It seems that DRDO losing its credibility of inventing sophisticated weapons and technologies for the well being of India. While BJP was at opposition, they made lot of cry by accusing UPA had compromised with safety of India. Now BJP begins to run the Defence Ministry with new defence mininster. But things are as usual.

It is well known that bangalore DRDO scientists have no work ; ADE is a place for leisure by employees who are supposed to be scientists . With excellent housing , no worth while work , these employees have already retired while in service like Bangalore ITI. What action was taken on Pune DRDO for spending Rs.5 crores for a temple chariot from defence funds GOK. Now SUVs. Will our no nonsense defence minister stop this nonsense , save defence precious funds and institute accountability on DRDO, ADE etc or close them all and save precious public funds .

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of corrupt practices following by DRDO.
The applicants already filed hundreds of RTI s to DRDO with the aim of expose their corrupt practices earlier up to end of 2011 I have received 50% informations in the basis of those inputs, I have submitted some corruption complaints to CVC and other agencies partly the action were taken but from mid of 2013 I have only received 10% informations but no action taken on corruption exposures. Interestingly since end 2013 DRDO stopped giving any informations against RTI applications, whether it is related to corruption or human right. I tried to my best requested RTI with enclosed corruption evidences but to DRDO refuses to all RTI requests under section 24 (1). DRDO have no respect for constitutional provision of GOI.
The following information is requested with evidences which prima facie supported that Dr Tamilmani and other involved in corrupt practices. This information is requesting through PMO because we have faith on Sh Narendra Modi ji government and if, we will not get any response of this RTI than it is a confirmation that PMO is also in the grip of corrupt officers and Modi ji government has no meaning of RTI Act 2005.

डॉ के तमिलमणि द्वारा भारत सरकार के नियम विरुद्ध ट्रांसपोर्ट अलाउंस लाभ भी लिया जा रहा है। (जनवरी की सैलरी स्लिप संलग्न है)
डॉ के तमिलमणि को सरकार ने सेकंड सेवा विस्तार 62-64 वर्ष भी दिया है जोकि मई 2016 तक है। परन्तु केवल भगवान ही जानता है कि डॉ तमिलमणि द्वारा देश व् डीआरडीओ को क्या प्रदान किया है। क्योंकि देश की साइंटिफिक क्षेत्र में उनके योगदान का कोई चिन्ह नजर नहीं आता है केवल डीआरडीओ के स्वयं प्रयोजित पुरस्कार ही उनके खाते में हैं जिनकी कंही भी मान्यता नहीं है। डॉक्ट्रेट की उपाधि का भी अभी अभी प्रबंध किया।
रिमोट वीडियो टर्मिनल (आर वी टी) नाम से ली गयी दूसरी गाड़ी एडीइ निदेशक द्वारा तथा तीसरी गाड़ी प्रोजेक्ट डायरेक्टर रुस्तम -२ द्वारा और सूत्रों के अनुसार बाकि की दो गाड़ियों का कोई सुराग नहीं है।
इसी प्रकार से डीआरडीओ के पुणे स्थित संस्थान एच इ एम आर एल के निदेशक श्री विकास भट्टाचार्य द्वारा भी इसी प्रकार से एक इन्नोवा मोबाइल इन्ट्रूमेंट कैरियर नाम से खरीद कर अपने इस्तेमाल में ली जा रही है। टेंडर, फर्म्स, गाड़ी का लाल बत्ती लगा चित्र, सप्लाई आर्डर संख्या आदि संलग्न है।
इन उपरोक्त तथ्यों से यह लगता है कि रक्षा लेखा विभाग का जैसे डीआरडीओ के अधिकारीयों द्वारा अपहरण कर दिया है। क्या उन्हे वार्षिक ऑडिट में यह सब दिखाई नहीं देता या रक्षा लेखा अधिकारियो ने आँख बंद कर रखी है ?
आपसे अनुरोध है की आपकी लाल किले की प्रतिज्ञा “न खायंगे न खाने देंगे” का कुछ तो असर इन तथाकित डीआरडीओ के वैज्ञानिकों पर डालने की कृपा करे अन्यथा ये इस देश के करदाताओं से मिले बहुमूल्य पैसो को अपने मजे के लिए उड़ा देंगे।
आपसे यह भी अनुरोध है कि संलग्न शिकायती पत्र को सीवीसी व् सीविओ (रक्षा मंत्रालय) को तत्काल प्रभाव से जाँच करने के आदेश के साथ अग्रसारित करने का कष्ट करें।

