Hello,
Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect to 51 scientist ‘B’ recently recruited through campus selection from various institutions.

1. Please provide the list of Institutes where these campus selections were conducted.

2. Name of DRDO officials who were in the committee of above campus selections.

3. Provide the names from the list of 51 scientists ‘B’ recently recruited whose father/mother is working in DRDO and their post in the organization.

4. Provide the names from the list of 51 scientists ‘B’ recently recruited who are having immediate relatives working in DRDO, name of relative, the relation with newly recruited scientist and their post in the organization. If it is not available then please collect the same from the individual.

Kindly refer to following decisions of Central Information Commission and verdict given in these decisions.
File No. CIC/LS/A/2012/002612 dated 22.3.2013 (Dr. Neelam Bhalla vs. DRDO) Verdict – It is, no doubt, true that DRDO is an exempted organisation yet it has been the consistent view of this Commission that the benefit of exemption extends only to functional / operational matters and not to establishment related routine matters. The legality of this view has not been challenged in the relevant judicial forum so far.

Note: – Above required information is directly related to corruption and does not come under schedule II. As you  are aware recently Defence Minister recommended CBI inquiry to probe recruitment done by RAC.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of Amity University, Uttar Pradesh, Private University establish by an act of state legislature of Uttar Pradesh

1.Please provide total amount of funds granted to  Amity University, Uttar Pradesh, Private University by DRDO Labs since April 2008 to March 2013 for various purposes.

2.Name of scientists of DRDO who enroll for PhD since April 2008 to March 2013.

3. Name of scientists of DRDO who joined Amity University if available with DRDO Hqrs

Recently Defence Minister recommends CBI inquiry against top DRDO officials and Dr W Selvamurthy is one of them.

Defence Minister AK Antony has recommended a CBI probe into an alleged recruitment scam in DRDO where several senior officers including two of its former chiefs are under the scanner.
The Defence Minister has recommended a CBI probe into the alleged recruitment scam in which two former DRDO chiefs and a former Chief Controller of the organisation are under scanner for allegedly giving jobs to their kins in alleged violation of rules and regulations, sources said on Sunday.
The vigilance wing of the Defence Ministry had been investigating the alleged wrongdoings in recruitment in the premier defence research agency for over a year.

Recently, a Director-rank officer of the DRDO was under scanner for his alleged role in an appointment made against the laid down procedures and was suspended hours before his retirement from service in May.
The official, a senior scientist, was suspended by the department as an inquiry was pending against him in a recruitment-related case where he allegedly recruited his own daughter in the organisation.
The matter had come to light after the Central Vigilance Commission (CVC) recommended action against two DRDO officials for their alleged role in the case.
The official suspended was involved in promotion and selection of scientists in the organisation.
The CVC had also recommended review of the appointment of the scientist’s daughter who is now working in DRDO as a ‘Scientist C’.

Defence Minister AK Antony has recommended a CBI probe into an alleged recruitment scam in Defence Research and Development Organisation (DRDO) where some senior officers — including two of its former chiefs — violated rules while giving jobs to their kin in violation of rules. The CBI probe was recommended after the Central Vigilance Commission (CVC) favoured action against officials.

The Defence Minister recommended the CBI probe into the recruitment scam after the vigilance wing of the Ministry carried out a probe for more than a year after the allegations surfaced, officials said here on Sunday. The DRDO officials under the scanner included two former chiefs and a former Chief Controller of the organisation.

Recently, a Director-rank officer of the DRDO was probed for his alleged role in an appointment made against the laid down procedures and was suspended hours before his retirement from service in May. The official, a senior scientist, was suspended by the department as an inquiry was pending against him in a recruitment-related case where he allegedly recruited his own daughter in the organisation.

The matter had come to light after the CVC recommended action against two DRDO officials for their alleged role in the case. The suspended official was allegedly involved in promotion and selection of scientists in the organisation.

डीआरडीओ भर्ती घोटाले की सीबीआइ जांच की सिफारिश

नई दिल्ली। रक्षा मंत्री एके एंटनी ने रक्षा अनुसंधान विकास संगठन (डीआरडीओ) में हुए भर्ती घोटाले की सीबीआइ से जांच कराने की सिफारिश की है। इस घोटाले में डीआरडीओ के दो पूर्व प्रमुखों समेत कई अधिकारी जांच के घेरे में हैं। केंद्रीय सतर्कता आयोग (सीवीसी) ने इस घोटाले का पर्दाफाश किया था और डीआरडीओ के दो पूर्व प्रमुखों के अलावा संगठन के चीफ कंट्रोलर के खिलाफ जांच की सिफारिश की थी।

मामला सामने आने के बाद रक्षा मंत्रालय का सर्तकता विभाग पिछले एक साल से इसकी जांच कर रहा था। आरोप है कि नियमों को ताक पर रखकर डीआरडीओ में शीर्ष पदों पर बैठे लोगों के रिश्तेदारों को नौकरी दी गई। इस साल मई में निर्धारित प्रक्रिया पूरी किए बिना की गई नियुक्ति के लिए डीआरडीओ के निदेशक रैंक के एक अधिकारी को उनकी सेवानिवृत्ति से महज कुछ घंटे पहले निलंबित कर दिया गया था।

भर्ती घोटाले में डीआरडीओ के शीर्ष अधिकारियों के अलावा अन्य अधिकारी भी जांच दायरे में हैं। खुद की बेटी की भर्ती को लेकर एक वैज्ञानिक को भी निलंबित किया जा चुका है। संगठन में वैज्ञानिकों की नियुक्ति और पदोन्नति देखने वाले एक अधिकारी को भी निलंबित कर दिया गया है।

This is to inform that Central Information Commission in its various decisions consistently held that establishment matters relating to the organization notified u/s 24 of the RTI Act come within the purview of the Act and information in this regard thereto are not exempted from disclosure.

Besides purchase and establishment matter the information sought is pertaining to allegations of Corruption and as such not exempted u/s 24 of RTI Act 2005.
