or within a couple of days. “Except on one or two occasions, there has been no serious incident.” He added the ministry will take steps to avoid such incidents in the future.

He said he will look at the country being able to produce indigenous weapons based on Prime Minister Narendra Modi’s ‘make in India’ concept. He also said that revamping of the DRDO is on the cards, but “as of now I have not taken any decision. Right now, I want them to perform”. He further said the ministry will concentrate on improving training capacity, and filling up vacancies of officers in the army.

Parrikar was given a rousing welcome at the Dabolim airport by Goa chief minister Laxmikant Parsekar and the state cabinet.
