सीबीआई ने डीआरडीओ की रायपुर स्थित प्रयोगशाला आईआरडीई में तैनात लेफ्टिनेंट कर्नल भरत जोशी को 10 हजार रुपये की रिश्वत लेते गिरफ्तार किया है। आरोप है कि यह रिश्वत ठेकेदार से बकाया करीब 16 लाख रुपये के भुगतान के बदले मांगी गई थी।लेफ्टिनेंट कर्नल जोशी आईआरडीई में गैरीसन इंजीनियर्स की रिसर्च एंड डेवलेपमेंट विंग में तैनात थे। सीबीआई टीम ने जोशी के आफिस और विज्ञान विहार स्थित आवास पर गहन तलाशी कर कुछ दस्तावेज कब्जे में लिए हैं। देर रात तक सीबीआई की कार्रवाई चल रही थी।

सीबीआई सूत्रों के मुताबिक आईआरडीई में निर्माण कार्य करने वाले ठेकेदार हरेंद्र का करीब 16 लाख रुपये का भुगतान बकाया था। काफी प्रयासों के बाद भी भुगतान नहीं हो पा रहा था।आरोप है कि लेफ्टिनेंट कर्नल भरत जोशी निवासी पौड़ी गढ़वाल ने भुगतान के लिए रिश्वत की मांग की। लेफ्टिनेंट कर्नल और ठेकेदार में बकाया भुगतान के लिए 38 हजार रुपये में सौदा तय हुआ। ठेकेदार ने 10 हजार रुपये की पहली किस्त पांच दिन पहले उपलब्ध करा दी।

सैन्य अफसर ने दो दिन पहले फिर 10 हजार रुपये की मांग की तो ठेकेदार ने सीबीआई में शिकायत दर्ज करा दी। सीबीआई अधिकारियों ने सत्यापन के बाद ट्रेप टीम का गठन किया।

सीबीआई टीम ने शुक्रवार शाम को लेफ्टिनेंट कर्नल भरत जोशी को उनके दफ्तर में ठेकेदार से 10 हजार रुपये की रिश्वत लेते हुए रंगे हाथों पकड़ लिया। हिरासत में लेकर सैन्य अफसर जोशी से कई घंटे तक पूछताछ की गई।
इसी बीच सीबीआई के एसपी सुजीत कुमार और डीएसपी अखिल कौशिक यहां पहुंच गए। कार्रवाई की जानकारी लेने के बाद सीबीआई अधिकारी वापस लौट गए। टीम ने आफिस में सघन तलाशी के बाद कई फाइलें जब्त कर लीं।

बाद में जोशी के विज्ञान विहार स्थित आवास पर छापेमारी हुई, जो देर रात तक चलती रही। सीबीआई की टीम में डीएसपी बीएस चौहान, आईएम नेगी, इंस्पेक्टर तेज प्रकाश देवरानी, सुनील लखेड़ा, एसएच नयाल, आरपी शर्मा, कांस्टेबल राम सिंह और जोगेंद्र आदि शामिल रहे। बता दें कि उत्तराखंड में पहली बार लेफ्टिनेंट कर्नल रैंक का अधिकारी रिश्वत लेते पकड़ा गया है।

जागरण संवाददाता, देहरादून: कार्यपूर्ति प्रमाण पत्र जारी करने की एवज में ठेकेदार से बीस हजार रुपये रिश्वत लेते लेफ्टिनेंट कर्नल को सीबीआइ ने गिरफ्तार कर लिया। यंत्र अनुसंधान एवं विकास संस्थान (आइआरडीई) की एमईएस यूनिट में तैनात लेफ्टिनेंट कर्नल भरत जोशी को सीबीआइ ने शुक्रवार को उस वक्त दबोचा गया, जब वह अपने कार्यालय में ठेकेदार से 10 हजार रुपये ले रहा था। सीबीआइ के मुताबिक, चार जुलाई को ठेकेदार से 10 हजार रुपये पहले ही ले चुका था। देर रात तक आरोपी के सरकारी आवास पर भी सीबीआइ की पड़ताल चलती रही। उसकी संपत्ति का पता लगाया जा रहा है। आरोपी को शनिवार को कोर्ट में पेश किया जाएगा।