The letter no DHRD/76682/ADE/(Proj)(Misc)/VEH/P/01 date 27 Jun 2013 signed by Dr Hina A Gokhle, Director, HRD, DRDO Hqrs in its para 4 “This letter issue with special concurrence of Ministry of Finance/Deptt of Expenditure in exemption of the extent ban vide their ID Note No 18(2)/E.Coord)/2013(84982) dated 28/05/213)”. It is clear evidence that DRDO senior scientists try to fooling country system. They are taking extraordinary sanction of vehicle by showing its utility in project by putting name “Remote Video Terminal Vehicle”. The vehicle simply using by Dr.K Tamilmani, DG (Aero), as luxury staff car.
At the same time Dr.K Tamilmani, DG (Aero), DRDO, Bangalore availing the transport allowance of Rs 14490/- which attracts severe disciplinary action against under CCS (CCA) Rules 1965, False claims on the Government like T.A claims reimbursement claims, etc. False claims on the Government like T.A claims reimbursement claims, etc, Obtaining or attempting to obtain any valuable thing or pecuniary advantage without consideration or for a consideration which is not adequate. It is requested that please register case against Dr.K Tamilmani, DG (Aero), DRDO, Bangalore for maneuvering of Government funds under the provision of prevention of corruption act section 13(2), or any other applicable acts of GOI.

I have sent all these input to Bangalore based journalist Sh Sharan Poovanna, Senior Correspondent with the New Indian Express. He tried his best to get Dr K Tamilmani’s view but Dr K Tamilmani just walked away without giving any explanation.
Dr K Tamilmani is public servant he cannot escape from responsibility; he is bound to give answer about misusing the poor tax payer’s money.
Today, Dr. K Tamilmani, DG-Aero has come in his own vehicle, but driven by military Havaldar. Interestingly, even ADE office cannot have a military Havaldar posting; Dr. K Tamilmani has managed his posting to ADE and using him as driver.

Our Hon’ble Prime Minister Shri Narendra Modi has given an enthusiastic and passionate call for ‘Swachh Bharat Mission’ to realise Mahatma Gandhi’s dream of cleanliness, urging everyone to devote minimum two hours every week towards cleanliness. Needless to say that the “Swachh Bharat Abhiyan” is the crying need, as India, the otherwise recognized religious and spiritual capital of the world is also well-known as the filthiest country on the globe. ‘Swachh Bharat Mission’ is a mass movement to realize Gandhi’s visualization of clean India by 150th Birth Anniversary on 2nd October 2019. The Mahatma’s visualisation of cleanliness was three-pronged – a clean mind, a clean body and clean surroundings. Holding that ‘Cleanliness is next to godliness’, he emphatically wrote, “We can no more gain God’s blessing with an unclean body than with an unclean mind. A clean body cannot reside in an unclean city”. (Young India 19/11/1925) An old proverb says, “Cleanliness is next to godliness.” This means that cleanliness comes next to godliness in importance.The whole statement means cleanliness takes a common man to the proximity of God. This journey starts from cleanliness of clothes, body and surroundings. Everything around us should be clean and beautiful. For which, Addison says “Beauty produces love, but cleanliness preserves it”. The very famous quote of our “Father of Nation” is “I WILL NOT LET ANYONE WALK THROUGH MY MIND WITH THEIR DIRTY FEET”. Then, there is the cleanliness of mind. Mind should be clear off from all the feelings of hatred, harm and haram (sinful). Buddha’s eight fold path emphasized much in the cleanliness of mind. When the dirt of sinfulness is obliterated from the screen of mind, noble, lovable and pious actions come into action. Mahatma Gandhi also told that “Cleanliness of mind and body is the first step in education”. Means शिक्षा का पहला चरण दिमाग और शरीर की सफार्इ है. DRDO is spending crores of rupees onEnvironmental Control Hygiene Maintenance Services (ECHMS) contract. For example the open tender for DMSRDE, Kanpur dated 01 September 2014 is having an estimated cost of Rs. Twenty two Lakhs Fifty Thousand and Open tender for ADE, Bangalore dated 16-09-2014 is having an estimated cost of Rs. One Crore. So DRDO top management should not worried about cleanliness of roads, residential complexes, offices, work places, parks/gardens and toilets etc. DRDO officials needs cleanliness of mind based on principles of Mahatma Buddha and Mahatma Gandhi that will make DRDO corruption free and that will be true homage to Mahatma Gandhi Ji and real contribution in Prime Minister “Clean India Mission”.

