Subject: Dadagiri of DRDO Lab Director – DMSRDE, DRDO Kanpur

Sir,

Please find enclose the two audio file which website received as extraordinary example of Dadgiri of DRDO Lab Director.

On 29th May 2015 the eve of retirement of 5 DMSRDE officials, Dr A K Saxena arrogantly announced that he only deliberately transferred scientists because he felt that they were working against DMSRDE.

He also proclaimed that 4 CAT cases & 4 High Court cases, PIL, Allahabad managed by him and confident that PIL at Delhi High court will also be managed.

At last he roared that he also identify few officials of DMSDRE who are in his RADAR, their carrier will be finished before his retirement.

Here is great example of so called prestigious DRDO organization, no one in country believe that highly literate are behaving in tapori style and threatening “कुछ को निकाल दिया है और जो बाकी बचे हैं उनको भी निकाल दूंगा समय बहुत कम है (डॉ सक्सेना 31 जुलाई को रिटायर हो रहे है) पर ऐसा कर जाऊंगा कि जब कभी भविष्य में जब कभी सोचेगें कि किसी से पाला पड़ा था उनके करियर को इतना क्षति पहुंचेगी कि वो  जानेंगे जिंदिगी भर”

Sir, we know you have lot of responsibilities of defence, whenever you have time to look  DRDO please take care adventures of DRDO lab directors, like DMSRDE, Kanpur Director, Dr A K Saxena’s fully evident corruptions with dadagiri,  R&D Eng, Pune, Director, Dr. Gurumurthy, Silver Chariot and Sh Muthuraja, Sc E vindictive malafide transfer, DIPAS, Delhi, Director, Dr Shashi bala’s endless cases, Dr Gauasl Khan, Sc D malafide intention Charge sheet, Dr. S Majumadar, Sc G, Mysterious fabricated sexual harassment case, now Senior women scientists problems are in your table.

Subject: DRDO Contract Business

Sir,

Recently on 26th April Sunday Standard published a news article “Defence Secrets in Danger” DRDO, CVO, Major Genera Ajay Gupta sent a letter no DVS/02/2052/M/01dated 8th May 2015 to all DRDO establishments and inquired about the ground reality of contract business in DRDO. The effect of letter is that almost 30 to 40% contracts appointment curtailed by DRDO establishments.

Sir, the persons specially retired from DRDO who are working on contracts since 5 to 10 years even more and the basis of their contract is purely blackmail, because they they very well know the wrong doings of senior DRDO officials who are in the position. And DRDO, CVO letter is ineffective for them. your personal intervention is needed to save the DRDO organisation.

Please see a letter received from the well wisher and sufferer of such illegal bonding of DRDO corrupt officials.

With DRDO chief S Christopher’s posting, govt signals end of extension era

By Manu Pubby, ET Bureau | 30 May, 2015, 05.44AM IST

NEW DELHI: The government has sent a firm signal against the rampant culture of service extensions at Defence Research and Development Organisation (DRDO) with the appointment of its new head, S Christopher, who has superseded the top four scientists who are all on their second extension at the country’s premier research body.

While questions are now being raised about the future of the four scientists – who are designated as director generals of different branches at DRDO headquarters and are several years senior in service to Christopher – the government has made its preference for promoting younger scientists clear

When DRDO chief Avinash Chander was removed from his post in January, Defence Minister Manohar Parrikar had said that one of the reasons for the change was that the government wanted younger scientists to come up. Going by this principle, the government considered only Christopher and AM Datar for the post, with Christopher making the cut on the basis of seniority, officials said.
While Chander was removed from the job with a terse message from the cabinet secretariat, the future of the four scientists on second extension – which allows them to serve till the age of 64 against the retirement age of 60 – may not be too bright.

The second top appointment at DRDO is also being watched with much interest. The choice of GS Reddy, a missile scientist, to the newly created separate post of Scientific Advisor to the Raksha Mantri, is believed to be part of a new deep selection approach to groom talent. patern et 30 may 2015

New DRDO Chief Takes Over, Scientists Hail Appointment

By IANS Published: 29th May 2015 01:37 PM – The New Indian Express
NEW DELHI: Radar specialist S. Christopher took charge as the new director general of Defence Research and Development Organisation (DRDO) and its secretary at on Friday morning, with the appointment being welcomed by defence scientists and officials.