सीबीआइ दस दिनों से आरोपी की पड़ताल में लगी हुई थी। सीबीआइ सूत्र के मुताबिक, ठेकेदार हरेंद्र सिंह को देहरादून के रायपुर उद्यान विहार स्थित आइआरडीई में रक्षा सुरक्षा कोर (डीएसपी) के आवास निर्माण का ठेका मिला हुआ है। दो मंजिला भवन का निर्माण पूरा हो चुका है। लगभग 120 परिवारों के लिए बन रहे इन आवासों का निर्माण कार्य पूरा करने के बाद भुगतान के लिए ठेकेदार को कार्यपूर्ति प्रमाण पत्र चाहिए था। इसके लिए उसने आइआरईडी परिसर स्थित सैन्य अभियंत्रण सेवा (एमईएस) के लेफ्टिनेंट कर्नल (दुर्ग अभियंता) भरत जोशी से संपर्क किया। आरोप है कि भरत जोशी ने प्रमाण पत्र जारी करने और भुगतान आदेश करने की एवज में ठेकेदार से मोटी रकम मांगी। बाद में उनमें 38 हजार रुपये में सौदा तय हुआ तो ठेकेदार ने सीबीआइ से शिकायत कर दी। आरोपी भरत जोशी ने ठेकेदार से चार जुलाई को दस हजार रुपये की रिश्वत ली और दूसरी किश्त जल्द देने को कहा। बाकी की रकम काम होने के बाद देने पर सहमति बनी। शुक्रवार शाम ठेकेदार हरेंद्र ने आरोपी के दफ्तर  में जैसे ही रिश्वत की दूसरी किश्त के दस हजार रुपये भरत जोशी को दिए तभी डीएसपी (सीबीआइ) डीएस चौहान व इंद्रमोहन सिंह समेत इंस्पेक्टर तेज प्रकाश देवरानी, एसएस नयाल व सुनील कुमार लखेड़ा की टीम ने आरोपी अधिकारी को रंगेहाथ धर दबोचा।

DRDO’s cause for Agni test delay under cloud

BHUBANESWAR:The clarification of Defence Research and Development Organisation (DRDO) on the inordinate delay in test firing of India’s most potent and longest range nuclear capable ballistic missile Agni-V has put a question mark on the competency of the premier arms research and development agency.

DRDO Chief Selvin Christopher has been quoted by a news agency that Inter-Continental Ballistic Missile (ICBM) Agni-V has been stuck due to a technical snag with its battery and not because of any other considerations. Christopher, however, did not respond to confirm the report. Other senior scientists involved in the Agni-V programme also refused to comment.
The fourth test of the home-grown missile, already tested successfully thrice, has been postponed twice. The test holds significance as it would pave way for the missile’s early induction in the armed forces.
On May 8, The Express had run a story titled ‘PM’s US visit trips Agni-V launch plans’ citing that the test was postponed due to Prime Minister Narendra Modi’s US visit. Dismissing it, the DRDO Chief was quoted saying there is a problem with the battery and the issue can be resolved. This has, however, raised eyebrows as it appears that the organisation has failed to rectify the fault for the last several months.

Battery is required for on-board electronics which need power. Defence experts said the glitch could not be that big which will take so much time to be rectified.

As it pertains to the defence armaments of the nation, can the DRDO devote so much time for rectifying the glitch?

An eminent national security expert and professor at New Delhi-based Centre for Policy Research (CPR) Bharat Karnad termed it a lame excuse by the DG of DRDO.

“The Agni-V test was originally slated during Autumn of 2015. Is it Christopher’s contention that the supposed battery ‘snag’ is so grievous in nature that ASL, Hyderabad has been unable to fix it for the last nine months?” he wondered.

Actually, Karnad observed that the clarification of the DRDO chief confirms the suspicion that Agni-V testing has been stalled for political reasons to avoid friction with the US.