Rajabala was alone at home in heavily-guarded premises
The wife of a scientist with the Defence Research and Organisation Development (DRDO) was found murdered in her residence in the heavily-guarded DRDO quarters in Byappanahalli on Monday. Police say Rajani Rajabala, 49, the wife of A Packia Dhas, scientist ‘D’ with the Aeronautical Development Establishment (ADE) of DRDO, was killed between 11 am and 11.30 am on Monday.
The incident came to light when neighbours found the victim lying in a pool of blood. Her throat has been slit and she had also suffered stab injuries to the neck, police said.
Rajabala was staying on the third floor of an apartment in ‘F’ wing in Block No. 22 of the DRDO quarters. She was alone at home. Her husband had gone for work and daughter, a first year engineering student, had left for college. The family is from Kanyakumari, but have been staying in the city for the last six years. Her son studies engineering in Chennai.
Police found no evidence of forced entry and suspect the killer fled by jumping from one of the floors to the ground. Salva Kumari, a resident of the ground floor of the same building, told police that at around the time of the crime, she heard the sound of something falling from a top floor and had rushed out. She found an unidentified man sitting on the ground near the building. The man later got up and walked away.
Along with Karthika Devi, another neighbour, Kumari climbed to the top to find out what had fallen. The door to Rajabala’s apartment was open and they entered to find their neighbour lying in a pool of blood. Byappanahalli police, who are investigating the crime, say the killer may have taken something from the house.
“Dhas and his daughter are still in shock and did not speak to us,” said K V Sharat Chandra, joint commissioner of police (East, law and order). “Once we speak to them and find out what’s missing, we will know if it was murder for gain or for personal rivalry. There is huge security for the quarters, but security staffs don’t do much checking in the morning. It is only after 8 pm when security is tight. There were no CCTV cameras installed.”

The body of Rajini Rajamala, 42, lying in a pool of blood, was spotted by her neighbour just after 11am at the Defence Research and Development Authority (DRDO) residential quarters in CV Raman Nagar, off Old Madras Road.
A man who had come to house number 22/12, on the third floor of house complex number 4, inside the residential quarters, is suspected to have killed her.
Two stab marks were found on her neck. The neighbour, whose identity was kept a secret by police, is a resident of the second floor of the same building. She told police that on hearing a noise, she peeped out of her balcony to see what was going on. She saw a man landing on the ground, and suspected that he had jumped from the third floor of the building.
Surprised, she went up to the third floor, and found Rajini dead.
By the time she returned, the man had vanished. She immediately cried for help and informed police. The murder is suspected have taken place between 10am and 11am.
Her husband Packya Das, a grade D scientist, left for work around 9.30am. One of the neighbours called Das, who was at work, informing him about the murder a few minutes after 11am, police said. The couple’s children, a son and daughter, were at school at the time.
Kamal Pant, additional commissioner of police, law and order, who visited the spot said no valuables were missing from the house. Also, there were no signs of a forced entry.
Joint commissioner of police, law and order (East), KV Sharat Chandra, who is monitoring four special teams formed to investigate the case, said police have a few clues. “All I can say at this point is that the attacker left something behind,” he said.
DID ASSAILANT JUMP FROM THIRD FLOOR?
That the alleged killed jumped from the third floor has left everyone shocked. Joint commissioner Sharat Chandra said: “We’re as surprised that a man jumped from the third floor and survived. However, in her statement, the neighbour said she only saw him land on the ground and suspected that he had jumped from the third floor.”
Sources said the attacker was injured after jumping from the building and there were some spots of blood where he landed. The investigating teams are looking at CCTV camera footage in and around the complex to look for suspicious persons.

“The quarters have a thoroughfare running through, allowing free entry of private vehicles. So there’s no way to maintain a log of visitors. The public road has a bus stand and BMTC buses ply here. However, we keep a record of private vehicles entering the area at night,” DRDO spokesperson.