Christopher was on Thursday night appointed chief of the premier defence research agency for two years by the Appointments Committee of the Cabinet.

The DRDO was without a full-time chief for around four months ever since Avinash Chander was unceremoniously removed on January 31.

Christopher was heading the Bengaluru-based Centre for Airborne Systems and the project to develop an airborne early warning and control system before his new appointment.

Earlier, DRDO chief was also the scientific adviser to the defence minister, but the post has now been split.

Missile scientist G.S. Reddy was appointed as the scientific adviser to Defence Minister Manohar Parrikar for two years on Thursday night.

DRDO scientists and officials welcomed the appointment, saying that functional difficulties had cropped up due to the absence of a full-time DRDO chief.

“It is a welcome step; without a full-time chief cost DRDO in the last four months; impacted the work as coordination was suffering,” a senior DRDO official told IANS.

Defence Minister Manohar Parrikar recently said that the absence of a full-time DRDO chief was being compensated with more powers to cluster heads.

A DRDO official, however, maintained that it did not solve the problem.

“Coordination between clusters is needed for smooth running of things. That is where the problem was,” said an official aware of the developments.

A senior scientist, meanwhile, said that some tests also suffered due to lack of clear guidance.

“Some tests suffered because there was lack of clarity. There was no clear boss; it makes a lot of difference,” said the scientist.

Officials also appreciated the decision to split the post of DRDO chief to appoint a separate scientific adviser to the defence minister.

“The role of scientific adviser must extend beyond the DRDO. There are other departments, like ordnance factories, which also need to be focused upon. This is a good move,” a senior scientist told IANS.

“The DRDO chief and scientific adviser will have to work in close coordination though; a new structure is now expected to evolve,” the scientist added.

Christopher’s predecessor Chander held the posts of director general, DRDO, and scientific adviser to the defence minister, and secretary DRDO.

Defence Secretary R.K. Mathur was later given the additional charge of secretary DRDO.

Mathur retired on May 24.

After a gap of several months, DRDO has finally got a new leadership with Defence Minister Manohar Parrikar pushing through a new concept to divide the top post into two parts.

The government on Thursday appointed S Christopher who heads the centre for airborne systems as the new Director General of DRDO with the rank of a secretary.
Splitting the top post, the government also appointed the younger GS Reddy – a missile scientist – as the scientific advisor to the defence minister. Reddy will directly report to Parrikar and will be the pointsman for the minister for defence research projects.

Both top officials have got a term for 2 years, though Reddy is expected to continue after that and would be a contender for top job of DG DRDO.
The new appointments come after DRDO chief Avinash Chander was removed from his post in January with Parrikar saying that the government wants to have a new, younger leadership for the organisation.

The splitting of the post ks first among a series of structural changes that are expected at DRDO in coming months.

It is still not clear how the responsibilities will be divided among the two as the ministry has not come out with a detailed notification.

Both officials are expected to be based in Delhi.

  1. Defence Research Laboratory (DRL), Tezpur (Assam) is an establishment under Defence Research & Development Organisation (DRDO), Ministry of Defence.
  2. Vijay Veer, Scientist ‘G’ is Director, DRL, Tezpur with effect from 01 March 2012 to till date and he is superannuating on 31 December 2015.
  3. RKR Singh, Technical Officer ‘C’ is posted at DRL, Tezpur since more than 20 years in DRL, Tezpur. He is Head of High Altitude Agriculture Division at DRL, Tezpur.
  4. A project with details submitted below was sanctioned by competent authority at DRDO HQ to DRL, Tezpur.DRL GH cvc table 1
  5. Some other projects related to installation of Green Houses were also completed by DRL, Tezpur with following details.DRL GH cvc table 2DRL GH cvc table 3

Installation of two Green Houses at DRL, Dett. At Tawang

DRL, Tezpur has two detachments in Arunachal Pradesh. One is at Salari, 190 km from Tezpur and another at Tawang, 380 km away from DRL, Tezpur. DRL Dett., Tawang is situated at 10,000 Ft high from sea level. This area is very less of vegetation due to extreme cold climatic condition. Hence cultivation of vegetables in open environments is not possible.