Parrikar protects whistleblower and takes action against his DRDO harassers

NEW DELHI: Defence Minister Manohar Parrikar has been in South Block for just 18 months, but the 61-year-old has taken several strong measures. In a recent order with a far-reaching impact, Parrikar has not only given protection to a whistleblower, but has also ordered action against officials harassing him.

Prakash Singh, a 53-year-old Defence Research and Development Organisation (DRDO) official, was sacked on the grounds that he was a “perpetual troublemaker”. In reality, Singh had blown the lid off alleged financial irregularities and malpractices in recruitment procedures in the country’s premier defence research agency.

As his series of complaints led to unease, he was sent on compulsory retirement in 2012.
ParrikarDespite complaining to then defence minister A K Antony, nothing was done. Last year, Singh apprised Parrikar of the root cause of his harassment and held 22 DRDO officials responsible for his persecution. Parrikar then ordered quashing of charges against Singh and action against the officials.
“The case has been examined in the light of advice of CVC (Central Vigilance Commission) and after detailed deliberations, the competent authority has ordered quashing of the charges framed against Prakash Singh,” says a Ministry of Defence order. “Those who trumped up false charges and committed a number of procedural irregularities with the single-minded objective of harassing Prakash Singh need to be identified and taken to task for their malafide action.”

Singh’s complaints of corruption in the agency and 10 DRDO scientists recruiting their family members in the organisation by flouting all norms is being investigated by the CBI.

Senior woman scientist at DRDO unit in Doon files sexual harassment case against top-ranking official

A senior woman scientist has filed a sexual harassment complaint against a top-ranking official of the Instruments Research & Development Establishment (IRDE), a unit of the Defence Research and Development Organisation (DRDO) in Dehradun. In her complaint to DRDO, the scientist has alleged that the accused official touched her inappropriately on the pretext of checking her I-card. A DRDO spokesperson confirmed they have received the complaint and added that “a fact-finding committee has also been formed.”
According to sources, the scientist had initially approached IRDE officials with her complaint but when she saw no action being taken, she went to the National Commission for Scheduled Caste (NCSC) in Delhi earlier this month. Jagjit Singh, a senior official of NCSC, told TOI, “The complainant had approached us with her problem. We have asked DRDO to look into her case and are now waiting for the response.”
Meanwhile, last week, IRDE officials were summoned by the DRDO top brass in connection with the scientist’s complaint. According to a DRDO spokesperson, “the next course of action will be decided after receiving the recommendations of the fact-finding-committee which has been constituted under a senior woman scientist.”
The case has jolted a number of people in the leafy campus of IRDE in the city where research is undertaken to devise cutting-edge gadgets like night vision cameras, thermal imagers as well as other electro-optical surveillance instruments for the defence forces.
Meanwhile, when TOI contacted the senior official against whom the allegations had been made, he said, “Nothing like what is being claimed by the woman has happened. I have come to know about the fact finding committee but I am yet to be called for giving any statement. I will present my version to them whenever called. TOI 30 June 2016

आइआरडीई अफसर पर उत्पीड़न का आरोप

जागरण संवाददाता, देहरादून: यंत्र अनुसंधान एवं विकास संस्थान (आइआरडीई) की एक वैज्ञानिक ने संस्थान के एक वरिष्ठ अधिकारी पर कार्यालय परिसर में उत्पीड़न का आरोप लगाया है। महिला वैज्ञानिक ने डीआरडीओ मुख्यालय से इसकी शिकायत की है। कार्यस्थल पर महिलाओं के साथ यौन उत्पीड़न अधिनियम (रोकथाम, निषेध और निवारण) के लिए बनाई गई विभागीय समिति को प्रकरण की जांच सौंपी गई है। इस संबंध में संपर्क करने पर आइआरडीई निदेशक डा. एसएस नेगी ने इसकी पुष्टि की।

शिकायत के अनुसार आइआरडीई के आरोपी अधिकारी लंबे समय से कार्य स्थल पर महिला वैज्ञानिक का उत्पीड़न कर रहे थे। कुछ दिन पहले उन्होंने गले में टंगा आइकार्ड खींचकर छेड़छाड़ भी की। इसी के बाद महिला वैज्ञानिक ने डीआरडीओ मुख्यालय को लिखित शिकायत भेजी। बताया जा रहा है कि जून के प्रथम सप्ताह में जब डीआरडीओ के महानिदेशक, उपहानिदेशक (इलेक्ट्रॉनिक्स कम्युनिकेशन) आइआरडीई दौरे पर आए थे, उस समय भी महिला वैज्ञानिक ने उत्पीड़न की शिकायत की थी। आला अधिकारियों की ओर से कोई तव्वजो न दिए जाने के बाद महिला वैज्ञानिक ने लिखित में शिकायत दर्ज कराई। आइआरडीई निदेशक डा. एसएस नेगी ने बताया कि महिला वैज्ञानिक की शिकायत की जांच मुख्यालय स्तर ऐसे मामलों के लिए गठित कमेटी को जांच सौंप दी गई है। जांच के बाद ही आगे के कदम उठाए जाएंगे।
 डीआरडीओ के प्रशासनिक अधिकारी को चार्जशीट1डीआरडीओ के मसूरी स्थित इंस्टीट्यूट ऑफ टेक्निकल मैनेजमेंट (आइटीएम) संस्थान के प्रशासनिक अधिकारी महिला कर्मी के साथ छेड़छाड़ के मामले में मंगलवार को चार्जशीट दे दी गई है।1शिकायत के अनुसार 26 फरवरी को आइटीएम के प्रशासनिक अधिकारी ने संविदा पर कार्यरत महिला कर्मचारी के साथ छेड़छाड़ कर कार्यालय के कमरे में बंद कर दिया था। इसकी शिकायत महिला कर्मी ने डीआरडीओ मुख्यालय में की थी। जिस पर अब प्रशासनिक अधिकारी को चार्जशीट देने की कार्रवाई की गई।dainik jagran 29 June

Christopher proves that he cannot face any honest DRDO official

Since 2011, Sh Prakash Singh, SAO-I continuously fighting against the corrupt official lobby of DRDO. It is true that in the passage of time our government organizations are turned into black hole for public funds and whenever any official in government of India tries to correct the system are always harassed miserably by top bosses.
DRDO is also like other government organization, having huge corruption records, fortunately DRDO take escape route in the name of secrecy. Now, in the era of digitization of records DRDO not able save the face of its corrupt officials.
Honorable RM Parrikar shahib very well aware of DRDO corruption, since lot of scientists/ officials approached him and explained and denude the true picture of DRDO.
Sh Prakash Singh complained to CVC and CBI prevailing corruption in DRDO in 2011, CVC registered the case but took long time to expedite the case and DRDO encash the extenuation of CVC and terminated him from service. Media took stand and played their duty and then Honorable RM Antony reinstated Sh Praksh Singh.
This reinstation gave a big boost to Sh Prakash Singh in his mission to fight against corrupt officials of DRDO, here Sh Praksh Singh under estimated the powers of corrupt gang of DRDO.
Within two month of span Sh Prakash Singh received two transfer order first LASTEC to SPIC and then SPIC to DL, Jodhpur. Although transfer is not any punishment but the vindictive interest behind the act is more important, his transfer is not in public or organization benefit, it is only for ego satisfactions of corrupt gang of DRDO.
The main aim to send him far from Delhi is to restrain him to meet Honorable RM who understand the motives of corrupt gang of DRDO and passed order to identify them and initiated the action against them.
Sh Prakash Singh transfer is the litmus test of Sh Parrikar Shaihib existence whether he is able to protect victimization of honest and whistle blower or helpless in front of DRDO corrupt gang.
Yesterday Christopher gave open challenge to Sh Parrikar Shaihib by trying throw out Sh Prakash Singh from his office with the help of DRDO bouncers i.e. DSC Jawans & Private EMU contractual security. Prakash Singh obtained pass no 14876 2:30 dated 3rd June 2016 at 2:30 PM vide gate pass no 14876 to meet DOP,CCHR (R&D) and Secretary, DRDO.
Secretary, DRDO Dr S Christopher showed his discourtesy, intractability, rudeness by not to entertained Sh Prakash Singh and not listen his grievances, proved that government of India wasting public funds by assigned the secretary, DRDO post.