DRL, Tezpur has installed one Green House at DRL, Dett., Tawang and another Green House in same location is under construction. In this Green House, varieties of vegetable nursery is being raised and are being supplied to those Green Houses installed in different army unit for making vegetables nursery is being raised and are being supplied to those green houses installed in different army unit for making vegetables seeding.

Gross irregularities and violation of Purchase Management 2006 took place in issuing of supply orders for construction and installation of Green Houses at DRL, Tezpur.

6. One Open Tender No. DRL/OT/14-15 was published in 2014 for 05 Green Houses with EMD Rs. 100,000. The demands were made in said open tender and case is under process.

IRREGULATIES AND VIOLATION OF PM 2006 IN CONSTRUCTION & INSTALLATION OF GREEN HOUSES AT DRL, TEZPUR

  • Very junior officer of rank Technical Officer ‘C’ was appointed as Project leader with only one member (STA) in the project which is major project activity of DRL, Tezpur. In past project of Green House more than Five Officer/staff were involved with senior most scientists as Project Head. Keeping only officials in such a big project smacks something wrong at end of Director/CFA.
  • RKR Singh, TO ‘C’ was not authorized to indent case of Rs. 50 L while other several senior scientists were available at DRL, Tezpur. This violates section 4.6.2 and 4.6.3 of PM 2006. Demands costing Rs 50 lakh and above: Initiation by Scientist E and above countersigned by project or group head.
  • The demand was initiated as well as countersigned by Dr. RKR Singh, TO ‘C’ and approved by Dr. Vijay Veer, Director. This violated the various sections of PM 2006.
  • Item cost was inclusive of taxes while as per PM 2006 all taxes should be separately calculated and added in basic cost of the item. Material cost, construction and installation cost should be mentioned separately.
  • In demand unit price was mentioned as Rs. 9,92,331.00 but how the indenter arrived at his cost. How he done cost estimation or he submitted any quotation in record for this cost. The figure of unit cost as mentioned by indenter is unrealistic and fabricated.
  • Board of Officers was not constituted for inspection of constructed Green Houses and handing over to users Amy Units. Issue Voucher should be issued to each Green House separately. Job completion report should be endorsed by Board of Officers.
  • Splitting of cases to keep demand cost with in financial powers of Director as in project of Rs. 4.18 crore small-small cases costing just below Rs. 50 L are initiated. Two open tenders no. DRL/OT/13-14 and DRL/OT/14-15 each costing Rs. 50 L was published within same project by splitting of the cases. One tender should be published to avoid splitting of cases and get better prices and consolidated demand should be raised for whole project as PDC was only 36 months. Hence PM 2006 was grossly violated by Dr. Vijay veer, Director/CFA.
  • As per PM 2006 the Supply Order should be signed for and on behalf of ‘President of India’ in DRDO.MM.16 but this section of PM 2006 was grossly violated by Dr. Vijay Veer, Director/CFA. The supply orders issued by DRL, Tezpur are not in format DRDO.MM.16 and these SO are not signed for and on behalf of India, which is very serious matter as per PM 2006.
  • Cost Estimation not made properly figure of unit price is unrealistic.
  • TEC Report was ignored and parameters effecting installation of Green House like soil testing, wind speed, altitude etc not considered by Director and TPC done without clearance of TEC Report.
  • Gross violation of Purchase Rules, Supply Order not in proper format signed on behalf of Director, DRL, Tezpur, TO ‘C’ is not authorized to indent case up to Rs. 50 L. No sales tax, service tax or VAT charged and prices were inclusive of all taxes. Service tax Registration Number.

7.    The departmental action under CCS(CCA) Rules 1965 and PC Act 1988 may kindly be initiated against Vijay Veer, Director, DRL, Tezpur for said misconduct and misuse of power.

In light of above  facts and evidences it is  requested to CVC to setup a high level inquiry to inspect the procurement process and violation of PM 2006 at DRL, Tezpur by Dr. RKR Singh, TO’C’ and Dr. Vijay Veer , Director in construction and installation of all these Green Houses.
